'사회문제 해결과 과학기술혁신' 연구의 현황과 과제

이 글에서는 사회문제 해결과 과학기술혁신에 대한 국내 연구들을 리뷰한다. 사회문제 해결형 혁신은 산업혁신과 비교할 때 혁신의 목표, 추진 방식, 생태계가 다른 새로운 접근이다. 이 연구에서는 사회문제 해결과 과학기술혁신을 논의한 기존 연구를 검토하고 향후 연구의 발전 방향을 다룬다. 이 글은 사회문제 해결을 지향하는 혁신을 특정 분야에 한정된 논의가 아니라 혁신이론과 정책을 파악하는 새로운 프레임으로 바라보는 관점을 취한다. 이를 바탕으로 사회문제 해결형 혁신의 특성, 혁신 거버넌스, 혁신주체들의 역할과 생태계, 사회문제 해결형 정책과 다른 정책들간의 관계에 대한 주요 연구 이슈를 제시한다. This article reviews studies on the societal challenge and technological innovation. Technological innovation in response to social problems is a relatively recent topic of Innovation Studies. Socially-oriented innovations and policies are different in terms of the goals, innovation processes, and ecosystems when compared with industrial innovation. This study examines the existing research that discusses science and technology innovation from the viewpoint of solving societal problems and discusses the direction of future research. This paper presents major research issues on the characteristics of innovation in societal problem solving, innovation governance, roles and ecosystem of innovators, and relationship between societal problem solving policies and other policies.

ʻ사회문제 해결형 혁신정책ʼ과 혁신정책의 재해석

이 글은 사회문제 해결형 혁신정책의 관점에서 기존 혁신정책을 재해석하고 발전방향을 제시한다. 기존 산업혁신정책의 프레임과 다른 틀로 혁신활동과정책을 살펴보는 것이다. 이를 위해 먼저 사회문제 해결형 혁신정책이 갖는 정의와 특성을 살펴본다. 여기서는 사회 · 기술시스템의 전환에 대한 전망과 시민사회의 참여에 대한 강조가 기존 관점과 차별화되는 점이라는 것을 논의한다. 다음에는 사회문제 해결형 혁신정책의 렌즈로 혁신정책의 요소들을 새롭게 해석한다. 혁신 거버넌스, 산업혁신정책, 지역혁신정책, 인프라 구축 정책과 같이 혁신정책의 핵심적 수단을 사회문제 해결형 혁신정책의 관점에서 새롭게 조명하고 발전방향을 제시한다. 이는 과학기술혁신정책을 지속가능한 시스템으로의 전환과 참여의 관점에서 접근하면서 기존 혁신정책 수단을 재해석하고 성찰하는 계기가 될 것이다. The purpose of this article is to reinterpret the existing innovation policy with "the societalinnovation policy" framework. It is looking into characteristics of societalinnovation policy and the prospects for socio-technical systems transition and citizen participation are discussed. After the discussion, new interpretation of innovation policy elements will be dealt with lenses of societal innovation policy. It sheds new light on the key elements of innovation policy, such as Innovation policy governance, industrial innovation policy, regional innovation policy, and infrastructure policy and suggests direction of policy improvements from societal innovation policy perspectives. This will be an opportunity to reinterpret the existing innovation policy measures and to approach to science technology innovation policy for system transition with participatory perspective.

사회문제 해결형 R&D사업에의 사회혁신조직 참여 활성화 방안

Social problem-solving R&D projects are being institutionalized as a new type of R&D project. Since these projects are aimed at solving social problems, the participation of “social innovation organizations” is indispensable in the process of project promotion. However, social innovation organizations have insufficient ability to cope with systems related to participation in R&D projects. As a result, the promotion of social problem-solving R&D projects or the spread of project’s results are delayed, making it difficult to create social impact. In order to enhance the participation of social innovation organizations in social problem-solving R&D projects, a systematic study of policy measures that can lead to active participation of them is required. To this end, this study attempts to derive a best-practice model for social problem-solving R&D projects, and analyze cases of social innovation organizations" participation in social problem-solving R&D projects. In addition, it is intended to suggest policy measures for enhancing the participation of social innovation organizations and realizing social impacts.

사회문제 해결형 과학기술혁신을 보는 세 가지 관점

이 글에서는 최근 새로운 관심의 대상이 되고 있는 사회문제 해결형 과학기술혁신을 바라보는 관점들을 검토한다. 현재 사회문제 해결형 과학기술혁신에 대한 논의가 초기 단계에 있기 때문에 여러 관점들이 병존하고 있다. 이 글에서는 과학기술을 다루는 전문가와 시민사회가 사회문제 해결형 혁신 과정에서 형성하는 관계에 따라 1) 전문가 중심 관점, 2) 시민 중심의 관점, 3) 전문가-시민의 협업 관점으로 나누어서 논의를 전개한다. 이 3개의 관점을 정리한 후 사회문제 해결형 과학기술혁신정책의 발전방향을 논의한다. 사회문제 해결형 혁신정책을 혁신정책 전환을 위한 전략적 니치로 파악하고 향후 전개 방향을 1) 협업적 관점의 심화, 2) 시스템 전환론의 도입, 3) 사회문제 해결형 혁신론에 입각한 혁신정책의 재구성으로 제시한다. This paper examines three perspectives on science and technology innovation that are aiming at resolving the social problems. Based on the relationship between technocratic experts and civil society in the process of social problem solving innovation, we will discuss 1) expert-centered approach, 2) citizen-centered approach, and 3) expert-citizen collaboration approach. After summarizing these three perspectives, we suggest the direction of development of science and technology innovation policies that solve social problems. It is necessary to identify the social problem solving type innovation policy as a strategic niche for the transformation of the innovation policy, and to develop the future direction in the following ways: 1) deepening the collaborative approach, 2) introducing the sustainability transition approach, and 3) reconstructing the innovation policy using new concept of innovation.

The research on program of socio-technical transition strategy aims to reconstruct the Korean science and technological innovation policy from the lens of transition study on socio-technical systems. The direction of existing science and technological innovation policy will be reviewed and then, we will suggest new policy direction from societal challenge -driven and systems transition perspectives beyond the existing industrial innovation policy viewpoint. It can provide an opportunity to innovate previous paradigm which has been formed from catch–up system. By doing this, the characteristics of previous innovation policy such as growth-oriented, targeting-oriented, top-down, supply-centered, can be changed. This report which is the outcome of 1st year project is reviewing the theoretical arguments and cases about system transition. Chapter 3 reviews the project approaching the energy issues that are directly related to the sustainability of cities from the perspective of the transition management. The MUSIC project being developed around the cities of Europe is reviewed and the major issues and implications appeared in urban transition process are addressed. The 4th chapter deals with the case of transition lab. ‘SusLab New’ dealing with the energy transition in the city and ‘C@R’ project for the sustainable transition in rural area is reviewed. Chapter 5 examines the digital social innovation which has been emerged from social innovation perspective. The utilization of digital technology within system transition process will be discussed. Chapter 6 suggest innovation policy alternatives. Based on analysis of urban transition·living lab and digital social innovation cases, the direction and alternatives of regional innovation policies and digital convergence policies from system transition perspectives are suggested.

사회ㆍ기술시스템론과 과학기술혁신정책

사회ㆍ기술시스템론은 사회와 기술은 서로 분리되어 존재할 수 없는 통합된 시스템으로 존재한다고 파악한다. 사회와 기술이 서로 보완성을 형성하면서 사회ㆍ기술시스템을 구성한다. 사회ㆍ기술시스템론은 혁신체제론이 진화한 논의로서 혁신의 사용 측면, 사회적 측면을 중요한 요소로 설정하고 있다. 혁신체제론의 경제중심적 측면을 보완하면서 사회적 측면까지 분석에 포괄하고 있는 것이다. 이 글에서는 사회ㆍ기술시스템론의 특성을 살펴보고 그것의 활용방안을 살펴본다. 특히 장기비전 형성, 연구개발사업 기획, 참여형 연구개발사업, 과학문화 사업에 사회ㆍ기술시스템론을 도입했을 때 나타나는 양상과 의의를 논의한다. This study examines the approach of socio-technical systems and strategic niche management. It reviews the characteristics of that approach such as multi-level perspectives, the views on technology, and policy orientation. It applies the approach to the long-term vision making in science and technological innovation, socio-technical planning, participatory R&D, and science communication in Innovation policy areas and suggests some policy implications.
