본 연구는 해양시대를 맞이하여 CJ그룹에서 추진 중인 인천시 옹진군 소재 굴업도 관광개발사업을 지역개발 시각에서 재조명하고, 바람직한 방향으로 도서개발을 진행하기 위한 정책시사점을 제시하는데 연구목적이 있다. 굴업도 관광개발 사업은 현재 사업주인 CJ가 제시한 골프장 건설이 인천시에서 불허됨에 따라 사업의 계속적인 추진이 불투명한 상태에 있다. 이에 본 연구는 굴업도 관광개발을 둘러싼 관계된 집단들 사이의 갈등요인을 분석하고, 문제해결과 바람직한 도서개발을 위한 정책시사점을 제시하였다. 본 연구결과 갈등요인들은 집단들 사이의 공론을 통해 충분히 해결 가능하고, 보다 중요한 것은 역사성, 지역성, 차별성, 독특성을 갖는 관광단지를 어떻게 조성하느냐에 따라 초점이 맞추어져야 한다는 것을 제시하였다.

본 논문은 인천시가 건립을 추진 중인 시립미술관 입지에 대한 적정성을 분석하였다. 공공미술관 입지를 결정하는 주요 요인으로는 접근성, 근린성, 클러스터 효과, 경제성, 형평성 등 5가지 요인을 제시하였다. 인천 시립박물관 후보지로는 송도 경제자유구역의 투모로우시티, 부평 캠프마켓 공여지, 주안 구 시민회관 부지 등 3곳을 제시하여 입지 적정성을 평가하였다. 연구결과 주안 구 시민회관 부지가 인천 시립미술관 입지로 가장 적절한 것으로 나타났다. This paper investigated the locational validity on the three candidate spaces for Incheon Metropolitan Art Museum(IMAM), currently being promoted by Incheon Government. As the main factors influencing location of public art gallery, this paper suggested five factors - accessibility, proximity, cluster effect, economic factor and equity. Qualitative Analysis was used to examine the locational validity on three candidate spaces for IMAM and research result showed that the former Incheon City Center space in Juan area is the most desirable location for IMAM.

첨단산업과 지역성장 : Research Triangle 을 중심으로 The Case of Research Triangle, North Carolina

본 논문은 미국 노스캐롤라이나, 리서치 트라이앵글사업을 중심으로 첨단산업과 지역성장 사이의 관계를 고찰하였다. 첨단기술은 성장단계에 따라 상이한 산업과 입지행태를 보이며, 리서치 트라이앵글은 전형적인 선진생산활동의 산업적 특성을 갖는다. 이러한 특성을 갖는 리서치트라이앵글의 개발배경, 사업방식, 사업효과와 문제점에 대한 심층적 분석을 통하여 한국의 지역 첨단기술정책의 가능성에 대하여 탐색하였다. This paper discussed the relationship between high-tech industry and regional development by analysing the Research Triangle Project in North Carolina, U. S. A.. Agglomeration of high-tech industries has a different industrial and locational pattern with traditional industries and the Research Triangle shows a typical industrial growth model as an advanced manufacturing area. Through an investigation of development history, policy process and evaluation of Research Triangle, this paper contributes to examine a possibility of local high-tech policy in Korea.

This paper analyzes the problem of spatially unlevel playing field in Korean cities and discusses the main factors that cause these problems by studying government activities and policy factors empirically in Incheon Metropolitan City. The government policies and activities that resulted in sloping playgrounds in Korean society include discriminatory government policies, biased rules of government decision making procedure, discrimination in public services supply, the local government seized in the growth coalition, and the opportunity seeking behaviors of local government leaders. In the empirical analysis of Incheon, major problems of sloped playing grounds were the polarization between old town and new city, unlevel playing field between traditional industrial district and high-tech industrial park, and gap between inland and island areas. As a result of the study, the following policy implications were highly suggested to mitigate the problem of sloping playgrounds in Incheon. First, it requires long-term policy support rather than short-term prescription. Second, it needs to promote the resident-oriented development rather than large scale development. Third, it is strongly suggested to seek a community-oriented bottom-up policy rather than top-down government policy. Fourth, policies should be implemented to improve the quality of life of residents rather than the rise of real estate value. And finally, in this process a comprehensive approach of embracing the island area is stronglKey words : unlevel playing ground, government factor, Incheon, growth coalition, opportunity seeking behaviory recommended. 본 논문은 한국도시에서 공간적으로 기울어진 운동장 문제를 분석하고, 이러한 문제를 초래한 주요 요인을 정부활동과 정책요인을 중심으로 인천을 연구대상으로 경험적으로 논의하였다. 한국사회에서 기울어진 운동장을 초래한 정부 정책과 활동으로는 차별적인 정부정책, 정부의 편파적인 의사결정규칙, 공공서비스의 차이, 성장연대에 포획된 정부 그리고 지자체장의 기회추구적 행태 등을 제시하였다. 인천에 대한 경험적 분석에서, 기울어진 운동장의 주요 실태로 구도심과 신도시 사이의 양극화, 전통산업지구와 첨단산업공원 사이의 기울어진 운동장, 내륙지역과 도서지역 사이의 격차 등이 주요 문제로 관찰되었다. 인천에서 기울어진 운동장 문제를 완화하기 위해서는 다음과 같은 정책시사점이 제안되었다. 첫째, 단기적 처방이 아닌 장기적 정책지원이 요구되고, 둘째 대규모 개발 보다는 주민 중심의 개발이 추진될 필요가 있고, 셋째 하향식 정부 주도 보다는 상향식 지역 공동체 중심의 정책이 추진되어야 하며, 넷째 부동산 가치 상승 보다는 주민의 삶의 질 향상을 위한 정책이 추진되어야 하고, 이 과정에서 섬 지역을 포용하는 종합적 접근이 요구된다.

지속가능한 도시개발을 위한 한국 풍수이론의 적용가능성 연구

본 논문은 지속가능한 도시개발을 위한 한국 풍수이론의 적용 가능성에 대해 탐색하였다. 서구이론과 원리에 경도된 최근의 도시개발방식은 더 이상 지속가능한 개발을 추구하는데 한계가 있다는 것을 기후변화와 공동체 정신의 상실 등으로 입증되고 있다. 이러한 문제를 해결하기 위하여 자연과 인간의 조화를 추구하는 한국의 전통적 토지이용이론인 풍수론은 지역의 지형과 지식, 전통과 문화, 기술과 자재를 이용함으로써 지속가능한 도시개발을 위한 많은 유용한 지혜를 제공한다. 이런 관점에서 한국의 풍수이론은 한국만의 독특하고 차별적인 도시개발방식을 제공하기 때문에, 풍수이론의 과학화와 실용적 적용을 위한 정책적 지원을 통해 도시개발의 한류로 정착 및 보급할 것을 본 연구는 제안하였다.

This paper examines the role of university for local development in knowledge society through local governance perspective. Since knowledge has become the key resource in this society, this paper argues that university, providing learning and inquiry in all fields of knowledge and serving as gateway to the local reservoir of knowledge, should act as local decision center to bridge between knowledge and local development. The logic of local governance might be explained as a way of describing the links between local government and its environment-local industry, university and citizen organizations, and this logic requires an underpinning or bridge role of local government in local cooperative network. However, considering current bureaucratic characteristics of Korean society, it is unrealistic to expect that local government can effectively play such role, since not only that local government is too much used to bureaucratic behavior and authoritative power relation, but also that in knowledge society local public officers are not fully qualified as professionals in their specific fields. In this perspective I suggests that university should play local decision center role in governance perspective and to do so, drastic changes in university attitude and behavior approaching local problems and issues must be introduced for local development in knowledge society.
