        What makes hybrid insourcing successful: A new public–private partnership model for social welfare services

        Outsourcing has been a key policy tool for delivering a range of social services, and regarded as more effective than insourcing or direct government provision. At the same time, it has also caused many delivery issues such as principal‐agent problems, a lack of policy coordination, and poor‐quality welfare services. While the pendulum continues to swing between insourcing and outsourcing, we aim to propose a new public–private partnership model called the “hybrid insourcing model” and examine which factors influence the performance of the model. In South Korea, around 2010, the local government in Namyangju City was the first to implement the “Hope Care Center model,” a kind of hybrid insourcing model, which has been praised for its innovation and widely emulated by central and local governments. Our analysis utilizes data collected between December 2017 and January 2018 from public sector employees and civilian staff in Namyangju and a comparable city, A. From this, we draw a number of implications, both for theory and for policy. We argue that, for public–private partnerships, active cooperation and equality are the biggest factors in contributing to positive performance. These work alongside leaders with a clear vision and with employees' positive attitude

      • Uses and Gratification on eWOM Tourism Information

        This study draw on the uses and gratifications perspective in tourism information research to examine the tourist experience associated with website. The goal of this study is to investigate the extent to eWOM(electronic Word-of-Mouth) using motivation and gratification. In methodological sense, the survey was employed in user of destination search for travel and performed application with AVOVA for analysis. Data collecting method was a convenience sampling with face-to-face interview. A total of 600 questionnaires were collected from the survey and 577 questionnaires were coded for a data for analysis on this study. Data for the study were drawn from the user who have been travel information on eWOM. The findings deriving from this study are followings; First, Perception of using motivation is consist of 5 dimensions such as Self-Development, Information Acquisition, Enjoyment, Community, and Travel Cost. Second, The findings deriving from this study is a statistically significant difference in the relationship between the using dimensions and user propensity of eWOM tourism information. Finally, using motivation was positively related with behavioral intentions of making process.

        호남 좌도 풍물굿 예인들의 활동 양상 : 좌도 풍물굿 쇠잽이들을 중심으로

        The purpose of this paper is to study the lives of Pungmulgut entertainers of Honam Jwado region focusing on the history and the characteristics of performances by each individual performer. Both paper research and field research have been carried out to obtain the personal information, related anecdotes, career history and the characteristics of the distinguished Pungmulgut performers in Honam Jwado region. The results are as below. Pungmulgut performers of Honam Jwado region used to be the Sangsoe (a leading kkwaenggwari player of the Pungmul band) or kkwaenggwari players of the village ceremonies. Early characteristics show that they settled in their hometown and took the role of leaders of Gutpae (a performing band of Gutpae) as members of villages. Aprt from this, they also did farming as a main occupation for living. Some cases of exceptions are found, however. Lee, Hwa-Choon is from Shman family, so he is moreover a professional performer. The family background of Khi, Chang-Soo is unknown and he is said to make it as his vocation to play the kkwaenggwari for Gut. It is assumed that the major performing area may have been limited to the regions in and around their hometown. Only brief Information about the history of their performances is found from the relevant literatures or oral documents. The information concerns primarily the professional Gutpae (shaman ritual group) or performers who payed the kkwaenggwari for their living. Immediately after the liberation in 1945, a number of group called 'Jwado Pungmulgul Tteunsoe' were organized to actively stage performances of"Pungmulgut"as their living profession. Yoo, Han-Joon and Choi, Sang-Geun formed a 'Pojang Geolippae' under their names to do performances and Jang, Doo-Man, Kim, Soo-Dong, Kang, Tae-Moon, Yoo, Myeong-Cheol seemed to be the performing members of such groups. Such trend has become more prevailing where the purpose of Pungmul performance gets closely tied with means of living. The reasons can be attributed to the more various choices available for social-economic activities, a renewed understanding on economic value of artistic culture, changes in living culture of farming industry, inefficacy of Dure (communal labor organization), increase of Nongak performances in competition styles and others. Professional performers in such environments include Rang, Tae-Moon, Shin, Ki-Nam and Yoo, Myeong-Cheol and others. However, environmental changes can not be considered as the absolute influence on the performing activtiies of those performers. One of the most representative cases include Kim, Bong-Yeol, Jungpyeong-gut performer in Jinan, and Yang, Soon-Yong, Pilbong-gut performer in Imshil. The two performers did farming as their main means of living and combined both farming and performing activities until they passed away. One common point of the two performers is found in that they did their performances in response to the communal objectives and needs of their villages, the most fundamental nature of Maeulgutpae (band for village ritual). The author of this paper defined such kind of performing activities corresponding with the genuine nature of Maeulgut, in contrast to performances for living, as"performing style for communal culture". The lives and performing activities of Pungmulgut performers in Jwado region can be understood not only as specific individual history but also as the overall regional characteristics of Jwado Pungmul area.

      • Holographic melting of heavy baryons in plasma with gluon condensation

        We propose a Dirac-Born-Infeld (DBI) D5 vertex brane plus <I>N</I><SUB><I>c</I></SUB> fundamental strings configuration to describe a baryon probe in strongly coupled gauge theory with gluon condensation at finite temperature via AdS/CFT correspondence. We investigate properties of this configuration in a dilaton deformed AdS<SUB>5</SUB> × S<SUP>5</SUP> background, in which IIB string theory is dual to super Yang-Mills theory in a state with a constant self-dual gauge field (<I>F</I><SUB><I>mn</I></SUB> = <I>F</I>*<SUB><I>mn</I></SUB>) background. We find that for most values of temperature <I>T</I> and gluon condensation parameter <I>q</I> (<I>q</I> = π<SUP>2</SUP>⟨<I>F</I><SUB><I>mn</I></SUB><I>F</I><SUB><I>mn</I></SUB>⟩), there always exists a screening length <I>L</I><SUB><I>s</I></SUB>. The relation <I>L</I><SUB><I>s</I></SUB> ∼ 1/<I>T</I> has been checked. We give the <I>q</I> dependence of <I>L</I><SUB><I>s</I></SUB>. We calculate the boost velocity <I>v</I>(<I>v</I> = −tanh η) and angular velocity ω dependence of <I>L</I><SUB><I>s</I></SUB> for a baryon probe, and obtain <I>L</I><SUB><I>s</I></SUB> = <I>L</I><SUB>0</SUB>*(1−<I>v</I><SUP>2</SUP>)<SUP>1/4</SUP> for large <I>v</I> and <I>L</I><SUB><I>s</I></SUB> ∼ ω<SUP>−1</SUP>, which are consistent with those dependence relations in the point brane plus strings case, and find that the usual relations have been modified by <I>q</I>. We also calculate the mass of baryon and find <I>T</I> dependence of baryon mass.

      • Blockade of RAGE ameliorates elastase-induced emphysema development and progression <i>via</i> RAGE-DAMP signaling

        <P>The receptor for advanced glycan end products (RAGE) has been identified as a susceptibility gene for chronic obstructive pulmonary disease (COPD) in genome-wide association studies (GWASs). However, less is known about how RAGE is involved in the pathogenesis of COPD. To determine the molecular mechanism by which RAGE influences COPD in experimental COPD models, we investigated the efficacy of the RAGE-specific antagonist FPS-ZM1 administration in in vivo and in vitro COPD models. We injected elastase intratracheally and the RAGE antagonist FPS-ZM1 in mice, and the infiltrated inflammatory cells and cytokines were assessed by ELISA. Cellular expression of RAGE was determined in protein, serum, and bronchoalveolar lavage fluid of mice and lungs and serum of human donors and patients with COPD. Downstream damage-associated molecular pattern (DAMP) pathway activation in vivo and in vitro and in patients with COPD was assessed by immunofluorescence staining, Western blot analysis, and ELISA. The expression of membrane RAGE in initiating the inflammatory response and of soluble RAGE acting as a decoy were associated with up-regulation of the DAMP-related signaling pathway via Nrf2. FPS-ZM1 administration significantly reversed emphysema in the lung of mice. Moreover, FPS-ZM1 treatment significantly reduced lung inflammation in Nrf2(+/+) , but not in Nrf2(-/-) mice. Thus, our data indicate for the first time that RAGE inhibition has an essential protective role in COPD.         향기요법이 통증을 주소증으로 입원한 환자의 수면장애에 미치는 영향

        Objectives :The purpose of this study is to investigate the effects of aroma therapy on sleep disorder patients with musculoskeletal pain. Methods :The 44 patients were divided into 2 groups: Experimental group(Exp. group) was treated with aroma therapy and control group was treated except aroma therapy. To evaluate the efficiency of aroma therapy, the Korean sleep scale A(Jin-Joo Oh, Mi-Soon Song, Sin-Mi Kim. 1998) and visual analogue scale(VAS) were applied before treatment and after 5 days treatment. Results :1. The Experimental group has improved statistical significance in sleep disorder score as compare to the control group. 2. The improvement of sleep disorder score of Exp.group has difference according to impression. 3. The improvement of sleep disorder has an effect on pain decrease. Conclusions :Aroma therapy has effects of improvement on sleep disorder with musculoskeletal pain.

        Sound Analysis in an In Vitro Endotracheal Tube Model

        Background/Aims: Complete endotracheal tube obstruction is a medical emergency, and partial occlusion causes increased breathing rates and failure to wean off mechanical ventilation. Partial occlusion may be underestimated due to the lack of proper detection methods. We tested whether the sound of an endotracheal tube could be used to detect an endotracheal tube obstruction using an in vitro model. Methods: An endotracheal tube was connected to a ventilator on one end and a test lung on the other. Sounds were recorded with a microphone located inside the endotracheal tube via a connector. During mechanical ventilation, we changed the endotracheal tube internal diameter from 5.0 to 8.0 mm and different grades of obstruction at different sites were used along the tube. Sound energy was compared among the different conditions. Results: The energy of endotracheal tube sounds was positively correlated with the internal diameter and negatively correlated with the degree of obstruction. The rate of decline in energy differed with obstruction location. When the obstruction was more distal, the rate of decline in endotracheal sound energy was more rapid. Conclusions: Changes in the sound of an endotracheal tube can be used to detect an obstruction. Further studies are needed for clinical application.

      • A comparison of survival outcome of open, total laparoscopic and laparoscopy-assisted vaginal radical hysterectomy in patients with early cervical cancer of stage IB2

        Objective: The aim of this study is to evaluate oncologic outcomes of total abdominal radical hysterectomy (TARH), total laparoscopic radical hysterectomy (TLRH) and laparoscopic-assisted radical vaginal hysterectomy (LARVH) in early cervical cancer patients (stage IB2-3, tumor size≥2cm), analyzing the risk factors that may affect the clinical results. Methods: A total of 756 patients underwent radical hysterectomy between 2000 and 2019 from three university hospitals (Pusan National University Hospital, Yang-san Pusan National University Hospital, Ulsan University Hospital) were enrolled. Among them, 172 patients with stage IB2-3 were analyzed retrospectively. Results: Seventy-seven patients were treated with TARH, and 95 were managed via minimally invasive surgery (MIS), consisting of 35 with TLRH and 60 with LARVH. TARH group had better disease five-year disease free survival (DFS) and overall survival (OS) compared with MIS group (86.4% vs. 73.4 for DFS and 91.7 vs. 82.2 for OS), but not statistically significant in both (p=0.058 for DFS and p=0.119 for OS). When TARH and the LARVH group were compared, both five-year DFS and OS were not significant different (86.4 vs 82.2%; p=0.288 for DFS and 91.7 vs 84.4%; p=0.206 for OS). However, when TARH and the TLRH group were compared, TLRH group had significantly worse five-year DFS than TARH (86.4 vs 54.5%; p=0.008), but five-year OS was not significant different (91.7 vs 77.5%; p=0.127). Multivariate analysis showed that LN metastasis and TLRH surgical approaches were an independent prognostic factor for DFS in IB2-3 cervical cancers. Conclusion: Our findings provided the evidence that TLRH surgical approach was associated with worse DFS in IB2-3 cervical cancers but that of LARVH was not. Such results may have important implications of colpotomy method for MIS in cervical cancer.

      • Improvement of the Sensing Window on a Capacitorless 1T-DRAM of a FinFET-Based Unified RAM

        <P>A novel initialization concept is demonstrated to improve the program efficiency of the 1T-DRAM mode of unified random access memory (URAM). The proposed method involves boosting the gate-induced drain leakage current for the generation of excess holes by pretrapping electrons to the nitride layer prior to the activation of 1T-DRAM mode. The proposed initialization concept doubles the current sensing window in 1T-DRAM operation. Due to the potential for soft erasing caused by hot-hole injections into electrons that are trapped in the nitride during the P/E cycling of 1T-DRAM, immunity against soft erasing is confirmed through a dc stress measurement as well.</P>
