      • 국제협약과 국내 아동인권 결정례에 반영된 아동인권에 관한 연구

        아동관련 국제협약은 국제사회 아동인권의 지침이 된다. 또한 국가인권위의 아동인권 결정례는 아동인권에 대한 사회적인 변화를 내포하고 있으며 이러한 법적, 정책적인 변화는 국민들의 인식변화로 이어지고 확산될 때 아동에 대한 실질적인 인권향상을 가져올 수 있다. 이러한 확산방안으로 통합적 사고를 적용해 보고 실제 정책에서의 원용을 통해 아동권리 향상에 이바지하는 것이 본 연구의 목적이다. 국제 사회와 한국의 국가인권위는 각종 협약과 결정례를 통해 아동인권에 대해 가이드를 주고 있다. 국제협약과 인권위의 결정은 동인권에 대한 인식변화를 내포한다. 또한 더 나아가 본 연구에서는 통합적 사고(Intergrated Thinking)는 직관적 사고나 분석적 사고의 한쪽이 아니라 이에 대해 통합적으로 접근하는 사고 방법이다. 또한 문제의 새로운 해결책을 탐색하기 위하여 확산적 사고와 수렴적 사고과정을 반복하여 창의적인 문제해결의 답을 찾는 디자인적 사고의 기초이다. 이러한 방식은 변화하는 아동인권에 대한 인식을 확산하는 하나의 방안이 될 수 있다. International Convention on Children is a guide to child human rights in the international community. In addition, the NHRC’s decision on children's human rights implies social changes in children’s human rights, and such legal and policy changes can lead to changes in people’s perceptions and lead to real human rights improvements for children when they spread. The purpose of this study is to apply integrated thinking to this problem and contribute to the improvement of children's rights through the use of original policies. The international community and South Korea's National Human Rights Commission are giving guidelines on child human rights through various conventions and precedents. The decisions of the International Convention and the Human Rights Commission imply a change in the perception of children's human rights. Furthermore, integrated thinking is not one of intuitive or analytical thinking, but an integrated approach to it. It is also the basis to find creative solution of problem solving by repeating the diffusion and convergent thinking processes. This approach could be a way to spread awareness of changing child human rights.

        On operators satisfying the generalized Cauchy-Schwarz inequality

        <P>In this paper, we introduce the generalized Cauchy-Schwarz inequality for an operator T is an element of L(H) and investigate various properties of operators which satisfy the generalized Cauchy-Schwarz inequality. In particular, every p-hyponormal operator satisfies this inequality. We also prove that if T is an element of L( H) satisfies the generalized Cauchy-Schwarz inequality, then T is paranormal. As an application, we show that if both T and T* in L(H) satisfy the generalized Cauchy-Schwarz inequality, then T is normal.</P>

        Development of human-touch smart armband for tele-haptic communication using a fabric-based soft pneumatic actuator

        This study aimed to develop a human-touch smart armband that can transport emotional tactile stimuli to individuals in distant places. To simulate human touch stimuli, a soft pneumatic actuator (SPA) which we refer to in this study as “SPA touch,” of size 7 cm × 7 cm and thickness 0.3 cm was designed using fabric and silicone with nine touch points, which can be individually inflated and allocated within the actuator. The use of thermoplastic polyurethane-coated fabric as a backing material helps obtain one-side inflation toward the skin effectively. By controlling the position and duration time of the inflation of the nine touch points, three basic touch modes (“Touch,” “Double touch,” and “Drag”) and three emotional tactile gestures (“Patting,” “Hugging,” and “Caressing”) were programmed using Python. The evaluation of the operating performance of the basic touch modes and emotional tactile gestures showed that “SPA touch” could properly create and transmit touch stimulation remotely. The human-touch smart armband developed in the process of this study can be used for novel tele-haptic communication with individuals in distant places, such as nursing homes.

      • Human-Touch wearable armband development for tactile extended reality sensibility

        In this study, in the era of digital transformation, which has been accelerating since the COVID-19 Pandemic, a human-touch armband that delivers emotions through touch was developed to enable emotional interaction between users present in remote areas. To this end, a soft pneumatic actuator having nine touch surfaces was manufactured using a fabric and a silicone air pouch. Using 9 individually controlled touch surfaces, three basic touch gestures such as touch, double touch, and drag, and three emotional gestures such as patting, hug, and caressing were set, and they were implemented through programming. The developed human touch armband proposed a new possibility of human touch communication and a design as a smart wearable by delivering emotions to distant partners with tactile stimulation, and can be applied to provide tactile expansion reality required in situations where face-to-face contact is limited.

        A Study on the Public Awareness Towards Children’s Rights to Live in Better Environments - Based on the Analysis of Decision Cases of the National Human Rights Commission of Korea

        아동관련 국제협약은 국제사회 아동인권의 지침이 된다. 국가인권위의 아동인권 결정례는 아동인권에 대한 사회적인 변화를 내포하고 있으며 이러한 법적, 정책적인 변화는 국민들의 인식변화로 이어지고 확산될 때 아동에 대한 실질적인 인권향상을 가져올 수 있다. 국제 사회와 한국의 국가인권위는 각종 협약과 결정례를 통해 아동인권에 대해 가이드를 주고 있다. 국제협약과 인권위의 결정은 아동인권에 대한 인식변화를 내포한다. 본 연구에서는 체벌, 두발, 징계, 학교폭력에서의 아동인권 차별 결정례를 분석하였다. 연구결과, 체벌의 경우 일관된 입장에서 아동의 신체의 자유 침해를 판단했다. 두발제한의 경우 헌법상 인격권의 침해라는 판단을 내렸다. 더 나아가 개성의 발현권과 자기결정권도 침해하는 것으로 나타났다. 학교 내에서의 징계에 있어서도 과거에는 쉽게 무시되었던 절차적인 아동인권이 강조되고 있었다. 폭력사안 조사시에 학습권을 침해하지 않아야 한다거나 의견제출 기회를 보장해야 한다는 것이다. 다음으로 기관장 평가 항목에 국가인권위 권고 수용지수 도입 등 여러 정책적 개선방안들은 아동의 인권과 관련된 사건에서는 효과가 크지 않았다. 이보다 아동과 학부모에게 눈높이에 맞게 인권에 대한 기초를 교육시키는 것이 필요하다. 또한 국가인권위는 아동인권 침해사례가 발생하였을 때 가해자 상대로 시정권고 등 행정적 조치에 그치지 않고, 인권교육을 수료하게 하는 등 국민 개인의 인권인식 개선을 위한 기반마련에 집중하는 것 또한 중요하다고 판단된다. 국가인권위는 아동인권에 있어서도 헌법 제37조 2항의 본질적 침해 금지 원칙을 실현하는 기관이 되어야 할 것이다. 아동인권의 적극적 보장을 위해 국가인권위의 시정권고가 법무부의 시정명령이 될 수 있는 보완적 입법도 기대한다. 학교폭력 가해자에게 의견 진술 기회를 주지않은 사안에 대한 인권위의 시정명령이 있은 후 판결의 변화가 있었던 최근 사안은 가치가 있다. 아동인권에 대한 국제기준의 변화는 선언적인 부분도 있지만 국내법으로 편입된고 반영될 수 있다는 점에서 의미가 있다. 또한 국가인권위의 아동인권에 대한 결정례는 아동인권을 보호하고 더 나은 환경에서 살 권리를 지향한다. 이를 통해 국민의 인식변화도 가져오고 법원 판결에도 적극적으로 반영된다는 점에 주목해야 할 것이다. In the case of corporal punishment, the child"s body infringement was judged from a consistent position. In the case of hairstyle restrictions, the Human Rights Commission ruled that it was an infringement of personal rights under the Constitution. Furthermore, it was found to infringe on the right to express and self-determination of Individuality. In terms of discipline in schools, procedural child human rights, which were easily ignored in the past, were also emphasized. It should not infringe upon the right to learn or guarantee opportunities for argument when investigating violent issues. According to the research, various policy improvement measures, such as the recommendation of the NHRC and introduction of acceptance indexes, were not effective in cases involving children"s human rights. Rather, it is necessary to educate children and parents on the basis of human rights. In addition, the NHRC believes that it is also important to focus on laying the foundation for improving the awareness of the human rights such as completing human rights education, rather than merely administrative measures when cases of child human rights violations occur. In terms of child human rights, the National Human Rights Commission of Korea should also become an institution that realizes the principle of banning intrusions under Article 37(2) of the Constitution. In order to actively guarantee children"s human rights, it is also expected that the National Human Rights Commission"s recommendation for correction can be a corrective order for the Ministry of Justice. There was a correction order from the NHRC on issues that did not give the perpetrator of school violence an opportunity to state his opinion. The latest issue, which has changed the district court"s ruling, is meaningful. Changes in international standards on child human rights are meaningful in that they can be reflected in the domestic laws, although there are some declarative aspects. It should also be noted that the National Human Rights Commission"s decision on child human rights will bring about changes in public perception and actively reflect in court rulings.

      • Natural analogue monitoring to estimate the hydrochemical change of groundwater by the carbonating process from the introduction of CO<sub>2</sub>

        <P><B>Abstract</B></P> <P>This study monitored four geothermal groundwater (TW) wells (Suanbo, Yuseong, Deoksan, and Seokmodo), four carbonated groundwater (CW) springs (Chojeong, Bugang, Shin, and Bangadari) and shallow groundwater (GW) in order to interpret the carbonating process from the seepage of CO<SUB>2</SUB>. In a bid to figure out the carbonated reservoir where CO<SUB>2</SUB> mixing occurs, the CW samples represent the condition of the final carbonated water as natural analogues. The initial fresh water can be assumed to be the following depth: the deep aquifer with 300–700 m below the surface level (b.s.l) and the shallow aquifer to be below 300 m b.s.l. The pairs of hydrogen (δ2H) and oxygen (δ18O) isotopes indicated that all the groundwater samples had been recharged from meteoric water at various heights. The Δ14C data of the TW samples present residence time from 1980 ± 30 to 6400 ± 30 years BP (before present) and the δ13C data of dissolved inorganic carbon in the CW distributed from −3 to −10‰ range implying the mantle degassing effects. Regardless of seasonal variations, the TW samples and the CW samples were shown to be the Na-HCO3 type and the Ca-HCO3 type, respectively, indicating these aquifers remain in closed conditions. Based on the chalcedony geothermometer results, the carbonated reservoir of the CW samples were estimated to range between 43.08 and 83.13 °C, which were paired with the average temperature of the TW sites. In turn, the reservoir depth estimations taken by multiplying temperatures by geothermal gradients were estimated to range between 1.34 km and 3.90 km. Meanwhile, the in-situ data of the CW sites were estimated to range between 3.8 and 18.7 °C and between 263.7 and 488.7 mV of redox potential of oxidizing condition, which means there are the possibilities of shallow carbonated reservoir. In order to delineate the hydrochemical changes of the fresh groundwater during carbonation at a deep reservoir and a shallow reservoir, the PHREEQC modeling was conducted with 0.0001–10 mol L−1 of CO<SUB>2</SUB> mixing. As the CO<SUB>2</SUB> concentrations increased, the TW and the GW displayed different ionic variations but the inland groundwater identically moved to the Ca-HCO3 type. The coastal TW can be reflecting the carbonation process of the coastal AZMI section, containing large quantities of salts. The carbonation of these samples is triggered by 0.01 mol L−1 of CO<SUB>2</SUB> introduced into the reservoir but it still retained the Na-Cl water type despite a Log PCO<SUB>2</SUB> of over −0.5. The study results imply that there can be deep reservoirs and shallow reservoirs responsible for developing carbonated groundwater. It will be useful to estimate hydrochemical variations of groundwater resulting from the natural-artificial CO<SUB>2</SUB> leakage.</P> <P><B>Highlights</B></P> <P> <UL> <LI> Hydrochemist of geothermal groundwater and carbonated groundwater to interpret carbonating processes as natural analogues. </LI> <LI> Carbonated reservoir depths using chalcedony geothermometer and geothermal gradient were estimated to be 1.34–3.90 km below surface level (b.s.l) in this natural analogue site. </LI> <LI> Different reaction paths of deep and shallow groundwater inferred using the PHREEQC. </LI> </UL> </P>
