Improving the quality of school education is one of the key policy concerns in Korea. This paper examines whether providing schools with adequate autonomy and incentives can meet the policy goals by looking at a recent policy reform in Korea. In 2009, the Korean government granted autonomy to certain private high schools on the condition that no financial subsidies would be provided to the schools. Because the autonomous private high schools cannot receive a subsidy, they have a strong incentive to meet parental demands because schools failing to meet these demands will lose students and will have to close. Applying the value-added model to longitudinal data at the student level, I find that students entering these autonomous schools show faster growth in their academic achievement than their peers in traditional non-autonomous schools. These results suggest that providing schools with autonomy and incentives can be a useful policy tool for improving school education.

본 연구는 한국을 포함한 33개국 16-65세 인구의 인지 역량 분포 및 배분을 비교하였다. 국가별 인지 역량 분포를 비교한 결과, 한국은 분포 하단에서는 상위권이었으나, 분포 상단에서는 하위권이었다. 국가별 공공 및 민간부분 사이에 인지 역량 배분을 비교한 결과, 한국은 공공부문 종사자의 역량 수준이 민간부문 종사자 대비 높았고, 특히 역량 분포 상단에서 공공부문 종사자의 우위가 뚜렷하였다. 이상의 결과는 한국은 높은 인지 역량을 가진 고숙련 인력을 주요국에 비해 적게 보유한 편이고, 한국 내에서 고숙련 인력은 공공부문에 주로 배분되어 있음을 시사한다 This study compares the distribution and allocation of cognitive skills of 16-65 year old population in 33 countries including Korea. Comparing the distribution of cognitive skills by country reveals that Korea ranks higher at the bottom of the skill distribution but ranks lower at the top of the distribution. Comparing the allocation of cognitive skills between public and private sectors by country shows that the cognitive skills of public sector workers tend to be higher than that of private sector workers in Korea and that the superiority of the public sector workers in Korea is evident at the top of the skill distribution. These results suggest that Korea has fewer high-skilled workers compared to major countries, and that in Korea, high-skilled workers are mainly allocated in the public sector.

<P>This brief presents two area-efficient drivers for a 50-Omega terminated optical modulator. Driver 1 adopts a double cascode with dynamic biasing that enables sufficient high-speed operation owing to the high transition frequency of the thin-oxide transistor. Therefore, it does not require area-consuming additional peaking inductors. A custom-designed shared inductor is used in Driver 2 for bandwidth enhancement with a small area penalty; the required total inductance is only 13.3% of the conventional shunt peaking case. The prototypes are fabricated in a 65-nm complementary metal-oxide-semiconductor process. Electrical measurement results show that Driver 1 exhibits a differential output swing of 5 V-PP, a data rate of 20 Gb/s, and a power consumption of 534 mW. The measured performance of Driver 2 is 3.8 V-PP and 348 mW at 25 Gb/s. The active areas of the proposed modulator drivers are only 0.068 mm(2) and 0.038 mm(2).</P>

본 연구는 지역별 대학 입학경쟁률이 사교육 투자에 미치는 영향을 이론 및 실증적으로 분석한다. 이론모형을 통해 학생의 대학 선호에 지역성이 존재하고 대학 분포가 지역적으로 이질적일 때, 사교육 투자는 지역별 대입 경쟁률에 따라 달라질 수 있음을 보인다. 실증분석 결과 대입 경쟁률이 상대적으로 높은 지역의 학생일수록 부모의 소득, 학력, 인구 10만 명 당 학원 및 학원강사 수 등을 통제한 이후에도 사교육비 지출이 크고, 그 정도는 학교급이 올라갈수록 강화되는 경향이 관찰되었다. 이상의 결과는 지역별 대입 경쟁률의 차이가 사교육 투자를 설명하는 중요한 요인임을 시사한다. This study analyzes theoretically and empirically the effect of the regional difference in college admission rates on students’ private tutoring. The theoretical model shows that when there is regionality in students’ preferences for colleges and the quality of colleges are heterogeneous across regions, students’ investment in private tutoring varies according to the regional college admission rates. Our empirical analysis finds that students in regions with low admission rates spend more on private tutoring than those in regions with high admission rates. This implies that the difference in college admission rates by region is an important factor explaining investment in private tutoring.
Charging Compensation Layer on Polyimide for Enhanced Device Stability in Flexible Technology

In this paper, we propose a structure that prevents the charging eff ects that occur in devices fabricated on polyimide (PI)substrates. In general, when fabricating a device on a PI substrate, an inorganic barrier layer is fi rst deposited to preventpenetration of oxygen and moisture. In this study, we confi rmed that fl uorine ions were induced from PI by bias stress andproposed a SiOCH/SiO 2 double layer as a barrier to prevent charging. Then, Al/PI/SiO 2 /Al and Al/ PI/SiOCH/SiO 2 /Al metal–insulator–metal capacitors were manufactured. The capacitor characteristics before and after application of bias stress wereverifi ed through current–voltage (I–V) and capacitance–voltage (C–V), which are electrical characterization methods, andsecondary ion mass spectrometry (SIMS), which is a physical analysis method. As the voltage increased, the capacitance andcurrent of the Al/PI/SiO 2 /Al capacitor varied, but those of the Al/PI/SiOCH/SiO 2 /Al device did not change. Finally, SIMSanalysis confi rmed that the PI-derived fl uorine ions replaced the Si–CH 3 bonds within the SiOCH fi lm with Si–F bonds,thereby preventing capacitance and current fl uctuations.
