      • 저탄소 녹색성장 기본법과 지방자치단체의 대응-충청북도를 중심으로-

        본 연구의 목적은 2010년 제정된 저탄소 녹색성장 기본법의 분석을 통해 지방자치단체의 대응방안을 제시하는데 있다. 첫째로 저탄소 녹색성장 기본법의 구조와 내용, 문제점 등을 분석하였다. 이를 통해 저탄소 녹색성장 기본법은 중앙정부 및 광역지자체를 중심으로 작성된 법이라는 것을 알 수 있었다. 지방자치단체의 원활한 녹색성장을 위해서는 첫째 지방도시의 지역적 환경을 고려한 녹색성장 계획을 세워야 하며, 둘째로는 지역적 특색을 고려한 녹색성장계획을 만들어야 한다. 마지막으로 지방자치단체와 지역주민들은 녹색성장에 대한 교육 및 홍보 그리고 무엇보다 자발적인 참여가 필요하다. This study intended to suggest a respond for a local government through analyzing the Low-Carbon Green Growth Act, 2010. To reach the goal, we analyzed a structure and problem about the Low-Carbon Green Growth. So we found a problem that this law consider only about the central government and metropolitan council. Then we found a response solution which is below. First, a local government have to establish a suitable green growth reflecting a local environment. Second, a local government should make a green growth plan to take into consideration a local characteristic. Finally, a local government and local resident are needed a educating, promoting and voluntary participation about a green growth.

        강화군(江華郡) 교동도(喬桐島) 및 삼산도내(三山島內) 학교입구(學校入口)의 폐흡충감염(肺吸?感染) 조사(調査)

        Paragonimus westermani is one of the most popular endemic parasitic diseases in Korea. The nation-wide prevalence survey were carried out by Gobayashi (1921) with sputum examination and by Walton and Chyu (1959) with the intradermal skin test respectively. Recent studies showed the decline of positive rate in intradermal skin test of the local inhabitants and also showed the less distribution of intermediate host. The fact seemed that caused by economic improvement of village people, decrease of intermediate host by increasing use of pesticides, becoming lower water level at streams and rivers and better irrigation and finally by better community health education etc. Gangwha area of Gyeonggi-Do was found out as an endemic area of Paragonimus westermani through some studies in the past, however, in the vicinity area of Gangwha, the study in Kyodong island (myon) was carried out in 1965 by Yun et al. Therefore author carried out the intradermal skin test for 2,380 students of primary, middle and high school in Kyodong island and Samsan island. The results showed as follows : 1) The positive rate of intradermal test for paragonimus westermani infection showed positive in 152 among 1,845 students (8.2%) in Kyodong island, and 21 among 637 students (3.3%) in Samsan island respectively. 2) According to grade levels, 49 among 973 students (5.0%) in primary school, 62 among 962 students (6.4%) in middle school and 53 among 445 students (11.9%) in high school showed positive rate. This showed the higher grade the higher positive rate. 3) Among these total 164 positive cases in the intradermal skin test, only in 3 cases eggs were found in sputum. 4) Finding out the intermediate host, only 28 crayfishes from Kyodong island and 12 from Samsan island were collected and examined for metacercaria infection, however, none of metacercaria was found. 5) As a control group, 2 primary schools from the main island were selected. In these schools from the sixth grade students showed positive rate of 4.8% in Naega primary school and 0% in Hajeom Primary school respectively. Those results showed much decrease than studies carried out in the past. 6) The survey for food habit showed that 15 among 1,274 students (1.2%) had experiences of eating raw intermediate host(crayfish) and 266 among 988 students (27.0%) ate cooked.

        임의의 적층미세구조를 가지는 판 구조물의 고유진동수 위상최적화에 관한 연구

        The aim of this research is to construct eigenfrequency optimization codes for plates with Arbitrary Rank Microstructures. From among noise factors, resonance sound is main reason for floor's solid noise. But, Resonance-elusion design codes are not fixed so far. Besides, The prediction of composite material's capability and an resonance elusion by controlling natural frequency of plate depend on designer's experiences. In this paper, First, using computer program with arbitrary rank microstructure, variation on composite material properties is studied, and then natural frequency control is performed by plate topology optimization method. The results of this study are as followed. 1) Programs that calculate material properties along it's microstructure composition and control natural frequency on composite material plate are coded by Homogenization and Topology Optimization method. and it is examined by example problem. 2) Equivalent material properties, calculated by program, are examined for natural frequency. In this paper, Suggested programs are coded using MatlabTM, Feapmax and Feap Library with Homogenization and Topology Optimization method. and Adequacy of them is reviewed by performing the maximization or minimization of natural frequency for plates with isotropic or anisotropic materials. Since the programs has been designed for widely use. If the mechanism between composite material and other structural member is identified, extension application may be possible in field of structure maintenance, reinforcement etc. through application of composite material.

      • 전문가 설문조사를 통한 통합적 기후변화대응 도시계획 모델 개발

        This study intended to develop an urban planning model, including planning objectives, planning domains, strategies by planning domains, and planning factors in accordance with strategies, for integrated response to climate change. The expert delphi survey method was employed to verify these components of the planning model, which was performed three times for about 60 days by 30 experts majoring urban planning, environmental planning, climate change, and so on. Mitigation, adaptation, and ecological cultivation were basic directions to build carbon neutral city. The planning categories included carbon-reduction, carbon-sequestration, control of urban heat island(UHI), water management, operations and management system, and the ecological cultivation activities. And the planning domains were composed of energy, industry and resources, urban spatial structure, architecture, urban forest and agriculture, reducing the heat and air quality control, flood and water quantity management, water quality control, governance and community, mitigation-adaptation program, eco-industrial cluster development program, education and public relations(PR), and the vitalization of carbon-neutral eco-community. Also, this study developed the strategies and planning factors in accordance with the planning categories and domains.

      • 그린웨이 이용자만족도 영향요인 분석

        The purpose of this study is to analyze the determinants, affecting the users satisfaction level of greenways connected to neighborhood parks located in Cheongju, Korea. To reach this goal, this study employed a survey method to ask the users about their opinions regarding both current conditions and satisfaction levels of greenways, and reviewed related literature to establish a group of indicators which potentially affect the satisfaction level of greenway users. Each indicator was scored from 1 to 5 through the Natural Breaks method. As a result, this study has found the following results. First, this study found four factors through factor analysis: 1) spatial perception and quantity of trees; 2) quality of trees; 3) comfortable walk; and 4) greening density. Second, this study found statistically significant relationship between spatial perception and quantity of trees and users satisfaction using multiple regression analysis. Third, this study found that independent variables including D/H ratio, Building Height, Number of Street Trees, and Difference of Floor Level were statistically significant with the dependent variable, spatial perception and quantity of trees.

        기술논문 : 생태적 농촌어메니티 기반 주민주도형 농촌마을종합계획 -보은군 회인면 부수권역 ‘하얀민들레 생태마을’을 중심으로-

        This study has intended to devise a comprehensive rural planning, driven by residents based on ecological rural amenity paradigm for Busu area, Boeun-gun, South Korea. To reach the goal, this study has performed the following processes. First, we have analyzed the elements of threat, opportunity, weakness, and strength in both inside and outside village through `SWOT` analysis. Second, through strategic analysis and consultation, we have proposed developmental directions of Busu area. Third, based on an ecological rural amenity planning system composed of ecological economy system, ecological environment system, ecological history-culture system, ecological image system, and ecological society system, we have suggested research projects of each system. Fourth, we selected projects through a general meeting with all stakeholders. Fifth, the selected projects were applied to Busu area by village residents and experts. Finally, the projects, which were appraised and revised by experts, residents, and governmental officers, were composed of ecological scenic agriculture center, resident`s site for city dweller, energy independent village, eco-road, eco-pond, ecological park and parking lot, restoration of traditional culture, zone of ecological scenic agriculture, eco-tunnel, eco-fence, landmark, corporate identity, community center, forum and seminar, and education for residents` empowerment.
