This Paper aims to introduce an equity on the Cost Benefit analysis for public evaluation and to discuss some points in the benefit analysis approach. This paper reviews the contents of the theory of efficiency and equity based social welfare as an alternative approach to the public policy. And then this paper point of three parts. Firstly, To define the policy system to consider an equity and efficiency at the public policy. Secondly, To develop the policy system to apply an equity at the evaluation of public project and SOC project. Thirdly, To examine the approach and methods to apply an equity at the cost-benefit analysis of public project. This study to gain a broad understanding of the social welfare and economic effect of public policy.

함석헌과 주체성의 문제

In this paper I tried to explain the concept of subject or subjectivity in the philosophy of Ham Seokheon. For that purpose I compared it at first with that of subject of the modern european philosophers. For them the subjectivity consists in the reflexive self-consciousness. Ham also agrees with them that the epistemological subjectivity belongs to the essential moments of the subjectivity. But the epistemological subject is, according to him, the pure and universal one, not a concrete me at all. The true subjectivity lies in the concrete, unique universality realized by and in me. Only such a subject can be an universal one without losing its individual uniqueness as a person. In this way Ham tried to conserve the moments of difference and individual personality in the concept of the subjectivity. The being of the true subject which consists in the individual universality can be compared with the being of Buddhas in that everybody can be a Buddha in one`s own way. According to Ham, however, the way to Buddha is not opened through an isolated self-realization of a subject but through the encounter with the other people.

대형마트·SSM 규제정책형성에 나타난 정책갈등 구조분석에 관한 연구 : Kingdon의 정책모형을 중심으로

본 연구는 Kingdon의 정책흐름모형에 의거하여 대형마트·SSM 규제정책의 형성과정을 분석하고자 하였다. 대형마트·SSM 규제정책 형성과정에서 어떠한 계기로 정책의 창이 열리게 되었고, 규제의 필요성과 방법을 두고 이해관계자들이 어떠한 정책적 대립점을 가지고 갈등과 협상을 전개하였는지 그리고 그 과정에서 조정기제는 무엇이었는지 분석하고자 하였다. 이에 본 연구는 정책형성 과정에서 나타나는 정책갈등의 주요쟁점과 갈등의 양상 및 조정과정을 기술적 분석방법(Descriptive Analysis)에 의해 연구를 전개하였다. 대형유통업체가 유통시장을 장악하기 위하여 지역 골목상권까지 사업을 확장하면서 중소상인과 갈등상황을 노출하게 되었고, 대형유통업체는 유통시장이 포화상태에 이르고 신규출범을 위한 부지확보에 어려움을 느끼면서 SSM의 출점을 확대하게 되었다. 이는 지역상권 붕괴, 자영업자 폐업, 실업자 양산 등 지역경제에 부정적인 영향을 미치면서 대형마트·SSM을 규제해야 한다는 요구가 끊임없이 제기되었다. 정부는 WTO 서비스협정 위반 등 국제적인 마찰을 우려해 대형마트·SSM 규제에 반대해 왔으나 정부와 국회 등 정부정책그룹에 의해 대안마련이 시도되고 정책형성과정을 통해 규제정책으로 발현하게 되었다. This study were analyzed the process of regulation policy formation of Hyper-markets·SSM by the Kingdon`s policy stream flow model. This study have a three research questions. First is a how instrument open the policy window in the process of regulation policy formation of Hyper-markets·SSM. Second is a how developed stakeholder negotiations and policy conflict on the necessary and methods of the regulation. Third is a what is a regulators in the process of policy conflict and negotiation. For these research questions, this study using a Descriptive analysis methods.

만남 속에 있음 ‒함석헌과 존재의 문제‒

함석헌의 초기 존재론의 기본 구조를 밝히는 것이 이 글의 주제이다. 그것은 몇 가지 주요한 명제로 요약할 수 있다. 1. 아리스토텔레스에게서처럼 함석헌에게서도 신학과 존재론이 형이상학적 사유 속에서 공속한다. 2. 존재가 공간적 전체가 아니라 시간적 전체로서 표상된다. 이로써 역사가 존재의 지평이 된다. 3. 존재의 의미는 역사의 뜻으로 드러난다. 이로써 존재론 또는 형이상학은 역사철학이 된다. 4. 역사의 뜻은 객관적 인식의 대상도 종교적 믿음의 대상도 아니며, 전체 역사 속에서 각자 자기 자신의 존재의 의미를 깨닫는 것에 존립한다. 이 깨달음 속에서 나와 절대자의 인격적 만남이 일어난다. 이 만남 이전에 스스로 존재한다고 상정되는 신도 자아도 일종의 독단론적 관념물에 지나지 않는다. 5. 그리고 이 만남 속에서 개별적 존재자의 존재의 의미도 개방된다. 모든 존재자가 하나로서 존재한다면, 그 하나는 크고 작은 만남을 통해 일어나는 하나이다. 이런 점에서 있음은 만남 속에 있음이다. The main structure of Ham’s early metaphysics is the subject of this article. It can be summarized in several major propositions. 1. As in Aristotle, in Ham Seokheon, theology and ontology collide in metaphysical thinking. 2. The Being are not represented only as the All in the spatial dimension but also in the temporal dimension, i.e. in the history. Thus history becomes the horizon of the Being. 3. The meaning of Being is revealed by the meaning of history. Thus ontology or metaphysics becomes philosophy of history. 4. The meaning of history is neither the object of scientific knowledge nor of religious belief, but only can be revealed in the insight of the meaning of one’s own existence in the whole history. In this insight there arises a personal encounter between me and the Absolute. Both God and the self as subject, which is supposed to exist before this encounter, is a kind of dogmatic ideas. 5. In this personal encounter, the meaning of the Being of the individual things is also opened. If all beings exist as something one, it is the one which arises through great and small encounters. In this sense, everything is in encounter.

칸트의 『새로운 해명』에서 동일성과 모순의 문제 -칸트 전비판기 철학에 대한 한 연구-

In diesem Aufsatz handelt es sich um den 1ten Abschnitt vom Principiorum primorum cognitionis metaphysicae nova dilucidatio von I. Kant. In diesem Abschnitt gibt Kant das Prinzip der Identitat als den ersten Grund aller Wahrheiten an und versucht den Vorrang des Identitatsprinzip vor dem des Widerspruchs zu befestigen. Aber es ist nicht klar bekannt, wie diese logischen Prinzipien zu den metaphysichen geworden waren, und was neues Kant in dieser Schrift mitgebracht hat und ferner welchen Sinn und welche Bedeutung sie in der Entwicklung der Kantischen Philosophie hat. Um auf diese Fragen zu antworten, habe ich zuerst die Bedeutung des Widerspruchsprinzips in der Geschichte der Metaphysik kurz zuruckgeblickt und darnach ausfuhrlich untersucht, wie dieses Prinzip bei Leibniz und Wolff zum ersten Prinzip aller metaphysischen Erkenntnisse geworden war. Und schliesslich versuchte ich die Differenz zwischen Kant und Wolff in Ansehung dieses Prinzips deutlich zu machen, auf Grund dessen Unterschieds ich zeigen wollte, dass Kant den ersten Schritt zur Metaphysik der Erkenntnis in Nova Dilucidatio gemacht hatte.

소비자잉여분석법에 의한 국유지 위탁개발사업의 평가접근

본 연구는 국유지 위탁개발사업의 평가에 있어 사회경제적 관점에서 비용편익분석방법을 개발하여 해당사업의 효율성을 평가하는데 그 목적이 있다. 이에 국유지 위탁개발사업의 평가를 위한 기본적 비용편익분석 방법을 개발하고 이를 토대로 사업사례에 적용, 분석하였다. 본 연구에서 대상으로 하고 있는 사례분석은 서울도심지역에 입지한 국유지로 교통의 편리성과 대학의 주변입지 등으로 공공성 측면에서 공무원기숙사와 절대적으로 부족한 대학생기숙사로서의 입지활용사업을 그 대상으로 하고 있다. 본 연구는 기존의 국유지 위탁개발 사업이 민간의 재무적 타당성 분석에 치중해온 결과, 민간개발사업과의 차별성을 확보하기 어려웠던 점을 감안, 국가 및 공적자산의 유효활용관점에서 사업의 공공성과 사회경제적 측면에서의 효율성을 확보, 평가방법을 개발하는데 그 주요 의의가 있다. This study aims to evaluation of the Trust-Development project of State-Owned land by the viewpoint of social-economic. This study mainly approached by the Consumer Surplus Analysis method. This developed evaluation method is applied to a real case. The subject of case study is the officials and college students dormitory projects in the Seoul Metropolitan Area of state-owned land. The existed trust-development project of state-owned land was focus on the private financial analysis. As a result of such, Trust-Development project of State-Owned land was difficult of securing of the differences with the private"s development projects. In this study, the main significance is a development of effectiveness evaluation method for the analysis of public and social-economic in terms of availability use of public assets.
