단위학교의 교육책무성과 교사의 인적자본 및 사회적 자본 관계 분석

본 연구는 일반고등학교에서 단위학교의 교육책무성 이행과 Hargreaves & Fullan(2012)이 제시한 전문적 자본의 구성요소인 인적자본과 사회적 자본의 관계를 체계적으로 분석하여 정 책적 시사점을 제시하고자 한다. 데이터 분석을 위해 「학교 교육 실태 및 수준 분석 연구」 의 일반고 4개년도(2003, 2006, 2009, 2012) 패널 자료를 대상으로 이원고정효과모형(Two-way Fixed Effect Model)을 적용하여 분석하였다. 한편, 결측으로 인한 탈락편의(Attrition Bias)를 해결하기 위해 다중대체(Multiple Imputation, MI)를 실시하였다. 분석결과, 첫째, 단위학교의 교육책무성 이행 정도는 교사 개인의 인적자본 축적에는 유의 미한 영향을 미치지 못하는 것으로 나타났고, 사회적 자본에는 통계적으로 유의한 정적 영향 을 미치는 것으로 나타났다. 둘째, 사회경제적 배경에 따른 차별적 효과를 분석한 결과, 사회 경제적 수준이 낮은 학교들에서 단위학교의 교육책무성이 사회적 자본에 유의미한 정적 영향 을 미치는 것으로 나타났다. 모니터링, 유인설계 중심의 교육책무성 정책이 학교조직 내에서 교사의 전문적 자본을 함양하는데 제한적인 영향을 미쳤음을 시사한다. 본 연구는 연구결과를 바탕으로 교육책무성 정책이 교사 개인의 인적자본을 축적시켜 교사 의 전문성을 함양할 수 있는 방향으로 설계 및 집행되어야 하고, 또한, 단위학교 내에서 정책 불응을 최소화하고 전문적 자본의 축적을 극대화하기 위해서 책무성 정책의 과정에 대한 구 성원들의 이해와 참여가 필요함을 정책적인 시사점으로 제시하는 바이다. This study examines the effect of school accountability in the school system on teachers' human capital and social capital which comprise professional capital suggested by Hargreaves & Fullan (2012). We construct a panel dataset from the four waves of 'the Analysis of the Level of School Education and Its Actual Condition' spanning 2003-2012, consisting of over one hundred high schools in Korea. Implementing two-way fixed effect model, our results show that, in general, the extent of accountability in the school system does not affect human capital, but social capital. Particularly, in schools with low socio-economic status, the extent of accountability is positively associated with the accumulation of social capital. This result indicates that the accountability policy has limited effect on developing teachers' professionalism. On the basis of the results, we suggest that it is imperative that teachers' perception of the accountability and the implementation of accountability policies need to be investigated for improving the effectiveness and the efficiency of the policy. Furthermore, it is required to fine-tune the accountability policy in order to strengthen teachers' human capital as well as social capital.

공공주택 화재⋅지진안전 강화 방안 연구

최근 5년간 국내 주택 중 공동주택의 비율은 `17년 기준 약 75.6%에서 `21년 기준 약 78.3%로 증가하였고, 전체 화재 건수 중 공동주택 화재 비율은 `17년 약 11%에서 `21년 약12%로 증가하였다. 공동주택이 주택 유형의 대부분을 차지하고 있으며 공동주택에서 발생하는 화재 또한 증가하고 있다. 본 연구는 국민의 생명과 재산을 보호하고 안전 확보 관심 향상을 위한 국가의 정책 기조를 반영하여 공동주택에서 지속적으로 발생하고 있는 화재 및 지진 안전 문제를 해결하고자 공공주택의 화재⋅지진 안전 강화에 대한 연구를 진행하였다. 본 연구의 추진 전략과제는 지진안전, 화재안전, 첨단소방, 안전문화로 총 4개로 분류하여 수행하였다. 지진안전 분야에 대해서는 현재의 내진설계 방법에 대한 고찰 및 국내⋅외 사례 분석을 통하여 기존의 코드화된 내진설계 대신 공학적 내진설계로 건축물 내 소방배관의 신뢰성 및 안전성의 향상 방안을 제안하였다. 화재안전분야에 대해서는 생활공간의 안전강화, 화재안전기준 개선을 목표로 공동주택 내 공간 및 거주자에 따른 소방시설 적용, 공동주택용 피난설비 개발 고도화 방안 등을 제시하였다. 첨단소방분야에 대해서는 첨단소방 기술개발, 화재안전시스템구축과 기술경쟁력 제고를 목표하였으며, 전기차 화재 소화시스템개발, IoT를 활용한 화재예방기술 구축, 공동주택 화재위험특성의 정량적 분석 및 화재안전인증제도 도입 등을 제안하였다. 안전문화분야에 대해서는 소방기술의 지원 강화, 소방기술자 역량 강화 및 안전문화 정착을 목표하였으며, 소방기술 지원사례 및 기술백서 확산, 건설현장 및 공사 중 화재안전 관리강화 방안, 소방 신기술 발굴 및 현장 적용성 확대, 공동주택 화재안전 현장교육 강화, 모바일 및 SNS를 활용한 화재예방 활동 강화 등을 제시하였다. 본 연구를 통해 공동주택의 지진⋅화재안전 향상에 대한 추진전략 및 기술 로드맵을 제시하여 향후 공동주택의 안전사고 예방 및 피해저감에 기여할 수 있을 것으로 기대한다.

사회 연결망 분석을 활용한 웨지우드(Wedgwood) 소비자 인식 분석

현대 사회는 4차 산업혁명과 함께 스마트 폰과 인공지능, 빅 데이터 등 기술의 혁신적인 발전을 기반으로 사람 간, 국가 간 소통을 위한 연결이 중요해지면서 사회적 네트워크를 위한 다양한 플랫폼 서비스들이 제공되고 있다. SNS(Social Network Service)의 활발한 이용은 현대인의 삶에 깊숙이 반영되어 향후 많은 연구 분석의 주요한 역할을 담당할 것으로 보인다. 본 연구에서는 사회 연결망 이론을 바탕으로 소셜 네트워크 분석 도구 중 노드엑셀(NodeXL) 프로그램을 통해 유럽의 명망 있는 주요 테이블 웨어 브랜드인 웨지우드사의 데이터를 활용하여 네트워크 특성을 분석하고자 하였다. 소셜 미디어 중 트위터 네트워크를 통해 검색어 Wedgwood에 관한 트윗, 리트윗, 팔로잉으로 나타나는 핵심 단어들이 중심이 되었으며 상위 출현 단어와 단어 쌍(Word and Word pairs)을 도표로 시각화하였다. 웨지우드는 예술성을 중시한 신고전주의 표현을 통해 일관된 브랜드 정체성을 고수해오고 있으며 데이터 도출 결과 나타난 핵심 키워드로 웨지우드의 전통 기술성과 고전적 이미지에 대한 소비자들의 선호도 또한 웨지우드가 추구하는 브랜드 정체성과 상통하고 있음을 알 수 있었다. 본 연구의 시사점은 네트워크의 특성 분석을 통해 제품을 사용해본 소비자들의 데이터가 나타내는 의견과 반응을 통해 웨지우드에 대한 소비자의 인식을 살펴봄으로써 웨지우드와 관련된 동시대적 트렌드를 도출하고 제품을 기획하고 보완하는 데에 있어 하나의 분석 방법론으로 적용해보고자 함에 있다. In conjunction with innovative development of technologies such as smart phones, artificial intelligence, big data and the fourth revolutions in contemporary society, various platform services are provided for social network communications among people and countries. As the active use of SNS(Social Network Service) is reflected in the life of modern people it will play a significant role in the plenty of future research analyses. In this research, it is intended to propose a direction of ceramic product brands using the data of Wedgwood, a prestigious European table ware brand, through the NodeXL program, a social network analysis tool based on the social network theory. Through the twitter network in social media, key words about wedgwood represented by twit, retwit and following were mainly dealt, and the top words list with word and word pairs were visualized to graphs. Wedgwood has consistently maintained its brand identity through its neoclassical expression of artistic importance. By the result of data extraction, consumer preference for Wedgwood’s traditional technology and classical image were also unveiled to be related to the brand identity pursued by Wedgwood. The implication of this study is that the analysis of the characteristics of the network, the opinions, the reactions, and the awareness of the consumers who use the products are all together examined to find the trends, related to Wedgwood, and to apply it as an analytical methodology to rigorously plan and complement the products.

지우드(Wedgwood)社의 아티스트 협업 디자인 분석 - 키스 머레이, 베라 왕, 바바라 베리를 중심으로 -

본 연구는 영국의 대표적인 산업 도자기 브랜드 웨지우드(Wedgwood)社와 유명한 아티스트들이 협업하여 제작한 제품을 통해 각 아티스트 별로 나타난 디자인의 표현적 특성을 분석하는 데에 목적이 있다. 웨지우드는 자스퍼(Jasper)와 크림웨어(Cream ware), 본차이나(Bone China) 등 웨지우 드만의 다양한 기술적 개발과 신고전주의 양식의 정체성에 기반하여 영국의 상류 사회를 겨냥한 명품 도자기로 발전하였고 현대에는 주로 전사기법을 통한 고급스러운 패턴 디자인으로 전 세계인들 에게 사랑받고 있다. 웨지우드는 1930년대 아르데코 양식이 유행한 시기에 건축적인 작업 성향을 지닌 키스 머레이와의 협업으로 입체적인 표면구조와 형태성을 강조하여 웨지우드의 새로운 시도를 나타냈다. 2000년대 이후 의상 디자이너 베라 왕과의 협업을 통한 제품은 로코코 양식의 장식적인 패턴과 입체적인 형태 표현으로 여성들의 선호도를 고려하여 정교하면서도 단아한 그의 디자인 철학을 담아내고 있으며 바바라 베리는 인테리어 소재를 주제화한 상징적인 전사 디자인을 통해 반복 적인 패턴을 이용하여 간결하면서도 현대적인 구성의 표현 방식을 넓혔다. 본 연구는 시대적 흐름과 아티스트와의 협업을 적극 활용하는 웨지우드의 사례를 통해 협업이 기업에 미친 영향에 근거하여 협업의 중요성을 나타내고 이로 인해 제고되는 시너지 효과의 정성적인 분석을 도출하고자 한다. This paper aims to analyze the expressive design characteristics of each famous artist through the collaborative products with the British traditional pottery brand, Wedgwood company. Wedgwood has developed as a master pottery aiming for the upper class of Britain,based on the Neo-classism styled identity and various unique technical development of Wedgwood such as Jasper, Cream ware and Bone China. In modern times, with its luxurious pattern design through transferring techniques, Wedgwood is widely loved by people around the world. In 1930, when Art deco style was trending, Wedgwood formed collaborations with Keith Murray, a designer with architectural taste, to emphasize geometric configuration in the single color expression and three-dimensional structure, representing a brand new approach of Wedgwood. Since 2000s, the cooperation with the products of the fashion designer Vera Wang show her subtle and elegant design philosophy with decorative patterns of Rococo style and dimensional expressions, reflecting preferences of contemporary ladies. Besides, Barbara Barry broadened modern design expressions using repetitive and simple patterns through the interior material symbolic design. This research is to indicate the importance of cooperation throughout Wedgwood, where it actively utilized various artists based on trends, and to bring out qualitative analysis from the synergy effect of such cooperation.

독일어 습득이 성인 인지 기능에 미치는 영향

본 연구는 신경언어학적인 방법론을 활용하여 독일어 학습이 성인의 통제기능 향상에 미치는 영향을 분석하고자 하였다. 본 연구의 분석 결과, 통제기능의 두 가지 하위기능인 목표 활성화와 전환기능에 있어서 독일어 학습이 성인의 인지능력에 별다른 영향을 미치지 못하는 것으로 나타났다. 이러한 결과는 선행연구에서 성인의 외국어 습득이 인지 기능 향상에 영향을 미치지 못한다는 주장을 뒷받침하고 있다. 또한, 본 연구와 동일한 실험 패러다임으로 청소년을 대상으로 통제기능의 향상 효과를 확인한 선행연구와 비교하면서, 외국어 습득의 인지 효과는 습득 시기가 빠를수록 뚜렷하게 나타남을 확인하였다. 이러한 결과는 습득 시기에 따른 외국어 습득의 차이를 설명하는 언어습득 이론과 맥락을 함께 하고 있다. 본 연구는 지금까지 논의되어 온 외국어 습득의 인지 효과에 대한 학문적 논의 과정에 새로운 연구결과를 제공하는 한편, 이전에 수행되지 않았던 새로운 방법론을 구현하여 후속 연구 수행을 위한 방법론적 토대를 마련하는 데 기여하고자 하였다. In der vorliegenden Arbeit wurde versucht, den Einfluss des Deutschlernens auf die Verbesserung der Exekutiven Funktionen bei Erwachsenen mit neurolinguistischen Methoden zu analysieren. Die Zeit-Frequenz-Analyse ergab, dass das Erlernen der deutschen Sprache keine Auswirkungen auf die beiden Unterfunktionen der Exekutiven Funktionen, Zielaktivierung (Goal maintanance) und Konvertierungsfunktion (Switching function) hatte. Diese Ergebnisse untermauern die Annahme, dass das Fremdsprachenerwerb bei Erwachsenen nur geringe Auswirkungen auf die Verbesserung der kognitiven Funktion hat. Darüber hinaus bestätigte diese Arbeit, dass der kognitive Effekt des Fremdsprachenerwerbs mit Beginn der Lernphase zu tut hat. Dazu wurden die Ergebnisse dieser Studie mit denen der vorigen Arbeit verglichen, in der eine Verbesserung der Exekutiven Funktionen durch das Deutschlernen im Jugendalter bestätigt wurde. Beide Studien arbeiteten mit den gleichen experimentellen Paradigmen. Diese Ergebnisse stehen im Zusammenhang mit der Kritische-Periode-Theorie, die die Unterschiede beim Fremdsprachenerwerb nach Erwerbszeit erklärt. Diese Studie präsentiert neue Forschungsergebnisse zu den kognitiven Auswirkungen des Fremdsprachenerwerbs bei Erwachsenen und kann dazu beitragen, eine methodische Grundlage für zukünftige Forschungsarbeiten mit neuen Methoden zu schaffen, die zuvor noch nicht durchgeführt wurden.

기업 내 학력의 외부효과와 학습조직의 관계 분석

본 연구는 인적자본기업패널의 2~5차년도 자료를 활용하여 기업 내에서 학력의 외부효과가 존재하는지를 분석하고 학력의 외부효과와 학습조직의 관계 를 탐색하는데 연구의 목적이 있다. 또한, 본 연구는 학습조직을 7가지 하위요 소로 분류하고 각 하위요소와 외부효과 간의 관련성을 분석함으로써 외부효과 와 밀접한 관련이 있는 학습조직의 특성을 도출하여 학력의 외부효과를 제고 하기 위한 정책적 시사점을 논의하고자 하였다. 이를 위해 본 연구는 관찰하기 어려운 개별 기업의 이질적인 특성과 특정 시점의 고정적인 특성을 동시에 통 제할 수 있는 이원고정효과모형(Two-way Fixed Effect Model)을 적용하였다. 분석 결과, 기업 내 학력의 긍정적인 외부효과가 존재하는 것으로 나타났으 며, 학습조직의 성향이 강할수록 기업 내 학력의 외부효과가 더욱 증대됨을 확인하였다. 특히, 기업 내 팀원에게 많은 권한이 부여되는 조직문화를 가질수 록, 기업 내에서 구성원 간 의사소통이 활발할수록, 학력의 외부효과가 더 커 지는 것으로 나타났다. 이런 결과는 학력의 외부효과를 촉진시키기 위해서는 학습조직으로 조직을 변화시키려는 노력이 필요하며 구성원에게 더 많은 자율 권을 위임하고 구성원 간의 소통을 강화하려는 노력이 필요함을 말해 준다. 이런 결과를 바탕으로 본 연구는 교육정책이나 교육프로그램의 효과를 평가하는 과정에서 비수혜자들에게 미친 외부효과까지도 충분히 고려될 필요가 있으며 외부효과를 높이기 위해서 학습조직의 특성을 가진 조직 문화로 변화 시키려는 노력이 필요함을 정책적 시사점으로 제시하는 바이다. The purpose of this article is to empirically examine the existence of spillover effect from peers in companies, and to investigate the relationship between the spillover effect and learning organization. Furthermore, we analyze what characteristics of learning organization are critical to make differences of the spillover effect. For resolving endogenous problems which may occur by unobserved heterogenous company features and time specific effect, we implement two-way fixed effect model. As results, we found that there were positive spillover effect, which meas that the more educated peers are in organization the more one's productivity improve. Moreover, our results indicates that this positive spillover effect is more likely to be reinforced in learning organization. It is also required to highlight that the spillover effect may be facilitated in organizations where more inclined to empower decision-making authority from top to bottom for improving local knowledge. Furthermore, it is noteworthy that the more communication with colleagues seems to enhance spillover effect in a organization. These results, foremost, imply that it is imperative to re-examine the effect of education or education programs which are targeted to a particular group. For more comprehensive understanding about the effect of education, we recommend that the spillover effect should be considered as an unintended effect. Our result that the organization culture as a learning organization may reinforce the spillover effect suggest changing organization culture into learning organization may improve productivity of the organization.

제주관광정책 변화양상에 대한 탐색적 고찰 : 제주도지 권두언, 제주도지사 도의회 시정연설 내용분석을 중심으로

관광정책은 환경변화를 정확히 예측하고 정책평가 시스템을 가지고 있으면서 환경에 능동적으로 대처할 수 있는 방향으로 전개되어야 한다. 본 연구는 1990년대 중반 이후 제주 관광에 대한 이슈가 어떻게 변화돼왔는지를 추적하였다. 관광정책 변화의 정확한 추적을 위해서는 많은 문헌과 자료, 전문가 및 관계자들, 정책 수혜자들에 대한 의견조사 등이 반영되어야 하지만, 시간과 비용 등의 현실적인 제약으로 인해 본 연구에서는 제주특별자치도 공보관실에서 발간하는 「제주도」의 권두언(도지사)과 제주특별자치도의회에서의 도지사 시정연설의 내용에 한하여 관광분야의 전략과 그 변화양상을 추적하였다. 이와 같은 자료를 선택한 이유는 지역의 관광 정책 추진에 있어서 자치단체장의 역할과 의지는 결정적인 역할을 하기 때문에 자치단체장의 관광정책 추진 발언에 주목해 볼 필요가 있다. 본 연구에서 다룬 제주도지사의 「제주도」지 권두언이나 도의회 시정연설문은 도지사의 관광정책의 의지가 어떻게 형성되고 있는가를 알 수 있게 하는 가장 기본적인 자료 중 하나다. 실제로 지역 관광정책의 수립과 실행, 예산의 책정 등의 여러 요소에는 지방자치단체장(광역시장 및 도지사)의 의도가 결정적인 역할로 작용한다. 자치단체장의 재선을 의식하는 인기위주의 정책추진으로 인한 예산 낭비의 소지가 많기 때문에. 자치단체장의 관광정책 관련 의도가 어떤 것인지 파악하기 위한 노력이 향후 지역사회에서 활발히 전개되어야 할 것이다. Tourism policy should be proactive to environmental changes and have the accurate evaluation system. This study reviewed the issue and trend about Jeju tourism policy after mid-1990s. For the accurate tracing of past tourism policy, it is necessary to collect various datum such as literatures-related, interviews of specialists and stakeholder, residents, However, this study reviewed the change patterns of Jeju tourism policy using prefaces written by a Jeju provincial governor of the Jeju-do series published by public affair office of Jeju province and the governor s speeches on administrative policies in Jeju provincial Council to overcome time and money problems in collecting of multi-perspective datum, The datum of this study can be efficient for tracing changes of tourism policies, because a local government head in Korea does the crucial role in tourism policy promotion. In this context, their official statement about tourism policies could be noteworthy to review the trend of Jeju tourism policy. This study would be helpful in implementing sustainable and consistent tourism policies and reducing wasteful budgets, either an incumbent governor would be elected or not.
