        정책학습과 정부역량이 정책확산에 미치는 영향에 관한 연구 - 지방정부 자살예방조례를 중심으로 -

        본 연구에서 지방정부의 정책학습(내부·외부)과 정부역량은 정책확산의 핵심 기제로 쓰인다. 지방정부는 문제 해결의 효과적인 방안에 관해 학습하고 내부적으로 정치ㆍ사회적 압박이 증가하더라도 실제 정책을 이행하는 데 필요한 전문성과 인적ㆍ물적 자원을 보유하였는지에 따라 정책의 도입 가능성은 달라질 수 있다. 본 연구에서는 이러한 두 가지 요인들이 결합되는 유형에 따라 정책확산의 양상이 달라질 수 있다는 점을 논리적으로 설명하고 있다. 이를 토대로 우리나라 기초지방자치단체의 자살예방 조례가 전국적으로 확산되는 과정에 적용하여 실증적으로 검증하고자 한다. 이를 위해 자살률과 자살예방조례 채택확률에 대해 지도시각화(visualization)하였고, 자살예방 조례에 대하여 사건사 분석방법으로 정책확산의 존재를 증명하였다. 결과적으로 외부정책학습과 정부역량의 혼합효과는 상호배타적인 요소가 아니라 상호의존적으로 작용하여 자살예방조례 채택 확률에 영향을 미치고 있음을 증명하였다. Even if local governments learn about effective ways of solving problems in their jurisdictions and if political and social pressures increase internally, the possibility of adopting policies may vary depending on whether they have the necessary expertise and human and material resources to implement actual policies. This study examines how local government`s policy learning (internal and external) and government capacity relates to policy diffusion combined with suicide prevention ordinance. It is logical to state that the patterns of policy diffusion may vary depending on the type of combination of these two factors. To test these relationships I analyze data drawn from the 2010-2016 Korean Statistical Information Service and White Paper by Korean National Policy Agency using logistic regressions and event history analysis. The results indicate that the mixed effect of external policy learning and government capacity proves that it affects the probability of adopting the suicide prevention Ordinance, acting interdependently rather than mutually exclusive. In contrast, internal policy learning was not significant in policy adoption.

      • 발굴조사연표를 통해 본 국내 불교유적 조사 현황

        이 글에서는 2013년까지 발굴조사된 불교유적에 대한 현황을 연표로 정리해 조사경향성을 파악하였다. 그 결과 국내 불교유적에 대한 특히 폐사지를 포함한 사찰의 기본 현황조사는 실시되었으나 발굴조사가 진행된 경우는 드문 것을 확인하였다. 시기별로 조사가 증가하는 추세이나 국내에서 진행된 발굴조사 중 약 4%만이 불교유적에 대한 조사였다. 불교유적 중 익산 미륵사지, 경주 황룡사지 등 고도지역의 사지에 대한 조사는 문화재청이 주축이 되어 진행되었으며 소규모 또는 단발성 발굴조사는 비영리법인에 의해 진행되는 경우가 많았다. 고대 사찰의 조영은 국가가 주도한 국책사업이었고, 이에 대한 발굴조사는 철저한 계획과 예산, 투입 인원 등이 보장되어야 진행할 수 있는 대규모 조사·연구라고 할 수 있다. 그러나 현재까지 조사된 불교유적 중 철저한 계획을 바탕으로 연차적으로 조사가 진행되고 있는 경주와 부여를 제외하고는 사지에 대한 조사는 체계적이지 않다고 볼 수 있다. 불교유적 조사의 계획 수립 단계부터 구체적인 조사방법론, 철저한 기록에 의한 조사 그리고 조사된 자료의 정리가 정교하게 진행될 때 불교고고학이 한걸음 더 나아갈 수 있을 것이다. This paper aims to study the investigation tendency of the Buddhist sites excavated by 2013 as arranged them chronologically. This study reveals that the basic survey on the Buddhist sites including ruined temples have been extensively conducted, but few of them have been excavated. Although the numbers of excavated Buddhist sites have been gradually increasing, the ratio of excavated Buddhist sites is only 4 per cent of the total excavations. Cultural Heritage Administration conducted excavations of temples located at the ancient capitals such as Mireuksa Temple in Iksan, and Hwangryongsa Temple in Gyeongju; and the non-commercial institutions carried out small scale or one-time excavations. The constructions of temples were the national projects; therefore excavations of them should be large scale investigations based on thorough plans, large budgets, and many researchers. Except temples at Buyeo and Gyeongju that have been excavated on the basis of thorough plans, however, investigations of temples have not been systematically conducted. Archaeology of Buddhism will be progressed when excavations of them will be based on accurate survey methodology when researchers establish plan, meticulous records, and accurate organisation of investigated data.

        초소형 E-Mobility 디자인 형태의 색채 감성요소에 대한 연구

        (Background and Purpose) Korea's greenhouse gas reduction goal has developed from a 30% reduction in its emission forecast by 2020 to a 37% reduction by 2030. This has created both opportunities and disasters in the automobile industry as a whole. The greenhouse gas problem has accelerated the mobility platform market, which is part of smart cities. With the emergence of a mobile society, demand for low-cost vehicles that can be used for people such as the elderly, housewives, the disabled, and single-person households, or people that do not need to use them all the time, is growing. In the age of mobility, the number of customers looking for ultra-small electric vehicles for economic reasons is increasing. Based on these social realities, a design that reflects the era of diversifying customer choices is needed. (Method) As a research method, ultra-small electric vehicles are analyzed in various forms depending on their application; in this study, we limit them to ultra-small electric vehicles. In general, many types of research are conducted by dividing design into form, function, and system according to the analysis of the form of the design. However, this research focuses on the form of design for improving research quality through an in-depth study. In addition, among the design type components, there are various data such as shape, dot, line, face, solid, and color, but this study focuses on the color with the highest visual readability. (Results) Therefore, in the case of EK-001, EK-002, EK-003, the casting color, auxiliary color, and highlight color were colored in various positions, whereas in the case of EO-004, EO-005, EO-006 overseas, the auxiliary color and highlight color had a very small color ratio. Therefore, the color plans that have been applied to the results of this study ought to be used when developing ultra-small electric vehicles in the future. (Conclusions) Various design forms of ultra-small electric vehicles are expected to create new business models by expanding exterior colors, including indoor and outdoor color design, spatial lighting design, and personalized color design platforms. In particular, in the case of overseas colors, various variable colors are used depending on the user's taste, and the driver's choice is broadened away from the direction of the existing color. However, unlike overseas color planning in Korea, there is a disadvantage in that the positions of casting, auxiliary, and highlighted colors are not clear. As this may represent cultural or ethnic differences, in-depth approaches and further research are needed in future.

        In this paper, we examine the advancement of artificial intelligence technology, which is highly likely to develop into a superintelligent body having an artificial ego, autonomy, and self-learning ability within 100 years amid the rapid evolution of artificial intelligence. In addition, as artificial intelligence technology develops, it is intended to find out an institutional device that can prevent various risks in advance and ensure the safety of humanity, which may occur due to the emergence of autonomous super-intelligences that are out of human control. In order to secure such safety devices, we will study the current state of artificial intelligence ethics standardization in order to standardize artificial intelligence ethics.

        A FOD(Foreign Object Detection) balanced coil technique using FBG(Fiber Bragg Grating) sensors for typical wireless power transmission systems is implemented in this paper. The proposed FBG sensor is an optical fiber sensor temperature cable that is not interfered by electromagnetic waves or by changes in temperature and humidity by radio power transmission. The technology for detecting foreign objects in wireless power transmission systems should be defined as an essential technology for wireless charging products.

        식도암 수술 환자의 회복을 위한 비약물적 중재의 효과: 체계적 문헌고찰 및 메타분석

        Purpose:This study aimed to investigate the effects of non-pharmacological interventions in esophageal cancer surgery patients via a systematic review and meta-analysis. Methods: This study was conducted in April 2020 to update the original review. A systematic literature review was conducted based on the PubMed, EMBASE, CINAHL, CENTRAL, NDSL, RISS, KISS, and KMbase databases. Comprehensive Meta-Analysis (version 3.0) software was used to analyze the standard effect size, subgroup variables, and publication bias. Results: In total, 10 of 17 studies were used to estimate the effect size of non-pharmacological interventions such as education, exercise, management (temperature control, pain control, etc.), and nutritional support. These non-pharmacological interventions were effective in improving the quality of life (g, 0.15; 95% confidence interval, 0.10~0.21). However, pneumonia and lung function remained unaffected. The subgroup analysis according to the intervention type showed that education was effective in improving the quality of life, and interventions comprising education, management, and nutritional support were effective in reducing the incidence of pneumonia. Conclusion: In order to improve the quality of life and to prevent pneumonia in esophageal cancer surgery patients, non-pharmaceutical interventions comprising education, exercise, management, and nutritional support should be developed and provided.
