Government has put Private Participation in Infrastructure into practice to overcome financial difficulties and take advantage of creativity and efficiency of private sector. But until now construction company centered investment have derived the problem which government financial support and port operation risk increase. So PPI system needs to be improved in order to avoid the problems by motivating investment of non-construction company in constructing and operating ports. This research reviews not only BTL but also partial private investment method as alternative project method in order to run fiscal budget efficiently and decrease operation risk. Moreover we re-examine appraisal items of private project proposal by empirical analysis so as to present more realistic scheme. As the results we propose that the rate of price sector which affects the subsidy of government heavily should be raised and important categories of non-price sector should be appraised by separate way.
자기부상시스템의 외란관측기 제어기에 Q 필터가 미치는 영향에 관한 연구

The disturbance observer (DOB) controller has been widely used in various industrial applications since it is capable of achieving robust stability and disturbance rejection. In this paper, we study the effect of Q-filter on disturbance observer controller for Electro-Magnetic suspension (EMS) systems. We consider three Q-filters and analyze their effects on the robust stability against parameter uncertainties due to mass variation. Moreover, we investigate the influence of sensor noise for three Q-filters. According to our study, robust stability improves as the order of Q-filter decreases. On the other hand, the larger the order of Q-filter, the more the effect of sensor noise can be removed.

부산항과 광양항은 국내 대표적인 중심항만이라 할 수 있으나 광양항의 경우 배후지역의 수송네트워크 및 산업기반이 미흡하여 물동량 증가가 예상보다 부진하는 등 항만의 활성화에 어려움을 겪고 있다. 이를 극복하기 위한 한 방안으로 부산항과 광양항간 전용수송망이 거론되고 있다. 이에 본 연구에서는 부산항과 광양항간 전용 이송시스템 구축의 타당성을 판단하기 위해 수송수단별 수요를 예측하였다. 양 항간 화물운송 잠재이용자들에 대한 설문조사 결과를 바탕으로 AHP분석 및 Multi-nominal Logit 모형을 사용하여 수송수단별 분담률을 추정하였다. 이를 양 항간 OD 및 물동량 예측에 적용하여 2020년까지의 수송수단별 수요를 추정하였다. Even though Busan and Gwangyang port are two major hub ports of Korea, they have several problems in logistics system. Especially, Gwangyang port is struggling to revitalize the port because of low port traffic due to the lack of transport networks and industrial base in hinterland. Building a freight only transport network between Busan and Gwnagyang port is one of alternatives to overcome the Gwangyang port`s problem. In this paper, we forecast traffic demand between Busan and Gwnagyang port for each transportation mode, trucking, rail, marine, and freight only rail. Based on survey results, we estimate mode split ratio using Analytical Hierarchy Processes and Multi-nominal Logit Model. Also, we forecast traffic demand for each mode between Busan and Gwnagyang port up to 2020 by applying the estimated mode split ratio to OD and demand forecast of the two ports.

BLDC motors require the operation at high switching frequency in order to reduce the torque ripple from inverter. However there are problems to increase the switching frequency because of many reasons. In addition, there is the back-EMF as disturbances. In this paper, we study a disturbance observer (DOB) based controller for BLDC motors at low frequency. The computer simulation results show that the torque ripple reduction performance of the proposed DOB controller is superior to that of the conventional PI controller.
SPMSM 인덕턴스 돌극성에 의한 전류리플 저감을 위한 PSO 알고리즘 기반의 H<SUB>∞</SUB> 전류 제어기 설계

The useful method for determining parameters of weighting functions used to design the H∞ current controller for attenuating the current ripple due to saliencies which SPMSM(Surface Permanent Magnet Synchronous Motor) also incorporates is described. To analyze the effect, the current ripple due to the structural and the saturation saliencies, the SPMSM model with nonlinear inductance function depending on the two independent variables, rotor position and stator current is simulated. After analysis, parameters of the weighting functions for H∞ current controller is selected to satisfy the robust stability, robust performance and specific performance in time and frequency domain by using the PSO(Particle Swarm Optimization) algorithm in the linear SPMSM model. Especially, the robust performance is proved that the selected weighting functions play a role in reducing the current ripple caused by the saliencies of SPMSM at the desired frequency range by the simple experiment.
