6 cases of nevus sebaceus of Jadassohn were reported and its literatures were reviewed. It is thought to be rather rare disease in this country. Two of the cases were seen within the age of 2 years and showed the clinical pictures of early stage. The remaining 4 cases were the clinical pictures of late stage showing verrucous lesions. All cases developed the lesions in the scaIp except case 6 which appeared on anterior neck. One of the cases was associated with syringocystadenoma papilliferum but none of the cases show any association of basal cell carcinoma.

변호인선임서 등 경유제도의 본질과 운영 실태 및 대책

Mandatory passage through local bar association when submitting letter of designation of counsel was first introduced as part of local bar association bylaws to prevent illegal misuse of attorney names and meet financial needs of local bar associations, but was later enacted into Attorney-at-Law Act to eradicate judicial corruption, in response to huge corruption scandals. Passage of letter of counsel designation through local bar association has become even more important because it now consists pillar for regulation of ‘Specific Attorneys-at-Law’. However, the way local bar associations carry out relevant tasks makes it difficult to meet the intrinsic purpose of mandatory passage. First of all, there are associations without guidelines regarding mandatory passage, and some of them do not even stamp serial number on the certificate of passage. Also, in some association, there is controversy going on whether guideline for mandatory passage has been adopted in accordance with legal procedure set forth in bylaw of the association. And internet system which has been adopted to facilitate the procedure poses a problem because it can not verify the date of passage. Allowing ex post entry of passing date on certificate of passage does not only violate the Attorney-at-Law Act, which mandates ex ante passage through local bar association, but also negatively impacts implementation of ‘Specific Attorney-at-Law’ clause of the Act, because it can lead to omission from the list submitted by local bar association to the Legal Ethics and Professional Conduct Council of names and case lists of attorneys who qualify as Specific Attorneys. Also, a law firm can falsely register as attorney in charge of the case the name of attorney who is actually not, in order that certain attorneys can avoid becoming Specific Attorney-at-Law. Thus, prohibition of deliberate omission of names and case lists of attorneys-at-Law must be enacted into law. In case of local bar associations that allow ex post submission of certificate of passage, their guidelines can conflict with the rule of ex ante passage mandated by the Attorneys-at-Law Act. Currently, certificates of passage are sold offline only. To expedite procedure and prevent illegal use of attorney names at the same time, allowing attorneys or their clerks to buy them online using special authorization certificates is recommendable. The current passage system administered by local bar associations is not fulfilling its intrinsic purpose, and is only aiding financial needs of local associations. If local bar associations are not able to thoroughly and systematically supervise attorneys through passage system, the Act must be amended to transfer that authority to Korea Bar Association. 변호사법에 규정된 변호인선임서 등의 경유제도는 애초 변호사 명의도용 방지와 지방변호사회의 재정상 필요에 의해 회칙에 규정한 것을 대형 법조비리 사건들이 발생한 것을 계기로 법조비리를척결하기 위한 제도적 장치로 도입되었다. 그 이후 특정변호사제도의 근간을 이루는 제도로 그 기능이더욱 중요해졌다. 그럼에도 불구하고 현재 각 지방변호사회가 담당하는 경유업무는 그와 같은 본질적인 기능을 충분히 수행하고 있다고 보기 어렵다. 우선 경유업무와 관련된 지침을 제정하지 아니한 곳도 있고, 심지어 경유증표에 일련번호가 없는 곳도 있다. 또한 경유업무지침이 각 지방변호사회가 제정한 회칙에 따른 적법한 절차를 거쳤는지에 관하여 논란이 되는 곳도 있다. 그리고 경유업무처리의 편의를 위해 도입한 인터넷 경유업무시스템은 경유일자를 객관적으로 확인할 수 있는 방법이 없는 점에서 문제가 크다. 특히 경유증표 사용일자를 아무런 제한없이 사후적으로 입력하는 것을 허용한다면 이는 변호사법이 규정한 사전 경유의 원칙을 위반한 것일 뿐만 아니라 특정변호사의 요건을 구비하였음에도 지방변호사회가 법조윤리협의회에 제출하는 특정변호사 명단과 사건목록에서 누락되어 특정변호사제도를 운영하는데 심각한 왜곡을 초래한다. 또한 법무법인의 경우에는 실제 사건을 수임하지 않은변호사를 담당변호사로 입력하는 방법으로 사건 수를 축소하여 특정변호사가 되는 것을 회피할 수도있다. 따라서 수임한 사건을 누락하거나 축소하여 특정변호사가 되는 것을 회피하여서는 아니된다는규정을 신설할 필요가 있다. 그리고 경유증표 입력기한에 관한 규정을 둔 지방변호사회의 경우에는 그규정과 변호사법의 사전 경유제도와의 관계를 둘러싼 해석론이 문제될 수 있다. 아울러 종래에는 경유증표를 반드시 오프라인에서 구입하도록 하나, 변호사나 법률사무소의 사무직원이 특정된 공인인증서를 발급받아 온라인으로 지방변호사회나 대한변협 홈페이지에 접속하여 이를 구입하는 방법을 통해 변호사 명의도용을 방지하면서 오프라인을 통해 구입하는데 따른 시간상의 손실을 줄일 수 있으며, 경유증표의 분실 문제도 해결할 수 있다. 현재 각 지방변호사회가 담당하는 경유제도는 그 본래의 취지를 살리기에는 관리가 제대로 안 되고, 주로 지방변호사회의 재정 수입 확보 측면에서 운영되는 실정이다. 따라서 향후에도 지방변호사회가 경유제도를 통해 철저하고 체계적으로 소속 변호사에 대한 감독 기능을 발휘하지 못한다면 변호사법을 개정하여 대한변협이 경유제도를 주관하면서 통일적인 경유업무지침을 정립하여 변호사에 대한 감독 기능을행사하는 방안도 검토되어질 수 있다고 본다.

우리 고전 번역의 필요성

우리 문학의 번역과 해외소개라는 화두가 던져질 때마다 어김없이 언급되는 것은 아직 노벨문학상이 한국의 작가나 시인에게 수여된 적이 없다는 사실입니다. 저는 이런 말을 들을 때마다 우리 문학의 외국어 번역이라는 과업이 지나친 시장성의 원리에 의해 그 이미지가 퇴색되고 왜곡되는 것은 아닌가 하는 우려를 하게 됩니다. 한 문학작품이 갖는 진가는 그것을 어떤 언어로 옮겨놓든 그 참맛을 살려낼 수 없다는 데에서 찾아야 할 것입니다. 왜냐하면 한 문학작품의 갖는 생명은 그 작품이 씌어진 언어 안에서만 진정으로 존재하기 때문입니다. 문학의 생명은 소리입니다. 한 시인이나 작가가 작품을 쓸 때, 거기에는 그의 민족이 수천 년을 써 온 언어의 정신이 용해되어 있고, 그가 나서 자라면서 호흡해 온 그의 민족의 영혼이 농축되어 있는 것이고, 이 모든 것은 그 언어가 갖는 소리와 분리될 수 있는 것이 아니기 때문입니다. 그러나 번역은 또한 문학의 생명을 지속시키는 데에 없어서는 안될 문학활동이기도 합니다. 고대 희랍의 비극을 현대인이 읽고 음미하기 위해서는 당연히 현대어로 번역되어야 가능한 일이고, 한 언어권 밖의 독자들이 동시대의 작품을 읽고 즐기려면 또한 번역이라는 과정을 거치지 않고는 있을 수 없는 일입니다. 문학은 이율배반적인 속성이 있습니다. 번역되기를 거부하면서 또 그것을 요구한다는 것 말입니다. 그 참모습을 지키기 위해서는 다른 언어로 번역되는 것을 거부하면서, 또 그 생명을 공간적으로 확대시키고 시간적으로 지속성을 갖기 위해서는 번역이라는 작업을 요구한다는 서로 상충되는 문학의 속성을 우리는 인지하여야 합니다.

교육시설 화재위험성 평가를 위한 기초조사에 관한 연구

연구목적: 교육시설 화재위험성 평가를 위한 기초 데이터 확보를 위하여 화재하중 분석하였다. 사전조사로 화재하중을 산정하기 위해 학교시설의 화재하중과 관련된 기초자료를 수집하였다. 연구방법: 기초자료는 화재하중의 정의 및 종류, 화재하중 산정을 위한 연소열 데이터 화재하중에 대한 선행연구를 통하여 진행하였고 화재하중 산출시 구획실에 존재하는 가연물 중량에 해당 연소열을 곱하여 산정하였다. 연구결과: A 초등학교의 고정가연물은 교실, 음악실, 교무실은 정서나 안전을 고려하여 바닥이 주로 목재로 이루어져 있었으며, 나머지 구획실은 석재로 이루어졌다. 천장과 벽은 석고보드, 콘크리트로 되어있어 가연물에 속하지 않았다. 각 실별로 대표적인 적재가연물은 교실은 책상, 의자, 사물함 등으로 나타났으며 과학실은 실험기구함, 실험도구함이 주를 이루어었으며 도서실은 책과 서가, 열람기구 등이 큰 비중을 차지하였다. 결론: A 초등학교의 적재가연물에 따른 적재화재하중은 도서실, 컴퓨터실, 영어학습실, 교무실, 일반교실, 과학관, 음악실의 순으로 나타났다. Purpose: Fire load analysis was conducted to secure basic data for evaluating fire risk of educational facilities. In order to calculate the fire load through a preliminary survey, basic data related to the fire load of school facilities were collected. Method: The basic data were the definition and types of fire loads, combustion heat data for the calculation of fire loads. The fire load was evaluated by multiplying the combustion heat by the weight of the combustibles in the compartment when calculating the fire load. Result: As for the fixed combustible materials of A-elementary school, the floor was mainly made of wood, in consideration of emotion and safety in the classroom, music room, and school office, and the rest of the compartments were made of stone. The ceiling and walls were made of gypsum board and concrete, so they were not combustible. The typical inflammable items in each room were desks, chairs, and lockers in the classroom, and the laboratory equipment box and experimental tool box were the main components in the science room, and books, bookshelves, and reading equipment occupied a large proportion in the library room. Conclusion: 'The fire loads of A-elementary' schools according to the combustibles loaded were in the order of library, computer room, English learning room, teacher's office, general classroom, science hall, and music room.

충전제가 실리콘 고무의 정전기 대전에 미치는 영향

In this study, a voltage of 10 kV was applied to the silicone rubber specimenon. As the mixed amount of the filler was increased to 50phr, 60phr, and 65phr, 50% half-life was not shown, and it was confirmed that the electrification voltage and the attenuation rate were also increased when time was 60 sec. When the voltage was 6 kV, 8 kV, and 10 kV were added to the specimen containing 50 phr of the filler, the he electrification voltage voltage increased and the attenuation rate decreased slightly. It was confirmed that humidity affects surface resistance and filler affects volume resistance.
