하이브리드 시스템을 활용한 자동 통역지원 시스템에 관한 연구

The previous research has been mainly focused on individual technology of voice recognition, voice synthesis, translation, and bone transmission technical. Recently, commercial models have been produced using aforementioned technologies. In this research, a new automated translation support system concept has been proposed by combining established technology of bone transmission and wireless system. The proposed system has following three major components. First, the hybrid system consist of headset, bone transmission and other technologies will recognize user's voice. Second, computer recognized voice (using small server attached to the user) of the user will be converted into digital signal. Then it will be translated into other user's language by translation algorithm. Third, the translated language will be wirelessly transmitted to the other party. The transmitted signal will be converted into voice in the other party's computer using the hybrid system. This hybrid system will transmit the clear message regardless of the noise level in the environment or user's hearing ability. By using the network technology, communication between users can also be clearly transmitted despite the distance.

Dissolved oxygen (DO) and pH sensors were added to sequence batch reactor (SBR) to achieve highly efficient and reliable discharge water quality and treatment time. In this study, the fuzzy expert system was used to improve existing DO and pH control unit for effective sewage disposal control. The system utilized settled sludge layer in influent wastewater to maximize denitrificaton rate by controlling DO and pH levels in a tank. By providing adequate solids retention time, elimination of floating materials as well as denitrification and phosphorus removal were achieved in small wastewater treatment system. The system also reduced odor by controlling the production of ammonia in a sewage disposal equipment.
FTA(Fault Tree Analysis)에서 불확실한 위험분석을 위한 퍼지모형 연구

Risk analysis is a formal deductive procedure for determining combinations of component failures and human errors that could result in the occurrence of specified undesired events at the system level. This method can be used to analyze the vast majority of industrial system reliability problems. This study deals with the application of knowledge-engineering and a methodology for the assessment & measurement of reliability, availability, maintainability, and safety of industrial systems using FTA(fault tree analysis), A fuzzy methodology for fault-tree evaluation seems to be an alternative solution to overcome the drawbacks of the conventional approach (insufficient Information concerning the relative frequencies of hazard events). To improve the quality of results, the membership functions must be approximated based on heuristic considerations, The purpose of this study is to describe the knowledge engineering approach, directed to integrate the various sources of knowledge involved in a FTA.

품목별 예산제도와 PBS의 효율적인 운용방향에 관한 연구

There are two principles in budget. One is control-oriented and tradition-oriented, the other is management-oriented and modern-oriented. Line-item budgeting system is focused on the control of the executive body by the legislative body. It has merits to to prevent dictatorship of the executive body and give more effectiveness. But it has demerits in pursung fair distribution of limited resources and flexibility of budget execution. The Project Base System(PBS) developed by the Ministry of Science and Technology is management-oriented budgeting system for the executive body centered to budget reform, not the budgeting system for the control of executive body by the legislative body. It is defined that PBS is overall research management system related to drawing up, allocation, taking orders and management of research activity expenses is operating on the basis of the project. The basic concept of PBS is as following. (1) To pursue systematically decentralization of power in Government Subscribed Research Institutes through shift of authorization to the principal investigator for the project from the president of the organization, which involves every fact related to exection of the project. (2) To practive in force the means of execution for carrying out most effectively goal established by the budget in case of budget activities for full costing. (3) To base infrastructure system to product public goods most effectively by defining Government Subscribed Research Institutes as public goads. PBS has characteristics systematically as following. (1) To adopt the foll costing concept which adds the totaling of the expenses and the fee (2) Strengthen much more the authorization and responsibility of the principal investigator. (3) Dualize the decision-making system for the budget for the budget compilation. As the direction of PBS operating, Firstly, the appropriate budget compilation standards should be essentially established in the course of budget compliation. Secondly, the flexibility of budget execution and the effectiveness of budget control should be balanced in the course of budget deliberation. Thirdly, general characteristics for research and development of science and technology has to be congidered in the course of budget execution. Fourthly, the newly established system is required for the effectiveness and goal-oriented to budget compilation and execution, not the traditional one for the regulations and laws in settlement and auditing.

The object of this study is to survey present conditions, to analyze the development of bio-industry in northern area of Kyonggi province by the decision making method of the SWOT model, to suggest a plan for the prospect of continued development field and the location of industry, and to extract fundamental data for establishment of annual action and investment plan which can develop bio-industry. For the purpose of making a policy decision in national operation policy, business administration policy, and new product design, the research for extracting more objective and standard approach method should be continuously conducted.
