This study examined the disinfection conditions (exposure time, 0-30 min; exposure temperature, $4^{\circ}C-65^{\circ}C$) of hypochlorous acid water (HOCl) in automobile disinfection equipment. The study tested poliovirus type 1 (PV1), low pathogenic avian influenza virus (AIV, H9N2), and foot and mouth disease virus (FMDV, O type). As a result, the PV1 and FMD viruses were inactivated easily (virus titer 4 log value) by HOCl (> 100 ppm) but the AIV required higher exposure temperatures (> $55^{\circ}C$). In conclusion, the exposure temperature and time are important factors in deactivating AIV and FMDV.
지방의회 의정기능의 현황과 과제 : 안동시의회를 중심으로

지방자치에서 지방행정이 전문화, 복잡화되면서 집행기관의 권한 점차 강화되고 있는 실정에 비례하여 집행기관을 견제하고 감시해야 하는 지방의회의 역할은 점차 약화되고 있어 지방자치의 근간을 흔들고 있다. 또한 매우 다양해지고 있는 지역주민들의 욕구를 충족시켜 주기 위한 지방의회의 역할은 매우 중요할 것이다. 안동시의회 의정기능을 요약하면 먼저, 주민대표기능에서 특정 정당이 절대 다수를 차지하고 있으며, 의원들 중에서 정치인 61%를 차지하고 있는 것이 특징이었다. 또한 청원·민원 및 진정 처리가 점차적으로 감소하는 추세를 보이는 것은 문제점으로 생각된다. 입법기능을 보면 조례안이 지속적으로 증가하면서 의원발의 조례안도 함께 증가하고 있으며, 집행부가 제출한 예산안이 원안대로 의결되는 것보다 수정가결되는 경우가 많아서 매우 고무적이었다. 그러나 집행부 제출 조례안이 많았고 이에 대한 의원들의 적극적인 노력부족과 상대적 정보나 자료의 부족, 입법지원 전문인력의 부재에서 오는 문제점들을 확인할 수 있었다. 집행기관 견제기능을 보면 회기를 거듭할수록 의원들의 노력과 경험이 나타났지만 시정질의의 경우에는 의원 일인당 연 평균 1.8건으로 저조하게 나타나 많은 노력들이 요구되었다. 그러므로 안동시의회는 지방의회로서 그 역량을 강화하기 위해서 전문성을 확보해야하고, 지방자치의 민주성을 제고시키기 위해 집행기관에 대한 감시활동과 주민참여의 확대가 요청된다. 또한 지방자치의 효율성을 높이기 위해서 집행기관과의 협조적인 운영체계가 필요하다고 하겠다. The purpose of this paper is to compare local councils functions for performance evaluation of th local council activities in the Andong City. This study has two main objects. One is to analyze problems arisen from eval uation of the local council activities. the other is to provide strategies to enhance council activities based on the analysis. The findings from the an alysis are as follow. First, local council function of the local government grew stronger any other councils. Second, strategies to enhance local cou ncil activitees ① include the improvement of relationship between residents and council, ② the improvement of council member's qualification and professionalism. 先秦時代 이래로 儒墨 兩家는 물론이고 百家가 2천년이 넘도록 상호 사상적 논쟁과 대립을 계속하고 있는 이유는 무엇일까? 모든 사상이 그러하듯이 인간행위가 그 사고와 체계의 시발점이고 그 동기와 기준이 어떠냐에 따라 현실에 대한 처방이 달라진다고 하겠다. 그러므로 사회과학의 일반적인 사명이 현실에 과학적 진단과 분석을 통해서 현실에 대한 최선의 처방책을 제시하는 것이라고 할 수 있다. 일반적으로 중국고대사상에 있어서 ‘利’를 대체로 儒家的인 ‘利’나 서양의 功利主義的인 ‘利’에 한정하여 접근하였고 ‘利’에 대해서 비판적이였기 때문에, 利’를 추구하는 諸子의 사상 그 자체를 異端邪說視하게 되었던 것이라고 할 수 있다. 그러나 先秦四家는 물론이고 諸子의 정치사상에서 ‘利’는 인간행위의 동기이자 행위의 내용이며 나아가 그 입론의 기초이며 정치의 궁극적 과제라고 할 수 있다. 그러므로 중국고대사상에 있어서 ‘利’의 의미를 분명히 파악할 때만이 그 사상의 본질에 접근할 수 있을 것이다. Generally, we regard all philosophers's political thought in pursuit of Li(利) as heretic, because we critically approach to Li in the ancient thought of china with a angle of confucian or utilitarian Li . The meaning of Li is the fundamental concept in the political thought of the four schools of the previous age of the Ch'in dynasty First, The meaning of Li is standard of the value and action in the MoTzu's political thought. Secondly, The meaning of Li is only economic and material value in the MengTzu's political thought. Thirdly, in the ChangTzu's political thought, the meaning of Li more near to MoTzu's Li than MengTzu's. Fourth, in the HanFeiTzu's political thought, the meaning of Li is standard of the value and action like MoTzu's. he is a realist and utilitarian. So, in order to understand the essence of the four schools of the previous age of the Ch'in dynasty, we should approach their political thought from Li's point of view

Transformation and unrest in North korean society differs form and time period, but is inevitable. < Another North korean Society > by jae-Jin Suh, which applied the concept of `Second Society` as mentioned by Hankiss, is an analysis of how the social structure and consciousness of North Korea is changing. For this purpose, the focus of analysis has been set on the changes in daily life and their conscious world in the aspects such as social structure, including the class society of North Korea, the character, career values, economic life-style, social-life, political activity and so on. In addition, the study analyzes on how the North Korean leadership is responding to these social changes and which ideologies for control and social integration are being developed. zhao jing examines in his study. < Dichotomic Social Differentiation and Durability of regime in North Korea >, how the current system was able to be sustained despite the dualistic social disruption and survive through the Arduous March in the late 1990`s. This paper examines, in the perspective of 1995 and 2015, how the two authors differ in viewpoint on the suppression and control over the disrupting aspects of North Korean and the Second Society. This paper will focus on the comparison of Suh and zhao, regarding how the prediction in the 1990`s, which said the slightest wind of liberty or change in consciousness will cause the blame to be pointed towards Kim Jong-Il, changed in the perspective of 2015.
지방의회 의정기능의 실태와 활성화 방안: 대구광역시의회를 중심으로

The local autonomous administration derves as the basis of the development of democracy and local communities. In Korea, it has been twenty years since the revival of local administration system. but, diverse criticisms are raised that the local council does not function appropriately. This research sought to divide the functions of the local council parliamentary into policy decision-making function including council rules enactment system, budget deliberation function, amendment activities and administration monitoring function, and studies on the perfomance and Activation of the local council`s parliamentary function. As such, the local council does not function properly, mainly because of the lack of local councilmen`s ability, problems arising from legal and systematic limitations of the local administration sysetem, and problems surrounding local`s understanding and participation. In particular, local`s recognition of and indifference to the local administration were serious, the finding revealed. Finally, Aiming to activate the local council, measures are proposed as follows to boost respective functions. First, in order to boost the policy decision-making function. measures anr required to activate the reenactment, amendment and abolishment of rules by introducing the opinion suggestion system to the local council in the course of such activities. Aiming to activate the function of budget deliberation activities, measures are needed to strengthen the support organization of budget deliberation, expand the budget deliberation period, and curtail supplementary budgeting. Second, in order to enhance the administration monitoring function, councilmen are required to enhance their inquiry ability, to develop their respective specialization areas, th conduct small group-based activities according to areas, and to throw in-depth inquiries through their representatives.

N/A Background: Postoperative bleeding is a common complication in transurethral tesection of prostate (TURP). Some patients become restless and combative after operation, particularly when in pain, producing bleeding from the prostatic bed. So many patients may be necessary to pain control for reduce bleeding. The purpose of this study is to compare recently used two methods for post-operative analgesia. Methods: We studied 40 patients, ASA physical staus 1, 2, undergone TURP under general anesthesia. the patients divided into two groups: continuous epidural pain control group g, n=20) received an epidural bolus of morphine 2 mg and 1% lidocaine 10 ml followed by a epidural 0.08% bupivacaine 40 ml and morphine 4.5 mg (basal infusian rate 0.5 ml/hr), intravenous patient-controlled analgesia (IV-PCA) group (II, n=20) received an intravenous bolus of fentanyl 50-100 μg followed by a IV-PCA morphine 30 mg, ketorolac 180 mg and droperdol 2.5 mg (basal infusion rate 0.5 ml/hr, bolus 0.5 ml, lock-out interval 15 min). This study conducted the analgesic efficacy, side effect and patient's satisfaction for 1 day after TURP. Results: Continuous epidural pain control group had more significant analgesia than IV-PCA at postoperative 30, 60 min, but no significant difference was observed later in both group. Nausea and pruritus were scantly developed in both group but the incidence was no significant differeance. Patients responded good satisfaction over 70% in both group. Conclusions: Postoperative continuous epidural pain block and IV-PCA are both effective methods of postoperative pain control with lower incidence of side effects.
