2006년 사회복지예산, 사회양극화 해소 못해

2006년 사회복지 · 보건분야 재정지출이 55조원 규모로 정부 총지출 221조원에서 복지재정이 차지하는 비중이 25%에 이른다고 발표되었다. 정부예산정책처에 따르면 2006년 보건복지부 소관 예산은 10조3,88억 원으로 2005년 비해 12.7% 증가하여 이는 정부 예산 증가율의 2배에 해당된다. 그러나 이는 과거 ‘SOC분야’의 주택부문이 복지분야로 분류체계가 변하면서 발생한 통계적 수치 변화에 불과하다. 2006년 기준으로 12조 1,496억 원 규모의 건설교통부 소관 주택부문 재정이 복지 분야로 포함되었으며, 이로 인해 2006년 예산이 획기적으로 늘어난 것처럼 보이는 것일 뿐 사실상 사회복지 · 보건 분야 재정지출은 12조1,496억 원을 제외하면 42조5,042억 원이다. 정부는 이를 통해 국민기초생활보장의 내실화의 차상위 빈곤계층 지원을 통한 사회안전망의 확충, 저출산 · 고령사회에 대비한 투자 확대 및 공공보건의료 기반을 강화해 ‘사회양극화’를 해소하겠다고 하고 있지만, 여전히 소득보장 기능이 미흡하고 지역 간 복지 불평등 문제를 심화시키며, 재원조달방안이 없는 등 여러 문제점을 안고 있다.

Jeju folk songs are the products of the nature, history and society of Jeju Island, and the song lyrics represent the zeitgeist as well as the islanders' perspectives on life at the time when the songs were made and sung. Reaching into modern times, small-scale farming using the labor of family members has been transformed into large-scale mechanized farming using agri-chemicals. As the chance to sing songs relating to work or rituals has disappeared, Jeju folk songs have been in a process of becoming extinct, which makes it hard to transmit them to future generations. Jeju folk songs were designated as provincial intangible cultural assets alongside Korean intangible cultural assets as part of an effort to preserve and transmit them. Currently, persuasive research is required on the value of the songs as cultural history in order to establish policy-level indicators on why Jeju folk songs have to be preserved. This thesis lays the groundwork for the value of Jeju folk songs as cultural history by identifying the research results and trends so far. This thesis is organized as follows: -Jeju folk songs represent the essence of practical literature of Jeju Island's women communities, embracing indigenous thought about communicating with people, nature, deities, and animals. -Through oral transmission, the songs have been diversely transformed in literature and music, and they have been differentiated through time and space. -The effective value of the songs are recognized for overcoming physical and mental hardship, and the function of the songs focuses on labor. -Jeju folk songs also express an individual's lyrical self based on collective sentiments. In particular, pessimistic sentiments are specifically shown, intensifying the meaning in a paradoxical way. -Discussion on the value of Jeju folk songs as cultural history is supplemented in a comparative study with the folk songs from the Korean mainland and the island regions of other countries. 제주민요는 제주섬의 자연․역사․사회의 산물로, 노래 가사에는 구전 당시의 시대상과 더불어 섬사람들의 삶과 인식이 잘 반영되고 있다. 현대에 오면서 문명의 발달로 인한 기계 활용과 농약 사용으로 식구 중심의 노동력으로 이루어지던 일들이 대규모의 농사로 전환된다. 이러한 노동이나 의식 관련 가창 기연이 사라짐에 따라 제주민요는 소멸 과정을 겪고 있으며 후대 전승이 불가한 실정이다. 그래서 제주도는 제주민요의 보전을 위해 이미 국가 지정 중요무형문화재와 도 지정 지방무형문화재로 지정하고 전승을 위해 힘쓰고 있다. 현재 제주민요가 왜 보전되어야 하는지에 대한 정책 지표 설정 등을 위해서 문화사적 가치에 대한 설득력 있는 연구가 필요한 실정이다. 본고는 제주민요에 대한 그간의 연구 성과와 경향을 파악하여 제주민요의 문화사적 가치에 대한 초석을 다지고자 했다. 본 연구 결과를 정리하면 다음과 같다. 제주민요는 제주섬 여성공동체의 생활 문학의 진수를 잘 보여주고 있고 사람, 자연, 신, 동물과 소통하는 원시적 사고가 노래 속에 담겨있다, 또 구술 전승 속에서 문학, 음악 양식이 다양하게 변용되고 창법이 창안되면서 시공을 배경으로 다양한 분화가 이루어지고 있다. 제주민요는 공동적 정서를 바탕으로 개인의 서정적 자아도 잘 표출되고 있다. 특히 염세적 정서가 구체적으로 가시화되고 역설의 방식으로 의미를 강화하고 있다. 노래의 효용적 가치는 육체적․정신적인 면에 주어지는 현재의 고난 극복이라는 점을 인식하고 있으며, ‘노래’, ‘소리’, ‘놀래’의 기능은 노동에 초점이 맞춰지고 있다. 제주민요의 문화사적 가치에 대한 논의는 한국 본토의 민요 혹은 외국 섬 민요와 비교연구 등으로 차후 보완될 것이다.

The ‘Jeju Folk Song’ intangible cultural assets which possess the mental spirit of the Jeju people is an integral part in the fabric of the Jeju people’s lives. It occupies a very important position and is recognized as having the prestige in realizing Jeju’s authentic identity and culture restoration but is now facing extinction in the changing of the times. Most of the Jeju folk songs have been created naturally along with daily labors related to agricultural and fishing activities which were the livelihood of the people. Whether it be men or women, it is true that they both maintained their lives by attending to the labor intensive work but especially in the case of the women, they found comfort and solace in making these folk songs part of their labor work as an aspect of cultural enjoyment. The singer expressed personal sentiments in the fixed phrases which had been passed down from generation to generation related to the actual function of singing. In addition to that, while the phrases were connected to labor, ceremonial rites and festivities, it still managed to demonstrate personal ability through musical talent and literature. Most of the items that have been officially designated by state and Jeju provincial government are women folk songs that have been sung by female singers and for other female related items, a separate measure should be sought out. The Jeju folk song needs to be rearranged in terms of each distinctive note and sound according to whether there are residents who can sing with talent with that region and special characteristics in mind. The formation of these festive fields and sound fields should be commonly shared with traditional folk festivals so that the identity of each village can be regained and ultimately have an important role and function in restoring the communal culture. By developing distinctive festivities of each village region, the younger generation should be exposed to the village festivals and Tamra culture festivals so that they may be passed on to the next generations. To ensure the passing of the folk intangible cultural assets and the preservation of its pristine condition, there is a need to strengthen the education system. As part of the plan to establish the foundation and securement of students of such schools, the training facilities need to be activated exclusively for the preservation of the tradition of all folk songs. In addition to that, for the maintaining of a systematic training program, we would need to set up an educational institute so that regular programs can be administered for the raising of professionals who would carry on such traditions. 제주도민의 정신적 가치가 담긴 ‘제주민요’ 무형문화유산은 제주민의 삶의 일부이며 공동체 문화 복원과 제주의 정체성 구현에서 중요한 위상을 차지하고 있으나 시대 변화로 소멸의 위기에 처했다. 제주민요는 제주민의 생업이라 할 수 있는 농․어업 등의 노동과 함께 자연발생적으로 생겨난 것들이 대부분이다. 여성이든 남성이든 노동으로 생계를 이끌어갔지만, 특히 여성들은 삶을 위한 생활의 문화로서 민요를 삶의 일부로 삼았다. 창자(唱者)는 노래 기능과 관련하여 전승되는 고정구에 개인적 정서를 표현하고 더구나 노동․의례․유희의 기능과 관련하면서도 음악성, 문서 엮음 등 개인적 능력이 발휘되고 있다. 제주민요와 관련하여 국가와 도 지정으로 정해진 종목인 경우 대부분이 여성창자들이 부른 민요이다. 이를 중심으로 타 종목도 포함하여 종목 통합으로 전승범위를 확대하고, 유형 계열별 복수 종목을 통합하여 무형유산 체제로 그 지정 범주를 확대할 수 있다. 특히 지역의 특성과 가창능력이 뛰어난 지역주민 유무에 따라 마을 단위별 소리판을 재구성 할 필요가 있는데, 연희판과 소리판의 형성은 마을 민속연희와 공유되면서 마을의 정체성을 찾고 공동체 문화를 회복 하는 중요한 역할과 기능을 할 것이다. 마을별로 지역성이 강한 연희를 개발하여 마을축제나 탐라문화제 등에 청소년들을 지속적으로 참여시키면서 민요 전승에 세대 간 연결이 되도록 한다. 민요 무형문화재의 후세 전승을 위해서 전수교육을 강화하고 전수장학생 확보 및 전승기반 구축을 위한 수단으로 민요의 전승보존을 위한 전수 교육관 활성화가 필요하다. 또 제도권의 대학교육 프로그램 운영을 위해 ‘ (가칭)민속예능교육원’과 같은 평생 교육기관을 설립하고, 정규 교육 프로그램 운영으로 전문 인력 양성을 위한 전문가 과정 신설 등이 필요하다.
