        지방의회의 입법권한 강화방안에 관한 연구

        지방자치는 자치의 근거, 자치의 범위와 내용 등을 정하는 법률적 의미의 자치를 담당하는 지방의회와 자치업무 를 수행하는 제도적 의미의 자치를 담당하는 집행부가 각각 담당하고 있다. 지방분권의 강화는 지방자치의 주체인 지방의회와 집행부의 기능을 강화하는 것이다. 자치분권의 근거가 되는 조례를 제정하는 것이 지방의회의 주된 기 능이라는 점에서 집행부 보다 지방의회의 기능 강화가 더욱 중요하다고 볼 수 있다. 32년 만인 2020년 12월 9일 에 지방자치법 전면 개정안이 국회에서 의결되었다. 지방자치법 개정안의 핵심은 주민주권의 구현과 자치권의 확대 이다. 따라서 이들 주민주권의 구현과 자치권 확대의 기본 틀을 마련하는 것이 지방의회의 역할이다. 본 논문에서는 주민주권의 실현을 위한 지방의회의 자치입법권 보장과 강화(제28조) 등 개정된 지방자치법을 중심으로 지방의회 의 입법권한 강화 방안에 대하여 논의하였다. The local council is a key institution that leads local autonomy along with the head of the group. In addition, the local legislative body, the local council, is a constitutional body like the national legislative body, the National Assembly. Therefore, there is a need for an institutional device that recognizes the authority of local councils. Therefore, it is a natural measure to strengthen the legislative function, which is the most important function of the local council. In order to strengthen the legislative authority of the local council, it is necessary to increase the authority of the ordinance enacted by the local council. If it is difficult to grant an equal status to a law enacted by the National Assembly, it would be desirable to at least have an intermediate position between the law and the enforcement ordinance. In other words, it is to grant a higher status than the enforcement ordinance. In addition, when enacting new laws in the future, it would be desirable to boldly delegate the matters to be stipulated in the Enforcement Decree to the ordinance. To increase the authority of the ordinance, it is necessary to improve the quality of the ordinance. In order to improve the quality of ordinances, it is first necessary to increase the professionalism and competence of local councilors, who are the main agents of ordinance enactment. To this end, it is necessary to hold regular workshops or banquets for each local council unit. Second, it is necessary to enhance the capacity of expert committee members who can professionally support the legislative activities of local councils and policy support officers who support the legislative activities.

        공기업의 효율적 재정 운영관리 방안 연구

        공공기관의 재정 집행의 문제점 및 평가지표 개선, 공공기관 통합관리 방안에 대한 연구를 통해 국가재정의 효율성을 증대시키는 것이 본 연구의 목적이다. 공공기관의 재정 운영상 5가지 문제점(평가지표 체계, 재정운영 통제기구, 민간 공공사업 구분관리, 공공재정 관련 법 제도, 정부 예산지원 관리)이 존재한다. 이러한 문제를 개선하기 위해서는 국회가 참여한 Control Tower(공공재정정책위원회)의 설치와 같은 다양한 의견을 제시한다. The purpose of this study is the issue of public institutions and the financial metrics improve enforcement, public institutions through an integrated management plan for the research is to increase the efficiency of public finances is the purpose of this study. In this paper, the financial operations of public institutions in the five issues (evaluation index system, financial management control framework, Private/Public Sector management, public finance law/institutions, government budget support management) is presented. Issues and a variety of public agencies on how to improve this, this paper proposes the following. the participation of Congress Control Tower(Public Finance Policy Committee )is installed.

        지방공기업 재무건전성 사례분석 - 광주광역시도시공사 개발사업 채무관리 평가를 중심으로 -

        최근 공공기관의 부채가 급증하고 있고 정부의 재정부담 가능성이 우려할 만한 수준으로 공공기관의 부채축소가 매우 중요한 문제로 대두되고 있다. 특히 광역시도시공사의 경우 2013년 말 부채는 43.2조원으로 전체 지방공기업 부채 73.9조원의 약 58.4%를 차지할 정도로 매우 심각한 수준이어서 광역도시공사의 재무건전성 악화가 지방자치단체의 재정 안정에 심대한 영향을 미칠 것이라는 우려가 나타나고 있다. 하지만 지역의 산업단지 조성을 위한 용지공급 사업이나 공공임대주택 건설사업 등은 지역의 발전을 위해서도 필요한 실정이다. 본 연구는 광역도시공사 중 광주광역시 도시공사의 도시개발사업 및 주택개발사업에 대한 사업수지분석 등 채무관리 평가를 통하여 지방공기업 재무건전성 사례를 분석하였다. 분석결과에 따른 개선방안으로는 도시공사의 재무건전성 제고를 위해서는 정부 및 지자체 차원에서 신도시 택지개발사업에 대해 시장수요, 가격 경쟁력, 주택지표, 기반시설 여건 등을 기준으로 평가 및 차별화하여 사업추진을 결정하는데 있어서 사업타당성 분석의 정확성 제고가 필요하며 도시공사의 부채감축을 위한 "통합부채 관리체계"를 도입하여 지방공기업 부채를 포함한 지방자치단체 전체의 부채를 지방자치단체가 중심이 되는 관리 강화가 절실하다는 점이 지방공기업 부채문제 해결을 위한 주요한 발견점이 된다. 본 연구가 국가 및 지방공기업의 재무건전성 확보를 위한 이론적 측면에서의 사례분석이 되었다는 점에서 연구의 의의가 있다. Recently public institutions' debt is growing therefore it became an important issue to the level that the government concerns about the possibility of financial burden to reduce the debt. Especially debt of public enterprises in metropolitan areas was in a serious state where debt in late 2013 was 43.2 trillion, which takes approx. 58.4% of 73.9 trillion of debt of all local public enterprises. Sound financial state of local public enterprises is important to public enterprises in metropolitan areas and it may affect seriously financial stability of local governments when public enterprises have financial problems. However, land supply business to form local industrial complexes or local demand for development of public rental housing business always exist; and vitalizing local economy and creating jobs through these businesses are very necessary to develop the areas. However, for local economic development, industirial land business and public rental housing business are needed. In this study, Gwangju Metropolitan City Corporation Ltd is used as a case study to evaluate the local public financial soundness via debt management assessment i.e.(using) the feasibility analysis in the urban development and housing development. As an improvement measure following the result of analysis, for the enhancement of financial soundness of urban innovation corporation, the government and local government shall evaluate and differentiate market demand, price competitiveness, and infrastructure of new town land development project to improve accuracy of project feasibility analysis. Another important insight is that there should be local government-centered management of liabilities of the local government and local public enterprises with the integrated liability management system to reduce the liability of the corporation and solve the issue of debts for local government. This study is significant in that it has analyzed cases from the theoretical aspect to secure financial soundness of national and local public enterprises.

        부동산정책에 대한 전문가 평가분석 - 한국역대 정부(전두환~노무현)를 중심으로 : 부동산정책에 대한 전문가 평가분석

        1. CONTENTS (1) RESEARCH OBJECTIVES There are many problems concerning housing in Korea as a result of a recent sharp run-up in real estate prices. This study sets out to review the characteristics of the housing policies implemented by successive Korean administrations, on the basis of which it analyses the overall level of public satisfaction with housing policies. The number of administrations was limited to the five most recent governments from that led by President Choo Doo-hwan to the current administration headed by President Roh Moo-moo. A questionnaire survey was conducted asking respondents about their level of satisfaction with the real estate price stabilization policies, economic stimulation policies, anti-speculation policies and housing supply policies adopted by these administrations in order to elucidate the future direction of real estate policies. (2) RESEARCH METHOD the empirical analysis (3) RESEARCH METHOD First, the Chun Doo-hwan administration ranked highest in the level of satisfaction with real estate price stabilization policies, followed by the Kim Young-sam, Roh Tae-woo, Kim Dae-jung and Roh Moo-hyun administrations. Actually, however, it was during the Kim Young-sam adminstr ation that real estate prices were most stable. Also, real estate prices soared most dramatically during the Roh Tae-woo and the Roh Moo-hyun administrations. Therefore, the low degree of satisfaction with real estate price stability under the Current Roh Moo-hyun government may be attributable to the hike in real estate prices. Second, analysis of the degree of satisfaction with real estate policy in regard to economic stimulation policies showed that the public was most satisfied with the Chun Doo-hwan government, followed respectively by the Roh Tae-woo, Kim Dae-jung, Kim Young-sam and Roh Moo-hyun administrations. In the case of the Kim Young-sam and Rho Moo-hyun governments, real estate policies did not seem to have contributed greatly to boosting the national economy.         상권의 경제기반이 상가권리금에 주는 효과

        이 연구의 목적은 상권의 산업변화가 상가권리금의 변화에 주는 영향을 실증적으로 제시하는 것이다. 이 연구의 결과를 요약하면 다음과 같다. 첫째, 연구의 조사기간에 따라 상가권리금의 변화에 영향을 주는 변수 및 중요성이 달라진 다. 그 이유는 소비자들이 선호하는 제품과 서비스가 시간에 따라 변화되어 상점의 매출에 영향을 주기 때문이다. 조사초 기에 상권이 활성화되어 상가권리금 및 상가임대료가 높게 형성되었지만 조사종료시점에는 소비자의 선호도가 변화되어 특정상점의 매력도가 변화되어 상가권리금 및 상가임대료가 하락하거나 상승한다. 둘째, 상권내의 특정사업체수의 변화 가 상가권리금의 변화와 관련성이 있다. 서울시 편의점이 상승하면서 상가권리금도 점진적으로 올라갔다. 그리고 소비자 의 일상생활과 밀접한 프라이드 치킨음식점의 수가 증가할수록 상가권리금도 상승하였다. 이러한 현상이 조사되는 지역은 서울시 관악구, 구로구, 서초구이다. 셋째, 상권에서 상가업종간에는 보완 및 대체관계가 형성되어 있어 특정업종 의 사업체수가 증가하면 특정사업과 보완성이 있는 다른 업종의 사업체의 수도 증가한다. 편의점이 군집해 있고 증가하는 상권에 해당하는 서울시 관악구 및 구로구는 프라이드 치킨음식점의 수, 육류소매점의 수, 미용실의 수도 증가하고 나아가 상가권리금도 상승하는 것으로 나타났다. 1. CONTENTS (1) Research Objectives The purpose of this study is to investigate the factors determining changes in goodwill by using 4,267 commercial lease cases at 25 retail trade areas in Seoul. (2) Research Method The focus is on analyzing that the retail rents and economic base affects the goodwill. (3) Research Findings The major findings are as follows. First, changes in average retail rents and economic base affects changes in goodwill and Changes in major business Within the retail trade-area, the average of retail rents is statistically significant variables in estimating changes in goodwill per 3.3㎡. The results show that the cluster of the firm is an important independent variable in determining the goodwill. Second, the relationship between the number of firms in the retail areas and the value of goodwill is positive. 2. RESULTS In summary, we adopt the research hypothesis that economic base in the retail trade area and retail rents impact on changes in goodwill

        주택가격 안정정책의 효과에 관한 연구 - 분양가규제정책을 중심으로 -

        1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to evaluate Price cap regulation of housing in Korea using the statistics analysis for housing prices. (2) RESEARCH METHOD This study was focused on Autoregressive Multi-Analysis. Especially this study used to One Group Pre-test and Post-test Design analysis and the analysis of Time Series Interruption in Quasi-Experimental Method (3) RESEARCH FINDINGS It was shown that the price of housing market was going up according to government intervention. Shortly, government failure was occurred. 2. RESULTS According to the effectiveness analysis of the housing price control policy, the essential effect that Government intended-to make market stable through the decrease in housing price-did not come up, but the side effect was strongly brought up. It was shown that the price of housing market was going up according to government intervention. Shortly, government failure was occurred. Since the second half of 2007 year, Government have turned back to the policy that new apartment prices are regulated, which is called 'Price cap regulation of housing'. Although 'Price cap regulation of housing‘ is expected to somewhat ease the rise in the housing price from liberalization of housing price, there still remains the doubt that it could be limited to come down the existing housing price in the long view.

It was studied with domestic and foreign theses and papers, System comparison of USA and theses of associations.<BR>  (3) RESEARCH RESULTS<BR>  For REITs revitalization, it is necessary to simplify the process of sanction, do public relations, develop specialty, establish real estate consultancy and give tax favor.<BR>  2. RESULTS<BR>  Through the introduction and improvement of Real Estate Investment Trusts, Real Estate Market will be more vitalized, which leads the industry related to REITs to be more developed. To develop REITs, it is necessary to improve the system flexibly such as revision of the law of Real Estate Investment Trusts. As we see through appled examples, the growth of CR REITs is expected with the function of Corporate Restructuring as well as the merits of taxes and the operation.

        본 연구는 입주시스템이 체계화되어 있지 못한 취약계층에게 맞춤형 임대주택을 설계ㆍ공급하여 주거복지 사각지대를 해소하고 1~2인 가구 증가에 따른 초소형 주택수요를 흡수하고 수요별 맞춤형 주택공급을 주력하고 주거환경 정비사업으로 인한 소형주택의 멸실에 따른 서민형 주택의 수급 불균형을 해소하기 위한 다양한 임대주택의 공급방안을 제시하였다. The research which sees the moving in system without becoming the system and in the weak class which cannot, planㆍsupplied the elder brother rental housing fixing and the house material dead zone was solved and the guard post style housing requirement which follows in the furniture increase which is 1~2 absorbed and demand by the elder brother residential supply fixing and concentrated the supply plan of the rental housing which is various for supply and imbalance of the popular style house which follows in the thread of the small-sized house which is caused by as the house environmental m없ntenance enterprise is solved presented.

        5.1 채널 오디오 신호를 스테레오 신호로 변환하는 디지털 다운믹서 개발

        Use of the 5.1 channel audio signals suitable for the television system is improper for the radio broadcasting system, which uses the stereo audio system. Therefore, it is necessary to develop an audio down-mixer to convert 5.1 multi-channel audio signals to stereo signals for radio broadcasting. In this paper, a development of an audio down-mixer was carried out to convert 5.1 multi-channel audio signals to stereo signals. The down-mixer which was developed can use the audio signals separated from video signals, including sound signals or individual signals provided from 3-channel AES/EBU signals including Left(L), Right(R), Left Surround(Ls), Right Surround(Rs), Center(C) and Low Frequency Effect(Lfe) sounds as mixer inputs.
