국가 항공안전관리체계 발전방안- 항공안전 관련 자원의 조직·관리 중점 -

Aviation safety requires systematic national attention and management because aircraftaccident produce greater undesired social impact, economical damage, and declining nationalcredibility compare to other transportation accident. Specially, Republic of Korea has highlyincreased risk of air accident as a major air transportation point having small aerospace,connecting pacific ocean and Asia, and explosively increased air traffic produced byeconomical growth, operating numerous military aircraft for the South and North Koreas'confrontational situation. Also, greatly increased domestic and oversea air travels by Koreansand foreigners as well as air freight based on heightened Korea's national power, launchingnew low cost carriers, and popularized leasure aviation have produced large amount ofaviation needs in various fields. However, national aviation safety management systemgratifying increased aviation needs and aircraft operations is seem to be slow in progress. This paper will show optimized measures utilizing private, governmental, and militaryresources to prevent aircraft accident under circumstances of limited budget and an favorableconditions, then will propose several action items.

현재 국내외 바코드 체계는 거의 모든 항목에 관하여 KA-13 코드의 체계를 이용하고 있으며, 이는 상품정보에 관련하여 국가코드, 제조업체코드, 상품품목코드, 체크디지트의 4개 부분에 각각의 성실에 따른 내용을 담아 그 상품의 특성을 나타낸다. KAN-13은 상품 각각의 성질을 나타내는 데에는 문제가 없지만 매입, 매출 및 재고업무 관리 등의 물류정보에 관련된 정보를 자동화 · 전산화하기 위해서는 적합하지 못하다. 이를 보충하기 위해 KAN-13 코드의 체계에 한 자리의 물류 식별코드가 추가되어 박스 단위를 표시할 수 있는 EAN-13 코드와 EAN-14 코드의 사례를 비교 분석하여 국내의 EAN-14 코드 사용의 필연성을 제시하였고, 각 분야 중 특히 의약품의 사례를 중심으로 살펴보았다. 향후 EAN-14 코드 사용의 필연성을 제시하였고, 각 분야 중 특히 의약품의 사례를 중심으로 살펴보았다. 향후 EAN-14 코드의 체계는 좀더 구체적이고 광범위한 정보를 담고 있는 바코드 체계인 EAN-128 코드 체계의 구현을 위한 기반을 조성하게 될 것이다.

Flight safety in modern commercial aircraft depends on the ability of pilots to manageoverall flight operations. ICAO has made it mandatory for airlines to adhere to Crew Resource Management(CRM) policies to reduce operational safety threats. CRM is a set of techniques designed to effectively manage the human resources, aircraft, and environmental factors in order to promote safety and enhance efficient air operations. When looking at the career backgrounds of new pilots joining the Republic of Korea’s commercial airlines, discharged military fighter pilots represent the largest demographic. Fighter pilots are experienced in empowering leadership and directive leadership from their military training and culture. New commercial airline pilots with military fighter pilot training should effectively acquire the required civil aviation CRM skills. The present study has been carried out to determine how the leadership experience of this demographic affects the acquisition of CRM skills for commercial airlines, and it confirms that there is a positive correlation.

E-비지니스의 온라인 수출입 업무에서 효율적인 웹(Web) 시스템을 구축하기 위해서는 관련 주체(화주, 중개업체, 운송업체, 관세사, 창고업체 등)가 일관된 프로세스에서 표준화된 업무와 정보교환이 필수적이다. 수출입 물류관리를 웹 비즈니스화하면 관련 부문의 주체들이 서로 웹 상에서 실시간으로 상호 연계되어 파트너쉽과 공정한 경쟁으로 시장의 활성화와 비효율적인 비용절감을 이룰 수 있다. 본 논문의 목적은 기존의 오프라인 상에서 화주에게 번거로운 업무를 가중시키는 견적요청이나 선적요청 및 확인 등을 일괄적인 웹에서 해결할 수 있는 방법을 제시하여 E-비지니스의 물류관리 환경을 구축하는데 있다.

항공기 조류충돌 예방을 위한 조종사 비행중 결심 역량 증진방안 연구

While various efforts are being made to ensure aviation safety, air accident rate induced by pilot human factors is still high worldwide. In particular, among pilot human factors, it would be the most important issue for pilots to anticipate and recognize flight environmental factors beyond their control and to make a positive decision making(ADM). In the Republic of Korea Air Force(ROKAF), there were many dizzying experiences induced by bird strike incidents and developed into dangerous moments such as damage to the aircraft and pilots’ increased mental stress. It is a matter of serious concern in terms of safety management and human factors to dismiss bird strike incidents as inevitable misfortune due to environmental factors. In 2018, the ROKAF Aviation Safety Agency(ASA) conducted an experimental study to enhance pilots’ ADM competence that can anticipate and avoid a bird strike. As the way of the study, ‘Bird Strike Preventing Information’ had been written and distributed every week by the ASA to flight units in the ROKAF during the period of the study. Through enhanced pilots’ perceptual ADM competence, there was a noticeable number of reduction in bird strike incident compared to previous years of the experimental study.

안전문화 개선을 위한 안전관리 방안 : 공군 항공기 사고 예방을 위한 안전관리 측면 중심

기술(Technology)의 발전에 따라 과거 대비 안전사고는 크게 감소하였지만 인적요인에 의한 사고 감소폭은 크지 않다. 전세계 항공기 사고의 약 60% 정도가 조종사 인적요인에 의해 발생하고 있으며, 국가 영공을 방위하고 있는 공군 또한 인적요인에 의한 항공기 사고 예방을 위하여 많은 노력을 기울이고 있다. 관리자 관점에서 보았을 때 인적요인에 의한 사고 감소폭이 적은 이유는 인간 개개인이 가지고 있는 고유 특성에 대한 조정/통제가 어렵기 때문으로 분석된다. 인적요인에 의한 사고를 예방하기 위해서 조직 구성원 개개인에 대한 조정/통제 보다 구성원들 사이에 작용하는 상호영향을 안전문화 차원에서 관리한다면 자연스럽게 사고도 줄일수 있다는 가정하에 안전문화 개선방안을 살펴 보았다. 안전문화 개선을 위해서는 구성원들의 자발적 변화 유도와 행위요소 개선을 균형있게 추진하는 것이 필요하며, 이를 위해 전통적 안전관리 방식에 권한부여(Empowerment), 인간공학(Ergonomics), 평가(Evaluation) 등의 새로운 기법을 도입한 안전관리의 Shifting이 필요하다고 판단된다.

Recently, in order to stay at predominance in the global infinity competition, most of companies have been reducing the cost in many fields of industry. First of all, the reduction of the logistics cost have been recognized greatly as the company value rises. But, the current situation of domestic logistics cost is very weak compared with Japan, U.S.A., etc. A rate of logistics cost out of GDP is still high compared with the competitors. The reduction of the transportation cost from overall logistics cost is most urgent subject. One of the methods to make a domestic transportation system efficient is the consolidation. In this paper, we try to compare the consolidated transportation model for a cost reduction with individual case. We also analyze the efficiency of consolidated transportation using simulation program with Arena of System Modeling Company.
