체육진흥투표권 증량발행 제도 개선방안 연구

The International Athletic Games Support Act stipulates the legal basis for general support for successful hosting of international athletic games held in Korea, and under Article 17 of the Act, the additional issuance of sports betting tickets separately from the general issuance of sports betting tickets is to meet expenses to be incurred in preparing for and operating the games. Since the additional issuance of sports betting tickets in 2011, financial support has been provided to a number of international athletic games and has played a meaningful role in hosting the games. Despite the positive aspects of financial support for international athletic games, transparency and fairness issues for the additional issuance system has been raised by the National Assembly and there is a need to improve it. To this end, various problems were presented through the analysis of the current additional issuance system, and similar cases abroad were analyzed and suggestions were drawn. The improvement plans were the inclusion of the National Sports Promotion Fund, account for the international athletic games support in National Sports Promotion Fund, the formation of a separate account, the establishment of a deliberation process, an international athlete sports promotion center, and payment to local governments. The improvement plans were reviewed again in the short and mid-term terms by the SMEs. The short-term improvement direction is to enhance transparency and fairness of issuing additional sports betting tickets by having a deliberation process while maintaining the current additional issuance system. The mid- and long-term improvement direction is to strengthen work capacity related to international athletic games by assuming the overall management of the proceeds from the additional issuance and the consultation for hosting, operation, and post-management of international athletic games by establishing an international athletic games promotion center. 「국제경기대회지원법」은 국내에서 개최되는 국제경기대회의 성공적인 개최를 위한 일반적인 지원의 법적 근거를 규정하고 있으며, 법 제17조에 따라 체육진흥투표권의 일반발행과 별도로 증량발행을 통해 국제경기대회에 소요되는 비용을 충당하고 있다. 2011년 체육진흥투표권 증량발행이 이루어진 이래, 다수의 국제경기대회에 체육진흥투표권 증량발행 수익금을 통한 재정지원이 이루어져왔으며 대회 개최를 위한 재원 조달에 의미 있는 역할을 담당해 왔다. 증량발행 수익금 배분을 통한 국제경기대회 재정지원이 갖는 긍정적인 측면에도 불구하고 제도의 투명성과 공정성에 대한 문제가 국회를 통해 제기되어 왔으며 이를 개선할 필요성이 대두되었다. 이를 위해 체육진흥투표권 증량발행 제도의 현황 분석을 통해 현 제도의 문제점을 제시하고, 해외 유사사례를 분석하고 시사점을 도출하였다. 제도개선 방안으로는 국민체육진흥기금 편입, 별도계정 신설, 심의절차 신설, 국제경기대회진흥센터 설립, 지방자치단체 지급의 다섯 개 대안을 도출하였다. 증량발행 제도의 실행가능성 측면에서 단기적, 중장기적 개선방향을 제시하였다. 단기적 개선방향은 심의절차를 신설하여 증량발행제도의 투명성과 공정성을 제고하는 동시에 현행 증량발행 체계를 유지하는 것이다. 중장기적 개선방향은 국제경기대회진흥센터 설립을 추진하여 증량발행 수익금의 전반적인 관리와 국제경기대회 유치․개최․운영 자문, 사후관리를 담당하게 하여 국제경기대회 관련 업무역량 강화 방향을 제안하였다.

The purpose of this study is to investigate the effects of casino servicescape on employee's emotional response and service orientation and whether the emotional response plays a mediating role in the relationship between servicescape and service orientation. In order to achieve this purpose, several hypotheses were set up and data collected from 255 casino employees, and the frequency analysis, reliability analysis, correlation analysis and multiple regression analysis model was used to prove the suggested hypotheses. Casino servicescape was found to have a statistically significant positive effect on employee’s emotional response. The employee's emotional response was found to have a statistically significant positive effect on service orientation. It was shown that the emotional response of the employee played a mediating role in the impact of servicescape on service orientation. This study attempts to extend the existing research framework and clearly show the need for casinos to take into account the role of servicescape and employee's emotional response in the context of service orientation when targeting customers.

Despite the importance of self-efficacy in the performance of casino employees who work for a long time at a specific place, there is little research in this area. Therefore, the purpose of this study is to investigate the effective physical environment affecting the self-efficacy and customer orientation of casino employees. For this purpose, several hypotheses were set up and data collected from 255 casino employees, and frequency and reliability analysis, correlation and multiple regression analysis were used to test the suggested hypotheses. Casino physical environment had a statistically significant positive effect on employees' self-efficacy, and it has been proven that sub-factors such as the ambient environment, aesthetics, and convenience all have a positive effect on employees' self-efficacy. The employees' self-efficacy was found to have a statistically significant positive effect on customer orientation. This study extends the research framework from an existing customer-centric perspective to employees' point of view, and clearly demonstrates the need for casinos to take into account the role of the physical environment and the self-efficiency of employees in the context of customer orientation.

국제경기대회 지원법 개정안 연구

The purpose of this study was to prepare a plan for the amendment of the legal system to compensate for the deficiencies of the current International Athletic Games Support Act. To this end, the Act on Support for International Athletic Games was first analyzed, problems were identified. Simultaneously, the existing regulations and guidelines related to the Ministry of Culture, Sports and Tourism and the Ministry of Economy and Finance were reviewed. In this study, the scope of application of International Athlete Competition Support Act was defined as a competition with a total project cost of more than 1 billion won, which was set by the Minister of Culture, Sports and Tourism, and the Ministry of Economy and Finance. In addition, in order to ensure the objectivity and procedural legitimacy of the procedures for attracting and approving local governments, additional sanctions were imposed in addition to the establishment of an enforcement ordinance and cancellation of approval, as well as the evaluation method for objective evaluation of the competition hosting plan, which is a major issue in the revision of the Act on the hosting and approval of international athletic competitions. Even after the decision to host an international competition, the government prepared a plan to establish a new limit on the total project cost so as to curb waste of budget and lax preparation for the competition, such as expanding the total project cost and demanding an increase in national finance. We hope to push for legislation of the revision proposed in this study in the future so that the international competition to be held in Korea can be transformed into a major event contributing to national development.

DEA 및 DEA Window를 이용한 프로축구단의 정태적 ․ 동태적 효율성 분석

이 연구의 목적은 DEA 및 DEA Window를 이용하여 국내 프로축구단의 정태적 효율성과 동태적 효율성을 측정하여 구단의 경영효율성을 제고하는 데 있다. 2017년부터 2020년까지 K리그 1에 잔류한 8개 프로축구단을 선정하였으며, 이 중에서 기업 구단은 FC서울, 수원삼성, 울산현대, 전북현대, 포항스틸러스이고, 시․도민 구단은 강원FC, 대구FC, 인천Utd다. 상대적 효율성 측정을 위해 투입변수로는 매출원가, 산출변수로는 매출액과 정규시즌 승점으로 하였고, R 프로그램을 활용하여 데이터를 처리하였다. DEA를 이용한 특정시점의 정태적 효율성 분석결과 첫째, CCR 모형을 적용할 때 가장 효율적인 구단은 대구FC로 나타났다. 둘째, BCC 모형을 적용할 때 가장 효율적인 구단은 대구FC, 전북현대로 나타났다. 셋째, 비효율성의 주된 원인이 순수기술효율성(PTE) 보다는 규모효율성(SE)에 있는 것으로 분석되었다. 또한 DEA Window를 이용한 동태적 효율성 분석결과 동태적 효율성이 다소 하락하는 추세로 나타났으며, 대구FC의 동태적 효율성 변동이 가장 안정적이었다. 본 연구결과를 토대로 효율성이 낮은 구단은 가장 효율적인 구단을 벤치마킹하여 과잉 투입요소를 점검하고 운영전략을 재수립함으로써 효율적인 구단으로 도약할 수 있도록 노력해야 할 것이다.
