공공도서관 이용가치에 영향을 미치는 요인

본 연구에서는 국내 공공도서관의 이용가치에 영향을 미치는 요인을 분석하였다. 이용자의 진술을 통해 가치가 도출되는 CVM을 이용한 측정에서 응답자의 특성, 도서관의 특성과 같은 다양한 변인들이 미치는 영향들을 파악하고자 하였다. 이를 위해 국내외 공공도서관의 가치측정 연구에서 밝혀진 영향변인들을 분석하였고 여기서 나타난 영향요인들의 특성을 파악하였다. 도서관의 가치를 나타내는 지불의사액에 많은 영향을 미치는 요인은 이용자의 성별, 수입, 연령, 수입과 같은 인구통계학적 특성과 이용빈도, 방문소요시간과 같은 이용형태이다. 만족도와 인식 영역에서는 정보, 시설, 프로그램의 세가지 서비스 유형에 따라 사서의 만족도, 주민교류의 장, 경제적 도움 정도, 문화예술지원자에 대한 인식이 영향을 미치고 있었다. 이 연구는 국내 모든 유형의 공공도서관을 대상으로 측정한 가치에 미치는 영향력을 포괄적으로 분석함으로써 지역과 규모별로 이용자가 평가하는 가치의 속성에 대한 정보를 제공하였다. 이러한 정보는 향후 도서관의 가치를 높이기 위한 전략적인 정책수립에 도움이 될 것으로 기대된다. In this study, the factor that affect use value of domestic public library was analysed. This study try to grasp the effect of various variables such as characteristics of the respondent and library through the measurement using CVM that extract the value by the user's statement. For this purpose, effective variables identified in the value measurement study of domestic and foreign public library was grasped and characteristics of the effective variables presented in the study examined. The factor influenced WTP representing library's value are the demographic characteristics such as gender, income, age and the using pattern such as frequency of use, time to visit. As to user's satisfaction and recognition, the recognition about librarian's satisfaction, place for resident's exchange, degree of financial support, culture-art volunteers are affecting depending on the service such as information, facilities and programs. The study comprehensively analysed the impact on the value measured by all types of public library in the nation and provided the information about property of value assessed by user according to region and scale. This information is expected to help the strategic policy making to enhance the value of library in the future.

공공도서관 경제적 가치 측정에 관한 연구 - 대출 서비스를 중심으로 -

Variety methods are applied to estimating the value of a public library. This study explored the methods valuing of a public library focused on the consumer surplus and contingent valuation and measured the direct economic value of a public library by using these methods. 84% of the respondents are perceived that public library impact their life. And the users indicated that they are willing to pay 8,720 won per month to use a public library and 1,470 won to borrow a book from the library. Given reasonable assumptions about the cost of service, users place a value on the use of a public library is 1/3 times, the borrowing a book from the library is 3 times. 최근 다양한 방법들이 공공도서관 가치 측정에 적용되고 있다. 이 연구에서는 공공도서관 가치 측정 방법을 소비자 잉여와 조건부 가치측정법을 중심으로 분석하였다. 또한 이를 이용해 공공도서관이 개인에게 미치는 직접적인 경제적 가치를 측정하였다. 84%의 이용자들은 공공도서관이 개인의 생활에 영향을 미치고 있다고 하였으며 한 사람이 도서관 이용을 위해 월 8,270원의 금액을 지불할 의향을 보였다. 도서 대출을 위해서는 1권에 1,470원의 금액을 지불할 의사를 나타냈다. 이를 토대로 추정된 전체 도서관에 대한 경제적 가치는 1/3배, 도서 대출에 대한 개별 서비스의 경제적 가치는 3배로 분석되어 측정 대상에 따라 큰 차이를 나타냈다.

유럽의 국가 도서관 통합 서비스에 대한 연구

상호운용성과 협력은 디지털 도서관에 있어서 필수요소가 되고 있다. 이의 대표적인 사례인 유럽 도서관(TEL)은 유럽 34개 국가 도서관의 통합 서비스를 목적으로 개발된 범 유럽 도서관 서비스로서, 이를 구축하기 위한 프로젝트의 이름이기도 하다. TEL은 각각의 국가 도서관이 가지는 장서의 방대함, 소장본의 문화유산적 가치, 국가기관으로서의 신뢰성, 디지털화를 통한 부가가치 창출에 우선권을 가짐으로써 유럽 각국의 문화적 이질성을 공유할 수 있는 기반을 마련하였다. 기술적인 면에서 유럽 도서관은 이질적인 장서 및 도서관 간의 상호운용성을 보장하는 발전된 방안을 개척하였다. 이 연구는 유럽 도서관 실현을 위해 진행되었던 출판사와의 관계, 메타데이터, 검색, 운영현황을 고찰함으로써 국가 도서관 간 통합 서비스 구축의 사례를 제시하고자 한다. Interoperability and collaborations have become essential factors for developing a digital library. TEL, the European Library, is a new Pan-European service which gives access to the combined resources of the national libraries in Europe, and also TEL is the name of a project to implement TEL service. The vision of TEL stems from the characteristics that the national libraries offer, which is the comprehensiveness of collection, the national libraries' holdings of outstanding historical and special collection, reliability of information and high quality. Moreover, the national libraries are in a unique position to invest in creating added value to the digitized documents and to show the cultural diversity between EU members. From the viewpoint of digital library techniques, TEL explored some advanced methodologies to guarantee the interoperability between heterogenious collections and libraries. In this study, we examine the development of TEL including publisher relations, metadata developments, and retrieval features.

유럽연합 (EU) 자료 출판 및 이용에 관한 연구

At present, international society is in very rapidly changed situation with a new relation of cooperation and companion. As a huge community for economic profit, European Union(EU) is a significant international organization, which has an important influence on international economy and political order. EU information has been accepted as useful accademic and trade information reseources related to various areas, politics, economics, international relations, government of many countries. Also, these information has distributed to not only member nations but also non-member countries through a depository program of the EU Commission. The purpose of this study is to make an awareness of and uses of the information from the EU through the investment of EU information product system and the analysis of usage in Korea. Information activites of the major organizations of EU have been examined with a special policies to the Commission of the European Union. The Commission is the EU institution from which the majority of the EUs documentation originates. The information functions of the Commission have been studied in such categories as information production and distribution authorizing services and information service to public. Also, this research, interview method and questionnaires used for 5 depository centers and 40 non-depository institutes. The followings are the findings: 1. Most depository centers were at the university since 1990s. And they have a study of the EU or related research. 2. EU materials in depository centers were not informed well and had not a special librarian for systematic control of information. As a result, a few people have been used it. 3. The majority of non-depository institutes has purchased the EU materials since 1990s and 70% of them want to increase acquisition of the EU materials in the future. However, they have many difficulties to access and use EU materials for a lack of publication information. To solve current problems and establish a plan of the utilization of EU information, each centers perform the active promation, analysis of EU materials, support and train of EDC librarians. And, current study of EU information and their development is needed.

오픈액세스논문 통합서비스플랫폼의 경제성 평가

An economic evaluation was conducted using cost-benefit analysis for an integrated service platform of open access research articles. The data needed for benefit measurement were collected by conducting a series of surveys to service beneficiaries, including 1,313 academic researchers, 49 bio-industry researchers, and 102 researchers in various industries. Cost-benefit analysis and sensitivity analysis were conducted after estimating the total costs for system construction and operations, anticipated direct and indirect benefits. With respect to the cost-benefit analysis limited to direct benefits, the estimated benefit was KRW 82 billion, which is about 14 times of the total costs for eight years of the entire business period. With respect to the cost-benefit analysis for both direct and indirect benefits, BCR was estimated to be about 98.9 and NPV to be KRW 538.8 billion, indicating that economic feasibility of the project was sufficiently secured. The results of this analysis may help securing the investment to the integrated service platform for OA research products, and the benefit estimation model developed in this study would be utilized as an assessment tool during the rest of this project.

오픈액세스를 위한 리포지터리 시스템에 대한 수요 분석과 경제적 가치 측정

This study purposed to measure the economic value of repository services of the National Open Access Platform (AccessON), namely Self Archiving and Journal Repository. The value of Self Archiving was measured by applying time-saving value and the value of Journal Repositories by applying market analogy. Based on existing statistics, in-depth interviews with service beneficiaries and stakeholders, and a survey administered to 1,313 researchers, the value of Self Archiving was estimated to be 145 million won and an additional 12 million won with the OA legalization. The value of Journal Repositories was estimated to be 31.2 billion won. The total value of the repository services was 31.35 billion won over the 8-year business period. This result presented an estimated economic value of a national OA repository from the key beneficiaries' perspectives.

한중일 과학기술정보협력을 위한 정보유통현황 분석

한국, 중국, 일본은 지리적으로 서로 인접해 있고 여러 과학기술 분야에서 공통의 관심 주제가 많으며 따라서 서로의 과학기술정보에 대한 수요가 많다. 그러나 상대 국가의 정보를 효율적으로 수집할 수 있는 체제가 마련되어 있지 않고, 언어 등의 제약으로 인하여 정보 수집에 어려움을 겪고 있다. 이와 같은 환경에서 본 연구는 한중일의 과학기술정보 생산과 유통 현황을 파악하고 이를 바탕으로 협력의 원칙과 방안을 제안하였다. 서지정보를 3개국이 가장 용이하게 협력 사업을 시작할 수 있는 정보원으로 선정하였고 정보 유형의 다양성, 저작권과 같은 정책적 문제를 고려해 단계적인 협력방안을 제안하였다. Korea, China and Japan are in great demand for each other’s science and technology information since they geographically lie adjacent and have common interest in a variety of science and technology fields. Yet, they have difficulties in obtaining the other two countries’ information due to the lack of an appropriate system to access the information and also to restrictions such as a language barrier. The purpose of this study is to suggest the ways of sharing science and technology information among Korea, Japan and China. It surveys the national science and technology information systems and policies of each country and proposes four stages of resource sharing.
