Since the first exportation of Korean rice to China in 2016, price competitiveness and problems during circulation in China have been traced. In the Chinese rice market, the price of the medium- and short grain milled rice imported from Japan and Taiwan was very high compared to that of Chinese rice, and two to three times higher than that of rice brand imported from Korea. So we concluded that the potential of the Korean rice to export to China is very high if the quality control is secured. It is believed that if the Korean rice was milled up to the whiteness greater than 40 and an embryo retention rate less than 3 % in summer and 5 % in winter, China consumers’ preference on Korean milled rice will increase. In order to prevent the vacuum loosening in the vacuum-packaged Korean rice, some suitable filling materials between the rice packages were needed, and the double sealing treatment was necessary at the time of packaging, with the heat treatment of 1 to 1.5 seconds at 130 to 150℃, as well as the vacuum pressure of 270 to 300 mmHg. It is also important to equip a handle on top of the package in order to provide the consumer’s carriage convenience when moving. For fumigation hydrogen phosphide was better than methyl bromide. For the rice exportation to the southern part of China, it is recommended to adjust the moisture content less than 13% considering that it is hot and humid.
용융염 기반의 화학기상증착법을 이용한 원자층 두께의 고품질 MoS<sub>2</sub> 합성

원자층 두께의 이차원 전이금속 칼코겐화합물은 그래핀과 비슷한 형태의 이차원 구조로 이루어져 있으며, 전기적 특성을 비롯한 우수한 물리적특성을 보여 차세대 반도체 물질로 각광받고 있다. 그래핀의 대면적 합성의 경우 이미 기술적으로 성숙되어 화학기상 증착법을 이용하여 웨이퍼 수준의 크기만큼 단결정 합성이 가능해졌으나, 이차원 전이금속 칼코겐화합물의 경우 현재 수에서 수백μm 수준에 머물러 있는 것이 실정이다. 본 논문에서는 최근에 보고된 용융염 기반의 화학기상증착법을 통한 이차원 단층 MoS<sub>2</sub>합성법에서 공정변수가 MoS<sub>2</sub>단결정의 크기에 미치는 영향에 대해 조사하였다. 그 결과, 최적화된 조건에서 약 420 μm의 고품질 단층 단결정 MoS<sub>2</sub>가 합성될 수 있다는 사실을광학 현미경, 원자력 현미경, 라만 분광, 그리고 광루미네선스 분광 분석을 통하여 밝혀내었다. Recently, the atomically thin two-dimensional transition-metal dichalcogenides (TMDs) have received considerable attention for the application to next-generation semiconducting devices, owing to their remarkable properties including high carrier mobility. However, while a technique for growing graphene is well matured enough to achieve a wafer-scale single crystalline monolayer film, the large-area growth of high quality TMD monolayer is still a challenging issue for industrial application. In order to enlarge the size of single crystalline MoS<sub>2</sub> monolayer, here, we systematically investigated the effect of process parameters in molten-salt-assisted chemical vapor deposition method. As a result, with optimized process parameters, we found that single crystalline monolayer MoS<sub>2</sub> can be grown as large as 420 μm.

‘Jungmo1045’, a multi-resistant japonica rice cultivar developed from a cross between ‘Hanggeumnuri’ having a good eating-quality and high yield and ‘SR30071’ having brown planthopper (BPH) resistance, was developed by the rice breeding team of NICS, RDA in 2015. This cultivar has about 121 days growth duration from transplanting to harvesting in west-southern coast, Honam and Youngnam plain of Korea. It has 73cm culm length and 22cm panicle length. In reaction to biotic and abiotic stresses, it shows resistance to bacterial blight pathogen races from K1 to K3, stripe virus and brown planthopper. The milled rice of ‘Jungmo1045’ exhibits translucent, relatively clear non-glutinous endosperm and medium short grain. It has good palatability of cooked rice compared with ‘Nampyeongbyeo’. The milled rice yield performance of this variety is about 5.74 MT/ha in local adaptability test for three years. ‘Junngmo1045’ would be useful genetic resources for multi-resistance breeding program against disease and insect and eco-friendly cultivation. ‘중모1045호’는 농촌진흥청 국립식량과학원에서 2015년 고품질 품종인 ‘황금누리’와 벼멸구 저항성을 가진 ‘SR30071’를 교배하여 육성한 친환경재배적응 고품질 복합내병충성 벼 품종이다. ‘중모1045호’는 서남부해안지 및 충남이남 평야지(충남, 전남북, 경남) 보통기보비재배에서 이앙부터 수확까지 121일의 생육일수를 가지며 간장은 78cm고 수장은 22cm이다. 병해충 저항성은 벼멸구, 벼흰잎마름병 K1, K2, K3 레이스, 벼줄무늬잎마름병에 강하지만 기타 바이러스병 및 해충에 약하다. ‘중모 1045호의 쌀알은 맑고 투명하며 종자형태는 중단립종이다. 쌀수량은 5.7MT/ha로 ‘남평’과 비슷하며 밥맛은 ‘남평’보다 좋은 수준이다. ‘중모1045호’는 복합내병충성 벼 품종으로 친환경재배단지에 적합하여 안전한 먹거리 생산에 매우 유용한 유전자원으로 사용될 수 있을 것으로 생각된다.
남부평야지 조기재배 적응 복합내병성 고품질 조생 벼 ‘조일’

‘Joil’ is a multiple disease resistant early maturing rice cultivar with high grain quality. ‘Joil’ was derived from a single cross between ‘Unbong37’ (cultivar name ‘Unmi’) and ‘HR23156-26-2-3-5’. ‘Unmi’ is an early maturing rice cultivar with high grain quality and resistance to rice blast and stripe virus. ‘HR23156-26-2-3-5’ is an early maturing elite rice line with lodging resistance and cold tolerance. ‘Joil’ was selected through the pedigree method, yield trials, and local adaptability tests. ‘Joil’ was an early maturing rice. The heading date of ‘Joil’ was July 16 in early transplanting cultivation, which was 2 days later than that of ‘Jopyeong’. ‘Joil’ was a lodging resistance rice with a short culm and showed better tolerance to viviparous germination than that of ‘Jopyeong’. ‘Joil’ was a multiple disease resistant rice with resistance against rice blast, bacterial blight, and stripe virus. ‘Joil’ showed higher yield in both early and late-transplanting cultivations than those of the standard rice cultivars ‘Jopyeong’ and ‘Geumo’. ‘Joil’ had enhanced grain quality under high temperature ripening conditions in early transplanting cultivation. The cooked rice had good grain appearance and taste attributes, and this cultivar had a higher head rice ratio than that of ‘Jopyeong’. ‘Joil’, a multiple disease resistant early maturing rice cultivar with high grain quality, would be suitable for early transplanting cultivation in the southern plain area (Registration No. 6792).
Relations between Brown Planthopper (BPH) Resistanceand Sucking Inhibitors of BPH in Rice

This study was conducted to investigate the relations between brown planthopper (BPH, Nilapavata lugens) resistance and specific organic acids (oxalic acid, silicic acid, and trans-aconitic acid) known as BPH sucking inhibitors on different rice varieties and/or lines. There were no specific relations between BPH resistance and the contents of oxalic and silicic acids in the rice plant tissues. However, the stronger the BPH resistance was occurred, the higher the content of trans-aconitic acid was contained in the rice plants. The relations between the injury rate of rice plant by BPH and the content of trans-aconitic acid in the rice plants were negatively correlated, which were -0.84 and -0.82 at 30 and 60 days after seeding, respectively. Therefore, the content of trans-aconitic acid in rice plant tissues might be utilized as an index for improving BPH resistance of rice varieties.
벼 저장온도 및 저장기간이 미질 관련 형질에 미치는 영향

장기 저장시 취반특성에 영향을 주는 벼 품종간 저장온도 및 저장기간에 따른 색도 변화, 지방산 함량 및 식미치 등 쌀 품질저하에 관여하는 요인을 구명하고자 실험을 수행하였는바 그 결과는 다음과 같다. 1. 색도(b값)는 모든 품종에서 저장온도가 높을수록, 저장 기간이 경과할수록 증가하는 경향으로 상온저장이 저온$(5{\sim}10^{\circ}C,\;10{\sim}15^{\circ}C)$저장보다 높았으며, 저온저장의 경우 6개 월 후부터, 상온저장의 경우 4개월 후부터 b값이 뚜렷이 증가하였다. 2. 공시품종중 조생종 품종인 삼천벼가 가장 높은 색도 증가를 보였으며 중생종 품종인 간척벼, 세계화벼가 중만생 품종인 동진벼와 호진벼보다 높은 증가를 나타내었다. 3. 토요 식미치는 품종간 차이가 있으나, 상온저장시 저온저장에 비하여 저장기간이 경과함에 따라 감소 폭이 커서 저온 저장보다 낮았는데, 저온저장시는 8개월 저장 후부터 약간 감소하였고, 상온저장시는 2개월 후부터 큰 폭으로 감소하였다. 4. 저장온도간 토요 식미치는 $5{\sim}10^{\circ}C$에서 감소 폭이 가장 적었고 품종간에도 색도에서와 마찬가지로 조생종 품종일수록 감소폭이 컸다. 5. 현미 지방산도는 저장 2개월 후부터 증가하기 시작하여 저장기간이 경과할수록 큰 폭으로 증가하였고, 상온저장시 저온저장시보다 증가폭이 컸다. This study was carried out to investigate physiochemical properties and factors related with eating quality in the rice and paddy rice with different storage methods. As storage period was longer and temperature was higher, the b values of chromaticity and degree of fatty acid were increased, and the b value of room temp. was higher than that of low temp. In the varieties, the b value of Samcheonbyeo was the highest among varieties. also b value of Gancheokbyeo and Sae-gyehwabyeo were more increased than those of Dongjinbyeo and Hojinbyeo. Toyo meter values were significantly different according to storage temperature and period. Toyo meter values in storage of low temp. small decreased from 8 month after storages and that of loom temp. was severe decreased from 2 month after storages. In storage of low temp, Toyo meter values in storage of low temp. $(5{\sim}10^{\circ}C)$ was the lowest, and those of the early varieties were the most decreased. Degree of fatty acid of brown rice was increased from 2 month after storages and those of low temp. was severe increased. So, they made rice quality and eating quality to be deteriorated.
공공조직의 정책학습역량을 제고하기 위한 성과관리제도 설계방안 - 서울시의 통합성과 관리제도에 대한 비판적 고찰

이 연구는 1997년 IMF이후 정부개혁의 일환으로 도입된 성과관리제도가 정부조직의 정책학습 능력을 향상시키기 위한 측면으로 운영되는 방안을 모색하고 있다. 현재의 성과관리 제도는 장기적인 정책영향에 대한 평가보다는 단기적이고 가시적인 산출위주의 평가에 비중을 두고 있다. 또한, 성과관리는 보다 나은 성과를 달성하기 위한 정보를 제공하기 위한 수단임에도 불구하고 그 동안의 성과관리 관행을 살펴보면 평가는 제재를 가하기 위한 수단으로 이용되어 왔다. 그리고 성과관리는 조직 구성원의 참여가 배제되고 전문가나 상급 기관위주의 평가가 진행되다보니 조직의 궁극적인 학습능력의 향상보다도 피평가기관의 저항을 초래하게 되었다. 따라서 성과관리제도를 조직의 통제수단으로 보는 관점에서 탈피하여 조직의 정책학습 능력을 향상시키기 위한 수단으로 활용할 수 있는 연구를 하고자 한다. 이 연구는 정책학습에 관한 광범위한 문헌적 검토를 실시하고 서울시의 성과관리제도를 고찰하여 서울시의 성과관리제도가 조직의 정책학습 활성화에 기여할 수 있는 모델을 제시하고자 한다.
