We have investigated the structural changes of SrBi2Ta2O9 (SBT) and Bi3:75La0:25Ti3O12 (BLT)lms under a high temperature annealing process at 800 C in a vacuum (pressure = 103 Pa),which is an extreme annealing condition. An improvement in the crystalline orientation due to the coalescence of crystalline grains was conrmed. Raman studies revealed that the deciency of Bi3in the Bi oxide layer of SBT was caused by the annealing and occurred to a greater extent than inBLT. This dierence between SBT and BLT is discussed on the basis of the dierence in stabilitybetween (TaO6) and (TiO6) octahedrons.
Nanomaterials for Advanced Electrode of Low Temperature Solid Oxide Fuel Cells (SOFCs)

The application of nanomaterials for electrodes of intermediate temperature solid oxide fuel cells (SOFC) is introduced. In conventional SOFCs, the operating temperature is higher than 1073 K, and so application of nanomaterials is not suitable because of the high degradation rate that results from sintering, aggregation, or reactions. However, by allowing a decrease of the operating temperature, nanomaterials are attracting much interest. In this review, nanocomposite films with columnar morphology, called double columnar or vertically aligned nanocomposites and prepared by pulsed laser ablation method, are introduced. For anodes, metal nano particles prepared by exsolution from perovskite lattice are also applied. By using dissolution and exsolution into and from the perovskite matrix, performed by changing $P_{O2}$ in the gas phase at each interval, recovery of the power density can be achieved by keeping the metal particle size small. Therefore, it is expected that the application of nanomaterials will become more popular in future SOFC development.
Swing-up Control of an Inverted Pendulum with Limited Pivot Travel

This paper presents a new energy-based control method for swinging up an inverted pendulum under the constraints on pivot travel and control input. For this purpose, we first construct a Lyapunov function which involves the energy of the pendulum as well as the pivot velocity. We then develop a control law which switches the control signals according to the prediction of the pivot travel. The present control law ensures that the Lyapunov function is non-increasing, while fully utilizing the limited pivot travel range without violating the constraints. Simulation and experimental results demonstrate the effectiveness of the present method.
Platform Business Regulation in Japan - from the Perspective of Administrative Law -

Japanese administrative law includes a huge web of government regulations relating to platform businesses. Most of the platforms in Japan — online shopping malls, application stores, booking sites, etc. — are not subject to “categorized business reg - ulation” but to “cross-industrial regulations” such as data protection laws, competition laws, and consumer laws (II). Nevertheless, new regulations targeting platform businesses themselves have been introduced in the past two years — the SDPF Act and the TDPF Act (III). Especially in this mod- ern highly information-oriented society, the public and private sectors shall collaborate to regulate platform business; however, such a new regulatory concept has raised some controversial topics in Japanese administrative law (IV).
