본 연구는 정책목표를 이루는 정책도구의 조합은 도구를 선택하는데 있어서 뿐만 아니라 도구가 조합되는 과정에서도 정치성과 구성원의 가치 및 신념을 포함한다는 전제에서부터 시작한다. 정책도구가 선택되는 단계에서는 도구를 구성하는 환경과 도구 자체가 가지는 특성이 고려되어야 한다. 정책도구는 정치적으로 중립적이지 않기 때문이다. 따라서 본 연구에서는 정책도구의 조합과정을 선택의 과정에서부터 연관하여 고찰하였다. 특히, 정책도구에 관한 개별적인 연구를 넘어서 정책도구 조합을 둘러싼 정책도구의 보완성, 상호대체성, 경로의존성, 그리고 맥락적 요소들을 살펴보았다. 또한 정책도구의 유형화뿐만 아니라 정책도구의 조합과 연관이 될 수 있는 신제도주의, 거버넌스 이론, 도구주의, 그리고 레짐이론을 검토하였다. 이를 통해 정책도구 조합과정 분석틀을 모색하고자 하였다. This study is conducted on the premise that politics and value or belief of participants affect the initial selection of tools for mixing selected tools. At the choice level, policy tools are concerned about the environment and own characteristics of tools, because policy tools are not politically neutral. Therefore this study focus on linkage between policy tools' choice and mixing. Beyond studies on individual policy tools, this study examines various factors of complementarity, substitutability, path-dependancy, and contextuality around the policy tool mixes. This study also reviews typologies of policy tools as well as theoretical connections of policy tool mixing through existing theories including the neo-institutionalism, the new governance theory, the instrumentalism and the regime theory. By analyzing described theories, this study hopes to shed a light on a new policy tools mixing process paradigm.

Present address system in korea was originally applied as a lot number system for the purpose of collecting taxes since 1910`s, which has been changed irregularly by development of the urban areas. This unreasonable address system has disadvantaged the social welfare and the industrial structure, such as visiting, communication, delivery, sightseeing, marketing, transportation, etc. Therefore the new system, which would be rational and scientific, has been deeply demanded for the better services of spatial information and administrative efficiency of government. Korean government has launched the new address project as part of strengthening measures for national competitiveness since 1996. This paper would discuss the grant scheme of road name and building number in Cheongju city and evaluate the construction process of the new address management system.

It is well established that bridge beaing are assumed to be idealized hinge or roller. But practically, the behavior of that is not so. Effects of elastomeric bearings restraints for the bridge behavior is studied in this paper. The equivalent spring coefficient for elastomeric bearings is derived from discrete analysis(FE analysis) and theories of Lindly, Gent, and Conversy. The bridge model is plate girder bridge with single span. Considered normal deflection analysis, bearing restraints operate effectively at normal temperature, but do badly at low temperature. An example is given in this paper to support this contention. Restraints of the elastomeric bearing with 200×310×43 rectangular shape increase the deflection, moment, and longitudinal stress in the bridge by up to 9%∼10%.

The main aspect of this study are to clarify igneous activity of igneous rocks, which is a member of various intrusives and volcanics exposed in Naju-Namchang area of southern central zone of Ogcheon Geosynclinal Belt, southern part of Youngdong-Kwangju depression zone of tectonic provinces in Korea. Naju-Namchang area are subdivided into three rock belts based on occuring of Cretaceous granites. Three rock belts consist of foliated granites, Jurassic granites and Cretaceous granites in central granitic rock belt (C-C), and acidic tuff and lavas in northwest volcanic rock belt(C-NW) and southeast volcanic rock belt(C-SE). Chemical composition of these igneous rocks show mostly similar trend to the Daly's values on Harker diagram and correspond to VAG + Syn-COLG region on Pearce's discrimination diagram. These igneous rocks vary wide range in total REE amount(37.4-221.3ppm) characterized by enriched LREE content and steep negative slope in Eu(-) anomaly. It is concluded each synchronous granites which composed of serveral rock facies is considered to formed by differentiation of co-magma at continental margin, and igneous activity of study area are two more Pre-Cambrian Orogenies, Songrim Disturbance, Daebo Orogeny and Bulkuksa Disturbance.

A numerical simulation was performed of flow behind a squareback car with a rear spoiler. Influence of the rear spoiler on drag force has been studied. A lattice Boltzmann method was utilized to portray the unsteady aerodynamics of wake flows. The pressure distributions were employed to examine the vortex formation mode against the rear spoiler. It was found that the separation flow at roof end and c-pillar makes three dimensional vortex structures and the rear spoiler increases pressure on the rear glass surface.

Benthic macroinvertebrates are widely used as biological indicators for assessing the integrity of aquatic ecosystem. However, sampling has usually been done with fixed sample size due to time consuming and costly process. This study was conducted to find out the influence of sample size on the biological indices (H, DI, R1, J, EPR, ESB and BMI) of benthic macroinvertebrates. The 15 replicate samples were quantitatively collected from each 3 different site of two mountain streams in May, 2011. With the replicate data, we combined the abundance of each species with all the possible combinations of the sample size. Along with the increase of sample size, the number of species increased continuously and did not converge. BMI showed little difference whereas other biological indices increased or decreased.

The effect of soil-structure interaction would be an important subject in the seismic analysis of structures resting on the flexible soil. In this study, the effect of soil flexibility on the dynamic response of arch bridges are investigated. In the three dimensional analysis considering the soil-structure interaction, the equivalent lumped mass and spring method containing the dynamic stiffness and radiation damping of the embedded foundation is used. Go-Su bridge located in Danyang is used for analytical model. Also variable soil conditions and foundation sizes are considered. The response spectrum analysis based on the artificial earthquake with PGA of 0.2g is used with mode superposion method.

Estimation and indication for spatial distribution of living quality and poor condition associated with land and house`s access as a basic human need has been imperative questions and predicaments while it is required to boost digital economic development and consolidate social maturity. Although modern IT and sophisticated GIS/LIS technologies are used to examine spatial analysis of population location-patterns, land uses and development, and environmental degradation, etc, it still might remain immature step to figure out the causations and results of poverty in space and time. In this research, a new approach to poverty management is explicated by using 6 parameters as a major tool for assisting poverty monitoring concerning the poor who are very unpredictable in space and could be regarded as renegades in the Internet age. In addition, it expounds a new approach and conceptual idea for poverty management to notify spatial location of the digital divide when poverty reduction is closely concerned with sustainable goal of land information.
