There are two main problems in formulating population policies. First, is it reasonable to formulate population policy in isolation from other social and economic policies? It is the personal belief of Mr. S. Park that a population policy should be regarded as a part of other social and economic policies. Second, there appears to be no clearly formulated long range objectives in conducting the current population redistribution policy; 1) Community development program should be based on the recognition of the special characteristics of the area. And the re-location program for industries should be strongly supported with special tax and loan consideration. 2) The policy aimed at the dispersion of population should be conducted with the program of providing an equal educational opportunity regardless of geographical location, and family planning. Discussants: Koh, Kap Suk and Chang, Man-Ki. 1. Urbanization may be considered as an inevitable result of industrialization. In order to regulate effectively the population movements into urban centers, there should be a clearly formulated population policy in co-ordination with other social and economic policies. 2. Let us assume that Korea will achieve the zero population growth rate by the year 2,000. The fact that currently there are no long range "visional" proposals to deal with the population composition and distributional problems indicates that there has been no comprehensive research about population planning. 3. The optimal population size for Korea should not be thought of in terms of a static concept but a dynamic concept which is related to manpower supply and housing problems. 4. The problem of aging should not be looked at solely as an economic issue. Instead, it should be examined from a humanistic point of view where high priority is placed on restoring human dignity for the older citizens. Response of Mr. Park: 1. There is a tendency to over-emphasize the economic side of population issues. It should be pointed out that a man not only provides labor which is an input for the production of economic goods, but also he is a consumer for whose welfare economic goods are produced in the first place. It should be remembered that economic growth has beneficial impacts on the population but it also has harmful effects. 2. In order to make the government officials aware of population issues, it has been proposed to the Population Policy Evaluation Committee that the courses in population studies be included in the study program for the re-education of government employees. 3. Issues involved in population dispersion: Urbanization is an inevitable process of economic development. Problems arising from urbanization should be solved not by forcefully preventing the migration of population from rural areas to urban centers but by reducing the rural-urban gap in the living conditions. This policy has already been implemented to some extent as indicated by the government's policy of decentralization of industries and Saemaul Movement. In summary, the basic policy of government is to slow down the rural-urban migration by providing incentives to stay in farms in the rural area rather than by the strong-handed method of preventing the internal migration.

LiNbO$_3$films were prepared by an rf-magnetron sputtering technique using sintered target containing potassium. The potassium was included to help to fabricate stoichiometric LiNbO$_3$film. Structural and electrical properties of thin films was investigated as a function of deposition condition. Optimum sputtering conditions were rf power of 100W, working pressure of 1m Torr and substrate temperature of 58$0^{\circ}C$. The thin film was grown to (012) preferred orientation. The dielectric constant of the thin film LiNbo$_3$ fabricated under optimum condition was 55 at 1MHz. Average grain size is about 200$\AA$ and roughness of the film is small enough to apply to optic devices.
형상기억합금의 열처리가 마르텐사이트 변태 온도에 미치는 영향

급냉온도에 따른 전기 저항 측정으로 Cu-17, 25Zn-15AI 및 Cu-17.25Zn-15AI-1Ag형상기억합금의 열처리에 의한 마르텐사이트 변태온도의 영향을 연구하였다. DSC 측정으로 고온 모상에서의 상전이 온도롸 종류를 구별하였고 XRD측정으로 구조 변화를 연구하였다. 그리고 열처리에 의한 온도 변화의 원인을 연구하였17.25Zn-15AI 합금에서 고온 모상의 규칙-불규칙 전이온도인 $T_{2}$, $T_{L21}$은 각각 809K와 610K였다. CuZnAI의 경우 $T_{2}$근방에서의 급냉은 마르텐사이트 변태온도를 높이지만 $T_{L21}$ 근방에서의 급냉은 마르텐사이트 변태온도를 낮춘다. 실험결과 열처리에 따른 상전이온도 변화의 원인은 석출물의 형성이라기 보다는 급냉전의 모상의 구조에 가장 큰 영향을 받는다.받는다.
Online System for Normalizing Data Acquired by the Fermilab DO Experiment

The DØ experiment uses a dedicated data acquisition system to collect, archive, monitor, and distribute the information necessary to normalize triggered data for physics analyses. This system has been in place since the beginning of Run 2 of the Fermilab Tevatron collider in 2001 and provides real-time feedback on the instantaneous and triggered luminosities in the DØ and Tevatron control rooms, as well as the status reports needed for smooth operation of the experiment. This paper describes the architecture and the implementation of this system.T
강박장애에서 LORETA 영상을 이용한 P300 국소원의 통계적 분석

Objectives:We investigated the characteristics of P300 generators in obsessive-compulsive disorder(OCD) patients by using voxel-based statistical parametric mapping of current density images. Methods:P300 generators, produced by a rare target tone of 1500Hz under a frequent non-target tone of 1,000Hz, were measured in 15 right-handed OCD patients and 15 controls. Low Resolution Electromagnetic Tomography(LORETA), using a realistic head model of the boundary element method based on individual MRI, was applied to the 128-channel EEG. Statistical parametric mapping(SPM) was applied for the statistical analysis. Results:We found that both groups had the mean current density of P300 in the parietal, temporal and prefrontal lobe. There was a trend for decreased current density in the prefrontal area in OCD patients. The statistical comparison showed current density increase in the supraparietal area, a statistically significant longer P300 latency and a trend for reduced P300 amplitude in OCD patients. Conclusion:It suggests that P300 source of both groups exists in multiple brain regions at the same time. And both groups had no statistically significant differences in the current density of P300 except for increased current density in the supraparietal area in OCD patients. But, considering the statistically significant longer P300 latency, a trend for reduced P300 amplitude and relative mean current density reduction in the prefrontal area in OCD patients, this study suggests that the frontal lobe may have a reduced normal inhibitory process in OCD patients.

북괴의 공업화정책은 군수산업 육성 즉 군사력 건설과 그 잠재력의 증대에는 소기의 목적과 큰 성과를 거둔 것으로 평가할수 있으나, 그들이 주장하는 "중공업 발전이 경공업, 농업, 그리고 인민들의 생활수준을 향상시킨다."는 사회주의 경제발전 이론은 모순이 분명히 증명된 것이다. 북괴에서는 뒤늦게 그러한 문제점을 인지하고 개선하고자 노력하고 있으나 근본적인 구조적 모순 때문에 전망이 흐릴수 밖에 없다
