The number of pupils in UK schools whose first language is not English has increased year on year for at least the last decade. There has been an equivalent increase in the number of schools for which the provision of English language support had previously not been an issue, and in the number of schools in which learners of English as an additional language (EAL) now exceed 50% of the total number of pupils registered. However, over an even longer period, and for various reasons, there has been a decline in the number of teachers specifically trained to teach EAL. In this paper, I begin by tracing the history of UK government policy with regard to the provision of language support for learners of EAL. I then describe a model of language support current in the 1990s, in which schools, local education authorities, and universities collaborated in the training and continuing professional development of specialist teachers of EAL. The next two sections outline, respectively, developments in the field since 2010, and the areas of competence in EAL all teachers in training are now required to demonstrate in order to qualify. Finally, I advance the broader argument that the current lack of specialised EAL teachers is one example of the gradual political undermining of the professionalism of teachers in the UK.
Electron-Hole Plasma Mott Transition and Stimulated Emission in GaN

We present femtosecond pump-probe re ectance measurements of excitons in GaN for various pump intensities. Saturation of the excitonic absorption with increasing carrier density has been measured in the case of resonant and non-resonant excitations during the rising times, and the exciton bleaching densities for various excitation energies have also been measured. We found that the resonant excitons are bleached at higher densities (10 times) than the non-resonant excitons due to the absence of free carriers. The stimulated emission mechanism is investigated by measuring simultaneously the photoluminescence and the time-resolved re ectance near the band edge, over a range of excitation densities. The onset of the stimulated emission coincides with the bleaching density of the non-resonant excitons as well as a theoretical gain threshold density. These results suggest that the stimulated emission in GaN is due to the electron-hole plasma.
A lower hybrid current drive system for ITER

<P>A 20 MW/5 GHz lower hybrid current drive (LHCD) system was initially due to be commissioned and used for the second mission of ITER, i.e. the <I>Q</I> = 5 steady state target. Though not part of the currently planned procurement phase, it is now under consideration for an earlier delivery. In this paper, both physics and technology conceptual designs are reviewed. Furthermore, an appropriate work plan is also developed. This work plan for design, R&D, procurement and installation of a 20 MW LHCD system on ITER follows the ITER Scientific and Technical Advisory Committee (STAC) T13-05 task instructions. It gives more details on the various scientific and technical implications of the system, without presuming on any work or procurement sharing amongst the possible ITER partners. This document does not commit the Institutions or Domestic Agencies of the various authors in that respect.</P>
