옹진군 덕적군도 산림경관자원의 경제적 가치 평가 - Turnbull 분포무관모형 이용 -

In recent years, the health and biodiversity of forest ecosystems on the island are gradually decreasing due to typhoons and pine wilt diseases. The biodiversity maintenance and forest resource management projects should be expanded through the restoration and recovery of the destroyed ecosystem of the island. In addition, in order to recognize the importance of island forests, research to quantitatively evaluate the value of the current island forests should be conducted first. This study was carried out to evaluate the economic value of the forest landscape on the Deokjeok Archipelago based on the Turnbull Distribution-Free Model. Face-to-face interviews were conducted to estimate the role and satisfaction of forests such as forest evaluation, intention to create forest conservation funds, payment intention and willingness to pay(WTP), the distribution ratio of forest landscape resource value, etc. A total of 700 valid questionnaires were obtained by sampling using systematic sampling. According to analysis, in order to preserve forests as landscape resources, 69.9% of respondents said that they are willing to pay for forest subsidies. Ensuring the credibility of the Forest Protection Fund has become very important. According to the Turnbull Distribution-Free Model, the willingness to pay is about 5,670won/visit, the standard deviation is 269.4won/visit. The 95% confidence interval ranged from 5,151.2won/visit to 6,207.1won/visit. Based on this, the forest landscape value of the Deokjeok archipelago, which is based on visitors to Deokjeok-myeon, was estimated at 567.7 million won. Therefore, this study recognizes the importance of the forest by presenting these values ​​as the current amount of money. It is important to highlight the importance of island forest resources and to emphasize the importance of the conservation and management of island forests. Considering the uniqueness of the Deokjeok Archipelago, it is necessary to consider introducing the Island Forest Reserve Fund(tentative name). 최근 도서지역은 태풍, 산림병해충 발생 등으로 산림생태계 건강성 및 생물다양성이 점차 감소되고 있는 실정이다. 또한 도서지역의 훼손된 자연경관, 파괴된 산림생태계의 복원과 복구 사업을 위한 지속적인 산림관리가 필요한 실정이다. 따라서 도서지역 산림의 중요성을 인식시키고 보존하기 위한 일환으로 도서지역 산림의 가치를 계량적으로 평가하는 연구가 우선 선행되어야 한다. 이에 본 연구는 Turnbull 분포무관모형을 적용한 가상가치평가법을 이용하여 덕적군도 산림경관자원의 경제적 가치를 평가하였다. 덕적군도 방문객을 대상으로 덕적군도 산림평가 등 산림의 역할과 만족도, 산림보전기금(가칭) 조성 의향, 덕적군도 산림경관의 경제적 가치 평가를 위한 지불의향 및 지불의사액(WTP), 덕적군도 산림경관자원 가치의 배분 비율 등에 대하여 개별면접조사(Face-to-face Interview)를 통해 계통추출방법(Systematic Sampling)으로 표본추출 하여 총 700부의 유효 설문지를 확보하였다. 분석 결과, ‘덕적군도 산림을 경관자원으로 보존·유지하기 위해 산림보전기금(가칭) 부담 의향’에 대한 조사 결과 ‘의향이 있다’가 69.9%로 나타났으며, 산림보전기금(가칭) 조성 시 무엇보다 신뢰성을 확보하는 것이 매우 중요하게 나타났다. Turnbull 분포무관모형으로 추정한 덕적군도 산림경관자원의 경제적 가치에 대한 지불의사금액은 5,679원/1회방문이며, 표준편차는 269.4/1회방문으로 나타났다. 그리고 95% 신뢰구간은 5,151.2∼6,207.1원/1회방문으로 나타났다. 이를 토대로 하여 덕적면 방문객을 기준으로 한 덕적군도의 산림경관자원의 경제적 가치는 567.7백만 원으로 추정되었다. 따라서 본 연구는 이러한 가치를 현재의 통화량으로 제시함으로써 덕적군도 산림의 소중함을 인식하고 아울러 도서지역 산림자원의 중요성을 부각시키고 도서지역의 산림을 보전하고 가꾸는 것이 매우 중요하다는 것을 강조하는데 의의가 있으며, 덕적군도라는 도서가 가지는 특수성을 고려하여 도서산림보전기금(가칭) 도입을 고려할 필요가 있다.

문화유산 자원의 경제적 가치 평가 -불국사,석굴암을 중심으로-

Cultural heritage is something that has been inherited from past through a long span of time. Since it shows the uniqueness of the history and culture of a specific region to where it belongs, it has been utilized as an important resource in cultural tourism. Cultural tourism is based on sustainable tourism and therefore cultural heritage requires balanced utilization, according to the general principles and practice of sustainability, or of the optimal use of non-reproducible resources. In order to perform the balanced utilization, it is necessary to estimate the economic value of cultural heritage, on which management plan is based. The purpose of the study is to suggest some guidelines for the management plan for cultural heritage through economic valuation. The study site was Bulguksa·Seogulam and contingent valuation method was used. In the study, both single-bounded and double-bounded dichotomous choice methods were used with an application of Turnbull Distribution-Free Model. 392 visitors voluntarily participated in the interview. The mean WTP by single-bounded method was 7,032 Won for use value, 9,127 Won for cultural conservation value, and 5,682 Won for natural conservation value. The mean WTP by double-bounded method was 8,668 Won for use value, 9,857 Won for cultural conservation value, and 7,284 Won for natural conservation value. The results showed that the WTP was highest in cultural conservation value and middle in use value and lowest in natural conservation value. Based on this results, three things were suggested to be considered in the management plan for Bulguksa·Seoggulam; 1) conservation of cultural heritage is the most important, 2) in order to enhance use value, various tourism activities should be considered, and 3) natural areas should be well managed as a background or a buffer zone of cultural heritage.

이선선택형 가상가치평가법을 이용한 양액재배 씨감자의 경제가치평가

The objective of this paper is to evaluate the economic value of seed potatoes cultured by hydroponic system at Jeju Agricultural Technology Bureau. For the evaluation, the dichotomous-choice contingent valuation method is used and adopted the Turnbull distribution-free model. The data used are collected from the interviews with potato farmers about willing-ness-to-pay at the various price levels of the seed-potatoes. The evaluation result shows that the average amount of willingness-to-pay for the seed-potatoes is 1,231 won per kilogram with standard deviation of 97.6 won/kg.

Second, a distribution-free approach, Turnbull empirical distribution model, is employed to solve negative willingness to pay and truncation problems. The result is shown that consumers are willing to pay 2,559∼2,975 Won/kg more than the current price of regular peaches for quality-certificated peaches. Economic analysis of a public project requires benefits and costs of the project to be valued and compared. However, there are benefits or costs that are difficult to identify and evaluate. Nonmarket goods such as historic and cultural properties are a good example. This study tried to estimate the historic and cultural properties adjacent to Danghang Bay in Gosung Area. Surveys were conducted based on contingent valuation method(CVM) and the data of 300 local respondents were obtained. Using Turnbull model, the annual value of the historic and cultural properties adjacent to Danghang Bay in Gosung Area to the nearby Gosung residents was estimated to be 25,152won per person and about 1,393 million won in total. 공공사업의 경제적 분석을 위해서는 사업의 편익과 비용이 가치화되고 비교되어야 한다. 그러나 편익 또는 비용 항목들 중에는 그 확인과 가치화가 어려운 것들이 존재한다. 역사·문화재는 그 시장이 존재하지 않는 비시장재화로 일반적인 경제이론으로는 가치화하기가 어려운 재화이다. 본 연구에서는 정부에서 추진하는 마동지구 용수개발사업으로 인하여 훼손될 가능성이 있는 고성군 당항만 연접지역의 역사·문화재 가치의 추정을 시도하였다. 이를 위하여 고성군 지역 주민들을 대상으로 조건부가치평가법(CVM)을 위한 설문조사를 실시하였고, 300개의 표본을 얻을 수 있었다. Turnbull 모형을 사용하여 분석해 본 결과 고성군 당항만 연접지역의 역사·문화재의 가치는 고성군 주민들에 한하여 1인당으로는 월 2,096원, 연 25,152원, 전체로는 월 116백만원, 연 1,393백만원으로 추정되었다.

Second is a distribution-free approach. The Turnbull empirical distribution model is employed to solve negative willingness to pay and truncation problems. The result is shown that consumers are willing to pay 7,019~10,607 Won/per 600g more than the current price of regular beef for quality-certificated organic beef.
