        지방자치시대(地方自治時代)의 농업인교육사업(農業人敎育事業) 발전방향(發展方向)

        The objectives of this study were 1) to investigate the important items affecting the farmers' education system, 2) to estimate their influences on the farmers' education and 3) to present the development directions of farmers education under the changing circumstances of localization. The major or results and implications were as follows. 1. The important items of farmers education were authority in organizing the agricultural extension agency, personnel management, finance, and inspection and audit. 2. The development directions of farmers education were such views as differenti-ation of educational functions of various levels extension organizations, extensionists' competence, developing programs corresponding with farmers needs, participation of farmers, and expanding the educational opportunity for urban-ites and the old generation, etc.

        농업인 교육과정 개발 모형의 설정

        The objectives of this study were 1) to investigate the curriculum development process in formal education, 2) to estimate the percent situation of planning and implementation of Tanners education and 3) to establish the curriculum development model for farmers education. The major results were as follows; 1) It was regarded as the important issue that the participation of learners/farmers should be more increased in planning and implementing process of education program. 2) The farmers education curriculum/program was defined as the whole learning activities planned to achieve the educational goal efficiently. 3) The curriculum development model with the nine steps containing the educational procedure, methods and duties was established.

        농촌의 자원지도력 육성을 위한 농업인 조직의 활력화 방안 연구: 농촌지도자회 사례

        The objective of this study was to develop the strategies for enhancing activities of the “Korean Rural Leaders`` Association” to foster the voluntary leadership in rural area. Literature review and questionnaire survey were carried out. The results of the study were as follows: Firstly, for enhancing the organizational competency, it was regarded as the important components that developing an organizational vision, improvement of structure and functions, promotion of the organizational management efficiency including human resource, securing new members and establishment of organizational culture. And secondly, for accelerating the organizational activities, it was expected to give more concern to such activities as public services, spokesman``s role for the farmers, organizational / international cooperations and research at central level of the association.

        21 세기 지식정보화시대 패러다임 전환과 농촌지도사업 활력화 방안

        Agricultural extension services in Korea are faced with increasing demands for more efficient production and managerial technology according to globalization and free trade system. At the same time, three steps of organizational restructuring in 1998 and 1999 resulted in decreased number of organization and manpower, thus, resulting confusion in implementing extension services. To cope with the international and national challenges, Korean agricultural extension services should try paradigm shift including the followings; 1. To establish identity of agricultural extension services in Korea through making laws and regulations in terms of concept, roles, principles. implementation and methods. 2. To implement vitalizations plan through enhancement of national extension service such as food production. raising local specialty products for domestic consumption and producing strategic agricultural products for export. expanding capability of rural women, increasing opportunity for management consultation, supporting digital technology information, and promoting morale and capability of extension educators. 3. To reform agricultural extension system through adjusting the functions of extension service of the Rural Development Administration, regionalizing city and county extension center to provincial level, and changing the status of directors of extension centers from city /county to national government.

        농업인 교육 프로그램 분석

        이 연구는 농업인을 대상으로 한 교육 프로그램의 내용 및 방법을 살펴봄으로써 향후 농업인 교육을 위한 기초자료를 제공하는 데 목적이 있었다. 농업인 교육프로그램 분석을 위한 개념적 틀은 관련문헌에 대한 고찰과 수집 자료에 대한 귀납적 분석을 통해 개발되었다. 그 결과, 8가지의 기관 유형, 17가지의 프로그램 내용 영역, 5가지의 교육방법, 3가지의 교육인원, 3가지의 교육기간이 도출되었다. 분석대상은 총 173개 기관의 2,483개 프로그램이었다. 이 연구의 주요 결과는 다음과 같다. 첫째, 우리나라의 농업인 교육은 국가기관 및 기술센터 등의 정부기관 주도로 이루어지고 있었다. 둘째, 재배/사육기술, 생활개선 및 농촌건강관리, 정보획득 등의 내용이 주요 교육내용으로 다루어지고 있었다. 셋째, 각 기관 유형별로 비중 있게 다루는 주요 교육내용에 있어서 다소 차이가 있었다. 넷째, 농업인 교육프로그램에서 활용되는 교육방법은 대체적으로 강의에 편중되어 있었다. 다섯째, 교육인원에 있어 중규모와 대규모 인원의 비중이 상대적으로 높았으며, 1 대 1 개별 교육은 전혀 없는 것으로 나타났다. 여섯째, 1일 혹은 3일 이상 이루어지는 교육의 비중이 상대적으로 높았으며, 2일 동안 이루어지는 교육의 비중은 비교적 낮은 편이었다. The purposes of this study were to analyze the farmer education programs in Korea, and to get implications for further program development. The framework for the analysis was developed through extensive literature review and an inductive method. As a result, eight types of organizations for farmer education, seventeen content domains of programs, five instructional methods, three categories of program participant size, and three categories of program period were derived. The subjects of analysis were 2,483 programs of 173 farmer education organizations. The major findings were as follows: 1) Farmer education programs of Korea were led by government agencies such as national organizations and extension agencies. 2) The content domains of cultivating/raising techniques, improvement of life quality and farmer health care, and information acquisition were relatively highly dealt with. 3) Main contents which were dealt with by each type of farmer education organization were differentiated. 4) In terms of instructional method, a lecture had the highest portion in most contents domains. 5) The portion of the middle size and large size of participants was relatively higher than others. And there are no programs which used one by one teaching method. 6) The portion of programs for 1 day or 3days was relatively higher, and the portion of programs for 2 days was lower.

        지역4-H조직의 내적 적합성에 관한 문화기술적 연구

        이 연구의 목적은 지역4-H조직의 내적 적합성을 탐색하고 이를 기술하는데 있었다. 2006년 8월부터 10월까지 약 3개월 동안 지역4-H후원회 회장 및 임원진 3명, 지역4-H연맹 회장 1명, 학교4-H 지도교사 4명, 지역의 영농4-H회장 1명, 시·군 농업기술센터 소장 및 4-H담당자 9명을 주요 연구 참가자로 하여 심층면담을 통해 자료를 수집하였다. 수집한 자료를 분석한 결과는 다음과 같았다. 첫째, 지역4-H조직 관련자들이 인식하는 지역4-H조직의 주요성과 격차로, ① 민간4-H조직을 중심으로 한 자율적이고 독립적인 활동 부재, ② 지역4-H조직 간 다양한 종류의 협력 부재, ③ 지역사회에서 4-H활동에 대한 가치 인식 부족이 나타났다. 둘째, 지역4-H조직의 핵심 과업으로 ① 4-H의 가치 및 이념에 부합하고, 지역의 실정에 맞는 프로그램 확보, ② 지역4-H 조직 간 협력적 네트워크 확립, ③ 4-H에 대한 지역사회의 관심 및 지지 확보가 나타났다. 셋째, 지역4-H조직의 내적 부적합성으로는 ① 인원 확보의 어려움과 핵심과업에 대한 전문성 결여, ② 관료화되고 경직된 낡은 문화, ③ 조직적 자원의 축소 및 조직 간 낮은 네트워크의 수준이 도출되었다. The purpose of this study was to describe and understand internal fit in Local 4-H Organization. The main participants of this study were one leader and two members of Local 4-H Society for the support, one leader of Local 4-H Association, four School 4-H teacher, one leader of Local farm 4-H, 9 local agricultural extension workers. The data were collected through in-depth interview with them from August, 2006 to October, 2006. The Results from this study were as follow: 1. Key performance gaps of local 4-H organizations were identified: ① lack of local 4-H based activities, ② lack of various types of partnership between local 4-H organizations, ③ lack of understanding value of 4-H activities in the communities. 2. Key tasks of local 4-H organizations were identified: ① developing local 4-H programs based on 4-H's values and ideas, ② establishing the cooperative networks among local 4-H organizations, ③ ensuring the interest and support about 4-H in the communities. 3. Internal misalignments of local 4-H organizations were identified: ① difference of recruitment and lack of expertise, ② bureaucratic and rigid cultures, ③ decrease in organizational support and low level of network among organizations.

        The generalized Neyman-Pearson lemma Is reformulated In the framework of the fuzzy set theory. Based on the result, we define the locally optimum fuzzy test and derive the locally optimum fuzzy test function. As a pratical application of the locally optimum fuzzy test, detection of weak deterministic signals corrupted by purely-adative noise Is considered, which Is an important problem In statistical signal processing. Comparisons between the locally optimum and the locally optimum fuzzy tests are also made.
