        부산글로벌파트너십(GPEDC) 활성화 전략 도출을 위한 탐색적 연구 : 델파이 방법을 적용하여

        연구목적: 본 연구는 개발효과성 향상을 위한 논의와 실천의 플랫폼으로서 GPEDC 활성화를 위한 개선 전략 도출을 목적으로 한다. 지난 10년간 GPEDC 활동을 점검하고 효과적인 이행 방안을 도출함으로써 개발효과성 담론 강화에 기여하고자 하였다. 연구의 중요성: GPEDC 활동에 대한 선행연구가 미비한 바, 활동을 “거버넌스- 이행-교육 측면”에서 분석하고, 당면 과제와 개선 방안을 분석적 방법으로 도출 했다는 점에서 중요성과 독창성을 갖는다. 연구방법론: 국내 개발협력 전문가와의 심층인터뷰 및 델파이 패널을 구성하 여 총 3회에 걸쳐 델파이 조사를 실시하였다. 연구결과: 거버넌스 체계 강화와 SDGs와의 연계성 확보, 명확한 모니터링을 통한 결과 활용도 제고, 플랫폼으로서 GPEDC 활동의 실효성 제고 등에서 델파 이 패널 간 의미있는 합의를 도출하였다. 결론 및 시사점: 운영위원회와 고위급 참여 강화, SDGs와의 연계 강화, 모니터링 의 일관성을 보장할 수 있는 개도국의 역량 구축 및 LAP의 핵심 기능 재편 등 GPEDC의 역할과 기여를 강화하기 위한 후속 조치를 실행해야 한다. Purpose: This study explored a strategy to revitalizing the GPEDC as a platform to promote development effectiveness in the era of SDGs. With this study, we tried to contribute to the development effectiveness discourse by accessing GPEDC activities over the past 10 years. Originality: It analyzed the GPEDC’s activities in the “governance-performance-education” framework and derives the challenges and means for improvement in an analytical manner, as it lacks previous research on GPEDC activities. Methodology: In-depth interviews with development cooperation experts in Korea and Delphi panels were organized to conduct three rounds of Delphi surveys. Result: Significant agreements were reached between Delphi panels in strengthening governance systems, securing connectivity with SDGs, enhancing utilization of monitoring results, and enhancing the effectiveness of GPEDC activities as a platform for achieving development effectiveness. Conclusions and Implication: Following measures should be implemented to enhance the further advance GPEDC’s role and contribution in the SDGs era: reinforce the steering committee and high-level participation, strengthen linkages with the SDGs, build developing countries’ capacity to ensure consistency in monitoring and reorganize the core functions of LAP.

      • SDGs시대 글로벌 STI 개발협력의 변화 추세 분석

        This study explores the intersections of Science, Technology, and Innovation(STI) and international development cooperation in order to analyze the global trends of STI for Sustainable Development Goals(SDGs) in recent years. STI for SDGs means all discourses and activities occurring in the international community that utilize STI as critical tools to achieve SDGs. As the SDGs have brought changes in many aspects of STI-related development cooperation activities, the study focuses on emerging signals-in particular, application of frontier technologies and new actors’ participation-that are not the major components in STI for SDGs yet but may lead the global trends of STI for SDGs in the coming decade. Throughout intensive interviews with experts in Korea and overseas during the expert group meetings and contents analysis of the most updated data and information provided by those experts, this study examines about 30 pilot or new types of STI for SDGs projects initiated by international organizations, major countries, non-profit organizations, and private companies. A conceptual framework of STI for SDGs is developed in this research project and is expected to be practically useful to understand a variety of STI for SDGs efforts and discussions. STI is found to have three different roles in each path to facilitate the achievement of SDGs: STI as a solution, STI as a tool, and STI as information. This framework may present opportunities for policy makers to design and implement STI for SDGs and international STI collaboration policies and programs with more evidence-based approaches.

      • STI for SDGs 역량분석 및 글로벌 협력전략 -국가연구개발사업 분석 중심으로-

        Given all countries’ commitment to the Sustainable Development Goals (SDGs), it has been emphasized that countries should try to accelerate the achievement of the SDGs by utilizing Science, Technology, and Innovation (STI) as a key tool. Korea has lagged in setting the national-level STI for SDGs directionality and integrating STI and SDGs. In contrast, major countries such as Japan, Germany, and China have proactively framed their STI R&D investment in the SDGs and actively promoted their contribution to solving global challenges in the international community. Considering the urgency of the STI for SDGs strategy development, this research conducts a quantitative analysis on STI for SDGs activities in Korea, mainly focusing on the national R&D programs for the recent three years. Despite quite a low level of understanding about SDGs among Korean scientists and engineers, it finds out that most public research in Korea shows a high level of STI relevance to solving the SDGs targets. Among the 17 SDGs, research on the SDGs 8 (energy), 9 (industry, infrastructure, and innovation), and 11 (sustainable city) are the most popular in Korea, while research on the SDGs 1 (poverty), 4 (gender equality), and 10 (inequality) are the least. The most general-purpose research and technology, which can be defined as a multi-SDGs contributor with a potentially high impact on the SDGs achievements, are disaster and safety research, climate, renewable energy, agriculture and fisheries, big data, and artificial intelligence, etc. This research develops four types of STI for SDGs strategies based on the SDGs implementation level and STI capacity defined as R&D inputs and outputs of Korea. Its results suggest that the Korean government seeks strategically a selective approach rather than a comprehensive approach to deal with all 17 SDGs. As for the weak areas such as SDGs 5 (gender equality), 10 (inequality), 13 (climate change), 14 (ocean ecosystem), 15 (land ecosystem), and 17 (global partnership), the government is recommended to take the “Global Inbound Strategy” for fostering STI for SDGs capacity through accelerating international STI collaboration. On the other hand, the “Global Outbound Strategy” is recommended for the strong areas such as the SDGs 4 (education), 9 (industry, infrastructure, and innovation), and 11 (sustainable city) to utilize so-called “Korea-made STI” for contributing to the SDGs achievement of other countries and the international community as a whole. In conclusion, the research calls for timely action for the national-level STI for SDGs strategy development, keeping in mind that the domestic challenges are eventually universal challenges facing all countries.

      • 2019년도 글로벌 도전과제의 과학기술혁신협력에 관한 연구

        Global challenges are difficult to be addressed by any government or institution acting alone. They required collaborative action among governments, international organizations, firms. universities and NGOs etc. This research aims to examine how Science, Technology and Innovation (STI) Cooperation have an important role in the international society in terms of rising global challenges issue. This research considers three global challenges; 1)Water-Energy-Food(WEF) Nexus, 2)Biodiversity, 3)Emerging Infectious Diseases to be selected with references of World Economic Forum(WEF), UN SDGs and the concept of Global Public Goods from OECD. In addition, this research tries to find the policy implication each modules and proposes the scientific strategies to Korean government with analysis of STEEP and SWOT. Firstly, WEF NEXUS focuses on the role of stakeholder in international society and considers the various space scale with perspective of the Nexus. This issue related to achieve of enhancing the efficiency on resources(water, energy and food), and support the sustainable development in the city, that is called the Urban Nexus. The Korean government needs to design ODA program with the viewpoints of WEF Nexus and encourage R&D policy activities to the stakeholder. The results of five policy orientations are knowledge network advancement in the international level, enhancement of basic research with based on data, settlement of international initiative and leadership in Asia, adoption of core national policy based on nexus and interconnection between ODA program and WEF Nexus. Secondly, there are two core issues in the module of biodiversity; 1)application on biological resource related to Access and Benefit Sharing(ABS) and 2)information resources(DNA and RNA). In the issue of biodiversity, it results with five policy orientations; 1)foundation of biological resources industry innovation committee under presidential office, 2)protection of biological resources with intellectual property rights, 3)secure the biological resources with ODA program, 4))establishment on biological resources collaborative system between Korea and China and 5)settlement of strategic STI cooperation. Lastly, the issue of Emerging Infectious Diseases has been to consider internationally with the emergence of Evola in 2014. Domestically, after Mers syndrome in 2015, STI approaches has been embraced to solve the unpredictable diseases in all over the world. Thus, it needs to significantly consider to invest R&D activity and develop a monitoring and evaluation of quarantine system. 1)Enhancement of R&D activity in the field of infectious disease into global market, 2)Strengthen network with establishment of oversea local lab, 3)Interconnection between ODA program and infectious disease R&D project, 4)Foundation of data use and 5)Enhancement of Infectious disease modelling and scenario research are five policy orientations. In regard to the ‘global challenges’, what is important here is that ‘Science, Technology and Innovation(STI) cooperation’ could be answer which considers any approaches and its role for questioning and for ‘solving’ in general. Applying STI cooperation approach to policymaking is an essential tool considering important qualities of the policy process, including complexity and interconnectivity.
