This paper examines the role of university for local development in knowledge society through local governance perspective. Since knowledge has become the key resource in this society, this paper argues that university, providing learning and inquiry in all fields of knowledge and serving as gateway to the local reservoir of knowledge, should act as local decision center to bridge between knowledge and local development. The logic of local governance might be explained as a way of describing the links between local government and its environment-local industry, university and citizen organizations, and this logic requires an underpinning or bridge role of local government in local cooperative network. However, considering current bureaucratic characteristics of Korean society, it is unrealistic to expect that local government can effectively play such role, since not only that local government is too much used to bureaucratic behavior and authoritative power relation, but also that in knowledge society local public officers are not fully qualified as professionals in their specific fields. In this perspective I suggests that university should play local decision center role in governance perspective and to do so, drastic changes in university attitude and behavior approaching local problems and issues must be introduced for local development in knowledge society.
