본 연구는 핵으로 무장한 북한의 군사적 위협은 물론 각종 재난 등에 효율적인 대응을 할 수 있도록 현행 분산ㆍ이원화된 중앙정부와 지방자치단체의 위기관리 조직운영체계의 문제점을 분석하고, 발전방안의 제시에 목적을 두고 있다. 이를 위해 문헌자료와 실증적 분석을 통해 도출된 개선방안은 첫째, 국가위기관리 총사령탑(Control tower)으로서 NSC사무처 기능복원과 업무중복ㆍ갈등을 최소화를 위해 외교안보수석실을 국가안보실로 통합해야 한다. 둘째, 안전행정부의 비상대비와 민방위 조직을 통합하여 국무총리 직속기구로 가칭 "국가비상대비ㆍ민방위처"를 창설해야 한다. 셋째, 재난 유형별로 이원적으로 운영되는 조직기능을 일원화하여 업무중복과 혼란야기방지를 위해 가칭 "재난관리청"신설도 적극 검토해야 한다. 넷째, 지자체 위기관리조직기능을 재정비하고, 그들이 일정한 자율성과 독립성을 갖고 업무수행을 하도록 지방자치법 개정 등 여건마련이 필요하다. The purpose of this study is to analyze the national crisis management system and to propose a improved organization & operation system. So, I suggest the following steps be followed. First, In order to carry out the control tower of national crisis management system, The National Security Council's secretary should to be restoration. Also the office of National Security and the office of foreign affair and national security have to integrate because of it's function overlapping and in-efficiency. Second, The organization of the civil defense, emergency preparedness and, Disaster is to reorganize as soon as possible. For example, The Agency of National Civil Defense & Preparedness, The Agency of National Disaster Management. Lastly, for more effective the crisis management system of local government is to change the unified organization & operation model and relevant laws and regulation should be revised. In conclusion, for more effective national crisis management, we need to reconstruct the related organization and operation system.

This paper introduces a face driving mechanism of wheel-base mobile robot, Silbot Ⅱ, which is developed for English education. In the design of the robot face, two important points should be considered: one is that Silbot Ⅱ shows a cute and friendly image because it deals with children or old persons, and the other is that it should have a compact and light structure. For the former, Silbot Ⅱ was designed to have a spherical hard-skin face with big eyes and small lips. But, such a design results in making the compact mechanism difficult. In this paper, a face mechanism of Silbot Ⅱ is proposed, which is compact and modularized so as to avoid the interference inside and to facilitate the repair or maintenance. Silbot Ⅱ is currently playing an active part in teaching English to old persons in Masan Senior Welfare Center.
IT 시대의 대체투자재가 근린상가 낙찰가율에 미치는 영향에 관한 연구

This study analyzed how alternative investment goods would affect a market in a neighboring shopping area in order to provide parties involved in the investment market of this neighboring shopping area with standards which would help them when they try to make a reasonable determination. The study estimated forms and explanation power of the effects of a bid rate of a neighboring shopping area, and came up with those results as follows. Increases in the representative macro economic indicators, the composite stock price index and the fluctuation rate of land price, including the real estate business would have a positive influence on the market of the neighboring shopping area as playing a circumstantial evidence of market recovery and yet, the increase in interest rate, the alternative investment goods, would reduce the relative price-earnings ratio which would, eventually, negatively affect the charm of the investment in the market of the neighboring shopping area. The study, now, understands that housing with a feature of consumers’ goods and neighboring shopping area with a feature of investment goods would not have great concern with each other as they are observed to be two different markets from an aspect of interactionism. 본 연구는 근린상가 시장에 대한 대체투자재의 영향을 분석하여 근린상가의 투자시장과 관련된 이해당사자 들에게 합리적 의사결정의 기준을 제시하였으며, 근린상가 낙찰가율에 대한 영향의 형태와 설명력을 추정한 결과 다음과 같은 결론을 얻었다. 부동산 경기를 포함한 대표적인 거시경제지표인 종합주가지수와 지가변동률의 상승은 경기활성화의 방증으로 근린상가 시장에 긍정적인 영향을 미치나 대체투자재인 이자율의 상승은 근린상가에 대한 상대적 수익률을 감소시켜 근린상가시장의 투자에 대한 매력을 감소시킨다. 소비재 특성을 지닌 주택과 자본재 특성을 지닌 근린상가는 상호 영향적 측면에서 이질적인 시장으로 나타나 큰 영향을 미치지 않음을 알 수 있다
