        Drug resistance and the genotypic characteristics of rpoB and katG in rifampicin- and/or isoniazid-resistant Mycobacterium tuberculosis isolates in central Vietnam

        Objectives: Tuberculosis (TB) and drug-resistant TB (DR-TB) are national health burdens in Vietnam. In this study, we investigated the prevalence of rifampicin (RIF) and/or isoniazid (isonicotinic acid hydrazide, INH) resistance in patients with suspected TB, and applied appropriate techniques to help rapidly target DR-TB. Methods: In total, 1,547 clinical specimens were collected and cultured using the BACTEC MGIT system (Becton Dickinson and Co.). A resazurin microtiter assay (REMA) was used to determine the proportions of RIF and/or INH resistance. A real-time polymerase chain reaction panel with TaqMan probes was employed to identify the mutations of rpoB and katG associated with DR-TB in clinical isolates. Genotyping of the identified mutations was also performed. Results: A total of 468 Mycobacterium tuberculosis isolates were identified using the REMA. Of these isolates, 106 (22.6%) were found to be resistant to 1 or both antibiotics. Of the resistant isolates, 74 isolates (69.8%) were resistant to isoniazid (INH) only, while 1 isolate (0.94%) was resistant to RIF only. Notably, 31 isolates (29.24%) were resistant to both antibiotics. Of the 41 phenotypically INH-resistant isolates, 19 (46.3%) had the Ser315Thr mutation. There were 8 different rpoB mutations in 22 (68.8%) of the RIF-resistant isolates. The most frequently detected mutations were at codons 531 (37.5%), 526 (18.8%), and 516 (6.3%). Conclusion: To help prevent new cases of DR-TB in Vietnam, it is crucial to gain a comprehensive understanding of the genotypic DR-TB isolates.

        Factors Affecting Tax Compliance among Small- and Medium-sized Enterprises: Evidence from Vietnam

        Taxes are levied in almost every country, primarily to raise revenue for government expenditures. This study explores factors influencing tax compliance of small- and medium-sized enterprises (SMEs) in Vietnam. Data from 376 SMEs, who are business taxpayers, were collected through a researcher-administered questionnaire survey method. The results indicate that six groups of factors have significant impacts on tax compliance among Vietnamese SMEs. These groups include: Business characteristics (BC), Characteristics of accounting practices within organization (AP), Awareness of tax obligations (TO), Tax policy (TP), View on tax compliance (TC), and Probability of tax examination on taxpayer compliance (TE). Multivariate analysis was adopted; Cronbach's alpha coefficients were calculated, then, Exploratory Factor Analysis (EFA) was used. The findings show that, among these six factors, the most influential is Characteristics of accounting practices (AP). Thus, it is recommended that tax agencies should help SMEs improve their accounting skills and increase their knowledge by organizing training workshops and short courses on taxation. SMEs also need to have an adequate accounting system in accordance with principles and standards prescribed by the Tax Law. It is expected that this study can provide important insights and understandings to policy-makers, practitioners, academicians and other regulatory authorities in tax policy formulations.

        Effect of Influencer’s Social Media Number of Followers on Purchase Intention in the Travel Industry of Vietnam: The Moderating Role of Package Tour Price

        Purpose: Social media influencers (SMIs) have become significant sources of information influencing their followers’ purchase intentions; few studies have been published on the effect of the number of followers and package tour prices on followers’ purchase intention within the Vietnam travel industry utilizing naïve theories. This study examined the relationship between the number of followers and purchase intention and tested the moderating role of package tour price. Research Design, data and methodology: A 2 (number of followers: high vs. medium) x 2 (package tour price: high vs. low) between-subjects factorial design was used. 395 Vietnamese students (114 men, 281 women; Mage = 19.99, SDage = 1.25) from Thuongmai University participated in the study. ANOVA and PROCESS MARCO were used to test hypotheses. Results: Findings indicate that participants show a higher purchase intention for SMIs with a higher number of followers than those with a medium one. When the package tour price is high, participants with a medium number of followers show a greater purchase intention than those with a high one. Conclusion: This recommends that tourism managers collaborate with SMIs with a high number of followers when the package tour price is low and with SMIs with medium ones when the package tour price is high.

      • Tobacco Control Policies in Vietnam: Review on MPOWER Implementation Progress and Challenges

        In Vietnam, the WHO Framework Convention on Tobacco Control (WHO FCTC) took effect in March 2005 while MPOWER has been implemented since 2008. This paper describes the progress and challenges of implementation of the MPOWER package in Vietnam. We can report that, in term of monitoring, Vietnam is very active in the Global Tobacco Surveillance System, completing two rounds of the Global Adult Tobacco Survey (GATS) and three rounds of the Global Youth Tobacco Survey (GYTS). To protect people from tobacco smoke, Vietnam has issued and enforced a law requiring comprehensive smoking bans at workplaces and public places since 2013. Tobacco advertising and promotion are also prohibited with the exception of points of sale displays of tobacco products. Violations come in the form of promotion girls, corporate social responsibility activities from tobacco manufacturers and packages displayed by retail vendors. Vietnam is one of the 77 countries that require pictorial health warnings to be printed on cigarette packages to warn about the danger of tobacco and the warnings have been implemented effectively. Cigarette tax is 70% of factory price which is equal to less than 45% of retail price and much lower than the recommendation of WHO. However, Vietnam is one of the very few countries that require manufacturers and importers to make "compulsory contributions" at 1-2% of the factory price of cigarettes sold in Vietnam for the establishment of a Tobacco Control Fund (TCF). The TCF is being operated well. In 2015, 67 units of 63 provinces/cities, 22 ministries and political-social organizations and 6 hospitals received funding from TCF to implement a wide range of tobacco control activities. Cessation services have been starting with a a toll-free quit-line but need to be further strengthened. In conclusion, Vietnam has constantly put efforts into the tobacco control field with high commitment from the government, scientists and activists. Though several remarkable achievements have been gained, many challenges remain. To overcome those challenges, implementation strategies that take into account the contextual factors and social determinants of tobacco use in Vietnam are needed.

        The advancement of bis(2-hydroxyethyl)terephthalate recovered from post-consumer poly(ethylene terephthalate) bottles compared to commercial polyol for preparation of high performance polyurethane

        The behavior of rPUf (polyurethane foam derived from bis(2-hydroxyethyl) terephthalate (BHET)recovered from post-consumer poly(ethylene terephthalate)-PET bottles) and cPUf (polyurethane foambased on a commercial polyol) were evaluated by comprehensive characterizations, and their thermalstabilities,flammabilities, and physical properties were compared. Without using aflame retardant, rPUfpassed the UL-94HB standard, whereas cPUf burned rapidly to the holding clamp. Various formulationsof rPUf and cPUf with established eco-friendlyfire retardants (FRs), including triphenyl phosphate,aluminum diethylphosphinate, and aluminum trihydroxide, exhibited notably higherfire resistance. Thedifferences between the experimental and calculated densities showed the effectiveness of the foamingprocess. A larger difference indicated that the FR improved the foaming process more. The BHET structurecontains an aromatic moiety that strongly enhanced the compressive strength and protected the rPUf/FRsfrom biodegradation, as evidenced by sorption isotherm experiments. For that reason, the rPUf/FRs couldbe used as building materials, especially under high humidity conditions. These are the advantages ofBHET over the commercial polyol for PUf preparation. Chemical recycle of post-consumer PET bottles toproduce high performance PUf could be applied on an industrial scale and then it creates the sustainablerecycling industry.

        Bank Capital and Lending Behavior of Vietnamese Commercial Banks

        The objective of the study is to empirically investigate the impact of bank capital on the lending behavior of Vietnamese commercial banks from 2007 to 2019. Lending behavior is captured by two dimensions, including the quantity (loan growth) and quality (credit risk) of loans. Instead of investigating loan growth and credit risk separately, we combine these two aspects in our study and further develop the interaction term between capital buffers and credit risk to capture the asymmetric impact. We apply the dynamic model (regressed by the generalized method of moments) and the static models (regressed using the fixed effects, random effects, and the pooled regression approach) to perform regressions. The results show that banks with higher capital ratios tend to expand lending more, while the risk of credit portfolios is controlled at lower levels at these banks. Further analysis reveals that credit risk mitigates some aspects of the relationship between bank capital and loan expansion. The patterns remain robust across alternative measures and econometric techniques. The study provides insightful policy implications for bank managers and regulators in the process of upgrading capital resources to ensure the safety and soundness of the banking industry in an emerging country.

        Economic Growth, Financial Development, Transportation Capacity, and Environmental Degradation: Empirical Evidence from Vietnam

        In recent years, there has been a substantial theoretical and empirical study on the role that financial market development has significantly played in promoting economic growth and development in the world. The development of an economy requires the financial industry to be developed. In the context of rapid economic development, global warming has become a serious problem with issues such as rising average temperatures, climate change, rising sea level, and increasing carbon dioxide emissions. This study aims to examine the influence of economic growth, financial development, transportation capacity, and environmental degradation. Using time-series data from 1986 to 2019 and environmental degradation being measured by CO2 emissions, the study employs a quantity of ample unit root tests, the structural break unit root tests, Autoregressive Distributed Lag (ARDL), and cointegration bounds test. The results show that there is a significant long-term cointegration among study variables. Empirical findings also indicate that an increase in per capita GDP and financial development worsens environmental quality whereas transportation capacity and foreign investment can improve environmental quality.

        Equivalent Convective Heat Transfer Coefficient for Boundary Conditions in Temperature Prediction of Early-Age Concrete Elements Using FD and PSO

        Engineering infrastructure includes a large number of concrete structures. The main binder used in concrete is Portland cement, which reacts with water when mixing. During the chemical reaction (cement hydration) heat is released causing non-uniform temperature distribution and subsequent internal stresses that may crack the concrete. Therefore, accurate prediction of concrete temperature evolution in design and control of concrete temperature in construction are crucial tasks for engineers. This paper presents the development of a finite difference (FD) model for predicting thermal behavior of concrete structures during cement hydration. A formwork or insulation layer that covers the outer of the concrete was accounted for in the model. The temperature profiles calculated by the proposed model show close agreement with those measured from a concrete bridge footing and a concrete cube. The Particle Swarm Optimization (PSO) algorithm was adopted to compute an “equivalent convection coefficient” for the convection boundary condition in the simplified model for several common insulation materials. The results show that using the simplified model along with an equivalent convection coefficient can give a significant reduction in the computation time while the accuracy is still maintained. In addition, an equation for estimating an equivalent convection coefficient for a given insulation material was developed for design and practical purposes. The proposed method can be used in the design of concrete structures and control of concrete temperature to prevent early-age thermal cracking thus ensuring the expected durability and service life. From the obtained results, varying equivalent convection values are also recommended to be used for different insulation materials.
