스퍼터링에 의한 펄스파워 캐패시터용 TiO<sub>2</sub> 박막의 제조 및 전기적특성

$TiO_2$ thin films for a pulse power capacitor were deposited by RF magnetron sputtering. The effects of the deposition gas ratio and thickness on the crystallization and electrical properties of the $TiO_2$ films were investigated. The crystal structure of $TiO_2$ films deposited on Si substrates at room temperature changed to the anatase from the rutile phase with an increase in the oxygen partial pressure. Also, the crystallinity of the $TiO_2$ films was enhanced with an increase in the thickness of the films. However, $TiO_2$ films deposited on a PET substrate showed an amorphous structure, unlike those deposited on a Si substrate. An X-ray photoelectron spectroscopy(XPS) analysis revealed the formation of chemically stable $TiO_2$ films. The dielectric constant of the $TiO_2$ films as a function of the frequency was significantly changed with the thickness of the films. The films showed a dielectric constant of 100~110 at 1 kHz. However, the dissipation factors of the films were relatively high. Films with a thickness of about 1000nm showed a breakdown strength that exceeded 1000 kV/cm.

ZrO2 and Al-Zr composite oxide film was prepared by vacuum assisted sol-gel dip coatingmethod and anodizing. ZrO2 films annealed above 400oC have tetragonal structure. ZrO2 layersinside etch pits were successfully coated from the ZrO2 sol. The double layer structures ofsamples were obtained after being anodized at 100 V to 600 V. From the TEM images,it was found that the outer layer was Al2O3, the inner layer was multi-layer of ZrO2, Al-Zrcomposite oxide and Al hydrate. The capacitance of ZrO2 coated foil exhibited about 28.3%higher than that of non-coating foil after being anodized at 100 V. The high capacitanceof ZrO2 coated foils anodized at 100 V can be attributed to the relatively high percentageof inner layer in total thickness. The electrical properties, such as withstanding voltage andleakage current of coated and non-coated Al foils showed similar values. From the results,ZrO2 and Al-Zr composite oxide is promising to be used as the partial dielectric of highvoltage capacitor to increase the capacitance.

Flexible ZrO2 films as dielectric materials for high-energy-density capacitors were deposited on polyethylene terephthalate (PET) substrates by RF magnetron sputtering. The growth behavior, microstructure and electrical properties of the flexible ZrO2 films were dependent on the sputtering pressure and gas ratio. Although ZrO2 films were deposited at room temperature, all films showed a tetragonal crystalline structure regardless of the sputtering variables. The surface of the film became a surface with large white particles upon an increase in the O2/Ar gas ratio. The RMS roughness and crystallite size of the ZrO2 films increased with an increase in the sputtering pressure. The electrical properties of the ZrO2 films were affected by the microstructure and roughness. The ZrO2 films exhibited a dielectric constant of 21∼38 at 1 kHz and a leakage current density of 10-6∼10-5 A/cm2 at 300 kV/cm.
연근해어업 외국인선원의 인권침해와 개선방안에 관한 연구

In the late 1980s, Korea began to raise the issue of introducing foreign seafarers as a solution to the international competitiveness of the fisheries industry and seafarers shortage. After that, the introduction of foreign seafarers was expanded from a deep-sea fishery in 1993 to a coastal fishery in 1996. Recently, 70% of the seafarers operating in the coastal waters of Korea are filled with foreign seafarers. This phenomenon suggests that the stable development of Korea's offshore fishing industry cannot be guaranteed without foreign seafarers. Foreign seafarers are seafarers under the Seafarers Act and migrant workers under international law. Therefore, it has legal rights under international law as well as domestic law. However, according to a survey conducted by the National Human Rights Commission of Korea and the Human Rights Network, foreign seafarers are still suffering from poor living conditions, difficulties in communication, and adaptation to new environments. In particular, it is said that the human rights violations of foreign seafarers in coastal fishing are more serious. They are not even recognized for limited labor rights due to the special working conditions of ships at sea. In particular, it is subject to the application of the Seafarers Act enacted in consideration of the specificity of maritime labor, but its application is not sufficiently guaranteed. Therefore, it is urgent to investigate and prepare measures to improve the employment structure problems and human rights conditions they face. Based on the above awareness of the problem, this paper aims to compare the employment permit system and the foreign sailor system as an employment structure related to foreign seafarers in coastal fishing to find out their strengths and weaknesses. 최근 우리나라 연근해에서 조업을 하고 있는 선원들의 대부분이 외국인선원들로 채워져 있다. 이런 현상은 외국인선원이 없이는 우리나라 연근해어업의 안정적인 발전을 장담할 수 없게 되었음을 시사하고 있다. 외국인선원은 선원법상 선원이며, 국제법상 이주노동자에 해당한다. 따라서 국내 법은 물론 국제법에 따른 합법적인 권리를 갖는다. 그러나 국가인권위원회, 인권네트 워크 등의 실태조사에 따르면 외국인선원은 여전히 열악한 주거환경, 의사소통의 어려움, 새로운 환경에의 적응문제 등으로 인해 많은 어려움을 겪고 있는 것으로 나타 났다. 특히 연근해어업 외국인선원의 인권침해 상황은 더욱 심각하다고 하고 있다. 따라서 이들이 처한 고용구조문제와 인권실태에 대한 조사와 개선방안 마련이 시급한 실정이다. 본 논문은 위와 같은 문제의식에 기초하여 첫째, 연근해어업의 외국인 선원들과 관련한 고용구조로서의 고용허가제와 외국인선원제를 비교하여 그 장· 단점을 알아보고 둘째, 국가인권위원회 보고서, 인권단체의 실태조사 등을 중심으로한 연근해어선에서의 외국인선원의 인권침해문제를 검토한 후에 셋째, 이들 문제점을 개선하기 위한 몇 가지 방안을 제시하고자 하는 것이 목적이다.
