        사회문제 해결형 R&D를 위한 출연(연)의 평가시스템 개선방향

        최근 출연(연)의 사회문제 해결형 R&D 사업이 점차 증가하고 있다. 그러나 출연(연)은 사회문제 해결에 적합한 R&D 시스템을 구축하지 못하여 많은 시행착오를 겪고 있다. 이에 본 연구에서는 사회문제 해결형 R&D 수행에 있어 주요 영향요인으로 작용하고 있는 출연(연)의 평가시스템 개선방향에 대해서 논의하고자 하였다. 이를 위해 먼저 사회문제 해결형 R&D에 관해 고찰하고, 출연(연)의 평가시스템 현황 및 사회문제 해결형 R&D 관점에서 한계를 도출한 후, 효과적 추진을 위한 개선방향을 제시하였다. 그리고 마지막으로 본 연구가 주는 함의와 한계를 논의함으로써 마무리하였다. 본 연구는 사회문제 해결 관점의 평가지표를 제시하고 활용방안을 모색한 최초의 연구로서 향후 관련분야 연구의 초석이 될 것으로 기대한다. In recent years, there has been a gradual increase in the number of R&D projects for solving societal problems. However, government-funded research institutes(GRIs) are going through many trials and errors due to the lack of R&D systems suitable for solving societal problems. In this regard, this study attempted to discuss the improvement directions for evaluation systems of GRIs, which serves as a major influencing factor in performing R&D initiatives for solving societal problems. Towards this end, a study of R&D initiatives for solving societal problems was conducted first, and improvement directions for effective promotion were presented after deriving limits in terms of R&D initiatives for solving societal problems, along with the current status of evaluation systems by GRIs. Lastly, implications and limitations of this study were discussed. This study has its significance in that it is the first research to propose evaluation indicators in terms of solving societal problems at the level of GRIs and is expected to be a foundation for future research of related fields.

        창의적 융합인재에 관한 개념 틀 정립

        정부는 현재 창의적 융합인재 양성과 활용을 위해 적극 노력하고 있다. 하지만 현재 추진되고 있는 창의적 융합인재 양성 정책들은 준비기간의 부족으로 이론적 토대가 미흡한 상황이다. 그 결과 창의적 융합인재 양성을 위한 정책 대안들이 다수 제시되고 있음에도 불구하고 왜 그 대안이 효과적이고 창의성 발현 관점에서 어떤 의미가 있는지 등의 이론적 뒷받침이 부족했다. 이에 본 연구에서는 창의성 이론 관점에서 창의적 융합인재의 개념적 틀을 정립하고자 하였다. 즉, 창의적 융합인재는 무엇이고, 어떤 유형이 있으며, 어떤 특성이 있는지, 더 나아가 과학기술과 예술 분야는 어떤 관계가 있고, 융합이 왜 중요하며, 촉진방안에는 무엇이 있는지 등에 관한 보다 근본적인 질문을 다루었다. 본 연구는 창의성 관점에서 창의적 융합인재의 이론적 틀을 제시하고 창의적 융합인재 양성을 위한 실질적인 정책 툴을 제시했다는 점에서 의의가 있다. 하지만 창의적 융합인재 양성 주제를 다룸에 있어 과학기술과 인문사회분야를 다루지 못한 점은 한계라 할 수 있다. The Korean government has actively sought to develop and utilize talents capable of creative fusion. However, the government policies related to this effort are lacking theoretical basis due to the short time frame allowed for policy planning. As result, though various policy options have been presented to help bring up talents capable of creative fusion, the theoretical explanation on why these options are effective and what implications they have for inducing creativity is lacking. In this background, this study has identified the need to build the conceptual framework and expected challenges in bringing up talents capable of creative fusion from the perspective of creativity theory. It means this study is dealing with the following fundamental questions; Who are the talents capable of creative fusion and what are the types and characteristics of these talent? How is science and technology related to art? Why is fusion so important? What measures can the government take to promote fusion between science and technology and art? This study is especially meaningful as it presents practical policy framework as well as conceptual theoretical framework to bring up talents capable of creative fusion from the creativity perspective. However, this study still has limitations. Though this study is dealing with the theme of bringing up talents capable of creative fusion, its attempt is not comprehensive enough to cover the fusion between science and technology and humanities and liberal art.

      • 호혜적 개발협력을 위한 주요 국가의 STI 시스템 분석 및 협력방향 - 브라질, 인도를 중심으로 -

        Reciprocal development cooperation refers to “all activities in the public and private sectors that benefit the donor country’s national interest as well as poverty eradication and economic and social development in the recipient country”. The Korean governments development cooperation paradigm is expected to gradually shift from a humanitarian level to a reciprocal level. However, in the case of science and technology innovation, it is difficult to acquire information about countries that are subject to reciprocal development cooperation. Therefore, in this study, the conceptual framework for reciprocal development cooperation was established and STI systems of major countries were analyzed to provide basic STI data and to suggest directions for reciprocal development cooperation. In this study, two countries, Brazil and India, were selected for analysis by applying three criteria: “differentiation from existing research,” “relevance to national interests and national tasks,” and “possibility of securing data”. In this study, the STI system components of Brazil and India were classified and analyzed into macro-environment, STI governance, STI investment and achievements, STI human resources, STI innovative actors, and STI support organizations. The reciprocal development cooperation agenda was described focusing on three dimensions: “what”, “how” and “who”. First, in the perspective of “what”, climate change, digital transformation, infectious diseases, and other issues were derived as cooperation contents. Second, policy advice and joint research, human exchange, and so on, were suggested as cooperation methods. Third, universities, GRIs, and companies were suggested as cooperation partners. Brazils STI system is characterized by a weak national R&D budget, excellent research manpower and strong basic research, lack of connection and creation of innovation demand between universities and companies, weak industrial competitiveness, lack of science and technology policy and strategy, policy implementation, and coordination of inefficiency and slow-step administration. The characteristics of the Indian STI system include inefficient governance and lack of interconnection led by the government, insufficient investment in STI between the government and the private sector, abundant STI manpower and global talent, the pursuit of R&D activities centered on universities and public research institutes rather than the private sector, bureaucratic and bureaucratic An inefficient STI support organization was identified. In-depth interviews and consultations were conducted with experts from each country to derive the Korea-Brazil development cooperation agenda and the Korea-India development cooperation agenda. The interview and advisory groups were largely divided into policymakers(public officials) for each country, researchers(researchers and professors), and local experts(embassies and dispatchers). The detailed agenda contents are described in Chapters 6 and 7. This study is expected to contribute to the theoretical construction of the field of development cooperation, and to the derivation of the governments Korea-Brazil and Korea-India STI cooperation agenda. The study also can contribute to the demand for STI system information of Brazil and India. However, this study has limitations in responding to more demand by the government by selecting Brazil and India as two countries for reciprocal development cooperation. Therefore many more countries besides Brazil and India should be explored in the future. In addition, in order to improve the reliability and validity of the STI cooperation agenda between Korea-Brazil and Korea-India, interviews and consultations with more experts are required.

      • 과학기술 ODA 실태분석 및 전략적 추진방향

        Korea"s ODA budget is rapidly increasing. In the domestic research community, interest in science and technology ODA has increased over the past 10 years. However, most of the research is being conducted in small scale and intermittent ways, and the systematic concept of ODA in science and technology is insufficient. There is a limit to the government"s efforts to establish and activate evidence-based policies. In particular, as the ODA paradigm has shifted from MDGs to SDGs since 2015, a new approach to science and technology ODA is required. The Korean government"s ODA paradigm shifts from short-term, small-sized, and segmented projects to long-term, large-scale, and convergent commercialization, and R&D"s interest in strengthening ODA linkages increases, as well as the need to respond to government issues. This study establishes the conceptual framework of science and technology ODA and responds to the government"s core issues quickly, contributing to establishing the identity of science and technology ODA, establishing evidence-based policies, and solving Korean government challenges. The contents of the study are largely composed of 5 modules. First, the concept, features and types of science and technology ODA are related to the establishment of the science and technology ODA concept framework. Second, it is related to ODA budget statistics of science and technology and critically examines measurement indicators and methodologies, and then presents ODA measurement indicators and methodologies that can be compared with developed countries (US, Japan, China, EU, etc.). Third, in-depth analysis of the major cases of science and technology ODA to derive success factors and policy implications of science and technology ODA. Fourth, the proposal of linking domestic R & D performance and science and technology ODA, one of the key issues of the current Korean government. Finally, as one of the key issues of the government, the analysis and case studies on the revitalization of science and technology ODA convergence project. In order to achieve the above objectives, this study performed qualitative methods such as literature review and interview and quantitative analysis methods such as case analysis and statistical analysis. In order to establish the science and technology ODA concept framework, literature review and interviews were mainly conducted. On the other hand, interviews were conducted to analyze cases of science and technology ODA, and qualitative methods such as literature reviews and interviews were used for ODA and R & D linkage and ODA convergence research.

        국민행복을 위한 창조경제

        최근 우리나라에서는 창조경제에 대한 관심이 뜨겁다. 그러나 새 정부의 캐치프레이즈인 창조경제가 무엇이고 어떻게 접근해야 하는지 방법론에 대한 의견이 분분하다. 이에 본 연구는 국내 과학기술계에서 바라보고 있는 창조경제 관점이 현안과제를 적절히 반영하지 못한다는 가정 하에, 새로운 대안으로 ‘국민행복을 위한 창조경제 관점’을 제시하고 박근혜 정부에 주는 함의를 도출하고자 하였다. 이를 위해 먼저 창조경제에 대한 이론을 개관하고, 창조경제를 바라보는 기존 관점을 비판적으로 고찰하였다. 그 다음 국민행복을 위한 창조경제 패러다임의 특성과 사례를 살펴본 후, 마지막으로 박근혜 정부에 주는 함의를 도출하였다. The “Economy” is one of the hottest issues in Korean society these days, but there are still mixed views on the definition and approach to the creative economy, which is the catch phrase of the new government. Under these circumstances, this study assumes the current perspective of the domestic science and technology community on the creative economy fails to properly reflect the spirit of the times and so aims to suggest the “creative economy for people"s happiness” as an alternative perspective along with a set of policy implications. To that end, this paper looks through the theory of the creative economy and examines existing perspectives on the creative economy from a critical point of view. And then, it explores the characteristics of the creative economy for people’s happiness and related examples. Lastly, policy implications are drawn up for the Park Geun-hye government.
