        연구성과의 기술이전 및 사업화 촉진요인 도출 및 실증분석

        기술이전 사업화에 대한 관심은 국내뿐만 아니라 세계적으로 확대되고 있는 추세이다. 이에 본 연구는 기술이전 사업화에 대한 개념의 고찰 및 기술이전 사업화를 가속화시키기 위하여 고려되어야 할 촉진요인을 도출하여 실증적인 분석을 실시하였다. 기존의 기술이전 사업화의 경우 그 범주에 대한 정의에 있어 기술 발굴, 기술의 이전 및 그에 따른 사업화의 범주로 국한시키는 경향이 있었다. 이에 본 연구에서는 기술이전 사업화에 대하여'무형의 축적된 기술 노하우 지식 등 지적재산 또는 특정 목표를 달성하기 위하여 시행된 기술개발이 기술이전 당사자 간의 계약 협상 등을 통하여 이전되어 무형의 기술이 유형의 상품으로 제품화되는 활동 및 그에 따른 경제적 이익을 획득하는 제반 활동'으로 그 범주를 확장하여 정의하였다. 또한, 기술이전 사업화에 대한 실증분석 결과를 살펴보면, 현재까지는 기술이전 사업화를 가속화시킴에 있어 대상 기술, 대상 기술에 대한 관리, 기술이전 사업화에 대한 제도 및 관련 조직의 효율성 확보에 초점이 맞춰져 있으며, 기술사업화 단계에 있어 금융지원에 대해서는 상대적으로 인식이 미흡한 것으로 나타났다. 이는 기존의 기술이전 사업화에 대한 관점이 기술이전과 기술사업화에 따른 특허등록 출원, 기술이전 건수, 기술료 등의 정량적 성과에 초점이 맞춰져 있어, 상대적으로 기술이전 사업화를 통한 기술창업, 양질의 고용창출 등 창조경제 실현과 직결된 경제적 성과 창출에는 다소 인식이 미흡한 현 상황을 반영한 결과로 판단된다. 이에 본 연구는 기술이전 사업화가 단순히 정량적 성과를 확보하기 위한 수단에 그치는 것이 아니라, 기술이전 사업화 주체들의 안정적인 생태계 조성 및 그에 따른 창조경제를 실현할 수 있는 환경 구축에 보다 관심을 갖아야 한다는 인식 전환의 필요성을 도출했다는 점에서 향후 기술이전 사업화의 활성화 방안 마련 등의 정책자료로 활용될 수 있을 것이다. There is a growing interest in the technology transfer and commercialization both at home and abroad. Accordingly, this study looked at the concept of technology transfer and commercialization, identified the factors that should be taken into account in order to facilitate technology transfer and commercialization, and then performed a empirical analysis. As for the conventional technology transfer and commercialization, there was a tendency to limit its scope to the exploration, transfer and commercialization of technology itself. Here in this research, technology transfer and commercialization is defined the category to expand as various activities implemented in order to make sure that intellectual properties such as intangible technological developments, know-how, and knowledge are transferred between the relevant parties through a contract or negotiation, and the party to which the transfer is made can then further develop and exploit the technology into tangible products and other activities to obtain economic benefit out of that. In addition, the findings of the positive analysis of technology transfer and commercialization revealed that the focus of facilitating technology transfer has been on the technology itself, its management and securing efficiency of the systems and institutions involved in the technology transfer and commercialization. So there was lack of recognition as to the importance of financial support given to the phase of technology commercialization. This indicates that when it comes to the technology transfer and commercialization, quantitative performance has been the focus of interest such as patent application, registration, number of technology transfers, royalty, etc. So there was not enough understanding as to the issues of starting up a business, creating quality jobs through technology transfer and commercialization, which are directly related to the realization of the creative economy. In this regard, this research is expected to be used for the development for the future policies to boost technology transfer and commercialization as it suggests not only simply ensuring quantitative performance but also necessary to create the environment for the creation of the stable ecosystem for the parties involved in the technology transfer and commercialization and then to build circumstances in which creative economy can be realized.

        한국 바이오산업의 발전방안 도출에 관한 연구: AHP를 활용한 발전요인 분석을 중심으로

        The bio-technology industry is a technology-intensive high value added area where R&D and securing core technology are important. Many countries across the world are nationally supporting and nurturing this industry as a next generation growth engine. This study aims to introduce development plan for the bio-tech industry in Korea through analyzing factors for the development of bio-tech industry by using Analytic Hierarchy Process (AHP) and to set the priorities among such factors. The analysis shows that key element for the development of bio-tech industry is technological capacity in the present and in the year of 2015. It also shows that it is essential to have government support and investment in strengthening R&D and cooperative system of industry, academia and research institute for the development of basic original technology. In addition, it suggested 5 plans for the development of bio-tech industry in Korea including securing new technologies in bio-tech industry, improving efficiency of R&D management system, protecting and culturing traditional bio-tech industry, creating emerging markets and efficiently providing support to nurture bio-venture companies.

        Wordsworth’s and Coleridge’s Lyrical Ballads : The Quarrel between the Natural and the Supernatural

        『서정민요집』은 영국 낭만주의의 선언문이라는 문학적 가치뿐만 아니라 영문학 사상 유래를 찾기 힘든 두 위대한 시인들의 공생관계의 소산이라는 점에서 평자들의 관심을 집중시키고 있다. 워즈워스와 콜리지의 초기의 친교성을 그들의 초기작품에서 예증한 평자들이나, 후기에 드러난 반목과 갈등을 상반된 시론의 원인으로 추적한 비평가들도 실상 두 시인들의 풍부한 사상적 교감을 활용하고 있다. 특히, 『서정민요집』과 『문학전기』에서 나타난 워즈워스의 자연성과 콜리지의 초자연성에 대한 논쟁도 실상 두 시인들의 친교와 갈등이라는 정서적 흐름에 어느정도 기인하고 있다. 워즈워스가 콜리지의 초자연성을 반대하는 근본적 원인은 초자연적 시는 자연의 도덕적 감화력을 상쇄시킨다는 믿음에 근거한다. 그러나 “일상적 대상과 상황에 상상력적인 색채”를 부여하는 워즈워스의 자연성이나, “사건과 인물을 초자연적 즉 어느정도의 낭만적”인 형태로 만들고자 하는 콜리지의 초자연성 등은 모두 낭만적 상상력의 서로 다른 변용으로 해석할 수 있다.

        연구성과 활용성 제고를 위한 발전요인 분석

        The purpose of this paper is to identify the development factors that improve R&D performance and to prioritize these factors in Korea and UK using the Analytical Hierarchy Process (AHP). Through a literature review and interviews with R&D experts of firms, universities and governments, the factors of strategy, budgeted business, performance expansion source and systematics are identified. Moreover, the indicators of these factors are also identified. Then, these four factors and their indicators are used to establish the framework of the analytic hierarchy process model. The results indicated that the most important development factor for both countries is strategic, the second is performance expansion source, and then followed by budgeted business, and systematical factors. Moreover, Korea and UK are analyzed respectively as to verify whether each country results in different weight distributions for the factors and their indicators. The results indicate that the first and most important factor, and the fourth factor are given the same priority by both countries; however, there are some differences for the second most weighted factor and the third key factor among the two countries.

        AHP를 활용한 연구성과 기술이전 및 사업화의 활성화 요인 중요도 분석

        With interest in and importance of the technology transfer and commercialization increasing globally, this study identified and prioritized the factors that should be considered when facilitating technology transfer and commercialization through the importance analysis using AHP. As a result, this study found that system and organization that can efficiently facilitate technology transfer were given relatively greater importance and recognition. Followed by, TLO with securing the independence and professionalism was analyzed as relatively higher importance among the secondary class factors. Meanwhile, financial support for technology transfer and commercialization was not given enough attention. This seems to reflect the reality that quantitative performance has been the focus of interest and there was not enough understanding attained as to the importance of creating economic value through start-up or commercialization. This study suggests that there should be a system for systematic management and evaluation of target technologies, the technology licensing office(TLO) should be given a clear role (to operate as an independent organization with professional skills and knowledge, etc) and financial support should be provided so that good performance can be achieved out of technology transfer and commercialization.

        아담의 언어: 잃어버린 기호를 찾아서

        The purpose of this paper is to investigate the historical background of the Language of Adam in relation to philosophical doctrines. The doctrine of Adamic language, which found its theoretical origin in the linguistic naturalism and is incompatible with the arbitrariness of language, asserts that all names and words have a clear and real connection with the things they designated. Thus, Adamic theory proposes a sign with a motivated, rather than arbitrary, relationship between signifier and signified. The Adamic language based upon the theory of naturalism is further elaborated by Reformers in the Seventeenth century. Jacob Boehme identifies this original speech with the Language of Nature invested both in the Spirits of the Letters and in the creations of God’s Words. The Adamic theory was received with some skepticism by empirical philosophers like Hobbes and Locke. Locke, inclining to Aristotle’s view of language, suggests that the relation between a word and its referent is purely arbitrary. Such a view was bound to provoke the response from Neo-Platonic philosophers including Leibniz. Following in the Cartesian tradition, Leibniz regards the Adamic sign as the primal language that every linguistic naturalists have envisaged. To conclude, the language of Adam will be considered as an ideal language in that it echoes God’s creative Word.

        기초과학연구의 특성을 반영한 성과평가지표 도출 및 중요도 분석 -AHP, 기술통계 및 가설검증의 교차분석을 중심으로-

        The purpose of this study is to deduct performance evaluation index, considering the obvious contexts and the characteristics of basic science research. Not only has preceding research and interviews with scientists and engineers been carried out so as to perform those studies, but the deduction of the performance evaluation index, grouping and the performance on AHP analysis has been done, considering the features under the standard performance index which has been dealt with for the data with the result index by the national research development. Furthermore, through the statistical technique in surveys, the importance of the performance evaluation index on basic science study has been compared and analyzed. Cross analysis also has been conducted in setting up and verifying the hypothesis among respondents` cognitive differences between the basic science research and the result index as well. In our finding, the basic science research was determined into theoretical and experimental study under ‘the purpose of the new knowledgeable innovations as well as the improvement of understanding natural phenomenon and objects’, which are based on natural science. By supporting four major provisions and 28 results from the evaluation index, allowing for the characteristics of basic science research, this research presented an outline of the results in the basic science research more effectively. In addition, the priority of the performance evaluation index has been drawn by AHP and statistical technique of the academic achievement and the importance of the research circumstances. Moreover, in order to evaluate the performance outcomes in the basic science research, the performance assessments were not evaluated by the same level or by the weighted value number, but weighed by the priority following as the specific feature index under the research field more properly in scientific research.

        연구개발단계별 연구개발투자와 논문 성과 간의 시차효과 분석

        본 연구의 목적은 국가연구개발사업을 대상으로 각 연구단계별 연구개발 지출과 논문 성과 간의 시차구조를 분석하는 것이다. 이에 본 연구는 6T(IT, BT, NT, ST, ET, CT) 기술로 범주화 된 104개 기술의 횡단면 자료와 2007년부터 2014년까지의 시계열로 구성된 패널자료를 분석 자료로서 활용하였으며, 일반적인 시차분포모형을 통해 회귀분석을 실시할 경우 다중공선성이 내포된 분석결과가 도출될 가능성이 크기 때문에 다항시차분포모형을 통해 시차효과를 분석하였다. 그 결과 기초연구의 경우 4년 간 비교적 고른 분포를 보이는 것으로 나타났고, 응용연구와 개발연구의 경우 각각 3년, 2년 간 투자효과가 유효한 것으로 확인되었다. 이러한 결과로 보건대, 국가연구개발사업의 논문 성과를 진단함에 있어 각 연구개발단계별 시차적 특성을 감안한 분석 및 평가가 신중하게 고려될 필요가 있을 것이다. This study aims to empirically estimate distributed lag effects of expenditure by type of R&D on scientific publication in the national R&D program. To analyze the lag structure between them, we used a dataset comprised of panel data from 104 technologies categorized by 6T (IT, BT, NT, ST, ET, CT) from 2007 to 2014, and employed multiple regression analysis based on the polynomial distributed lag model. This is because it is highly likely to emerge multicollinearity, if a distributed lag model without special restrictions is applied to multiple regression analysis. The main results are as follows. In the case of basic research, its lag effects are relatively evenly distributed during four years. On the other hand, the applied research and experimental development have distributed lag effects for three years and two years respectively. Therefore, when it comes to analyzing performance of scientific publication, it is necessary to be performed with characteristics of the time lag by type of R&D.

      • 프랙탈 분석을 통한 비용효과적인 기준자료추출 알고리증에 관한 연구

        Random sampling or systematic sampling method is commonly used to assess the accuracy of classification results. In remote sensing, with these sampling method, much time and tedious works are required to acquire sufficient ground truth data. So, a more effective sampling method that can retain the characteristics of the population is required. In this study, fractal analysis is adopted as an index for reference sampling. The fractal dimensions of the whole study area and the sub-regions are calculated to choose sub-regions that have the most similar dimensionality to that of whole-area. Then the whole-area``s classification accuracy is compared to those of sub-regions, respectively, and it is verified that the accuracies of selected sub regions are similar to that of full-area. Using the above procedure, a new kind of reference sampling method is proposed. The result shows that it is possible to reduce sampling area and sample size keeping up the same results as existing methods in accuracy tests. Thus, the proposed method is proved cost-effective for reference data sampling.
