기술의 혁신성에 대한 지표는 OECD 및 각 국가별로 활발히 논의되어지고 있으나 기술혁신의 정도 내지는 등급에 대한 학계 및 세계기구 및 정부의 논의는 미비한 실정이다. 기술의 혁신성 또는 특정국가 및 특정산업의 혁신성과 그 정도를 유형화 할 수 있다면 각각의 혁신수준에 맞는 적절한 정책을 제시 할 수 있을 것이다. 그러나 이러한 기술혁신의 정도 및 그 구분을 할 수 있는 적절한 방법론이 없는 것이 현재의 실정이다. 이에 본 논문에서는 Charles C Ragin(2008)에 의하여 소개되어지고 있는 Fuzzy-set calibration 방법론을 소개하고자 한다. 이를 위하여 OECD의 특허데이터를 활용하여 새로운 분류 방법론을 제시하였고 이를 통해 OECD국가와 일부 비 OECD 국가의 기술별 혁신도를 등급화 하고 기술 분야별 그 발달 유형을 전통산업(TRAD), 정보통신(ICT), 생명공학(BIO), 소프트웨어(SW)기술별로 유형화 하였다. 이러한 기술의 혁신정도에 대한 구분과 그 유형화는 그 등급과 유형에 따른 적절한 혁신진흥정책의 발굴에 그 의의가 있다고 할 수 있을 것이다. In this paper I introduced a new methodology; Fuzzy-set Qualitative comparative analysis (fsQCA) calibration introduced by Charles C Ragin to measure the degree of technology innovation in OECD countries and non OECD countries and developed a simple technology development pattern based on patents number of traditional technology, information and communication technology and biotechnology which are published by OECD Working group. Through this typology and measurement of technology innovation degree, we can provide appropriate and necessary science and technology policies for each developed or developing country and technology sectors like information and communication technology.

As the propellant mass is being accelerated out of the gun chamber along with the projectile, a continuous pressure gradient exists between the end of chamber and the base of the projectile. For this reason, the base pressure-travel curve is very important to design a conventional gun barrel in the interior ballistics, but it is not obtained briefly by empirical or theoretical method. In this paper, a simple relation between chamber pressure and base pressure was determined by the factor of base pressure(Cb) obtained from the experimental method. The simple relation gives a reasonable prediction for the reduction of pressure between the breech and the base of projectile owing to the axial gradient in the gun tube. The predictions have been validated by the infrared screen sensor and the PRODAS(PROjectile Design and Analysis System) for interior ballistic systems. Therefore, the base pressure-travel curve could be calculated from the chamber pressure measured by piezoelectric sensor. The base pressure-travel curve obtained from the simple relation offers initial information to gun barrel designer and is used for calculation of muzzle velocity.
Al-2.5% Mg 합금의 저온충격특성에 미치는 Cr 의 영향

In order to investigate the effects of chromium on the fracture characteristics of Al-2.5% Mg alloy, impact test was performed by means of instrumented charpy impact testing machine at low temperatures. And also their fractographies were observed by scanning electron microscope. From this study following results were obtained. 1) Impact values and fracture loads were markedly increased by adding chromium at -196℃, whereas the deflection was sharply reduced. 2) Each of these alloys showed Ei<Ep at room temperature while Ei>Ep at -196℃, but not regular at -78℃. 3) From the observation of fracture surface by scanning electron microscope, low temperature embrittlement as in iron and steel was not recognized. However, the toughness of Al-2.5 Mg alloy was increased by adding chromium at -196℃.

The configuration model of a ballute type RAID(Ram Air Inflated Decelerator) for reducing the high speed and high revolution of smart submuntion is designed and tested. Three dimensional incompressible turbulent flow computational fluid dynamic analysis for the assembly of ballute and submunition is performed and pressure distribution, velocity, and drag around the assembly is calculated. Aerodynamic characteristics of the ballute assembly such as air flow inside and outside of the ballute and pressure distribution is clearly shown and it's drag coefficient is computed. Trajectory analysis of the submunition is performed and is in good agreement with the descending trajectory data of experimental model tested.

Background/Aims: Probiotics are live non-pathogenic organisms that belong to the resident microflora, and confer health benefits by multiple mechanisms. Lactobacillus rhamnosus GG (LGG) is one of the probiotic bacteria that ameliorates intestinal injury and inflammation caused by various stimuli. We aimed to evaluate the anti-inflammatory effect and mechanism of LGG in lipopolysaccharide (LPS)-stimulated HT-29 cells. Methods: HT-29 cells were stimulated with interleukin (IL)-1β (2 ng/mL), tumor necrosis factor (TNF)-α (20 ng/mL), and LPS (20 μg/mL) in the presence or absence of LGG (107-109 colony forming units/mL). Production of the pro-inflammatory chemokine IL-8 was measured by ELISA and semi-quantitative PCR. Transcriptional activity of NF-κB-responsive gene was evaluated by luciferase assay with reporter gene. Toll-like receptor 4 (TLR4) mRNA expression was assessed by semi-quantitative PCR. The IκBα degradation was evaluated by western blot and intranuclear translocation of NF-κB was determined by western blot and immunofluorescence. Results: LGG did not affect the viability of HT-29 cells. Pretreatment of HT-29 cells with LGG significantly blocked TNF-α, and LPS induced IL-8 activation at both mRNA and protein level (p<0.05). Pretreatment of HT-29 cells with LGG attenuated LPS-induced NF-κB nuclear translocation and also blocked LPS-induced IκBα degradation. LGG also down-regulated TLR4 mRNA activated by LPS. Conclusions: LGG attenuates LPS induced inflammation, and this may be associated with TLR4/NF-κB down-regulation. (Korean J Gastroenterol 2012;60:86-93)

Recently in the decision of R&D policy, we can see many conflicts happen among government departments. After research this thesis show the conclusion like below : Many conflicts among government departments result from uncertainty and equivocation of R&D. The technology fusion and a high-level of Technology has increased the conflicts. In conflicts, government departments use strategies like this: Negotiation Strategy, Preoccupation Strategy, Disregard Strategy. Authority of high class, the President, is very important. Use of it depends on the intimacy between the president and the ministers. They also try to get the support of public opinion, related cooperation and university. To settle the conflicts, mutual committee which is composed of the parties concerned is necessary. However the committee without legal base cannot settle the conflicts. Even though committee has legal base, it depends on the knowledge of an related expert. Sometimes the conflicts in the committee are settled by a vote.
