본 논문에서는 블록별 영상의 통계적 특성을 이용한 상황 변화 검출 알고리즘을 제안하였다. 제안 알고리즘은 상황 발생 부위의 크기를 고려하여 먼저 영상을 여러 개의 작은 블록으로 나누었고, 카메라의 흔들림을 고려하여 블록별로 참고 영상, 입력 영상 그리고 차 영상에 대한 통계적 특성을 상황의 특징으로 이용하였다. 모의 실험 결과, 이 방법이 단순히 차 영상의 통계 특성만을 이용한 기존 알고리즘에 비하여 상황 변화 검출력이 우수함을 확인할 수 있었다. In this paper, an event detection algorithm is proposed based on the statistics of subblock images. For an event of small size, we first divide each image into smaller subblocks and then for camera trembling, we use the statistics of three kinds of images such as the input image, reference image, and their difference image as features of the event. Simulation results show that the proposed algorithm is much more effective in event detection than the conventional cases based on only the difference image.
Regulatory Prospect of the VoIP Service in Wireless/Mobile Environment

When the Internet phone service, generally PC-to-Phone, first entered into the telecommunications service market, no regulatory issues were arisen to manage the service within the regulatory framework because of it's low quality, no phone number assignment and etc. However, almost the same quality, more applications and cheaper price compared with the fixed telecommunications service, have changed the regulator's policy allowing Internet phone service within market mechanism. While incumbent fixed telecommunications service enterprises had given with tremendous duties to continue the job categorized 'facilities-based telecommunication service provider', and which can be unreasonable and unfair if Internet phone service enterprises are allowed to enter into the fixed telecommunications market without any regulation. Thus, new regulatory framework has worked for the Internet phone service named the VoIP service generally in the fixed telecommunications market. Recently, VoIP is provided not only in the fixed telecommunications market but also in the mobile market as Wi-Fi phone is feasible in the wireless LAN environment. Furthermore, bundled service of Wi-Fi and cellular phone service will be launched soon, and the next version will be the mobile VoIP service operating like a cellular phone service. Hence, we will meet similar situation when the VoIP sewice enters into the fixed telecommunications service market. And, in this paper, we prospect the regulatory issues arising when the wireless or mobile VoIP service enterprises enter the mobile market, by analyzing possible scenarios.
품질기반 충족-기회와 충족-획득이 모바일 쇼핑의 지속적 이용의도에 미치는 영향

본 연구는 모바일 쇼핑의 성장 저해 요인을 극복하고, 기존 온라인 쇼핑과 차별화된 경쟁력을 갖추기 위한 요인으로서 서비스 품질과 인터페이스(UI) 품질의 중요성을 실증하였다. 특히, 본 연구는 주로 미디어 이용 연구에 사용되는 ‘이용과 충족 이론(Use & Gratification Theory)’을 기반으로, 모바일 쇼핑의 지속적 이용의도에 영향을 미치는 요인을 분석하였다. 즉, 서비스 품질과 인터페이스 품질을 충족-기회(Gratification-Opportunities) 요인으로 설정하고, 즐거움·유용성·사용용이성을 충족-획득(Gratification-Obtained) 요인으로 구조화하였다. 국내 스마트폰 모바일 쇼핑 이용자들을 대상으로 설문조사를 통해 구조방정식 모형을 분석한 결과, 모바일 쇼핑의 충족-기회 요인(서비스 품질 및 인터페이스 품질)은 충족-획득 요인(즐거움·유용성·사용용이성)을 매개로 하여 지속적 이용의도에 유의한 영향을 미친다는 사실을 확인할 수 있었다. This study verifies the importance of user interface (UI) quality and service quality as factors to overcome hindrance factors for the growth of mobile shopping and to be equipped with competitiveness differentiated from online shopping. In particular, this study analyzes the factors of mobile shopping influencing continuous use intention based on ‘Use & Gratification Theory’ mainly used for research on media use. In other words, the study sets up service quality and UI quality as the gratification-opportunities factor and structuralizes enjoyment·usefulness·ease of use as the gratification-obtained factor. According to the result of analyzing the structural equation model through a survey targeting Korean smart phone mobile shopping users, the gratification-opportunities factor(service quality and UI quality) of mobile shopping does have significant effects on con-tinuous use intention with the mediation of the gratification-obtained factor(enjoyment·usefulness·ease of use).

How to impact a change of situations in the formation of a contract to the effect of contract late. Should the contract(especially continual contract, for example contract of suretyship) be fulfilled though its situations was changed entirely and essentially? Some assert a debtor should fulfill the contract in even the situations. But the other insist on the debtor may not. The obligations should be changed according to the situations or vanish unless it is impossible. It's similar to the doctrine of frustration of contract. The Korean Supreme Court has held fast to this view. The effect of contract must not disappear even if the situations are changed. But some time it is possible that the debtor terminate the contract. The termination does not have a retrospective power. So it's not practical many times. More scholars say that the court' view is not right. I think their view is right. We can't say it is a breach in that case. If the important and essential parts of a contract have been changed, the obligations should be changed according to the situations and the debtor may dissolve the contract in some cases. It makes much problem if we permit easily. Of course We should give careful consideration to it.
