일반부인과학 : GG-40 ; 골반 전산화 단층 촬영상 난소 낭종 파열을 동반한 혈복강으로 오인한 방광파열 1예

방광 손상의 60-85%는 복부 둔상에 의한 것이며, 보통 골반골절과 동반되어 일어난다. 하지만 방광 손상이 단독으로 일어나는 경우는 매우 드물며, 때로 진단과 치료에 지연을 가져오게 된다. 37세 여자 환자가 본원 응급실에 술에 취한상태로 복부 전체적으로 압통, 반발 통이 심하여 내원하였다. 응급 골반 전산화 단층 촬영 시행하였고, 특별한 골절 소견 없이 방광팽창소견과 혈복강 및 왼쪽난소의 저밀도의 혈종 소견 있어, 왼쪽 난소 낭종 파열에 의한 혈복강 의심 하에 본과 의뢰되어 복강경 수술을 시행하였다. 수술 소견에서 왼쪽 난소에는 출혈 소견 없이 작은 난포만 관찰되었고, 방광 상부에 3 cm 크기의 파열 및 출혈 소견 보여 비뇨기과 협진하에 일차봉합술을 시행하였다. 이에 저자들은 초기에 저나트륨증을 동반한 난소 낭종 파열, 혈복강으로 진단 후 응급 복강경 수술을 시행, 방광파열로 인한 혈복강을 진단하였으며, 골반 전산화 단층 촬영 시 방광팽창과 방광손상에 의한 혈복강이 난소낭종파열로 오인된 증례를 경험하였기에 이를 보고하는 바이다.

This study investigates how Korean English learners and native English speakers interpret English verb phrase telicity according to the preposition to. 241 Korean students and 37 native English speakers participated in this study. Experimental tasks were conducted which included three proficiency levels of L2 learners (beginner, intermediate and advanced), as well as native English speakers. The results of this study showed how learners and native speakers differentiate among English verb phrase telicity according to the preposition to and indicated that the way most Korean English learners interpret English verb phrases is influenced by Korean. In addition, the results showed the precise aspect of interpretation of English verb phrase telicity. .

As the public's desire to participate directly in the political process grows, the demand for direct democracy is increasing, ‘popular initiative’ which allows the public to propose the contents of the constitution and the statutory laws is drawing attention. The draft of a Constitutional Amendment, which the President Moon handed in to the National Assembly in March 2018, explicitly included putting of the popular initiative on the statutory laws. The 20th National Assembly's Special Committee on Constitutional Amendment has conducted discussions on the instituting of the popular initiative, which allows the public to directly propose a constitutional amendment as well as legislation. Popular initiative is a channel of active democratic participation in that it reflects the will of the sovereign directly in the norms of the community. However, there is a cross between a positive evaluation that the national initiative can be a firm means of realizing national sovereignty and a negative evaluation that it can depend on the influence of interest groups without adequate consideration. The success of the direct democratic system depends on the historical experience of the community, which in our case lacks the experience of autonomy or participation. Deliberation, compromise and search for alternatives through the deliberation of representative agencies are also important values of democracy. Popular initiative should be designed under the principle of ‘reconciliation’ between direct democracy and representative democracy. It is necessary to ensure the opportunity for the direct participation of the people through the popular initiative on the important matters of the community, and to enable serious deliberation and discussion of representative agencies. By granting the National Assembly the power to deliberate on popular initiatives and to present alternatives, it will be possible to harmonize direct democracy's participation and representative democracy’s deliberate representation.

IoT 오픈 플랫폼 암호기술 현황 및 보안 요구사항 분석

IoT 기술의 급격한 발전으로 스마트홈이나 스마트 시티와 같은 다양한 편리한 서비스들이 실현되었다. 그러나 무인 환경에서의 IoT 기기는 도청 및 데이터 위조, 무단 액세스로 인한 정보 누출 등 다양한 보안 위협에 노출되어 있다. 안전한 IoT 환경을 구축하려면 IoT 기기에 적절한 암호화 기술을 사용해야 한다. 그러나 IoT 기기의 제한된 자원으로 인해 기존 IT 환경에 적용된 암호화 기술을 그대로 적용하는 것은 불가능하다. 본 논문에서는 성능에 따라 IoT 디바이스의 분류를 조사하고 IoT 디바이스의 보안 요구 사항을 분석한다. 또한 AllJoyn, oneM2M, IoTivity와 같은 IoT 개방형 표준 플랫폼의 현재 암호화 기술의 사용 현황을 조사하고 분석한다. 암호화 기술 사용 현황에 대한 연구를 기반으로 각 플랫폼이 보안 요구사항을 만족하는지 확인한다. 각 IoT 개방형 플랫폼은 기밀성, 무결성, 인증 및 인증과 같은 보안 서비스를 지원하기위한 암호화 기술을 제공한다. 하지만 혈압 모니터링 센서와 같은 자원이 제한된 IoT 장치는 기존의 암호화 기법을 적용하기가 어렵다. 따라서 무인 환경에서 전력 제한 및 자원 제약을 받는 IoT 장치에 대한 암호화 기술을 연구 할 필요가 있다. With the rapid development of IoT(Internet of Things) technology, various convenient services such as smart home and smart city have been realized. However, IoT devices in unmanned environments are exposed to various security threats including eavesdropping and data forgery, information leakage due to unauthorized access. To build a secure IoT environment, it is necessary to use proper cryptographic technologies to IoT devices. But, it is impossible to apply the technologies applied in the existing IT environment, due to the limited resources of the IoT devices. In this paper, we survey the classification of IoT devices according to the performance and analyze the security requirements for IoT devices. Also we survey and analyze the use of cryptographic technologies in the current status of IoT open standard platform such as AllJoyn, oneM2M, IoTivity. Based on the research of cryptographic usage, we examine whether each platform satisfies security requirements. Each IoT open platform provides cryptographic technology for supporting security services such as confidentiality, integrity, authentication an authorization. However, resource constrained IoT devices such as blood pressure monitoring sensors are difficult to apply existing cryptographic techniques. Thus, it is necessary to study cryptographic technologies for power-limited and resource constrained IoT devices in unattended environments.

입법과정에서 국제인권규범 활용 방안

지금까지 국제인권규범의 이행은 주로 사법부의 영역이었으나, 국제인권규범의 국내적 이행의무는 입법부에게도 부여되어 있으며, 인권의 보편적・예방적 보장이라는 측면에서 입법부의 역할이 강조되어야 한다. 유엔은 국제인권규범 실현에 있어 각국 의회에 적극적인 역할을 주문하였으며, 호주는 의회인권심사법을 제정하고 양원합동인권위원회를 설치하여 입법과정에서 국제인권조약 합치성 심사를 수행하고 있다. 국제인권규범의 입법과정에 대한 활용은 두 가지 방향이 가능하다. 먼저, 헌법상 국제법존중주의를 매개로 국제인권규범을 입법의 기준으로 삼아 법안심사에 적용할 수 있다. 심사를 의무화하되 심사결과에 구속력은 부여하지 않는 방식을 고려할 수 있을 것이다. 다음으로, 국제인권규범을 입법의 자료로 입법정책에 반영할 수 있다. 국제인권규범 중 연성규범이 주요 대상이 되며, 국회는 이를 통하여 인권 현안에 대응할 수 있다. 국제인권규범의 충실한 이행을 위해 국회의 적극적 노력이 필요하다. Until now, the implementation of international human rights norms has mainly been the domain of the judiciary, but the duty of domestic implementation of international human rights norms is also vested in the legislature, and the role of the legislature should be emphasized in terms of universal and preventive guarantee of human rights. There are two possible directions for utilizing international human rights norms in the legislative process. First, through the constitutional principle of respect for international law, international human rights norms can be used as a standard for legislation and applied to bill review. It may be possible to consider a method that requires review but does not provide binding force on the review results. Next, international human rights norms can be reflected in legislative policies as legislative data. Among international human rights norms, soft laws are the main target, and through them the National Assembly can respond to human rights issues.
