Authors experienced a case of congenital multiple malformation, characterized by hydrocephalus, spina bifida, clubfoot, agenesis of rib cage, and meningomyeloceles. The female newborn -had delivered abdominally by cesarian section on 12 days after term. At birth, the body weight was 5, 900gm, height 57cm, head circumference 62cm and chest circum? ference 33cm respectively. Body temperature at birth was 35°C and apgar score at 1 min. after birth was 2. She had lived for. 92 days in the nursery -room and expired with interstitial pneumonia. The autopsy -findings also presented with brief review of literature.

Indeed, open parliamentary politics and self-parliamentarism as well as open administration and self-administration are the real proposition that needs to be implemented in the era of local self-governing. Self-administration and self-parliamentarism are the two wheels that are vital to have a successful local self-government. Both local parliament and executive branch of the local government are the genuine owners of the local administration, and thus, they must provide administrative services best for the local citizens as their guests. Especially, local parliament as the autonomous decision-making institution and executive branch as the policy implementing institution ought to accomplish their duties and roles. As a result of such activities, both should make every possible effort to advance toward a cooperative, reciprocal and productive partnership. Both, as rational critics and check-and-balancers, also need to provide policy alternatives, since they have some objective standards for the development and establishment of aggregating local citizens' opinions, reliable local economy, local political culture and local welfare system after managing local self-autonomy over the last decade.

Ⅰ. PR(Public Relations) has various definitions and one of them is not a one-way communication between communicator and communicatee but a two-way communication between them, and is an activity and a process required of interaction and joint understanding, being different from one-way propaganda and publicity. In modern society PR in the administrative management plays very important role as the fourth function together with planning, staffing and budgeting. Ⅱ. The higher educational PR is an activity and a means which give impetus to the development of the university itself and have it perform its active and positive functions. As is well known, the first priority, in today's national development strategy, is given to the development of community called as a unit society of a nation, for the balanced development of community is essential to the successful development of the nation. University should promote its own development through the sincere performance of its duties ... education, research and social service ... and as a center of community take charge of leading initiative in the development of a community through providing the community with knowldedge, technique, training of professional personnel, utilizing of facility, retraining of enterprising men and so on. For the task of university, the higher educational PR as an active activity plays a leading role in forming good-neighbor, friendship, support and cooperation relationship. And university should play a leading role in the development of the university by making the publics in and out of it PR agents. Ⅲ. As an active center of the development of university and community should have a PR facility which can activate the relationship between university and community, the function of corelationship, and devise the development of two. The PR facility can take charge of PR activity to the publics in and out of community. Special regard should be paid to the financial support for the facility's effective activity.

전통시장은 높은 화재발생 가능성을 가지고 있고 화재 발생 시 이로 인해 큰 인명·재산 피해가 발생할 수 있음. 특히 전통시장은 소화활동이 어려운 구조, 인화성이 높은 재고 보유, 노후화된 전기·가스·소방 시설 등의 문제점들을 가지고 있어 화재 사고에 취약함. 이렇게 높은 화재 리스크에도 불구하고 전통시장의 화재 안전관리는 매우 미흡한 수준이며 화재보험 가입률도 낮은 편임. 정부는 정책성보험 도입을 통해 일부 영세사업자들의 대형 재난사고 대응을 지원해왔으나 전통시장 화재보험에 대한 지원은 이루어지고 있지 않음. 정부당국은 전통시장 사업자 영업인가 시 소방안전 기준 강화, 전통시장에 대한 정기적인 화재안 전진단 수행, 시장 상인들에 대한 화재안전 교육, 소방시설 및 시장 구조 정비, 정책성보험 도입 등을 통해 전통시장 화재 리스크 관리를 강화할 필요가 있음.

□ 현행 『민법』은 다른 법률의 규정이나 당사자 간의 약정이 없는 채권에 대한 이율을 연 5%로 정하고 있음(1958년 2월 민법 제정 시 정해진 이래 현재까지 유지됨) □ 그러나 2016년에는 3년 만기 국채가 1.44%의 금리로 발행되었고 최근 신용등급이 높은 회사채도 4% 이하의 금리로 발행되고 있어 현행 법정이율(연 5%)과 시장금리 간에 괴리가 존재함 □ 법정이율이 시장금리보다 높아 채권자(개인 또는 법인)가 채무변재 청구를 고의로 뒤늦게 하는 문제와 대인 사고 피해자가 미래상실소득을 복구하는 데 충분한 손해배상금을 지급받지 못하는 문제가 발생함 ㆍ 법정이율이 미래상실소득의 할인율로 사용되기 때문에 5%의 할인율로 계산된 손해배상금의 현재가치 금액이 시장에 투자될 경우, 투자금액이 손해배상금보다 적어짐 □ 일본과 영국은 이러한 문제를 해소하기 위해 최근 대인사고 손해배상의 미래상실소득 할인율을 인하하였고 우리나라에서도 법정이율 인하 및 변동제 등의 내용을 포함한 민법 개정안이 발의되었음 □ 미래상실소득 할인율(법정이율)이 5%에서 3%로 인하될 경우 미래상실소득의 현재가치가 크게 증가함 ㆍ 월 소득 500만 원인 피해자가 30년간 일을 하지 못하게 된 경우 미래상실소득의 현재가치는 2억 6,070만 원 증가함(9억 3,141만 원 → 11억 9,211만 원, <표 2> 참조) □ 최근 미래상실소득 할인율을 인하한 영국·일본은 관련 보험의 손해율 악화와 보험료 인상을 예상했음 ㆍ 대인사고 손해배상책임 담보가 포함된 자동차보험, 배상책임보험, 종합보험, 장기보험 등이 영향을 받고 특히 계약 건수가 많은 자동차보험이 크게 영향을 받음 □ 정부는 「민법」 개정을 통한 법정이율 인하에 앞서 법정이율 인하가 보험에 미치는 영향을 고려해 다음과 같은 제도적 검토를 수행할 필요가 있음 ㆍ 현재와 같이 법정이율을 미래상실소득 할인율로 사용할지(또는 점진적 인하) 여부 검토 ㆍ 법정이율 인하를 고려한 선제적 보험료 조정 방안 검토

최근 국내외 소비자들의 개인용 전자기기 및 PC를 사용한 상품 구매가 활발해졌고 해외 보험회사들은 이러한 환경변화에 대응해 인슈테크를 적극 도입·활용하고 있음. · 정보공학 기법을 이용해 금융시스템의 효율을 제고하는 기술을 핀테크라 하고 이 중 보험회사의 경우를 인슈테크라 함. 최근 국내 보험회사들이 인슈테크를 도입하기 시작했으나 아직까지 성과가 미미함. · 보험다모아, 아이올, 라이나생명 챗봇, 동부화재 UBI 자동차 보험 사례 등 참조 · 아직까지 KPMG가 매년 발표하는 “Fintech 100”에 국내 보험회사가 선정된 사례가 없음. 중안보험은 혁신적인 보험상품과 서비스를 인슈테크를 통해 제공해 인슈테크 대표주자로 주목받고 있음. · 중안보험은 2015년과 2016년에 2년 연속 “Fintech 100” TOP 5에 선정되었음. · 중안보험의 성공 요인은 기존 인터넷 사업자를 통한 보험 판매, 보험가입 절차 간소화와 박리다매 전략, 자동화를 통한 업무 효율 제고 등으로 요약될 수 있음. 중안보험과 보험다모아의 보험상품 판매절차를 비교한 결과 개인인증, 약관확인 및 공인인증서 사용 의무화, 별도의 결재정보 입력 등에서 차이가 있음. · 중국 소비자들은 인터넷 쇼핑몰에서 별도의 개인인증 없이 보험을 구매할 수 있음. · 중국 중안보험이 보험금 청구 절차를 자동화해 운영하고 있는데 반해 우리나라의 경우 인슈테크 보험의 보험금 절차가 오프라인에서 구매한 보험상품과 동일함. 금융당국은 소비자 편익제고와 인슈테크 시장 활성화를 위해 개인인증방식 다양화 방안을 검토할 필요가 있음. 보험회사들은 인슈테크 시장 활성화를 위해 보험상품 및 계약 방법 개선, 기존 인터넷 사업자와의 제휴를 통한 판매채널 다각화(B2B2C 모델), 인슈테크를 활용한 업무 자동화 등의 노력을 기울일 필요가 있음. · 중안보험의 경우 보험계약, 요율산출, 인수심사, 보험금 지급 등 대부분 업무를 자동화해 사업비를 절감하고 있음.
