        공공서비스 제공을 위한 빅데이터 플랫폼 기반 서비스 연구 :전기안전분야를 중심으로

        This paper aims to propose a platform model and service types for public safety services. Recent emergencies and disasters have raised national attention to the need for public safety services. More complex electrical accidents, such as electrical fire accidents, increase the risk of electrical safety. In addition, the greater the magnitude of the damage, the greater the public's interest in electrical safety. This study presents a model of a big data platform that collects, connects, stores, processes, and analyzes a variety of electrical safety-related and emergency-related information to provide electrical safety services. Types of electrical safety services include customer care, safety management, data collection, data evaluation, visualization, and electrical safety services. It also presents a model for public agencies to leverage public data to deliver services such as public safety portals, open safety data, emergency collaboration, and emergency cloud services. 본 논문은 공공안전에 필요한 서비스 구축을 위하여 플랫폼의 모델과 서비스 유형을 제안하는 논문이다. 최근 재난 발생에 따른 피해가 사회적 문제가 대두됨에 따라 안전한 삶을 위한 공공서비스에 대한 국민들의욕구가 커지고 있다. 본 논문에서는 전기안전 분야 또한 전기화재 등 재난의 대형화, 복합화로 사회 전반의전기안전 위험이 증가하고 있으며, 피해 규모도 대형화되어 전기안전 분야에 대한 국민적 관심도가 매우높아지는 실정이다. 본 연구는 각종 전기안전 정보 및 재난안전 유관정보를 플랫폼 기반으로 수집·연계, 저장, 처리, 빅데이터 분석을 통해 전기안전 서비스 제공하기 위한 전기안전 빅데이터 플랫폼의 개념 모델을제시하였다. 전기안전 플랫폼을 활용한 전기안전 서비스 유형으로 플랫폼의 고객, 안전관리 업무, 데이터수집, 데이터 평가, 평가결과 가시화, 전기안전 서비스 제공 등 단계별 시스템 운용을 통해 공공데이터를보유하고 있는 공공기관이 대국민 안전 포털, 안전 데이터 개방, 재난안전 협업, 재난안전 클라우드 서비스제공으로 확대 할 수 있는 모델을 제시한다.

        With the spread of IoT technology and the convergence of power facility technology and IoT technology, IoT-based electrical facility management systems are being developed to support real-time monitoring and advanced prediction of abnormal behaviors. Currently, many IoT-based electrical facility management systems use a non-standard-based information model that defines its own IoT information model representing the state information for various electrical facilities. Therefore, it is difficult to guarantee interworking between different electrical safety management systems, and it is also difficult to develop and disseminate various electrical safety-related advanced services based on electrical safety big data. In addition, legacy electrical facilities that do not support IoT functionality are not integrated with IoT-based electrical safety management systems. In this paper, to solve these problems, we propose the architecture of IoT standard based electrical safety management system. The proposed electrical safety management system can support interworking with non-IoT electrical equipment by providing a data model conversion function that can convert Modbus data models into IoT data models. A testbed was constructed and operational tests were conducted to test the proposed electrical safety management system prototype system. The proposed system in this paper is expected to effectively manage not only IoT-supported electrical facilities but also non-IoT facilities.

        Development and Effect Analysis of Experiential Electrical Safety Education System Based on Virtual Reality

        Every year, lives are lost due to electrical safety accidents that could have been prevented with proper education and awareness of electrical safety. To prevent such accidents, experiential education is more effective than indoctrination education. This paper describes the electrical safety education system based on virtual reality (VR) and evaluates effect of the proposed system. Users operated the experiential electrical safety education system, and they were provided electrical stimulation in an electric shock experience using a haptic device. Appropriate stimulation values were calculated according to age (children vs. adults) and gender through experiment. The scenario in which participants experience electrical safety in the home environment was structured, and related educational contents was produced. A total of 68 healthy elementary students evaluated the educational effect of the system. The results showed that the educational effect and the sustainability of effect of the proposed system are superior to those of existing multimedia learning methods. By implementing electrical safety education stimulating the senses of human, the learning effect was promoted and this experiential education would be able to prevent electrical accidents.

        글로벌 경쟁력 강화를 위한 전기용품 안전인증제도(KC) 개선에 관한 연구

        Electrical product safety certification is for public safety. Korea electrical safety certification (KC) is being tested and certified on the base of Korean electrical appliance safety act and KC scheme. There are operating system and Electrical safety standards in the KC scheme. KC' operating system was adapted from japan operating system of Japan certification scheme. But KC certification' electrical safety standard was adapted from IEC standards of IECEE CB scheme. So There are many problems such as difference of version between KC standards and IEC standards, discrepancy between operating system and standards. Therefore, This paper analyzed the reason of discrepancy and proposed the improved KC certification operating system in order to reduce cost and to save time in the procedure of issuing KC approval for public safety in using electrical products and also for global competence.

        위상차를 이용한 저항성 누설전류 측정 알고리즘을 적용한온라인 전기안전 감시시스템의 개발 및 성능시험

        Nowadays, to prevent electrical accidents in Korea, inspectors directly performed checking general electrical facilities as a cycle from every one to three years. It is difficult to presuppose an omen because intact conditions of electrical equipments are not kept at the time of inspection. In this paper, in order to ensure effectiveness of an online basis electric inspection, we developed an electrical safety IoT system using LoRa communication technology to enable monitoring mainly electrical safety components such as overcurrent, overvoltage, resistive leakage current, and power. Then we proposed a method for verifying performances of the prosed electrical safety IoT system. Resistive leakage currents are calculated by using difference of phase between voltages and currents. We verified that average errors are 0.97%, which reference goal is ±5% for a device, through reliability test according to conditions. Results of this research can be used as basic study materials to develop technologies for measuring three phase leakage current and for implementing public electrical safety. platform.

        EPLA(Electric Park Lock Actuator) System Safety Design Based on Vehicle Functional Safety Standard ISO 26262

        In this paper, we conduct a study on the design that can secure the safety of the EPLA system by performing safety activities based on the ISO 26262 standard for vehicle functional safety. In the case of a company developing a detailed system, it is responsible for verification through hardware design and safety analysis in the overall flow of safety activities, and safety analysis according to the ASIL safety level must be properly performed. At this time, there are cases where the safety goal quantitative metric value suggested by the ISO 26262 standard cannot be satisfied only by the hardware design of the basic function, so it is necessary to design and install the safety mechanism. Based on ISO 26262 safety activities, it is possible to derive an effective design plan through hardware safety analysis.

        일본 전기용품안전법상 리콜제도와 강제집행

        최근 일본에서는 불량 전기용품 때문에 기업의 브랜드이미지 및 신용이 실추되고, 소비자에 의한 손해배상청구로 기업이 도산되는 등 제품안전과 관련된 다양한 사건·사고가 발생하고 있다. 이를 교훈으로 일본의 기업은 자체적으로 제조물책임 또는 리콜제도의 도입 등 대응 체계를 마련하고 있으며, 나아가 관련법령의 준수 및 제품에 대한 안전 활동을 지속적으로 추진하고 있다. 전기용품안전법도 이러한 민간사업자의 자주적인 활동을 촉진하기 위하여 사업자에 의한 자주검사와 민간기관에 의한 적합성검사를 규정하고 있다. 다만, 사업자에 의한 자주적인 안전 활동만으로는 전기용품에 의한 사고로부터 소비자를 보호하기에는 한계가 있으므로, 전기용품안전법에서는 이를 통제하기 위하여 리콜제도인위험방지명령를 도입하고 있다. 소비자의 입장에서는 제품의 결함으로 인하여 손해를 입었을 때 이를 배상받는 제도도 유용하지만, 손해의 발생 이전에 혹은 손해의 확산을 방지하기 위해 실시하는 리콜제도도 매우 중요하다. 하지만, 리콜제도는 사업자의 자발적 의무이행이 될 경우에 그 의미를 가진다. 만약, 사업자가 자신에게 부여된 의무를 이행하지 않을 경우, 행정기관은 국민의 생명, 신체 및 재산을 보호하고 의무에 대한 실효성을 확보하기 위하여 강제집행과 같은 물리력을 행사할 수 밖에 없다. 특히, 이미 시중에 유통 중인 전기용품에 대한 리콜의 경우, 이와 같은 물리력의 담보는 그 의미가 크다고 하겠다. 그래서 일본에서도 우리나라와 마찬가지로 행정대집행법에 근거하여 행정기관이 직접제품을 수거할 수도 있다. 그런데, 행정대집행에도 비례의 원칙이 적용되어야 하기 때문에 언제나 인정될 수는 없다. 그러므로 규제완화라는 취지에 맞추어서 리콜제도가 보다 적극적으로 활용될 수 있도록 행정의 권한강화(예컨대, 사업자에게 보고 의무 부과) 등 기존의 리콜 관련 제도를 정비할 필요가 있다. 또한, 소비자의 안전성 확보를 우선시한다면 이러한 위험방지명령과 강제집행은 반드시 적절한 수단이라고는 할 수 없다. 왜냐하면, 이러한 제도는 전기용품이 유통된 후 위해 및 장해가 발생하였거나, 발생할 우려가 있는 경우에 발동되는 것이기 때문이다. 그래서 일본에서도 규제기관으로 하여금 사업자가 기술기준을 정확하게 이해하고 있는지, 기술기준에 준수하여 전기용품을 제조, 수입 또는 판매하고 있는지를 확인할 필요가 있다고 주장하고 있는 것이다. Recently in Japan, as the corporate brand image and reliability falls owing to bad electrical appliances and materials and corporations go broke, there occur diverse events·accidents related to product safety. Taking it as a lesson, Japanese enterprises are preparing the countermeasures for themselves such as product responsibility or recall system, further promoting the observance of related laws and regulations and safety activities about the products continuously. The Electrical Appliance and Material Safety Act defines the independence assessment by the business and the conformity assessment by the private institutions to promote independent activities of such private businesses. However, as only the independent safety activities by the businesses have the restriction to protect consumers from the accidents by the electrical appliances, the Electrical Appliance and Material Safety Act introduces the Order for Prevention of Hazards, the recall system to control it. In the consumer`s position, indeed the system is useful where the consumer gets the compensation when he or she gets damages owing to the defect of products, but it is also very important to have the recall system executed to prevent the occurrence or the spread of the damages. As the product a consumer uses cannot be perfect by 100% even with all the strict inspection, the recall system is a properly executed system to prevent the spread of damages by the product and prevent the consumer`s hazards and disturbances arising from the use of the product. This recall system may be conducted by the direction or recommendation by an administrative agency, but basically it is executed by a manufacturer or a vendor at its independent discretion and responsibility. However, recall system has its meaning in case a business performs it with its voluntary duty. In case a business fails to perform the duty granted to it, an administrative agency cannot help executing physical force like compulsory execution to protect people`s life, body and property and secure the effectiveness on the duty. Especially, in case of the recall of electrical appliances under being circulated already in the market, the security of such physical force can be deemed to be very significant. Hence also in Japan an administrative agency may remove the product directly based on the Vicarious Administrative Execution Act like Korea. Of course, proportionality shall not be always applied to Vicarious Administrative Execution. Therefore, it is necessary to arrange the existing recall-related system like the reinforcement of the authority of administration(for example, imposing duty of report on the business) so that recall system may be used more positively in accordance with the purport of deregulation. In addition, as far as a consumer`s safety must be secured in priority, such Order for Prevention of Hazards and compulsory execution cannot be always a proper means, for such a system is usually mobilized when the hazard or the obstacle has occurred or is likely to occur after electrical appliances are distributed. So it is asserted also in Japan that it is necessary for regulators to identify that a business understands the standard of technology exactly, and manufactures, imports or sell the electrical appliances by abiding by the technical standard.

        전기재해 분석과 해외 제조 가전제품의 화재 안전에 관한 연구

        In this paper, a statistical analysis of electrical accidents was first conducted to study the cause of fire and safety design direction of overseas home appliances. Electrical disasters are largely divided into electrical fires, electric shock disasters, and electrical equipment accidents, and electrical fires are occurring the most. This study discovered cases of safety accidents in electrical products, identified failure factors for each product according to the verified process, and explained why accidents occur even though safety standards are certified. Price, performance, durability, etc. are important to consider when designing a product, but more important is securing safety. In the event of an accident due to lack of safety design, property damage and life damage are caused, so the concept of safety should be firmly established as the first priority. In the future, the direction of safety technology should be approached in terms of convergence engineering of information and communication technology, and more sophisticated technology may be required depending on the choice of consumers.

        배전급 DC 전력망 및 적용 개소 분석을 통한 DC 그리드 전기안전 요소 기술 고찰

        Due to the rapid increase in renewable energy sources and the need to accommodate and utilize them, the construction of MVDC distribution networks is required as a core technology, and related research and development budgets have been established and industry-academia research and development is actively underway. However, since the MVDC distribution network is directly connected to the receiver, research and development of electrical safety management technology is essential for the stable operation of the DC grid and the spread of its use. In this study, as a basic step for establishing a DC grid electrical safety strategy policy, we aimed to comprehensively analyze the electrical safety-related items and implications required for the DC grid to be built in the future through an analysis of the application status, application methods, and core element technologies to be pursued for electrical safety, focusing on the application points where the DC grid is currently commercialized or planned to be commercialized. To this end, we focused our research and analysis on DC electric railways, DC electric propulsion ships, and DC buildings where DC power grids are currently being built or constructed. Based on this, we conducted an in-depth analysis of the main safety factors to be considered from a system perspective in the application of DC grids, explored how the DC grid will be organized in the future, and presented technologies for DC grid electrical safety elements that require research and development.
