        건설 기능인력부족 문제해결을 위한 대응전략 벤치마킹 연구 - 영국 MMC와 싱가포르 Buildability 중심으로 -

        The continuous aging of the domestic construction industry and the shortage of human resource are no longer a problem for the future, but must be solved for the survival of the domestic construction industry, given the characteristics of the labor-intensive construction industry and the continuing negative image of young people toward the construction industry. It is undoubtedly a prerequisite. This study is aimed to tackle the fundamental problem of the construction labor shortage faced by the domestic construction industry by comparing and analyzing the case of MMC technology development in the UK, which has been preparing fast-track response measures for the past 5 years to solve the labor shortage problem, and the case of Buildability technology development in Singapore, which is seeking mid- to long-term countermeasures for about 20 years. Also, This research provides the initial research & development roadmap for Korean Countermeasures Strategy.

        건설현장배치 수준의 정량적 평가: 사용성평가 방법을 활용하여

        Construction site layout is attracting attention as efficient use of construction site space greatly affects the duration and cost of the overall construction. Therefore, there are many studies that automate and optimize construction site layout planning. However, the usability of construction site, which consists of goal variables of the studies, has still been unknown. Therefore, the authors present the evaluation criteria for usability of construction site layout and evaluate the usability of domestic construction sites through user survey. Furthermore, the difference in usability between construction site managers and construction site workers was confirmed. As a result of the survey, domestic construction site layout had a low effectiveness and had the lowest score in the environment category. In addition, construction site workers scored lower overall than construction site managers. Through such usability evaluation results, it contributed to the construction site layout theory by assessing current construction site layout practice and suggesting an improvement direction for automating site layout planning.

        죄형법정주의에 입각한 건설기술 진흥법 제85조(벌칙) 고찰

        최근 (구)건설기술관리법이 전면개정되어 2014년 5월 23일부터 건설기술 진흥법으로 새롭게 발효되었다. 동 법의 전면개정에도 불구하고, 기존 법률의 벌칙 조항 대부분은 변경이 없이 존치되었다. 특히 동 법 제85조 제1항에는 건설기술용역업자와 건설기술자가 성실, 정당 업무 의무를 위배하여 구조물의 주요 부분을 손괴하여 그 결과로 사람의 신체를 상하게 하거나 생명을 잃게 하였을 경우, 무기 혹은 3년 이상의 징역에 처하는 중한 형벌을 규정하고 있다. 본 조항의 경우 그 명확성 및 형벌의 경중의 적정성에 대하여 논란이 계속되어 왔다. 본 연구는 해당 조항의 특징과 그 적용범위를 명확히 하고, 본 조의 죄형법정주의 위반 여부 등에 대하여 분석을 가함으로써 본 조항의 개선점 등을 토론할 수 있는 이론적 배경 제시를 그 목적으로 한다. 이를 위해, 건설기술 진흥법 해당 조항을 행정법, 형법 등 상위 기본법에 비추어 분석하였고, 관련 판례, 헌법례 등 연관 사례를 수집하였으며, 기타 국내의 법률 중 유사한 사항을 규율하는 법률과의 비교를 수행하였다. 본 연구를 통해, 향후 우리나라의 건설용역업 및 건설산업 전체를 규율하는 법률 내의 각 세부조항에 대한 논의가 더욱 활성화되기를 기대하며, 향후 기타 벌칙 규정 및 관련 법률의 체계화, 선진화 등을 위한 중장기적이고 통합적인 연구가 지속되어야 할 것으로 판단된다 Since May 23, 2014, the Construction Technology Promotion Act has been effect through the entire reform of the Act. Despite the extensive reform, the previous penalty articles remain intact. According to the article 85 (1), especially, if a service provider or an engineer has caused death or injury by violating the duty of good faith and by damaging the principal parts of facilities, the person should be sentenced for lifetime imprisonment or imprisonment for no less than three years. The article has been controversial in its clarity and adequacy. This study is to verify the characteristics and the scope of the article and to suggest the theoretical backgrounds by analyzing the article based on the principle of legality, which enables to set forth the possibility to improve the article. To achieve the goal, the provision has been analyzed in accordance with the basic laws in Korea including the constitutional law and the criminal law, the related cases have been collected, and the comparison of the relevant acts has been executed. The detailed discussion about the articles in laws and acts on construction and the long-term and integrated study are expected to vitalize through this research.

        BIM기반 시설물유지관리시스템을 위한 모델링 오류 분석

        시설물 유지관리는 설계단계에서 계획되고 시공단계에서 확보된 품질을 유지 또는 보완, 향상시킴으로써 시설물에 대해 최초에 기대한 자산적 가치의 실현을 지속해 나가는 단계이며, 건물의 수명주기에서 가장 길고 최대 80%의 비용을 차지하므로(Griffin 1993), 설계와 시공 등의 선행단계만큼이나 중요하게 인식되고 관리되어야 하는 단계이다. 시설물을 더욱 더 효율적으로 관리하기 위한 방안으로 CAD와 데이터베이스가 연계된 시설물유지관리시스템(Facility Management System)이 도입되었지만, 현재 운영되고 있는 대다수의 시설물유지관리시스템에서는 수작업을 통해 요구정보가 입력되고 있다. 본 연구는 BIM기반 설계 정보를 시설물유지관리시스템에 전달하기 위한 COBIE(Construction Operation Building Information Exchange)체계를 벤치마킹 대상으로 삼아, BIM 데이터가 시설물유지관리시스템에서 활용될 수 있도록 국내외 BIM적용 사례를 분석하여 데이터 연계 시 발생되는 문제점을 유형별로 도출하여 유형별 개선방안을 제안한다. 본 연구에서 제안한 개선방안은 설계자가 BIM S/W를 이용하여 모델링을 할 때, 시설물유지관리단계까지 고려한 데이터 입력이 가능하도록 도와주는 참조적인 역할을 할 수 있을 것이며, BIM정보가 시설물유지관리시스템과 연계됨으로써 시설물유지관리시스템에 수작업으로 데이터를 입력했을 때 발생했던 정보의 재입력과 손실을 줄일 수 있을 것으로 기대된다. Facility Management is the longest in the building of life cycle. Because it occupies more than 80% of cost, the phase of Facility Management has to be managed and has to be perceived as important as design and construction phase. The method to manage building more efficiently is the introduction of Facility Management System used by CAD and database. But information Requirement is now input by hand in the most Facility Management System. This study aims to analyze the example of applying BIM in the Korea or abroad and the errors of this were deducted by many phase. Lastly, the possible solution is suggested in order to be used in the Facility Management System. This study's benchmarking is COBIE which is developed by the COE(Corps of Engineers) and now popular in the world. The suggestion in this study is the method that I have already mentioned is helpful for a designer to do modeling when a designer uses BIM S/W(software). To be more specific, the method plays a side role in helping data input considering the phase of Facility Management.

        노후 장기공공임대주택 손실보전을 위한 재건축사업의 최소용적률 수리모델

        1989년 영구임대주택으로 시작된 공공임대주택 정책은 매 정부마다 새로운 공급유형을 도입하며 입주대상과 재고량을 확대하고 있다. 하지만 공공임대주택 사업주체는 공공임대주택의 적자누적으로 공급확대에 어려움을 겪고 있다. 본 연구에서는 장기공공 임대주택 재건축사업을 기존 장기공공임대주택사업의 누적적자 보전방안으로 제시하였다. 재건축사업으로 공급되는 분양주택 수익으로 누적적자를 보전할 수 있는 재건축사업의 용적률을 최소용적률로 정의하고, 장기공공임대주택 재건축사업의 특성을 고려한 수리적 접근으로 장기공공임대주택 재건축사업 최소용적률 수리모델을 제시하였다. 최소용적률 수리모델의 결정요인은 기존 장기공공임대주택 누적적자, 재건축사업 분양주택 토지면적, 단위면적당 분양가격, 단위면적당 사업비로 구성된다. 최소용적률 수리모델은 노후 장기공공임대주택 재건축사업의 건축규모에 대한 경제적 측면의 의사결정 지원과 도심지 내 주택공급 확대와 관련된 의사결정을 지원하는 이정표가 될 것으로 사료된다. Started in 1989 as Public Permanent Rental Housing scheme, public rental housing lease policy is increasing target residents and supply in each government by introducing new supply types. However, public housing business entities have difficulties in expanding the supply due to cumulated deficit. The research suggested long-term public rental housing reconstruction business as a method to preserve the cumulated deficit from the previous. Minimum floor area ratio mathematical model was suggested by defining the floor area ratio of reconstruction business as minimum, since housing sales profit after reconstruction could preserve aggregated deficit, and mathematically approached by considering the traits of long-term public rental housing reconstruction. The determinant for minimum floor area ratio mathematical model comprise cumulated deficit of the existing long-term public rental housing, land size of reconstructed sale housing, housing sales price per unit area, and business cost per unit area. Minimum floor area ratio mathematical model is expected to be the milestone for supporting decision making regarding the economic part of old long-term public lease housings' reconstruction scale, and expanding housing supply within urban area.

        3D 수치 모델링 기술을 활용한 종교시설 첨탑 안전성 점검 사례연구

        Among religious facilities, the location of the steeple is often difficult or impossible for administrators or experts to check for safety, so it is a structure that is in the blind spot of management. In particular, the church steeple is classified as a structure, not a building, and is not included in structural review or permission, so it is operated without basic procedures to secure safety from the construction stage. As of 2021, there are 78,000 spires in religious facilities, and in the case of Seoul, there are more than 1,000 spires 6 meters tall or taller. In 2018, a spire fell on the road in Daegu and a passerby was injured, and in September 2019, a spire in Seoul fell to the roadside due to reeling with strong winds of 30 to 40 meters per second. However, it is difficult to visually determine whether a defect has occurred due to the difficulty of access by the inspector due to the installation location. In this study, 3D modeling technology using drones was applied to spires that are difficult to access, to check whether defects occur in areas that are difficult for inspectors to access, and if defects occur, model the size, area, and discoloration of the defect and then describe the modeling results technically This is an example of analysis.

        사용자 중심의 건축공사표준시방서 개선방안 연구

        Standard Specifications for Building Works in Korea which convey technical requirements of the owners to the constructors has been improved through lots of amendments since their first enactment in 1967. However, complaints about user inconvenience and low usability have been raised continuously in their structure and contents. It stems from the gap between providers(mostly from academic) and users, and it could be solved based on experts’ opinions both from academic and industrial field. The purpose of this study is to improve Korean Standard Specifications for Building Works in terms of structure, contents and maintenance. To conduct this study, we drive the main direction and the priority for the improvement of the specifications, suggest a improvement proposal in terms of structure, contents and maintenance. Finally, we validate the improvement proposal. The expert’s opinions on each subject are collected and analysed through various methods. Through this study, user convenience and efficiency are expected to be obtained. Also, it is expected to help write the specified and project specifications which are based on standard specifications.
