Nuclear industry has been considered as a fading industry after the nuclear accident of Chernobyl. But now the catch phrase of ‘nuclear renaissance’ is publicly used. The argument supporting nuclear energy appears even in Europe. It is the radical climate changes that brought about this argument. Some people say that nuclear energy is the only alternative that does not emit green house gases. A British scientist, James Lovelock, is the central figure that supports these theoretical arguments. He is considered as one of the famous environmentalists in the world. He conceptualized the theory of Gaia. It is hard to understand why a famous environmentalist would support nuclear energy, especially in Korea where environmentalists support anti-nuclear movements. So this paper relates the logical fallacy of nuclear supporting group at the inherent limit of Gaia theory as anti-humanist, and the limit of technological determinism. In conclusion, it suggests that we need to discuss about nuclear energy as a measure of climate change. It is especially important in Korea because there is no open discussion about nuclear research and it’s applications.

Transepidermal elimination is a mechanism whereby foreign or altered constituents can be removed from the dermis. The phenomenon of transepidermal elimination may occur as a primary process characterizing disorders such as elastosis perforans serpiginosa, reactive perforating collagenosis and chondrodermatitis nodularis chronica helicis; as well as a secondary process characterizing disorders such as granuloma annulare, necrobiosis lipoidica diabeticorum, calcinosis cutis, pseudoxanthoma elasticum, spitz nevi, pimented nevi, porokeratosis plantaris discreta and metastatic tumors. A 17-year-old man presented with a 2×2 cm sized well-circumscribed slightly erythematous plaque with some black colored papules on the left dorsum of his hand. The histopathology of the lesion indicated angiokeratoma circumscriptum with transepidermal elimination. (Korean J Dermatol 2000;38(2):258~261)
연구논문 : 신재생에너지 지방보급사업의 제도 개선에 관한 연구 ; 성과주의 예산제를 중심으로

Korean government has expanded the subsidy to new and renewable energy (NRE). But the situation has changed, because the harmful consequences of this subsidy were recently criticized by the current government. In other words, it is evaluated that the economic feasibility and efficiencywas decreased by ignoring regional characteristics in the process of NRE project. In order to solve these kinds of problems, the Presidential Committee on Green Growth declared that the budget of regional NRE project would be allocated on the basis of assessing the performance in last year. But the government has not introduced performance based budgeting in regional NRE project yet. So this paper checks the theoretical discussion on ``performance based budgeting`` and tries to find way to improve regional NRE project. In conclusion, it suggests five strategies on the basis of performance based budgeting: simple allocation, regional allocation, basic security allocation, moving average allocation, pilot allocation. Performance based budgeting in regional NRE project will be helpful for the government to achieve the goal, because the president-elect promised that she would enhance the support for NRE.

본 논문에서는 교육 훈련생의 교육 상태에 맞는 콘텐츠를 추천해주는 교육 콘텐츠 추천시스템을 제안한다. 제안하는 시스템은 데이터베이스에 저장되어 있는 콘텐츠의 텍스트를 활용하여 콘텐츠를 등급별로 분류하는 콘텐츠 분류 기능부분과 교육 훈련생의 등급 및 교관 등에 의해 설정되는 필터링 정보를 활용하여 교육 훈련생에 맞는 콘텐츠 추천리스트를 생성하는 콘텐츠 추천 기능으로 구성되어있다. 실험에서는 콘텐츠 분류기능에 대한 정확도 평가를 수행하였고, ANN 평가모델로 평균 65%의 정확도를 보였다.
방전플라즈마 소결법으로 제조된 Bismuth Antimony Telluride의 소결온도에 따른 열전특성

Bismuth antimony telluride (BiSbTe) thermoelectric materials were successfully prepared by a spark plasma sintering process. Crystalline BiSbTe ingots were crushed into small pieces and then attrition milled into fine powders of about 300 nm ~ 2${\mu}m$ size under argon gas. Spark plasma sintering was applied on the BiSbTe powders at 240, 320, and $380^{\circ}C$, respectively, under a pressure of 40 MPa in vacuum. The heating rate was $50^{\circ}C$/min and the holding time at the sintering temperature was 10 min. At all sintering temperatures, high density bulk BiSbTe was successfully obtained. The XRD patterns verify that all samples were well matched with the $Bi_{0.5}Sb_{1.5}Te_{3}$. Seebeck coefficient (S), electric conductivity (${\sigma}$) and thermal conductivity (k) were evaluated in a temperature range of $25{\sim}300^{\circ}C$. The thermoelectric properties of BiSbTe were evaluated by the thermoelectric figure of merit, ZT (ZT = $S^2{\sigma}T$/k). The grain size and electric conductivity of sintered BiSbTe increased as the sintering temperature increased but the thermal conductivity was similar at all sintering temperatures. Grain growth reduced the carrier concentration, because grain growth reduced the grain boundaries, which serve as acceptors. Meanwhile, the carrier mobility was greatly increased and the electric conductivity was also improved. Consequentially, the grains grew with increasing sintering temperature and the figure of merit was improved.
