        노후산업단지의 재생방안에 관한 연구 - 국내·외 사례중심으로 -

        ‘60년대 초부터 도시내 조성된 노후화된 산업단지 및 산업지역의 재정비가 국가적 과제 및 지역현안으로 대두되고 있다. 도시내 산업단지는 도심이라는 지리적 기반을 바탕으로 도시성장을 견인하고, 또한 새로운 미래사회에 부응하는 역할을 수행하기 위한 고부가가치형, 환경친화형 산업단지로의 변화를 요구받고 있다. 이러한 노후 산업단지의 재정비 및 재생의 필요성에도 불구하고 현실적으로 수익성과 복잡한 이해관계 때문에 현 제도 하에서 원활한 재정비 추진이 곤란한 실정이다. 노후산업단지에 대해서 업종구조의 고도화 및 기반시설 재정비 등을 통해 국가 및 지역경쟁력의 제고와 이를 위한 재생차원의 방안이 모색되기 위하여, 먼저 사업시행을 원활히 하기 위한 제도적 뒷받침이 먼저 강구되어야 한다. 따라서 본 연구는 노후 산업단지의 재정비 및 재생을 촉진하기 위한 구체적인 제도적 실행방안을 수립하기 위해 노후산업단지의 재생을 위한 주요 쟁점과제를 도출하고 국내외 선진사례검토를 통해 주요 쟁점과제에 대한 시사점을 제시하고자 한다. Reorganizations of aged industrial park and industrial area that was established in the early 1960s has been issued to the regional level of autonomous government as well as national level for vital economy. The old industrial park in the city has been leading the city development for the past, and are encountered to change the city development adopting the high-value and environment friendly industrial park for the future. Even we are fully understood that the reorganization and regeneration of aged industrial park are needed, the complexity and profitability of the project are not smoothly implemented. Therefore, the plan for the business type advanced of the aged industrial park and improvement of infrastructure will be reviewed and prepared to make the nation and region to have competitive edge for regional development. At the same time, a institutional strategy to implement the project are prepared and supported. This study is to conclude controversial issues on the regeneration of aged industrial park from the domestic and foreign experiences and case studies and suggest some lessons and implementing strategy for the successful regeneration of aged industrial park.

        임베디드 환경에서 응용프로그램 시작의 가속 기법

        Due to digital convergence, mobile embedded systems need more functionalities and a fully fledged OS. Applications for such embedded systems are linked with many shared libraries available in the OS and access a large data set at launch time. This results in increased application launch time. In this paper, we propose two techniques for reducing the application launch time: lazy-loading and pinning. Lazy-loading defers loading shared libraries that are not used in the application at launch time, whereas pinning guarantees the residence of shared libraries and data used at launch time in the main memory.

        한국 박쥐의 한타바이러스 감염에 대한 혈청면역학적 연구

        To understand whether the bats inhabiting in Korea play role as hosts harboring Hantavirus that cause acute febrile diseases, a total number of 802 bats of 9 species were collected from seven provinces in Korea from 1989 to 1995 and tested for the presence of antibodies to Hantavirus by means of immunofluorescent antibody (IFA) technique. The results are summarized as follow. 1. Total 802 captured bats were classified into 9 different species with the following distribution. They were Rhinolophus ferrumequinum, Eptesicus serotinus, Miniopterus sehreibersii, Vespertilio superans, Myotis mystatinus, Murina leucogaster, Myotis formosus, Myotis macrodactylus and Plecotus auritus with numbers and rates of 423 (52.74%), 291 (36.28%), 47 (5.86%), 28 (3.49%), 8 (1.00%), 1 (0.12%) and 1 (0.12%), respectively. The predominant species of the bats was Rhinolophus ferrumequinum with 52.74% of the captured. 2. Among 9 species of bats, species of Rhinolophus ferrumequinum and Eptesicus serotinus were positive with Hantavirus antibody of strain numbers 76-118. The rate of antibody positive was 3.78%. 3. The seasonal differences of Hantavirus antibody in 802 bats tested were 5.83%, 4.17%, 3.67% and 0.64% in winter, spring, summer and autumn, respectively. Again the highest viral antibody prevalence was detected in winter. It could be concluded through the study that certain species of bats inhabiting in Korea play a definite role as the host animals of certain species of Hantavirus.

        동북아시아지역교류협력사업의 활성화를 위한 사회적 자본 제고요인에 관한 연구

        In promoting the business of Pan-Yellow Sea Rim Economy and Technology Exchange Meeting, there are appraisals of the lack for economic performance which result from tangible or intangible outcomes of relationships and behaviors among major participants. This paper is attempting to analyse the performance of Pan-Yellow Sea Rim Economy and Technology Exchange Meeting in terms of using the concept of social capital, in which can not appear quantitative performance targets. In particular, this paper analyzed factors and priorities to improve the program of Pan-Yellow Sea Rim Economy and Technology Exchange Meeting among local governments and private companies based on social capital in Kore, Japan and China, that countries highly regard the individual relationship due to traditional Confucian Culture. In order to emphasize policy implications, this paper analyzed a survey of experts planned by hierarchical decision-making techniques, AHP(Analytic Hierarchy Process) method.

        주택청약관련제도 ( 사천저축 )의 한 , 독 비교연구

        This study aims to research the problems of a pre-saving system such as housing subscription time deposit, housing installment saving deposit and housing subscription saving deposit, and to suggest the improvements in those areas.^(1)) Until now the pre-saving system has played an important role in supplying the funds to housing banking institutions. A pre-saving system was possible because the situation of a housing demand greater than the actual housing supply. Recently the pre-saving system has been changed by factors such as a house for installment sale flexibly determined by the constructors and an increase in the housing supply rate. Such a change in the housing market has caused the problems of stable fund raising for the housing banking institution and these problems must improve in the long term. Compared to Korea, the Bauspar system of Germany is quite stable in terms of fund raising and the housing fund borrower can get loans more easily under lower interests from the bank despite the fluctuation of interest in the housing market. Here is the introduction of the Bauspar system of Germany also the suggestions for improvements in the pre-saving system in Korea.

        한중일 지자체간 국제교류협력사업 활성화 방안 연구

        The Pan-Yellow Sea Rim Economy and Technology Exchange Meeting has played a pivotal role in the formation of exchange among Northeast Asian economic regions since 2001. However, unlike the purpose of the multilateral international exchange and cooperation, it did not produce tangible results. To find out the causes of the problem and some solutions, the authors of this study conducted a questionaire survey targeting on officials of the Meeting. Based on an analysis of the survey, using the hierarchical decision-making techniques(AHP), this study suggests some specific solution, such as building a good governance system to facilitate economic and technical exchange among participating entities of the Meeting. As a way to activate this governance, one needs to promote the efficiency and expertise of private participation and cooperation. one also needs to increase social capital that can build a good governance system.

        포괄보조금제도하의 농산어촌지역개발에 대한 주민참여와 만족도에 관한 연구 -부여군 사례를 중심으로-

        This study is a case study focusing on the residents` participation and satisfaction in the promotion of rural development projects under the Block Grants System in Buyeo. Along with changes in the way to support rural development projects, it requires the autonomy, responsibility, creative planning etc. in the municipal governments and the active participation of local residents for the effective development in rural areas. The purpose of this study is to suggest some policy implications by analyzing the relationship between the level of participation of local residents and residents` satisfaction in rural development projects. This study explained the background and characteristics of rural development projects under the Block Grants System, and also reviewed the theoretical literature on the residents` participation and satisfaction, including the survey of the local residents. For this study, we selected some variables, and then divided into the participating groups such as the resident representatives, the development committee and the local residents. Finally, using statistical method we analyzed the level of participation and satisfaction of the local residents in rural areas.

        공공주택건설(객체보조)에 대한 정책연구

        1. CONTENTS (1) RESEARCH OBJECTIVES The Korean government plans to supply 100,000 of permanent rental housing, 400,000 of public rental housing and 1,500,000 of bokumjari housing(small and medium size and rental housing) by 2018 in order to dispel housing problems among homeless low-income brackets. It is in discussing on how public rental housing is defined with the opinion that public rental housing supply and its policy should be carried based on the law, and it is raised that the matter of this public rental housing supply and private rental housing activation in supply-side and the matter of equity of public rental housing supply in the regional level. And further, it is needed at this time that study on the government intervention to the market and government support policy on the raising problems such as excluded class in move-in due to supplier aid-centered support policy, frequent occurrence of antisocial behaviors due to dwelling of low-income groups and creating a sense of incongruity among classes due to occurrence of keeping them apart from neighboring community in the public rental housing supply regard. (2) RESEARCH METHOD This study will examine the origin and development of public housing in Germany which played a role in order to stabilize the residing of low-income groups, the background of establishment and abolishment of the "law of public housing", government policy toward the public housing company which was a major supplier of public housing and the subject assisting policy which support the rent for its residents. (3) RESEARCH FINDINGS The result of this study is deducting implications on public rental housing policy in Korea by considering the policy in Germany which experienced those problems before. 2. RESULTS This study deduces implications focusing on activation of private rental housing and public rental housing supply, establishment of relation laws, theoretical definition, a standard of value which is the main issue of public rental housing.

        효율적인 농산어촌지역개발사업을 위한 주민만족요인분석 -부여군 포괄보조금제도하에 지역개발사업을 중심으로-

        이 연구는 포괄보조금제도하에 효율적인 농산어촌지역개발사업의 추진을 위하여 지역개발사업의 수혜자이자 참여자로서 지역주민만족을 설명하기 위하여 요인분석을 수행하였다. 부여지역을 사례지역으로 부여읍과 13개의 면에 거주하는 353명을 대상으로 설문조사를 실시하였으며 분석에는 SPSSWIN을 사용하였다. 분석결과 부여군에서 지역개발사업의 만족도는 전체평균은 3.16으로 비교적 만족하고 있는 것으로 나타나고 있으며 12개의 변수들은 3가지의 요인으로 묶여지는 것을 알 수 있었다. 요인 1은 ``교통편의``, ``교육환경``, ``사회복지``, ``문화 및 여가 활동``, ``정보통신``, ``보건 및 의료서비스``의 변수 즉, 편리한 삶, 안정된 삶, 즐기는 삶과 건강한 삶을 나타내는 변수가 공통된 범주로 묶이고, 요인 2는 ``범죄 및 사고``, ``환경관리``, ``이웃관계 및 사회참여``의 변수 즉, 안전한 삶, 쾌적한 삶과 즐기는 삶을 나타내는 변수를 공통된 범주로 묶이고, 요인 3은 ``소득 및 소비활동``과 ``자리창출``을 나타내는 경제적인 삶과 ``주거환경``이 공통된 범주로 묶였다. rural development, Block Grants System, residensts` satisfation, factor analysis ``Health and Medical Services``. The second factors are ``crimes and accidents`, ``environmental management``, ``neighbor relations and social participation``, and the third factors united into ``income and consumption activities`, ``job creation`` which imply the economic variables, and ``residential environment`` as the common category.
