        도시재생사업의 참여주체별 만족도에 대한 요인분석

        The purpose of this study is to suggest implications for policy direction about urban regeneration projects in Seoul. This study compares different factors affecting a resident group"s and an expert"s group"s satisfaction level on the urban regeneration projects. The results are as follows: First, the expert group is happier with the urban regeneration projects than the resident group. Second, two groups think a promotional project is important for urban regeneration. Third, there are various factors affecting the risident"s group"s satisfaction level on urban regeneration. And the resident group has high expectation for the local government. Forth, the expert group considers that the higher local attachment is, the happier the residents are. However, local attachment is not related to satisfaction of residents on urban regeneration project. These are implications for the future policy. First, we need projects or programs which can make residents realize they are a main body of urban regeneration projects because they don"t usually think they are an important part of urban regeneration projects. Second, expert group should consider additional factors which can make residents happy when they make a plan of urban regeneration.

        서울시 도시재생 2.0을 위한 중간지원조직 역할의 재검토

        Since the announcement of Urban Regeneration 2.0 in Seoul, the Seoul urban regeneration project is taking a new turn. This study aims to make suggestions regarding directional moves for Seoul’s intermediary organization. The interview data limited to the answers involving the problems and limitations of the intermediary organization of the Seoul Package Lab proceeded by the Seoul Metropolitan Council were reanalyzed. Based on this database, five factors that influenced securing sustainability of the intermediary organization were identified; Suwon Sustainable City Foundation was suggested as an alternative case for finding an adaptable counterplan to the actual regeneration project. The analysis results of these five factors revealed it was necessary to find alternatives for securing stable employment to increase the efficiency and the quality of this project. Therefore, a potential alternative was proposed for a new form of an intermediary organization that comprehensively looks at urban problems in various dimensions. For a smooth urban regeneration project operation, it was suggested to ensure a certain legal status for domestic urban regeneration intermediary organizations. Efforts for securing autonomy from the administration should be prepared with complementary attempts and efforts by both the administration and these organizations. Lastly, a clear division of roles between city-local-community level intermediary organizations should be supplemented in the guidelines for urban regeneration New Deal projects. 본 연구는 새롭게 발표된 서울시 도시재생 2.0을 맞이하여 서울시 중간지원조직이 추후 어떠한 방향으로 나아갈 것인가에 대한 시사점을 제시하는데 연구의 목적이 있다. 이 연구는 서울특별시의회 주관으로 수행한 연구자료에서 서울을 포함한 도시재생사업 관련 다양한 이해관계자들의 심층 인터뷰를 재분석하여, 중간지원조직의 지속성 담보에 영향을 미치는 5가지 요인들을 도출하였다. 전문가 조언을 바탕으로 고용의 안정성, 자생기반의 확보를 내부요인으로 분류하였고, 법적 지위, 제도적 유연성, 행정으로부터의 독립성 확보를 외부요인으로 분류하였다. 5가지 요인이 중간지원조직의 지속성 담보에 영향을 미치는 요인들이라고 가정하고, 각각의 요인들을 자문단이 제안한 수원도시재단과 대응하여 비교·분석하였다. 결론적으로 수원시도시재단은 고용의 안정성, 자생기반 확보, 제도적 유연성 등의 대내외적 요인에 관하여서 모두 모범사례로 나타났다. 다만, 서울과 수원 모두 불안정한 법적지위에 관한 이슈는 여전히 개선이 필요함이 드러나 중간지원조직의 법적 지위 보장이 중요한 요소이자 개선이 시급한 것으로 분석되었다.

      • 스마트 도시재생 사업 선정지표 도출에 관한 연구

        Among urban problems, there is a growing interest in regional development policy approaches to revitalize regions of the original city center, which is experiencing rapid decline due to the development of new cities and suburbs and industrial restructuring. Urban regeneration is aimed at reviving the environmental vitality, including not only physical factors but also economic, social and cultural factors, in improving the underdeveloped environment of urban centers and old towns. In other words, beyond the scope of redevelopment or reconstruction of physical space environment, it is a new concept of urban policy leading to reconstruction of local economy, revival of local culture, and securing of continuous living conditions of existing residents. The purpose of this study is to develop smart urban regeneration planning indicators that can be applied in Seoul's existing urban areas, analyze the plan indicators, and prepare a plan that can be reflected in future smart urban regeneration plans and policies. In order to achieve the purpose of this study, urban regeneration indicators are analyzed and smart city indicators are analyzed to derive common indicators. Currently, Seoul City understands the need for consensus and projects on urban regeneration plans and projects and the creation of smart cities. Based on the results derived from this study, considering the priorities of future smart city regeneration project selection indicators, it is necessary to establish a viable strategy that can be reflected in smart city regeneration in the ready-made areas of Seoul.

        위치 기반 소셜 네트워크 빅데이터를 활용한 서울시 지역커뮤니티와 도시재생지역의 입지관계 분석

        The purpose of this study is to explore the connection between the urban regeneration areas and the local community by analyzing the locational relationship between the local community and the urban regeneration areas in Seoul. First, a theoretical review of the possibility of using Location-Based Social Networks(LBSN) big data to derive regional communities is carried out. Next, construct the Social Spatial Network(SSN) from LBSN big data and apply a modular index to detect regional communities in Seoul. Finally, by analyzing the location relationship between the regional communities in Seoul and the urban regeneration areas, the necessity, and direction of linking the urban regeneration areas contained in the regional community with the regional communities are proposed. The significance of this study is that it proposes the need to link community revitalization in urban regeneration areas to specific places by analyzing locational relationships with existing unique regional communities. 본 연구의 목표는 서울시 지역커뮤니티와 도시재생지역의 입지관계 분석을 통해 도시재생지역과 지역커 뮤니티와의 연계를 모색하였다. 우선 위치 기반 소셜 네트워크 빅데이터를 활용한 지역커뮤니티 도출 가능성에 대 한 이론고찰을 수행하였다. 다음으로 위치 기반 소셜 네트워크 빅데이터로부터 사회적 공간 네트워크를 구축하여 모듈성이란 네트워크 분석지표를 적용하여 서울시의 지역커뮤니티를 탐지하였다. 마지막으로 이렇게 탐지된 서울 시 지역커뮤니티와 도시재생지역의 입지관계분석을 통해 지역커뮤니티에 내포된 도시재생지역을 해당 지역커뮤니 티와의 연계 필요성과 방향을 제시하였다. 본 연구는 도시재생지역의 커뮤니티 활성화를 기존 고유한 지역커뮤니 티와의 입지관계 분석에서 도출된 특정 장소들과의 연계 필요성을 제시한 점에서 의의를 갖는다.

        서울특별시 도시재생전략계획 변경이 호텔 부동산에 미치는 영향: 법적 검토와 지원 방안을 중심으로

        본 논문은 서울특별시의 도시재생전략계획 변경이 호텔 부동산 시장에 미치는 영향을 법적 측면과 지원 방안을 중심으로 조사하고 분석한다. 서론에서는 서울시의 도시재생 정책의 중요성과 최근 변경된 전략계획이 부동산 시장에 미치는 영향을 소개한다. 특히, 호텔 부동산이 지역 경제와 관광 산업에 미치는영향을 강조하며, 법적 규제와 지원 방안의 필요성을 강조한다. 본 논문은 다음과 같은 세 가지 주요 부분으로 구성되어 있다. 먼저, 서울의 호텔 부동산 시장 현황과 특징에 대한 개요가 제시된다. 이에는 서울시의 호텔 부동산 시장의 전반적인 현황과 투자 동향, 가격 변동 요인 등이 포함된다. 둘째로, 서울시의 도시재생전략계획과 변경 사항에 대해 논의한다. 여기에는 변경된 전략계획이 부동산 시장에 미치는 영향과관련된 주요 사항이 포함된다. 마지막으로, 호텔 부동산 시장에 미치는 영향과 이에 대한 대응 전략이 다루어진다. 이는 현재의 부동산 규제와 도시재생 전략의 변경이 시장에 미치는 영향을 분석하고, 새로운 정책이 호텔 부동산 시장에 어떤 영향을 미칠지 예측하는 것을 포함한다. 또한, 적절한 법적 규제와 지원 방안을 제안하여 서울의 호텔 부동산 시장이 지속 가능한 성장과 발전을 이룰 수 있도록 제언한다. 최종적으로, 이 연구는 서울 호텔 부동산 시장의 활성화와 지속 가능한 성장을 위해 부동산 규제의 완화, 투자 유치를 위한 정책 개선, 공공 민간 협력 강화, 투자자 보호를 위한 법적 지원 등의 다양한 정책 제언을 제시한다. 이러한 제언을 통해 서울의 호텔 부동산 시장이 지속 가능한 성장과 발전을 이루며, 지역 경제와 관광산업의 활성화에 기여할 것으로 기대된다. This paper investigates the effects of the Seoul Metropolitan Government’s urban regeneration strategy plan revision on the hotel real estate market, focusing on legal scrutiny and support measures. The introduction outlines the significance of Seoul’s urban regeneration policy and introduces the potential implications of the revised strategy plan on the real estate market. Particularly emphasized is the role of hotel real estate in local economies and the tourism industry, highlighting the necessity for legal regulations and support measures. The paper is structured into three main sections. Firstly, it provides an overview of the current status and characteristics of Seoul’s hotel real estate market, including investment trends, price fluctuations, and key influencing factors. Secondly, it discusses the Seoul Metropolitan Government’s urban regeneration strategy plan and its amendments, elucidating their implications for the hotel real estate market. Lastly, it delves into the anticipated impact of these changes on the market and proposes corresponding strategies. This includes analyzing the effects of current real estate regulations and predicting the repercussions of the revised urban regeneration plan on the hotel real estate market. Additionally, it suggests legal and supportive measures to ensure sustainable growth and development in Seoul’s hotel real estate sector. In conclusion, the paper proposes policies aimed at revitalizing and sustaining growth in Seoul’s hotel real estate market. Recommendations include easing real estate regulations, enhancing investment attractiveness, strengthening public-private cooperation, and bolstering legal protection for investors. These proposals aim to foster sustainable development and contribute to the economic and tourism vibrancy of the region.

        서울시 도시재생활성화지역 내 젠트리피케이션 발생지의 공간구조적 특성 연구

        This study aims to reveal the spatial structural characteristics of the urban regeneration revitalization area where gentrification occurred through comparative analysis of urban spatial structure between the areas where gentrification occurred and areas where gentrification did not occur among the urban regeneration revitalization areas in Seoul. In this study, it was revealed that the urban regeneration area including the gentrification site has exceptional spatial structure through the analysis result of the urban spatial structure. In addition, it was possible to understand the reason why Seoul strategically selected urban regeneration revitalization areas including gentrification sites. Taken together, it is recognized that it is a combination of two regions with different spatial structures with different clarity due to the characteristics of the area overlapping the gentrification area among the existing urban regeneration revitalization areas, suggesting the necessity of selecting a target site considering this. As such, gentrification in urban regeneration projects has both positive and negative effects as a byproduct that can be naturally accompanied. Therefore, an active response is required to identify its characteristics in advance, and to utilize and control them.

        서울 도시계획 정책을 적용한 기후영향평가 -남북녹지축 조성사업을 대상으로-

        When making urban planning, it is important to understand climate effect caused by urban structural changes. Seoul city applies UPIS(Urban Plan Information System) which provides information on urban planning scenario. Technology for analyzing climate effect resulted from urban planning needs to developed by linking urban planning scenario provided by UPIS and climate analysis model, CAS(Climate Analysis Seoul). CAS develops for analyzing urban climate conditions to provide realistic information considering local air temperature and wind flows. Quantitative analyses conducted by CAS for the production, transportation, and stagnation of cold air, wind flow and thermal conditions by incorporating GIS analysis on land cover and elevation and meteorological analysis from MetPhoMod(Meteorology and atmospheric Photochemistry Meso-scale model). In order to reflect land cover and elevation of the latest information, CAS used to highly accurate raster data (1m) sourced from LiDAR survey and KOMPSAT-2(KOrea Multi-Purpose SATellite) satellite image(4m). For more realistic representation of land surface characteristic, DSM(Digital Surface Model) and DTM(Digital Terrain Model) data used as an input data for CFD(Computational Fluid Dynamics) model. Eight inflow directions considered to investigate the change of flow pattern, wind speed according to reconstruction and change of thermal environment by connecting green area formation. Also, MetPhoMod in CAS data used to consider realistic weather condition. The result show that wind corridors change due to reconstruction. As a whole surface temperature around target area decreases due to connecting green area formation. CFD model coupled with CAS is possible to evaluate the wind corridor and heat environment before/after reconstruction and connecting green area formation. In This study, analysis of climate impact before and after created the green area, which is part of ‘Connecting green network across the north and south in Seoul’ plan, one of the ‘2020 Seoul master plan’.

        경복궁서측 지역 도시재생사업의 성과와 보완책

        이 글은 경복궁서측(서촌, 세종마을) 지역의 도시재생사업의 성과와 과제를 검토한 것이다. 서촌(세종마을) 지역은 경복궁의 서측과 인왕산 동측 사이에 있는 청운효자동(청운동, 궁정동, 신교동, 옥인동, 효자동, 창성동, 통인동, 누상동, 누하동, 통의동, 체부동, 필운동)과 사직동 일부(사직동, 내자동, 적선동, 내수동)을 말한다. 이곳은 현재 서울시에서 시행하는 도시재생사업의 대표적인 테스트베드(Test Bed) 지역 중의 하나이다. 경복궁서측 지역은 서울시에서 추진하는 도시재생사업이 시행되면서 종합발전계획과 더불어 다양한 도시재생사업안이 시행되고 있으며 이로 인해 ‘매력 있는 도심주거지이자 역사, 문화, 예술의 삶이 함께하는 곳’으로 자리매김 되고 있다. 이 지역에서 이루어진 일련의 도시재생사업을 점검하는 일은 우리나라 대부분의 도시에서 시행할 도시재생사업에 많은 시사점을 줄 것이다. 이 글에서 다룬 내용들은 그간의 중요 사례들과 문제점이다. 이 논의를 통하여 앞으로 지속적인 이 지역의 도시재생사업의 성공을 바라며, 무엇보다 이 지역주민들이 바라는 ‘매력 있는 도심주거지, 역사, 문화, 예술의 삶이 함께하는 곳’이 되는데 기여가 되기를 기대한다. This article discusses the achievements and challenges of urban regeneration projects in the Seoul Seochon (Sejong village) area. Seochon (Sejong village) is an area between the west of Gyeongbok palace and the east side of Mt. Inwangsan (Cheongun-dong, Gungjeong-dong, Shingyo-dong, Okin-dong, Hyoja-dong, Changseong-dong, Tongin-dong, Nusang-dong, Nuha-dong, Toneu-ding, Chebu- dong, and Pilun-dong), and some areas in Sajik-dong (Sajik-dong, Naeja-dong, Jeokseon-dong, Naesu-dong). It is the the current Test Bed of urban regeneration projects conducted by the Seoul Metropolitan Government. As the enforcement of urban regeneration projects in Seoul promote a variety of urban regeneration-plan business proposals with a Comprehensive West-side Development Plan, various projects with the goals of 'attractive urban residential, historical, cultural, and art places' have now been established. This series of projects in this area are considered to have significant implications for urban regeneration projects in many other cities in the country. This article deals with these case studies. We hope for the success of the project through this discussion, and expect to build an 'attractive urban residential, historical, cultural, and art place' that the residents wish for.

        An Urban Regeneration Project for Making New CBD of Northeastern Seoul: The Case Study of the Changdong & Sanggye Project

        Although Changdong Sanggye area has been developed during 1980s as a new city for the supply of low-income housing, currently it was degraded to a bed town located outside Seoul. However, Changdong Sanggye area is designated as the center of a metropolitan area in '2030 Seoul City Basic Plan' due to a variety of potential factors such as a traffic center for linking metropolitan areas, location of 15 universities, and neighboring natural environment like Jungnang stream and Buckhan mountain. The purpose of urban regeneration plan is to create a new CBD of Changdong Sanggye which is the center of vocational and cultural lives of 3.2 million people in the northeastern metropolitan area. To achieve the purpose, 12 unit projects and 24 sub-unit projects are set up based on the three major goals and core strategies. An enterprise project team of northeastern area was newly founded and then a dedicated organization was established by the Seoul government in 2015 in order to integrate separated urban regeneration related functions. In the Seoul government an administrative council and a project promotion council are operated for consultation and coordination between the administrative divisions and government projects for urban regeneration. Through the success in Changdong Sanggye regeneration project, they are expected to have economic effects such as job creation and increase in tax revenue and to re-vitalize the area as a new economic center in northeastern Seoul having amenities and cultural facilities and waterfront parks.

      • Housing Supply and Gentrified Neighborhood in Seoul

        This study aims to explore the issues of gentrified neighborhood through urban regeneration projects and low-income housing provision. Understanding patterns of neighborhood redevelopment and change, and their effect on local residents, is critically important for policymakers who wish to promote urban and community regeneration. During the last half century, housing shortage was one of the most serious problems in urban Korea. Housing plays a pivotal role in the overall urban regeneration process in Seoul. The government has tried to solve the problems of housing shortages in Seoul through urban and housing regeneration projects. There is no doubt that the urban and housing regeneration projects have contributed to a housing stock increase. However, poorer pre-gentrification residents who are unable to pay increased rents are forced out. Gentrification often includes a negative change of status for the existent population and neighborhood. In devising future urban regeneration projects, governments have to take into account residents’ housing and socio -economic needs relating to maintaining low-cost housing, the community’s social networks, pattern of interactions and culture in order to create sustainable communities and to solve socio-economic problems.
