This study is to suggest a few efficient ways of rainwater utilization, through monitoring and analyzing 143 rainwater storage systems and 110 artificial recharge systems, which are installed in the recommended facilities by law, among the rainwater harvesting systems in Jeju Island. In the case that catchment facilities are damaged, rainwater could be contaminated by leaves and debris so that the rates of rainwater usages come to be lower. It is possible that contaminated rainwater could contaminate artificial recharge wells or rainwater discharging out of the rainwater harvesting system could result in flood and damage for the downgradient area. For maintaining high quality of rainwater and increasing rainwater utilization rate, it is necessary to install screening facilities and purification plant functioning precipitation and filtration. Also, in order to efficiently preclude the overflowing rainwater exceeding storage capacity, it is recommended to associate rainwater storage tanks with artificial recharge well or infiltration trench facilities.

일반논문 : 강력범죄에 대한 지역경찰의 초기 대응방안에 관한 연구

살인, 강도, 강간이나 방화와 같은 강력범죄에 있어서 지역 경찰의 초기대응조치는 피해자 구호 및 범인검거뿐만 아니라 유죄입증에 있어서도 중요하다. 이러한 강력범죄에 대한 초동조치는 주체로 보면 대부분 지역경찰에 의해 이루어지고, 시간적으로는 범죄발생 초기에 그리고 장소적으로는 범죄현장을 중심으로 이루어지는 특성으로 인하여 단순히 지역경찰 활동의 한 부분으로 치부될 수 있으나, 이는 계속수사의 시발점이며 사회에 미치는 영향 또한 크다. 따라서 강력범죄에 대한 지역경찰의 효율적인 초기대응을 위하여서는 인적 「요인」으로서 지역경찰의 전문성 제고와 지역경찰의 효율적 운용이 필요하고, 「물적 요인」으로서는 기동장비와 출동장비를 논할 수 있으나 특히 출동장비의 현실화와 개선이 필요하다. 다음으로 「제도적 요인」으로서는 내적으로는 112지령부서, 수사(형사)와의 신속하고 조직적인 공조를 확립하여야 하며 외적으로는 소방(119구조대) 및 의료기관 그리고 자율방범대와의 공조프로그램을 통한 원활한 상호공조시스템이 필요하다. 끝으로 「주민협력 요인」으로는 피해자, 목격자에 대한 협력자로서의 동반자적 관계 구축과 함께 적극적인 지역경찰활동을 통한 지역주민과의 유대관계가 중요하다. The goal of this research is to improve the initial response of the regional police officer to major crime such as murder, burglar, rape and arson. The initial response process which is initiated from the crime report is important from all processes of the investigation, and the crime scene is very important. If there is not an evidence in crime scene, it is fatal to the criminal investigation. Here, We will discuss 4 kinds of factors which are a human factor, a material factor, a institutional factor and a resident-relation factor. Generally, the factor which affects in major crime of regional police is professionalism, equipment, mutual assistance and resident relations. First, the professionalism means the professionalization of the police officer and efficient education(training). Second, improvement and reinforcement of the equipment are needed. The next is mutual assistance with 112 center or the investigation police. Last, the resident-relation factor means the victim, the witness and the resident. Especially, the cooperation with the witness and the resident is needed.

스테레오 비전 기반 Light Drawing 시스템 구현

Light Drawing은 사진 촬영 기법 중 하나로, 어두운 방이나 밤에 빛이 나는 물체의 움직임을 노출 기법을 이용하여 촬영 한 것이다[1]. 사용자가 Light Drawing을 만들려 한다면 장 노출 카메라가 필요하고, 어두운 환경이 필요함으로 제한사항이 따르며 사용자는 3차원 공간에 그림을 그리는 것에 어려움을 느낀다. 반면에 포토샾과 같은 컴퓨터 드로잉 툴을 사용하여 Light Drawing 효과를 낼 수 있다. 그러나 마우스나, 타블렛과 같은 입력 장치는 실제로 그림을 그리는 행위와 차이가 나기에 사용자들의 흥미를 반감시킨다. 본 논문에서는 Light Drawing을 손쉽게 제작 가능한 디지털 컨텐츠를 제안한다. 스테레오 비전을 이용하여 빛의 3차원 위치 정보를 계산하고 Drawing Effect를 이용하여 3차원 가상 공간에 Light Drawing을 구현하였다. Light Drawing is a photographic technique which exposures are made at night or in a darkened room usually by moving a hand-held light source[1]. Due to the limitations of equipment and environment, users having difficulty in drawing a picture in 3D space. If user take a light drawing, they need a camera that have function and darkened environment. Alternative solution is that we can make a light drawing picture by using the computer drawing tool as in Photoshop. Nevertheless, this solution will let the User lose their interest in drawing because this solution cannot synchronize between the real action of human hand motion and the electronic input devices such as mouse and keyboard. This paper proposed a digital content that can make light drawing easier. We used a digital content that will facility Light Drawing easier. We can measure the light spot position by using the stereo camera. Based on the measured position of the light spot, we reproduce light drawing in virtual space by using drawing effect method.

112 범죄신고 제도의 개선방안에 관한 연구

뉴욕 경찰청(NYPD)청장 케리(Kelly)는 2008년 4월 브룩클린(Brooklyn)소재 NYPD 911 콜센터에서 거행된 신임 911운영요원 졸업식에서 911운용요원들의 역할에 대하여 시민과 경찰을 연결하는 최초의 단계로서, 시민의 생명과 도시의 안전을 도모하는 뉴욕시와 뉴욕경찰에게 절대적(vital)인 존재 임을 강조한바 있으며, 블룸버그(Bloomberg)시장은 2008년 4월 향후 311콜센터를 미국 내 최대의 정보제공과 도우미센터(referral center)로 확대할 것을 공표한바 있다. 현재 운용되고 있는 112지령실은 긴급한 범죄나 경찰에 대한 도움이나 구호를 요청할 수 있는 최초의 주요 통로이며, 이미 선진 각국의 경찰활동의 초점은 시민을 위해 할 수 있는 진정하고 최우선적인 서비스란 시민이 가장 절박하거나 도움을 필요로 할 때 즉각적이고 만족할 만한 서비스를 제공하며 이는 당연히 고객 중심적이어야 한다는 것이다. 이 연구의 목적은 일본과 미국의 긴급 경찰전화와 비-긴급 경찰전화의 운용실태를 살펴봄으로써 현행 우리나라의 112 범죄신고 제도의 개선방안을 제시하고자 함이다. 살펴본 바에 의하면 우리나라의 경우는 미국보다는 일본의 운용 모델인 경찰통보용전화(警察通報用電話, 110)와 경찰상담전용전화(警察相談專用電話, 일명 警察相談 #9110)의 이중적 운용방법이 적절하다고 생각되며, 이를 위하여서는 긴급 경찰전용 전화(112)와 비-긴급 경찰상담 전용전화(가칭#112)의 분리 운용이 필요하며, 시민의 112범죄신고에 대한 대응방법으로서 차별적 경찰대응(DPR)전략의 활용도 고려할만하다. 또한 시민들의 신고사항에 대하여서는 반드시 즉각적인 통보절차와 사후 관리여부를 판단하여 필요하면 해당부서로 하여금 사후관리토록 하는 연계시스템, 그리고 평상시에도 시민들을 위한 지역의 범죄정보 및 방범 대책정보 제공을 통하여 지역사회위주의 경찰활동이 필요하다 할 것이다. The 112 crime call center, Which launched in 1957, provides public with quick and easy access to all people. Emergency call systems have become the backbone of emergency reporting and response, and the term “one-one-two” has become synonymous with public safety in general. Here, We will discuss crime call centers(112, 110, #9110, 911, 311) and how to improve them. Recently, because of increasing crime rates, The operators of the 112 crime call center are very busy. Nevertheless, Police Commissioner Raymond W. Kelly said “As the initial link between the public and emergency first responders, 911 operators and radio dispatchers perform a vital function in the chain of events that saves lives and secures the city,” and “The role of our Police Communications Technicians - from answering urgent calls to activating a police response - cannot be understated.” In April 2008, Bloomberg(Mayor of New York City) announced the expansion of 311 to include human service referrals, creating the nation s largest social service information and referral center. The role of the 112 operator is very important, And the police should provide various and efficient services for the people. Therefore, We need to separate police-emergency call service(112) and non-Emergency call service(#112). Next, We have to consider a new police strategy which is Differential Police Response(DPR). Last, The police should provide various crime information to the citizens. and naturally the policing should be customer-oriented.
