The publishing industry in Korea gropes for the way to its development in the digital age. As the structure and the feature of the publishing industry have been rapidly changing, publishing interest groups which used to function as the motive power of publishing development should find a new model of functions and roles. This paper examines establishment environment and development history of interest groups in Korean publishing industry and analyzes practical problems publishing interest groups are faced with. This paper aims to offer the future prospect how publishing interest groups should be developed in order to play an important role in new circumstances in the 21st century. The main findings are as follows. 1) Publishing interest groups should reconstruct their inner structures and reinforce themselves with professionalism in order to satisfy the needs of other parts in the publishing industry. 2) Publishing sector should overcome specialization and overlapping of functions and structures among publishing interest groups. 3) The government should support the activities of publishing interest groups as they are bases of national development.

The purpose of the study is to suggest and measure the ways to activate the use of wireless internet services in university libraries. For this, 1 reviewed the concepts and characteristics of wireless internet and investigated both local and foreign cases on wireless internet service of university libraries, library users'''' usage status, and their demands. Based on the case study and survey results, I suggest the strategic consideration and active publicity of university libraries, the introduction of the services students more prefer, the development of differentiated menus from ordinary wire internet services, and the consistent financial support of the university authority. 본 연구는 무선인터넷의 개념 및 특성을 고찰하고 도서관 무선인터넷 서비스의 국내외 현황과 이용자들의 이용실태 및 요구사항 등을 분석하였다. 도서관 무선인터넷 서비스가 활성화되기 위해서는 도서관의 전략적인 계획 및 홍보, 학생들의 선호하는 유형의 무선인터넷 서비스의 우선 도입, 무선인터넷 요금과 직관되는 무선인터넷 접속 시간을 줄이기 위한 서비스 메뉴의 엄선, 그리고 마지막으로 대학 당국의 일관성 있는 재정 지원이 필요함을 제안하였다.

This study surveys science information resources and science information resource services institutions existing in the field of scientific research to analyse their strengths and weaknesses, which provide theoretical foundation of planning an effective and efficient nation-wide science information transfer system for Korea. This study also suggests right directions of developing a centralised system of science information for Korea. 본 연구는 우리나라 학술정보의 효율적인 관리 및 원활한 유통체제를 확립하기 위한 방안으로 우리나라 학술분야의 정보력실태조사를 통하여 국내외 학술정보서비스 및 유통현황조사 및 문제점을 분석하였다. 또한 국가적 학술정보 유통시스템 확립을 위한 기본 연구방향과 카테고리를 설정하고 종합방안을 제시하였다.

In this paper, the wind tunnel test for the measurement of aerodynamic characteristics of transmission conductors with asymmetric sections is described. A single conductor model and bundled conductor models with ice accreted shapes are tested both in steady and turbulent flow, and the aerodynamic coefficients are acquired. Transmission conductor galloping is a kind of wind-induced vibration which is characterized by primarily vertical oscillation with a very low frequency and a high amplitude. It is well known that transmission conductor galloping is generally caused by moderately strong, steady winds when a transmission conductor has an asymmetric cross-section shaped by accreted ice. Galloping should be considered from the design stage of overhead lines because it can cause severe wear and fatigue damage to attachments as well as transmission conductors. It is reported that there have been normally 20 events of galloping per year in Korea, which may be followed by serious consequences in the electric power system. Therefore, this research is performed to measure aerodynamic characteristics of ice accreted transmission conductors to understand and control transmission conductor galloping so that it would help to prevent unexpected failures and reduce the maintenance costs caused by galloping. 본 논문은 송전선로 갤러핑 현상 분석을 위해 요구되는 비대칭 송전선의 공기력 계수 측정에 관한 것으로, 세 종류의 비대칭 단면으로 구성된 단도체, 2도체 및 4도체 모형에 대해서 난류 조건에서의 풍동실험을 수행하였다. 송전선로 갤러핑은 비대칭의 착빙된 송전선에 안정된 바람이 작용하는 경우 발생하는 유체유발진동의 한 종류로, 상간 이격거리와 송전탑 하중의 계산 등 송전선의 설계시 고려해야하는 주요 인자 중 하나이다. 갤러핑에 의해 발생하는 반복적인 변동 하중은 송전선을 포함한 체결 부품 등에 큰 동응력을 발생시키는 것을 고려하여, 송전선을 비롯한 각종 부품은 마모와 피로손상에 견딜 수 있는 충분한 내구성을 가져야 한다. 국내에서도 빙설해에 의한 송전선로의 고장은 급격한 전압 강하로 인한 전기 품질에 큰 영향을 끼치는 주요 원인이 되고 있으며, 매년 약 20건 이상씩 발생하고 있는 점을 고려해, 안정적인 전력 공급과 유지, 보수 비용을 절감하기 위해서 갤러핑 현상에 대해서 기초부터 체계적인 접근이 요구되고 있다.
