이규보는 시를 논한 시, 시를 소재로 한 시들을 통하여 자신의 시론을 밝히고 있다. 고인의 시를 모방하고 도용하기에 여념이 없었던 당시의 시단에 기를 중시하고 신의의 창조를 주장한 새롭고 독특한 시론을 시로써 밝혔다는 사실은 자못 자의 깊은 일이다. 더군다나 사문이 땅에 떨어져 오도되고 있던 당시의 문풍을 쇄신하고자 하는 사명을 시로써 감당하려 했다는 사실은 간과할 수 없다. 또한 그는 시마와 시벽을 탄하면서 시를 아끼고 사랑하는 생활, 시와 더불어 한 생애를 같이 한 생활로 고려조 한문학에 풍성한 문학유산과 뚜렷한 자취를 남긴 위대한 민족시인이었다.

Local governments and their financial structures have been subjected to heavy strains by the rapid population growth, urbanization, industriaization, and centralization of the past century. A local government is usually constrained by centralization of the past century. A local government is usually constrained by limited territorial jurisdiction, restrictions on the functions it can perform, ceilings on the amount of permitted taxes and debt, and restrictions on the sources of revenue. Not only its freedom limited, but often most of its actions are ordered, and its behavior then supervised, by the central government. The most common argument about local goverment is a financial one. It is asserted that the most tax-productive bases are pre-empted by central governments and that it is not feasible for a local government to raise its taxes. Sufficient and independent sources of revenue are key-point in order to operate the local autonomy. And the economic use of local expenditure is also important. So this paper tried to explained and introduced local expenditure thery. The contents of this paper are: Chapter Ⅰ, Introduction. Chapter Ⅱ, General theory of Local Expenditure. Chapter Ⅲ, The principles of Local Expenditure. Chapter Ⅲ, The functions of Local Expenditure. Chapter Ⅴ, Conclusion.

Literatures which is concerned to the Cameron's working hypothesis on the overinclusive thinking are reviewd, and suggested some methodological problems for further researchers. In this review, the concept of overinclusion was limited to the characteristics derived from schizophrenic thought disorder. Cameron's hypothesis was partly accepted by the limited number of investigators who in favoured in projective methods. The factor of overinclusion was also substracted from the factor analytical study of their responses. Overinclusive tendency which measured by especially designed proverb test might be characterized the delusional schizophrenics' thought disorder. The reliability and validity of the test is greatly in doubt; Epstein's test scores greatly vary from group to group (18.00-56.98). On the hand, Epstein's test score very highly loaded on the factor of general intelligence rather than factor of overinclusions.
