It is the time of reform. The government has tried to reorganize its structure on the basis of the market system. In the new system, the public officials have to complete each other. Their salary will be determined according to their performance. It is very important to graft the market mechanism into the public sector. However it is also important to understand the motivators of public officials. The public officials are motivated by the utilitarian factors such as salary as well as normative factor such as their willingness to servicefor the society. With the reform movement, the government tries to move the officials through the utilitarian factors. The basic assumption is that high performance will be payed more. However, comparing to the private sector, the government does not have enough financial resources. It indicates that it has to depend on the other factor to motivate the officials. This paper mainly find out the impact of the normative factors on the public officials' behavior on the job through an empirical research. According to this study the officials normative organizational commitment is one of the critical factors in terms of determining the officials' job behavior. Also the officials normative organizational commitment is determined by the job characteristics and the leadership of the organization. This study suggest work redesign and training the leadership skill of the high lank officials for enhancing officials' normative organizational commitment. Therefore, along with restructuring the government, the work redesign and training the officials of the public sector have to be considered.
북한이탈주민의 사회적 지지가 남한 사회문화적응에 미치는 영향: 자기효능감의 매개효과를 중심으로

The object of this study is to research on understanding how the social support from someone such as their family, friends and others who takes a deep interest in the North Korea defectors, has the effect on their South socio-cultural adaptation. The research was surveyed with 207 North Korea defectors mostly living in the area of Kyunggi-do. The research finding shows that the longer their terms of residence in South Korea is and the younger they are, the less they feel the difference to fear, language or cultural aspects on the South Korea community. Whereas it shows that the age or the terms of residence doesn’t have much effect on the socio-cultural adaptation to overcome the discrimination, prejudice and awareness on relatively low social position as a North Korea defector. Therefore it indicates that in most cases, they live in having the feeling of discrimination or prejudice even though they live for a long period in South Korea. It turned out that the social support from someone who cares for them closely is one of the strongest factor having influence on their South socio-cultural adaptation. It was verified that the social support works as one of the factors making them overcome various stress and progress with confidence in their living by having the effect not only on the socio-cultural adaptation in South Korea but also their ability and competency in business drive. 본 연구에서는 북한이탈주민들의 가족, 친구 그리고 그 외에 자신에게 깊은 관심을 보여주는 특정인의 사회적 지지가 그들의 남한 사회문화적 적응에 어떤 영향을 미치는지 살펴보았다. 이를 위해 주로 경기지역에 거주하는 탈북이주민 207명을 대상으로 설문조사하였다. 연구결과 북한이탈주민들은 남한사회 거주기간이 길수록 그리고 연령이 낮을수록 남한 사회에 대한 두려움이나 언어 혹은 문화적 측면에 대한 이질감이 적은 것으로 나타났다. 반면 나이나 거주기간이 북한이탈주민들의 낮은 사회적 지위에 대한 지각이나, 차별감 및 이탈주민이라는 편견을 극복하는 사회적적응에 영향을 미치지 못하는 것으로 나타났다. 따라서 그들은 오랜 기간 남한에 거주해도 차별감이나 편견을 극복하지 못한 채 살아가는 경우가 많음을 알 수 있었다. 그들의 남한 사회문화적응에 가장 크게 영향을 미치는 요인은 특정인으로부터 받는 사회적 지지임이 밝혀졌다. 이 특정인으로부터 받는 지지는 남한 사회에서 사회문화적 적응뿐만 아니라 자기능력과 업무추진에 대한 유능감에 영향을 주어 그들로 하여금 생활현장에서 자신감을 가지고 다양한 스트레스를 극복하면서 나아갈 수있도록 하는 요인으로 작용하고 있음이 검증되었다.

It is the time of localization. Each region has to develop their area with their own idea and technical innovation. This article is written in order to build a conceptual model for linking technical innovation and local development. For this purpose, frist of all, we examine why it is necessary to link technical innovation and local development. Secondly, this paper has tried to identify the important factors for the linkage of the two elements on the basis of previous research. Thirdly, using the identified factors, a conceptual model is developed to visualize the connections of the elements. Finally the implications of the model are discussed. The main point of this paper is that, in order to develop a local area as a technical innovation center, the area has to have certain preconditions. Without the preconditions, the investment to build a high-tech region can be waste. Also the local government has to play the key role for setting the directions and to choose the ways to develope the area as a technopolice because technical innovation needs collective effort to decide what kind of technology is necessary and for whom the technology has to be developed. With specific studies and plans, the local government has to choose the best way for building their region as technical innovation oriented place to have sustainable development and become a winner from the unlimited competetion in the world community.
