        초고령사회 대비를 위한 일본 개호로봇 확산전략 분석 - 사회·기술시스템 전환론 관점에서

        전 세계적으로 초고령화가 급속하게 진행되고 있다. 초고령화로 인한 사회구조의 변화는 서비스 로봇 중 하나인 개호로봇에 대한 관심과 수요를 촉발하고 있다. 본 연구에서는 개호로봇의 특성을 고려하여 사회·기술시스템 전환론의 4가지 핵심요소 관점에서 일본의 개호로봇 확산전략을 분석하였다. 4가지 핵심요소의 특징 첫 번째는 다양한 참여자 네트워크를 통해 전환의 방향을 설정하고 공유하는 것이다. 일본의 ‘로봇혁명이니셔티브’와 ‘Needs·seeds 연계협조 협의회’가 주도적인 역할을 담당하고 있다. 두 번째는 현장의 의견을 기반으로 한 수요구체화와 전환경로 설정이다. 이를 위해 ‘Needs·seeds 연계협조 협의회’에서는 현장의 수요를 체계적으로 발굴하고 프로세스를 세분화해서 개호로봇 개발을 진행하고 있다. 세 번째는 데이터 기반 전환실험 수행이다. 일본 개호로봇의 실증사업은 단발적인 실험의 성격보다는 로봇에 대한 정성 및 정량 데이터를 구축하여 지속적으로 피드백 과정을 거치고 있다. 마지막은 지속적인 정책학습과 조정과정으로 개호로봇 확산을 위해 보조금, 요양시설 조건완화, 보험 급여화, 요양사 교육 등을 추진하고 있다. 초고령사회를 대비하기 위해 국내에서도 돌봄로봇과 고령산업 연구에 지속적인 관심을 가질 필요가 있으며 본 연구의 분석과 시사점이 초고령사회 혁신연구에 기여할 수 있을 것으로 생각된다. Global aging is rapidly progressing worldwide. Social structure changes due to aging are sparking interest and demand for care robots. In this study, the diffusion strategy of care robots in Japan was analyzed from the viewpoint of four key elements of socio-technical transition approach. The first feature is the direction and sharing of the transition through a network of diverse participants. The second characteristic is the development of on-site demand and establishing a transition path. The third is data-driven conversion experiments. The demonstration project of the care robots in Japan is continuously undergoing a feedback process by constructing qualitative and quantitative data about the robot rather than the nature of a one-time experiment. The last is continuous policy learning and coordination. Japan is promoting subsidies, nursing facility conditions, insurance benefits, and education to spread care robots. In order to prepare for an super-aged society, it is necessary to continue to focus on research on care robots and the aging industry in Korea.

      • 데이터 기반 헬스케어 혁신의 부상과 대응전략

        The health care industry is traditionally defined as a industry that provides medical services for treatment and prevention. The rapid advance of information and communication technology, however, have accelerated the innovation in health care and extended the definition of health care to personal care. Hence, the recent heath care industry consists of hospitals and private companies who produce health management products, for example, digital sensors, wearable devices, next generation sequencing and so on. These innovations in health care sector with new technology generate the various personal health care data which is a core of the next innovation. The health care data could be classified into four areas: medical electronic record, national health information, personal health record, and genome information. To manage these types of health care data in terms of generation, integration, analysis, and application, would be challenging because current health system and policy is still based on evidence-based medicine rather than precision medicine. On the other hand, the health care data would contribute on personalized suitable medical services as well as reduced medical costs. Some countries have already paid attention to the importance of data in health care innovation. In case of USA, the open innovation supported by government and private sector keeps continued to build the sound ecosystem of health care industry. Especially, US government has restructured the payment system on the basis of health care data. On the other hand, UK fails to implement the NPfIT because of top-down approach from government and closeness of system operations. These two cases show that our government also considers the open innovation and incentive program to attract private sector in health care innovation driven by data. This study examined and discussed how to develop appropriate policies and strategies for emerging health care innovations driven by data. First, it needs to build the governance structure which aims at the openness and the responsibility. A new organization that manages and integrates the entire health care data should be installed for inclusive governance to participate in various stakeholder. Second, financial incentive system for generators of health care data is also considered. Generators of health care data, e.g. hospitals, rely heavily on the government payment system in finance. Hence, the government investments to extend the infrastructure of health care data results in positive effects on spillover of health care innovation. Finally, two-track approach to utilize health care data is recommended. Horizontal approach to treat serious patients and vertical approach to care life-time health could be connected and integrated through health care innovation driven by data.

        Korean society is experiencing a severe level of polarization that has not been experienced before in the overall society and in each area of industry due to the prolonged aftermath of COVID-19. The polarization phenomenon in society as a whole is a factor that accelerates the imbalance between individuals and groups, and between metropolitan areas and regions. Therefore, This study has two research questions related to the prospect of polarization in the post-corona era that Korean society is facing from a mid- to long-term perspective. - What are the aspects of polarization that Korean society is likely to face? - What is the policy direction that should be prepared at the system level, which is closely related to the key drivers of deepening this polarization? The scope of this study was focused on digital, which has accelerated the non-face-to-face society and is a driving force for polarization in the COVID-19 situation, region in the spatial sense where polarization occurs, and company. This study was conducted in part 1 and part 2. Part 1 predicts the polarization of the post-corona era. Chapter 2 looked at the concepts of inequality and polarization for the future outlook of polarization, and dealt with methodologies and research methods for polarization projections. In Chapters 3 to 5, policy alternatives were derived by analyzing the current situation of digital, regional and corporate polarization, and predicting the future. A future theme based on big data was derived, and citizen workshops and surveys were conducted based on this. In addition, we imagined the future of polarization through sci-fi ultra-short stories and illustrations. Finally, policy alternatives for each module were proposed. Chapter 6, Comprehensive Prospects and Conclusions, draws on the previously discussed future vision as one, and examines the mid- to long-term policy direction for resolving it through the system causal map. Part 2 is about building a knowledge base for future research and disseminating results. In order to proceed with this study, a future issue search program system was used, and a knowledge base for future research was established through a network of related experts. In order to spread the results of future research to society, 『Future Horizon+』 was published, and a book is about to be published.

        조직분위기와 종업원 침묵의 관계 및 조직공정성의 조절효과

        본 연구는 조직분위기(상사태도, 조직정치지각)와 종업원침묵(체념적침묵, 친사회적침묵)의 관계 및 조직공정성(분배공정성, 상호작용공정성)의 조절효과를 확인하는데 목적이 있다. 건설업, 제조업, 서비스업에 소속된 구성원 241명의 설문결과를 토대로 위계적 다중회귀분석을 실시한 결과, 상사태도는 종업원침묵에 부(-)적인 관계로 나타났고, 조직정치지각은 종업원침묵(체념적, 친사회적)과 정적인 관계로 나타났다. 그리고 조직정치지각이 종업원침묵에 정(+)적인 영향을 미치는 데에 있어서 조직공정성(분배, 상호작용)은 조절효과로서 침묵을 감소시키는 역할을 하였다. 추후 연구에서는 설문대상자들의 시간적 흐름에 따른 의식의 변화와 행태적인 특성을 반영할 수 있는 연구가 이루어져야 할 것이다. This paper reviewed the relationship between organizational climate (superior attitudes, organizational politics perception) and employee silence (acquiescent, prosocial) and the moderating effect of organizational justice. The results of hierarchical multiple regression analysis, based on the reponses from 241 employees in construction industry, manufacturing industry, service industry, showed that superior attitudes appeared to be negatively related with employee silence and organizational politics perception appeared to be positively related with employee silence. In moderating effects, organizational justice interacts with organizational politics perception to have positive effects on employee silence and plays a role in reducing employee silence. The subsequent studies will need to be conducted to reflect the changing consciousness and behavioral characteristics of the survey participants over time.
