        This study aims to identify the policy implications by analyzing the effect on the corporate ecosystem and productivity in consideration of the innovation capabilities of marginal firms. The innovation competency is introduced to analyze the ecosystem of marginal firms according to innovation capabilities and the effect of government support. For this research, marginal and normal firms are divided into four groups(high innovative normal firms, low innovative normal firms, high innovative marginal firms, low innovative marginal firms) based on innovation capability. As a result, the growth, profitability, and productivity of the four groups showed higher rates than firms with low innovation capabilities. In other words, it was confirmed that high innovative marginal firms are firms with high growth, profitability, productivity. In addition, the effect of government R&D support on the entry or exit of marginal firms is analyzed, and the effects of government R&D support between marginal and normal firms are analyzed. The marginal firms that received government R&D supported tended to remain as marginal firms. The proportion of normal firms receiving government R&D support turning into marginal firms was high. This can be seen as a negative signal that government R&D support can increase the number of marginal firms. The policy implications are presented as follows. First, policy support is needed to prevent the firms that actively carry out innovation activities from falling into financial deterioration in the short term. Second, it is necessary to understand the innovation capabilities of marginal firms and induce transformation into normal firms. Lastly, institutional supplementation is needed to prevent government R&D support from being a means of sustaining marginal firms. It is necessary to establish a monitoring system for firms that cannot escape the marginal firm, and to examine why the firm is not getting out of the marginal firm.

        This paper researches narrative transformation types of novels and movies focused on Bugs Story written by Lee Chungjun and Secret Sunshine directed by Lee Changdong. In multi-layered narrative media geography including visual media, novels and movies are acknowledged as individual narratives contained unique artistry beyond one way relation as story sources. To testify new influential relation of media shared narrative, this paper analyzes that the movie Secret Sunshineis not a regenerated narrative of the novel Bugs Story but unique work, which is a core of this paper. Each distinct and characteristic artistry becomes standards in analytical process. Because movies use different expression method compared to novels, they changes time to space and structure of memory to structure of scene. Also, from the beginning, movies choose different paths to novels in thematic level. Bugs Story and Secret Sunshinecontained lots of narrative differences compared to the other texts which naturally adhere to thematic distance. As this paper identified in the analysis comparing courses of different narrative methods with media of novels and moves, these (letters and image) can be fully acknowledged as independent texts required plentiful understanding and consciousness on media features. Likewise, frank and creative media transformation can open possibility of classical narrative media as novels lost popularity and thus seek new ways. This possibility can be only when narrative media including novels and movies contain concrete consciousness on their own media characteristic and aesthetic discrimination. It is the reason why the movie Secret Sunshine was acknowledged as a regenerated narrative of novel Bugs Story due to the unique work.

        워드스미스를 이용한 한국어 교재 대화문 분석 연구

        The purpose of this paper is to conduct word level and key word analysis of the dialogue in Korean textbooks using WordSmith tools. For this study, we compiled 12 Korean textbooks used in two major Korean language institutes(i.e. Yonsei and Korea). We measure the frequency of token and type of words found in the texts using the WordList function. We also use the KeyWords function for extracting the lexical saliency of texts. Key words are those whose frequency is unusually high in comparison with some norm. We extend the keyness concept to clusters which are found repeatedly near each other. Finding these key words and key clusters could help to verify the comparison of dialogues in Korean textbooks.

      • 공공기술 기반 창업 지원제도의 효과성 분석을 통한 입법화 방안 연구

        This study aims to suggest policies and legislation plan for effective support of star-up companies based on public technology of universities and public research institutes. We classified the types of public technology based start-up support systems. It is expected that it will contribute to establishing the policies for public technology start-up. We used the data of R&D projects conducted by public technology based start-up companies from 2015 to 2018, a total of 981 R&D projects and 269 companies, and classified them by company size, base type, and startup type. Based on the average sales amount by company size, it was classified into a total of 5 groups, we reviewed the total research cost and the trend of single/multi-purpose of R&D projects. In this study, a single-purpose R&D project refers to a project that provides only one support according to a project such as R&D and commercialization, and a multi-purpose R&D project provides various support such as R&D-commercialization, R&D-consulting, R&D-commercialization-angel matching fund. It means a task to be done at the same time. As a result of the analysis, the large company performed single-purpose tasks, and small company participated in multi-purpose R&D projects. When looking at the type, it was identified that the sales of startups based on public institute based technology were superior to that of university based companies. Additionally, public institute based technology startups participated in single-purpose tasks, and startups based on universities conducted the multi-purpose tasks of R&D projects. By type of start-up, the sales of start-up based on universities was very low and the types of tasks to be performed were also different. As a result of review the related laws, the following implications were suggested. In Korea, the legal basis for public technology start-up activation and support through technology transfer are provided and tax support, employment subsidies are provided. However, there was a difficulty in activating public technology start-up directly by experts because the focus was only on technology transfer and commercialization. The United States is establishing a legal basis for technology transfer and promotion of industrial innovation. By reinforcing the technology transfer system, it was pursuing the creation of start up. In Japan, the responsiblities of R&D corporation, universities, and private businesses were clarified by law, and it stipulated that industry-academia-government links and start up creation were strengthened. As a result of this study, the issues of lack of inclusiveness of public technology based start ups, emphasis only on technology transfer and commercialization, and the need for effective support system based on legislation. In this study, the policy and legislative direction of support for public technology start ups are presented as follows. First, it is necessary to determine the scope of support for public technology start ups, and to establish policies for each startup entity. Second, it is necessary to prepare a policy plan for facilitating faculty start ups and for this, a VC-led start up model can be considered. Third, it needs to make efforts to accumulate data through a survey to establish the basis for the policy of public technology entrepreneurship. Fourth, it designs a support system based on understanding what is actually needed and effective system.

      • 공공기술창업의 경제적 파급효과 분석 연구

        본 연구는 대학 및 출연연의 기술 기반 창업(실험실창업)의 현황을 살펴보고, 매출 및 고용 간의 인과관계를 밝히는 것을 목표로 한다. 실험실창업 정부지원 및 민간투자, 매출, 고용의 실태가 열악하여 통계적으로 일반화하기는 어려웠지만, 이들 중에서 고성장 기업(매출 및 고용이 모두 높은 기업), 잠재적 성장 기업(매출 또는 고용 중 하나가 높은 기업), 이외의 기업(모두 수준이 낮은 열악한 기업)으로 분류할 수 있었다. 실험실창업의 정부지원 및 민간투자유치, 매출 및 고용 간의 인과관계를 파악하고, 각 요소가 효과를 발휘하기 까지 소요되는 시간을 추정하기 위하여 작은 규모의 실험실창업 기업을 대상으로 패널 벡터자기회귀모형(Panel VAR)를 적용하여 분석하였다. 그 결과 실험실창업 기업의 성과창출 매커니즘은 정부지원 및 민간투자⇄고용→매출로 확인되어 고용이 실험실창업에 있어 성과를 매개하는 중요한 역할을 하는 것으로 나타났다. 또한 민간투자가 정부지원보다 고용과 매출을 단기적으로 향상시키는 효과가 있었으며, 고용이 우수한 기업이 정부지원 및 민간투자를 유치할 수 있다는 점을 보였다. This study aims to examine the causal relationships between sales and employment for public technology-based startups. In order to understand the causal relationship, and to estimate the time required to be effective, panel vector autoregression was applied. As a result, the performance creation mechanism was identified as government support and private investment⇄employment→sales, indicating that employment plays an mediator role in public technology based startups’ performance mechanism. In addition, private investment had the effect of improving employment and sales in the short time than governments support, and showed that firms with high employment can attract government support and private investment.

      • 혁신 경쟁력 확충을 위한 디지털 뉴딜 전략 연구

        This study aims to identify the core goals of laws and systems for promoting the Korean version of the Digital New Deal and to present a legislative plan. For this study, in-depth interviews and surveys were conducted to identify issues from the perspective of activating the digital new deal. The experts opinions are gathered comprehensively to discover the institutional improvement goals, legislative demand and tasks for promoting the Korean version the Digital New Deal. The interviews were conducted with 10 experts to investigate the goals and priorities. The interview groups are divided into companies using digital technology, policy researchers(universities), government, etc. A survey was conducted on 150 companies, policies researchers, government officials about the improvement of the digital new deal system. The issues presented by experts are classified into data collection and use, activation of new industries, private sector’s participation, and establishment of governance. Opinions to the questionnaire can be categorized into data utilization, activation of new industries, need for establishing and continuing governance, and effectiveness of system improvement. The second interview was conducted to share the results of first interview and survey. For this stage, the elements of institutional promotion of the digital new deal were suggested. It needs to be focused on the market economy and structural transformation, job creation, income growth, etc. In this study, the Korean version of the Digital New Deal aims at 3R’S such as structural changes(reform), job creation and income growth(recovery), inclusive of vulnerable(relief), sustainability(sustain). Below these goals, the following institutional improvement tasks are presented. First, the data economy definition should be identified and the guidelines must be established such as data collection standards, data openness review and management, data creator and occupant rights, etc. For the new industries, it is necessary to establish a social discussion and institutional framework on how to establish new labor methods and labor management relations according to the occurrence of new employment types. It is very important to establish a social consensus system to prevent problems such as infringement of labor rights. Amendment of the system is necessary for participation of private companies. To this end, the concept of digital infrastructure and platform must be included in the meaning of facilities in the 「Private Investment in Social Infrastructure Act」 so the private companies can invest in digital facilities. It needs to build governance to fulfill the role of market economy management. The role of this organization is responsible for economic regulation related to the data economy and it has expertise in data. This organization is required to manage a data-intensive economic system and take measures to revitalize the industry in a balanced way.
