        Studies on Direction and Changes of EU Logistics Policies - Centered on Transport Aspects -

        European Union has concentrated their efforts to implement common policy in accordance with long-term purpose as a community. Among common policies, transport policy has played an important role, and their common transport policy has improved the mobility of goods between border as well as that of passenger, and it contributes to vitalize the economy. Even though European transport policy on the way of implementation with EU common policy may have caused some complicated matters and discordance, it seems that EU willingness towards common transport policy has firmly secured. At 2001, European Commission has published white paper, "European Transport Policy for 2010 : Time to Decide, European Communities". This paper has analysed the existing situations related with transport, and set up the ambitious practical plan to 2010. This has goal to foster sustainability of transport, restoring the balances between inland, railway, inland waterway and shipping, and maintain an economic growth and right of mobility, as well as European transport system. This has also proposed an importance and possibility of development in multimodal transport, and emphasized safety and service quality and solution of transport congestion in centre of transport policy. Although the appraisal for common transport policy has been regarded as a failure in terms of complexity and slackness in policy implementation process, it also represents the success in terms of efficiency to achieve economic development and competitive EU transport policy. The goal as current central issue of present EU transport policy is sustainable mobility. This has improved transport system to be accepted socially for safety, environment friendly, and effectiveness. In order to achieve these policy purpose, a series of policy measures has applied to market related. It depends efficient policy measures, together with effective transport systems. As described in White Paper in 2001, EU transport policy has time to decide to cope with such a matters as sustainable possibility for mobility, liberalization, and fair competition etc. This will lead changes and direction of common transport policy to right way in coming era.       • 비마끝내기 응수 유형 분석

        이 연구는 비마끝내기에 대한 응수 유형을 분석하고 비마끝내기에서 나타날 수 있는 모든 유형에 대한 최선의 응수법을 제시하는데 있다. 비마끝내기에 대한 응수 유형은 '끝내기 가치의 크기', '선 · 후수', '약점의 유무', '변화 가능성 제약'의 네 가지 요인에 따라 분류하였고, 선택방법은 예제를 들어 비교 분석하였다. 또한 비마끝내기가 나타날 수 있는 모든 유형을 제시하고 그에 따른 최선의 응수 방법을 제시하였다.

        신변보호 종사자들의 경호무도 수련체계 정립 방안

        본 연구는 신변보호 종사자들에게 효율적인 신변보호 업무수행을 위한 경호무도 수련체계 정립 방안을 제시하는데 그 목적이 있다. 이를 위해 선행연구에 대한 문헌분석과 질적연구의 심층면담을 실시하여 다음과 같은 결론을 얻었다. 일반무도와 경호무도 특성분석에서 일반무도(유도, 태권도, 용무도, 합기도, 검도)는 나름대로의 특성을 체계적으로 신변보호 현장에 맞게 응용할 수 있으며, 이로 인한 경호무도의 수련체계를 통합무도로 재정립이 필요하다는 문헌분석결과로 나타났다. 이러한 문헌분석의 근거자료를 바탕으로 무도전문가 20명에게 심층면담을 실시하여 다음과 같은 문제점과 방안이 제시되었다. 첫째, 경호무도 수련방법 문제점으로는 "경호무도수련 시 신변보호 상황에 맞는 경호무도 수련이 아닌 일반 타 무도 수련만 한다"에 가장 많은 부정적 의견을 제시 하였으며, 그에 대한 개선방안으로 "활용 가능한 상황 중심별 무도훈련을 해야 한다"가 가장 많은 요인으로 나타났고, 다음 순위로 경호무도 체계정립에 의한 매뉴얼개발을 해야 한다는 의견으로 나타났다. 둘째, 경호무도 단계별 수련체계에 대해서 1단계로 준비운동은 가벼운 조깅과 몸 풀기, PT체조, 2단계는 용무도와 유도의 낙법수련, 3단계는 술기 습득과정으로 각 무도특성에 의한 통합무도 기본기 습득과정, 4단계는 신변보호 상황별 수련과정, 5단계는 용무도와 합기도술기에 입각한 체포술과정, 6단계는 실제상황에 입각한 경호격투과정, 마지막 7단계는 보조운동으로 써키트와 웨이트 운동을, 정리운동으로는 스트레칭 체조 그리고 정신훈련 등을 경호무도의 단계별 수련방법으로 제시되었다. The purpose of this study was presented the development devices of security martial arts training system for the effective security activity to the persons concerned in private security and security guards. The analysis on characteristics of Martial arts was done by literature analysis and the depth-interviews with 20 professionals divided into 4 groups were carried out to draw the development task of security martial arts. As if analysis of characteristics on general martial arts and security martial arts, the results of literature analysis showed that general martial arts (Judo, Taekwondo, Yongmoodo, Hapkido and Fencing) are put to practical use to security situations with value of security martial arts systematically and should be reformed from security martial arts training system to unified martial arts. On the basis of materials by literature analysis, results of the depthinterviews with 20 professionals was presented problems and devices as follow: First, problem on training system of security martial arts was presented to much more negative opinions than "when training security martial arts, security guards do not train security martial arts but general martial arts". According to its improvement devices, opinion - most importantly, "guards should train martial arts related to every security situation as soon as possible", second to "development of manual by an establishment of devices on security martial arts training system" Second, on the training process of security martial arts in every stage, security martial arts training method in every stage is presented to first stage; stretching or warming up like jogging, second stage; a break-fall training in Judo and Yongmoodo, third stage; the process of the art of self-defense skills that is unified in each martial-arts features, forth stage; training process in security situation, fifth stage; arrest skill process faced up to Yongmoodo and Hapkido technique, sixth stage; fighting hand-tohand process of security faced up to real situation, seventh stage; supporting exercises to circuit and weight training, arrangement exercises to physical exercises, and mental training.

        분산 모바일 멀티미디어 시스템에서 재생 버퍼 수준에 기반한 동적 대역폭 할당 기법

        In this paper, we propose a scheme for dynamic allocating network bandwidth based on the playback buffer levels of the clients in a distributed mobile multimedia system. In this scheme, the amount of bandwidth allocated to serve a video request depends on the buffer level of the requesting client. If the buffer level of a client is low or high temporarily, more or less bandwidth will be allocated to serve it with an objective to make it more adaptive to the playback situation of this client. By employing the playback buffer level based bandwidth allocation policy, fair services can also be provided to the clients. In order to support high quality video playbacks, video frames must be transported to the client prior to their playback times. The main objectives in this bandwidth allocation scheme are to enhance the quality of service and performance of individual video playback such as to minimize the number of dropped video frames and at the same time to provide fair services to all the concurrent video requests. The performance of the proposed scheme is compared with that of other static bandwidth allocation scheme through extensive simulation experiments, resulting in the 4-9% lower ratio of frames dropped according to the buffer level. 분산 모바일 멀티미디어 시스템에서 클라이언트의 재생 버퍼 수준에 기반하여 통신망 대역폭을 동적으로 할당하는 기법이 본 논문에서 제시된다. 이 기법에서 비디오 요청을 서비스하기 위해 할당된 대역폭의 양은 요구한 클라이언트의 버퍼 수준에 따라 결정된다. 즉 클라이언트의 버퍼 수준이 일시적으로 낮아지거나 높아지면 재생 상황을 개선하기 위한 목적으로 더 많은 대역폭 또는 더 적은 대역폭이 할당되는 것이다. 또한 재생 버퍼 수준 기반 대역폭 할당 기법을 사용함으로써 클라이언트들에게 공평한 서비스가 제공될 수 있다. 고품질의 비디오 재생을 지원하기 위해서 비디오 프레임들은 반드시 재생 시간 전까지 클라이언트에 전송되어야 한다. 이 대역폭 할당 기법의 주목적은 전송이 중단되는 프레임의 수를 최소화하여 비디오 재생 성능과 서비스 품질을 향상시키며 동시에 진행되는 모든 비디오 요청 작업을 공평하게 서비스하는 것이다. 제시된 기법의 성능은 시뮬레이션을 통하여 다른 정적 대역폭 할당 기법과 비교 분석되었으며 프레임의 전송중단율은 버퍼수준에 따라 약 4%에서 9% 정도 감소된 것으로 나타났다.
