This study focues on the regeneration of central business district by the new regeneration methodology of theme shopping building in local cities There have been divert approaches and continuous policy efforts for the regeneration of CBD in local cities. But the situations of degradation of local cities and the depression of CBD are on going drastically. So, It is needed the creative approach of revitalization for local cities’CBD by the new initiative methodology of three different parts First is the Corporative Shopping Building Development by Initiative Common Fund and, second is the Shopping Center Development by Participative Landowners, third is the Challenge Shop Incubator. ALL of the methodology for theme shopping center is supported by the corporative partnership. The regeneration of central business district in local cities by the packaged new regeneration methodologies of theme shopping building will be the main target of local city regeneration policy. In this context, the institutionalization of local city regeneration should be prepared by the enact of law of local city regeneration In conclusion, the creative regeneration of theme shopping building must be comprised these seven important components. 1) The citizen’s initiative suggestion of regeneration methodology of theme shopping building 2) The formal certification of the regeneration project and program, 3) The introduction of coordinator identification for comprehensive project execution. 4) The rationalization of land use and relevant tax system 5) The appointment of business improvement district and design plan. 6) The suggestion of diversified incentive supports and development profit gains 7) The establishment of horizontal network for packaged public investment.

신성장동력산업의 지속적인 육성 및 지원을 위한 펀드 운영방안의 다각화

최근 기후변화 대응 및 경제위기 극복을 위하여 세계 각국은 녹색기술 육성과 환경규제 강화를 통한 자국의 신성장엔진 창출 및 경기부양에 모든 국력을 총동원하고 있다. 이에 한국 정부도 새로운 성장동력산업의 창출 및 육성을 위해 녹색기술사업과 관련하여 미래 유망신기술을 보유한 중소기업들을 대상으로 2009년부터 민관 공동으로 신성장동력펀드를 조성하여 운용하고 있다. 하지만, 현재 신성장동력펀드는 글로벌 경제위기, 대규모 출자금액, 투자대상 기업 발굴의 어려움 등으로 민간자본유치에 많은 어려움을 겪고 있으며, 이에 펀드 운영 방식의 변경이 불가피하다는 지적을 받고 있다. 본 연구에서는 신성장동력펀드의 지속적인 성장 및 확대 추진을 위해 해외펀드 조성 및 운영 사례를 기반으로 신성장동력산업의 지속적인 육성 및 지원을 위한 정부-지자체협력 펀드, 정부-금융기관협력인큐베이터 펀드, 정부-대기업-중소기업 상생협력 펀드의 운영 방안을 제안한다. 본 연구는 신성장동력산업의 육성이라는 전략적 정책을 지원함에 있어 다양한 펀드를 제안함으로써 정책의 실효성을 높이는데 의의를 가진다. In the face of climate changes and economic crisis, nations across the world spare no efforts to identify new growth engine industries and lift the domestic economy by promoting green technologies and tightening environmental regulations. The Korean government also tries to create and promote new growth engine industries. As part of these efforts, it launched the New Growth Engine Fund in 2009, a private and public initiative to support small- and medium-sized companies that own promising new green technologies. However, it has a limitation on making investment in the fund due to the global economic crisis, the significant size of necessary capital investment and the difficulty of finding investment companies. The lukewarm response of the private sector arose a need to change the fund management method. Against this backdrop, this paper aims to propose efficient strategies of managing various funds such as cooperation fund between the central and local governments, incubator fund financed by the government and financial institutions and win-win cooperation fund for the government, large companies and partners as a means of developing and supporting new growth engine industries in a sustainable way. The importance of this research lies with the proposition of various funds that can be used to implement the government’s strategic goal of developing new growth engine industries.

기업의 저소득층 창업지원사업 성과 분석 연구

본 연구는 기업이 참여하는 창업지원사업의 성과를 저소득층 지원대상자의 관점에서 평가한 것이다. 본 연구는 기업이 참여하는 창업지원사업 가운데 대표적인 사례로 볼 수 있는 현대자동차그룹의 기프트카 캠페인을 분석하였다. 이 창업지원사업의 성과를 질적 평가 방법으로 분석한 결과, 지원 대상자들은 ‘책임감을 갖고 열심히 일함’, ‘미래가 있는 삶이 현실로!’, ‘‘나’와 ‘나’를 둘러싼 관계의 변화’ 등의 경제적·비경제적 성과를 경험하는 것으로 나타났다. 이러한 성과의 본질은 ‘‘다름’의 경험’, ‘저소득층의 삶에 숨결과 희망을 투입’하는 것으로 정리될 수 있다. 본 연구를 통해 밝혀진 성과는 기업 창업지원사업의 가치와 의미를 재확인시켰고, 빈곤과 자립이라는 사회문제 해결에서 기업이 담당해야 할 중요한 몫이 갖는 중요성 또한 입증하였다. This research is about brief accomplishment analysis of Low-Income Class Business Incubator Project, based on applicants’ perspective who has been supported by this project, which is funded by the enterprise. As a result of quality focused evaluation method, it shows that Low-Income Class Business Incubator Project’s applicants experience both economic and non-economic accomplishments such as “work with responsibility,” “better future in reality,” “Self and change of relationships around self”. It concludes that “experience of difference” or “providing hope for Low-income class” brought positive effects on applicants who participated in this projects. The study revealed the virtue of this Low-Income Class Business Incubator Project and reassured its message: the importance of major corporate’ responsibility in solving social issues, especially in poverty and its independence.

창업지원정책이 기업가정신에 미치는 영향: 중소벤처기업부 팁스(TIPS) 지원사업을 중심으로

This study studied the effect of the TIPS support project of the Ministry of SMEs and Startups on the entrepreneurship of TIPS start-ups. The Tips start-up company, which is the subject of the study, was selected for the TIPS support project, participated in all commercialization funds, incubation facilities, and capacity building programs, and was selected as a company that received private investment. One-on-one in-depth interviews were conducted for about eight weeks from January 14, 2022 to March 11, 2022. For this study, the TIPS support project was subdivided into four categories: commercialization funds, incubation facilities, capacity building programs, and private investment attraction, and entrepreneurship factors were classified into four categories: innovation, challenge spirit, leadership, and risk-taking. As a result of the in-depth interview, the influence of the TIPS support project on entrepreneurship factors was in the order of challenge spirit, innovation, risk-taking, and leadership. Specifically, it was found that commercialization funds influenced innovation and risk-taking, incubation facilities had a challenge spirit and risk-taking, competency-building programs had a challenge spirit and leadership, and attracting private investment had an influence on innovation and challenge spirit. The implications of this study are that the TIPS support project, a private investment-led technology start-up support program, was introduced in 2013 and as of the end of March 2022, and a report was prepared focusing on visible performance such as private investment performance and employment rate. However, through this study, by analyzing whether the TIPS support project contributed to the cultivation of entrepreneurship for TIPS start-ups, it was found that it had a positive influence not only on quantitative growth but also on qualitative growth. 본 연구는 중소벤처기업부 팁스(TIPS) 지원사업이 팁스 창업기업의 기업가정신에 미치는 영향에 대해 연구하였다. 연구대상에 해당하는 팁스 창업기업은 팁스(TIPS) 지원사업에 선정되어 사업화자금, 보육시설, 역량강화 프로그램에 모두 참가하였고, 민간투자 유치까지 받은 기업으로 선정하였다. 팁스 창업기업 13개사를 대상으로 2022년 1월 14일부터 2022년 3월 11일까지 약 8주간 1:1 심층 인터뷰를 진행하였다. 본 연구를 위해 팁스(TIPS) 지원사업을 세분화하여 사업화자금, 보육시설, 역량강화 프로그램 그리고 민간투자 유치 총 4가지로 분류하였으며, 기업가정신 요인은 혁신성, 도전정신, 리더십, 위험감수 총 4가지로 구분하였다. 심층 인터뷰 결과, 팁스(TIPS) 지원사업이 기업가정신 요소에 미치는 영향력은 도전정신, 혁신성, 위험감수, 리더십 순으로 나타났다. 구체적으로 살펴보면 사업화자금은 혁신성과 위험감수, 보육시설은 도전정신과 위험감수, 역량강화 프로그램은 도전정신과 리더십, 민간투자 유치는 혁신성과 도전정신에 영향력을 미치는 것으로 나타났다. 본 연구의 시사점은 민간투자 주도형 기술창업지원 프로그램인 팁스(TIPS) 지원사업이 2013년 도입 후 2022년 3월 말 기준으로 약 10차를 맞이하였으며, 그간 민간투자실적, 고용률 등 가시적인 성과 중심으로 보고서가 작성되었다. 또한, 본 연구를 통해 팁스(TIPS) 지원사업이 팁스 창업기업에게 기업가정신 함양에 기여했는지를 분석해봄으로써 양적 성장뿐 아니라 질적 성장에도 긍정적인 영향력을 미치고 있다는 것을 알 수 있었다.

This research investigates what factors affects the outcome of technological innovation and transfer of Korean Universities. Using data including college information disclosure and University industry-academic cooperation white paper, we've conducted multiple OLSs. Empirical results show that industry-academic cooperation capacity, research capacity and compensation for inventor who applies for patent affected the outcome of technological innovation measured by the number of patents applied. We also analyse factors managers of TLOs (Technology Licensing Offices) think important to the successful outcome of technological innovation and technology transfer. It appeared to be different from the results of multiple OLS analysis.
