Care, Self-Interest, and Sacrifice

In this paper, I attempt two major tasks. First, departing from a suggestion from Harry Frankfurt, I argue that there’s a form of caring such that when I come to care about x, x’s well-being becomes an aspect of my own; and acting for x’s sake comes to be a way of acting in my own self-interest. However, a prima facie roadblock to accepting this view is that it seems to make it difficult to make sense of the possibility of sacrificing for something I care about, and acting in a non-self-interested manner when I do so. To defend the view from this worry, I draw a distinction between brute and all-things-considered harms and benefits. Then, I argue that when the view is disambiguated with this distinction in mind, it can not only accommodate the above possibility, but has resources for making sense of what acting sacrificially consists in.

This essay presents some main features of the kick-off of 5G in India and Brazil extracting implication for Global South catchup. Based on some main neo-Schumpeterian contributions on long-waves, long-cycles, and catch-up, attention has been paid to the interstate competition between the US and China, the global pressures and linkages of the Indian and Brazilian National Systems of Innovation, and the development of key infrastructures and productive capabilities by the domestic and multinational firms involved in the kick-off of 5G. Two main Global South cases capturing the interrelated geopolitical and technological tensions of the 21st century transitioning capitalism are discussed.
Automatic Tools of Match Analysis: Inspecting Soccer Team`s Dispersion

The contracting-expanding soccer teams` relationship is one of the most important dynamic behaviors of the game. Therefore, a soccer game was analyzed using the centroid and stretch index method, while recording the team`s ball possession status (with or without ball possession). The correlation test suggest an inverse relationship between opposing teams (r (1508)=- 0.054) during all game. When considering ball possession by the teams, the results of the stretch index confirm that there are statistical differences with a small effect between the moments with and without possession of the ball for team B (F(1; 1506)=22.777; p-value≤0.001; =0.015; Power=0.998). Therefore, it was possible to confirm that the contracting -expanding relationship is an intrinsic behaviour of a soccer game in relation to ball possession.
The Role of Lipids in Development of Allergic Responses

Most allergic diseases are caused by activation of Th2 type immune responses resulting in the production of specific IgE against proteins found in normally harmless substances such as pollen, mites, epithelia or food. Allergenic substances are composed, in addition to proteins, of other compounds such as carbohydrates and lipids. Those lipids are able to promote the development of Th2-type responses associated with allergy. There are lipids found in pollen, milk or insect venom that are specifically recognized by CD1 restricted unconventional T lymphocytes, which can promote allergic reactions. Furthermore, a large number of allergens are proteins containing hydrophobic parts that specifically bind lipids that are capable to favor allergenic immune responses. Also, lipids associated to substances like pollen, dander, epithelia or the bacteria can act on cells of the innate system, including dendritic cells, which in turn lead to the differentiation of Th2-type clones. Finally, lipids may also influence the ability of allergens to be exposed to the immune system within the oral, respiratory or intestinal mucosa where allergic response occurs with great frequency.

Objectives: Stress and other causes can infl uence blood pressure levels and may limit the usefulness of its measurement in the offi ce, but knowledge in this fi eld is limited. We aim to determine the impact on and blood pressure of the state of anxiety that HIV-infected patients experience when they are about to be informed of immunologic and virologic tests and other blood analysis results in clinical visits. Methods: In a cohort of HIV-infected patients, we measured blood pressure of every subject twice: at the beginning of visits just before we reported them lymphocyte CD4 cell count, HIV-viral load and other blood analysis results, and about ten minutes afterwards at the end of visits. We compared results of both determinations, and searched for factors associated with differences between both determinations, when present. Results: We included 152 patients, the median of age was 45 years (interquartile range: 39-50), 101 (66 %) were male, 24 (16 %) had been diagnosed of hypertension previously, 28 (18 %) had been diagnosed of diabetes, 25 (16 %) had been diagnosed of dyslipidemia, and 120 (79 %) were smokers; 142 (93 %) were taking antiretroviral medication. Table shows results at the beginning and at the end of visits (sBP and dBP = systolic and diastolic blood pressure, measured in mmHg). An association was found between lower sBP at the end of the visit compared to blood pressure at the beginning of the visit and the following variables: younger age (P = 0.018) and female gender (P = 0.008). Conclusion: sBP at the end of the visit is commonly lower than sBP at the beginning of the visit, especially in young women.

The aim of this study is to illustrate and compares the use of Genetic Algorithms (GAs) and Particle Swarm Optimization (PSO) for multi-objective optimization of two and three dimensional moment resisting steel structures subjected to earthquake loads. For this purpose, steel buildings with different characteristics are designed under earthquakes using the Non-dominated Sorting Genetic Algorithm (NSGA-II) and PSO as a tool to achieve the best structure in terms of: minimize the total structural weight (which is directly related with the costs), control of the maximum inter-story drift, and to satisfy the strength requirements of the AISC-LRFD specification. It is considered that all the steel structures are constituted by elements with W section (256 in total) taken from the LRFD-AISC Database. Although, the GAs and PSO are applied for moment resisting steel structures, the concepts can be extended for other structural systems. It is concluded that the use of NSGA-II and PSO reduce the structural weight and they are a very useful tools to improve the structural performance of the buildings. Finally, the structural buildings obtained via PSO are in general better solutions in comparison with the NSGA-II approach.
La Educación desde la Perspectiva del BID. Análisis Descriptivo de Una Década: 2010-2019

The influence of international organisms in education has already been documented by research; nevertheless it is necessary to study and deep in the different mechanisms used to direct the education policies in Latin America. At this point, this study describes and analyzes this phenomenon based in a review of the annual informs of the Interamerican Development Bank (IDB) and the research realized by this financial instrument in the last decade. The article presents three parts: the first one, analyses the importance of the United States in the IDB’s financial policy; the second one, describes the Bank loans to educational polities; and the third one, identifies the mechanisms uses this financial institution to intervene in education policies. Finally the article presents some conclusions. La influencia de los organismos internacionales en la política educativa en América Latina ya ha sido documentada; sin embargo, hace falta estudiar y profundizar en sus mecanismos. En este sentido este estudio, de carácter descriptivo, busca documentar con base en los informes del Banco Interamericano de Desarrollo(BID) y sus investigaciones cuál ha sido su papel en la direccionalidad de la política educativa en el continente en una década. El estudio está basado en los informes del BID(2010, 2015 y 2019) y los estudios que este denomina Notas técnicas que difunde a través de su página en internet. El análisis se presenta en tres apartados: el primero, muestra la hegemonía de Estados Unidos en la dirección de la política del BID; el segundo, identifica los recursos que el BID otorga la educación latinoamericana; y el tercero, muestra los mecanismos para dar direccionalidad a la educación latinoamericana.
Structural Performance of RC Beams containing Tension-Only Nodes

Strut and Tie (S&T) models are used for the design of what are known as ‘‘discontinuity regions’’ in reinforced concrete (RC) structures. Building codes such as ACI-318 and Eurocode 2 do not give information on the nodes that only connect ties in S&T models (called TTT or tension-only nodes). However, their use is not explicitly prohibited in the design of RC structures. In this work, a comparison between solutions which have been designed both considering and not considering TTT nodes is evaluated. Four RC beams (designed with and without TTT nodes) were subjected to three-point bending. Experimental results show that TTT nodes are a good design solution for special cases of discontinuity regions in RC structures. However, the experimental campaign has proven that this type of node is more vulnerable to errors during construction than solutions designed without TTT nodes.
